This study develops the Perception–Intention–Adaptation (PIA) framework to examine the role of attitudes, perceptions, and norms in public transportation ridership. The PIA framework is then applied to understand the relative importance of socio-demographic, built environment, transit service, and socio-psychological factors on public transit use for 279 residents of south Los Angeles, California, a predominately low-income, non-white neighborhood. Confirmatory factor analysis based on 21 survey items resulted in six transit-relevant socio-psychological factors which were used in regression models of two measures of transit use: the probability of using transit at least once in the 7-day observation period, and the mean number of daily transit trips. Our analysis indicates that two PIA constructs, attitudes toward public transportation and concerns about personal safety, significantly improved the model fit and were robust predictors of transit use, independent of built environment factors such as near-residence street network connectivity and transit service level. Results indicate the need for combined policy approaches to increasing transit use that not only enhance transit access, but also target attitudes about transit service and perceptions of crime on transit.  相似文献

Although recent budgetary considerations by the Federal govenment do not portend well for urban public transit, some transit systems are considering expansion into less densely-settled areas further from the Central Business District. Of some concern to planners has been their belief that suburban and rural dwellers may be much less inclined than urban dwellers to support expansion of transit service. This paper presents an analysis of a random-digit dialing/mail-out, mail-back survey conducted in Washtenaw County, Michigan which was designed specifically to examine differences in attitudes between urban and rural residents. Six mutually-exclusive spatial strata were established based upon population density. This paper tests for expected spatial differences in socioeconomic and demographic variables and then examines spatial variations in attitudes toward public transportation. The major conclusion is that the expected spatial variations in attitudes about transit service provision between the spatial strata do not arise. Most of the significant differences found are with respect to questions which relate to where transit is provided. Residents in rural (urban) areas support more strongly the provision of services to rural (urban) areas. Many residents, however, will support transit service that may not benefit them directly.  相似文献

The determinants of public opinion toward public transit is a little-researched topic, though a better understanding of what makes consumers willing to support transit may reveal which attributes of transit consumers value most. One determinant of people’s willingness to support investments in mass transit may be the price of fuel for transit’s principal competition, the private automobile. In this paper, I examine the relationship between the cost of gasoline and stated willingness to invest public money in mass transit improvements. I hypothesize that fuel price volatility—in addition to price itself—is a determinant of support for more mass transit funding, controlling for other factors. As the price of gasoline becomes more uncertain, the public should, all else equal, support investment in mass transportation, a form of transportation that may provide some measure of protection from the price of fuel. Results suggest a strong effect of price volatility on consumers’ willingness to support transit expenditures.  相似文献

The trend toward public ownership, public regulation, and public subsidization of the U.S. transit industry has recently come under attack. Many argue that the result has been reduced productivity, increased costs, and very little real benefit. This article examines the impacts of subsidies and public ownership in four large transit systems that cover a range of transit system types and financing arrangements. Evidence from the case studies is compared to the results of both time-series and cross-section regression analysis of operating and financial statistics for large samples of bus systems. Although the case studies and the regressions rely on different datasets and different techniques, they support the same conclusions. Increased subsidies and public ownership have kept down fares and permitted service expansion, but have also encouraged wasteful cost escalation. Thus, transit riders unquestionably have benefited from public takeovers of transit systems and burgeoning subsidies, but not nearly as much as they would have benefited if costs had not skyrocketed at the same time.  相似文献

True Personal Rapid Transit (PRT), in concept and technology, is considerably advanced over PRT as proposed in the 1960s and 1970s. It is one of the few advanced transit concepts—perhaps the only one—that offers a prospect of overcoming the continued serious deficiencies of conventional transit systems. Past criticisms of PRT were often invalid, but even those questions that deserved to be taken seriously then no longer justify a postponement of serious PRT testing. Conventional transit, in spite of over two decades of considerable governmental support, is proving unable to satisfy major transportation needs of American urban areas, which are increasingly dispersed and multi-centered. There is no indication that conventional transit can overcome sufficiently its performance and economic deficiencies. If PRT is not given a chance to be tested, local public officials will continue to be faced with too limited options as between auto-dominated transportation services and high subsidies for inadequate transit solutions.  相似文献

This paper is concerned with the majority of developing nations who lack large resources for public sector projects. It questions the basis of much mass transit planning and attempts to put forward a more efficient way of reaching decisions. It calls extensively on experience of Metro Manila, capital of the Philippines, where an innovative system of metropolitan planning and administration is throwing a new light on ‘appropriate’ investment in such developing cities.

Mass transit systems as currently conceived in such developing cities—fully segregated rail‐based systems—are unlikely to be affordable (at least for many years) and in consequence scarce resources should not be devoted to developing and evaluating them. Rather, the principal objective should be to provide low‐cost, affordable mass transit—affordable to governments and to passengers. This almost certainly points to road‐based systems, or predominantly at‐grade light rail transit (LRT) systems, which are usually regarded as ‘obviously unworkable’ in developing city environments.

This judgement is questioned and it is suggested the potential of LRT to provide appropriate low‐cost mass transit is not being realized. An approach to determining its potential applicability is proposed. If feasible it should be evaluated against road‐based systems before decisions to implement new mass transit systems are taken.

While circumstances vary between countries the central message of this paper—that public sector resources have a very high opportunity cost which make all but the lowest‐cost mass transit systems very difficult to justify—will hold in all but the higher‐income developing economies.  相似文献

This paper is an attempt to develop a generic simulation‐based approach to assess transit service reliability, taking into account interaction between network performance and passengers' route choice behaviour. Three types of reliability, say, system wide travel time reliability, schedule reliability and direct boarding waiting‐time reliability are defined from perspectives of the community or transit administration, the operator and passengers. A Monte Carlo simulation approach with a stochastic user equilibrium transit assignment model embedded is proposed to quantify these three reliability measures of transit service. A simple transit network with a bus rapid transit (BRT) corridor is analysed as a case study where the impacts of BRT components on transit service reliability are evaluated preliminarily.  相似文献

This paper attempts to measure the impacts of urban transportation system improvements or changes on the community. The community's perceptions of the impacts are represented by its utilities (or disutilities) over various ranges of values of the multiple attributes representing these impacts. The utility technique used in the evaluation is based upon von Neumann‐Morgenstern (vN‐M, 1947) Utility Theory, and is applied using Raiffa's (1970) Fractile Method.

The paper specifically applies the technique to model the perceptions of five subgroups within a community to the impact of a new light rail transit system that is being incorporated in the transportation system of the City of Calgary.

Results of the modeling indicate explicitly how the community changes its perception over ranges of values of the attributes evaluated. Biases of various subgroups within the community over these attributes are also shown. Statistical tests indicate that aggregated utility perceptions can represent the utility perceptions of the individual subgroups quite reasonably.  相似文献

This study develops a model that explains public transit ridership in Orange Country, California over quarterly periods during the 1974–1988 period. The model uses a Cobb-Douglas functional form and a Cochrane-Orcutt iterative procedure to measure the association between public transit ridership and the potential number of users, relative level of public transit service, relative price of public transit, seasonality, and external shocks. Relative measures of the explanatory variables are used to reduce the potential for multicollinearity and give greater confidence in the reliability of the estimated elasticities. The model is then used to prepare conditional quarterly forecasts for ridership in 1988 and unconditional quarterly forecasts during the 1989–1993 period.  相似文献

As the most populous country in the world with a heavy reliance on public transit, China's public transit privatization has a global significance. China's post‐Mao economic reform and establishment of market‐oriented economy have stimulated its public transit privatization at a very fast pace. The largest Chinese cities have been spearheading the implementation of different privatization measures, such as granting franchises, company merger, company reorganization, public/private partnership, responsibility systems, and many others. All these privatization efforts have yielded preliminary successful results, even though some obstacles are encountered. In the future, new privatization‐related laws are expected to be enacted, government functions and business functions would be further separated, privatizing other public transit services besides operation would take place, and some negative impacts associated with privatization would be mitigated.  相似文献

Transit agencies frequently upgrade rail tracks to bring the system to a state of good repair (SGR) and to improve the speed and reliability of urban rail transit service. For safety during construction, agencies establish slow zones in which trains must reduce speed. Slow zones create delays and schedule disruptions that result in customer dissatisfaction and discontinued use of transit, either temporarily or permanently. While transit agencies are understandably concerned about the possible negative effects of slow zones, empirical research has not specifically examined the relationship between slow zones and ridership. This paper partially fills that gap. Using data collected from the Chicago Transit Authority (CTA) Customer Experience Survey, CTA Slow Zone Maps, and, the Automatic Fare Collection System (AFC), it examines whether recurring service delays due to slow zones affect transit rider behavior and if the transit loyalty programs, such as smart card systems, increase or decrease rider defections. Findings suggest that slow zones increase headway deviation which reduces ridership. Smart card customers are more sensitive to slow zones as they are more likely to stop using transit as a result of delay. The findings of this paper have two major policy implications for transit agencies: (1) loyalty card users, often the most reliable source of revenue, are most at risk for defection during construction and (2) it is critical to minimize construction disruptions and delays in the long run by maintaining state of good repair. The results of this paper can likely be used as the basis for supporting immediate funding requests to bring the system to an acceptable state of good repair as well as stimulating ideas about funding reform for transit.  相似文献

Various methods of restricting automobile traffic, by price (tolls) or by quantity (odd/even license plates or limited days of traffic), are tested in a survey (N  400) about attitudes toward traffic restrictions in Lyon, France. Ordered probit models with random-effects panel allow us to estimate the survey respondents’ perceptions of these methods, as well as the roles of individual socio-demographic characteristics in the formation of these perceptions. Both the restriction of automobile traffic and its regulation by congestion (waiting in line) are widely considered unjust by the respondents, regardless of whether they work and whether they are drivers or non-drivers. Their attitudes towards tolls justified by the pollution caused by automobile traffic are less negative. As regards compensation, in addition to emergency vehicles and those that transport people with limited mobility, respondents believe car-pooling ought to benefit of a toll exemption. The support for a reduced rate for low-income users shows a concern for justice to which it will be necessary to respond. The respondents’ socio-professional status, level of education, car use or non-use, and residence inside or outside of the toll zone clearly play a role in their perceptions of these methods of regulation and compensation.  相似文献

This study investigates the cost competitiveness of different types of charging infrastructure, including charging stations, charging lanes (via charging-while-driving technologies) and battery swapping stations, in support of an electric public transit system. To this end, we first establish mathematical models to investigate the optimal deployment of various charging facilities along the transit line and determine the optimal size of the electric bus fleet, as well as their batteries, to minimize total infrastructure and fleet costs while guaranteeing service frequency and satisfying the charging needs of the transit system. We then conduct an empirical analysis utilizing available real-world data. The results suggest that: (1) the service frequency, circulation length, and operating speed of a transit system may have a great impact on the cost competitiveness of different charging infrastructure; (2) charging lanes enabled by currently available inductive wireless charging technology are cost competitive for most of the existing bus rapid transit corridors; (3) swapping stations can yield a lower total cost than charging lanes and charging stations for transit systems with high operating speed and low service frequency; (4) charging stations are cost competitive only for transit systems with very low service frequency and short circulation; and (5) the key to making charging lanes more competitive for transit systems with low service frequency and high operating speed is to reduce their unit-length construction cost or enhance their charging power.  相似文献

The changing role of Dial‐a‐Ride systems in the period 1969 to 1985 is reviewed as a case study in transport innovation. The first phase Dial‐a‐Ride systems were conceived and planned as transport services to complement and even replace conventional transit. However, their failure to attract any sizeable part of the public transport market combined with their high operating costs led to their demise in the mid‐1970s, to be superseded by the second phase Dial‐a‐Ride systems as paratransit services to the elderly and handicapped. These later systems were often initiated by community‐based transport agencies which have demonstrated their ability as transport innovators in meeting passenger needs. It is suggested that other transport services could learn valuable lessons from the experiences of community Dial‐a‐Ride, and that Dial‐a‐Ride itself will prove historically to be an important transitional agent in the reorganization of passenger transport services in the post‐deregulation environment of the late 1980s and 1990s.  相似文献

The importance of measuring customer satisfaction for a public transport service is apparent, even beyond more immediate marketing purposes. The present paper shows how satisfaction measures can be exploited to gain insights on the relationship between personal attitudes, transit use and urban context. We consider nine satisfaction measures of urban transit services, as expressed by a representative sample of Italian multimodal travelers (i.e. users of both private cars and public transport). We use correlations and correspondence analyses to show if and how each attribute is related to the levels of use of public transport, and how the relationship is affected by the urban context. Then we apply a recently developed method to combine ordinal variables into one score, by adapting it to work with large samples and with satisfaction measures which have a neutral point in the scale (i.e. “neither satisfied nor dissatisfied”). The resulting overall satisfaction levels and frequency of use were not correlated in our sample. We also found the highest satisfaction levels in smaller towns and the lowest ones in metropolitan cities. Since we focus on multimodal travelers, an interpretation paradigm is proposed according to which transit services must be well evaluated by car drivers in smaller towns in order to be considered a real alternative to cars. On the other hand, transit is more competitive on factual elements in larger cities, so that it can still be used by drivers, even if it is not very well evaluated.  相似文献

Given the wide application of automatic fare collection systems in transit systems across the globe, smartcard data with on- and/or off-boarding information has become a new source of data to understand passenger flow patterns. This paper uses Nanjing, China as a case study and examines the possibility of using the data cube technique in data mining to understand space–time travel patterns of Nanjing rail transit users. One month of smartcard data in October, 2013 was obtained from Nanjing rail transit system, with a total of over 22 million transaction records. We define the original data cube for the smartcard data based on four dimensions—Space, Date, Time, and User, design a hierarchy for each dimension, and use the total number of transactions as the quantitative measure. We develop modules using the programming language Python and share them as open-source on GitHub to enable peer production and advancement in the field. The visualizations of two-dimensional slices of the data cube show some interesting patterns such as different travel behaviors across user groups (e.g. students vs. elders), and irregular peak hours during National Holiday (October 1st–7th) compared to regular morning and afternoon peak hours during regular working weeks. Spatially, multidimensional visualizations show concentrations of various activity opportunities near metro rail stations and the changing popularities of rail stations through time accordingly. These findings support the feasibility and efficiency of the data cube technique as a mean of visual exploratory analysis for massive smart-card data, and can contribute to the evaluation and planning of public transit systems.  相似文献

Research literature suggests that aesthetic response toward a transportation system may be colored by non-aesthetic values. Photographic depictions of downtown street scenes with and without automated people mover guideways were shown to various community groups. Measures of external utilities—stakes in the local community and in public transportation—bore no relationship to aesthetic assessments of either guideway scenes or street scenes without a guideway. In contrast, aesthetic background and interests depressed evaluations of both guideway and non-guideway scenes. Aesthetic background evidently influences aesthetic assessments of elevated guideways in urban streets far more than do non-aesthetic utilities. This suggests that planners of new transportation systems need to address aesthetic impacts apart from other impacts and that aesthetic criteria will be applied more stringently by some community groups than by others.  相似文献

Abstract

Transit agencies are consistently trying to improve service reliability and attract new passengers by employing various strategies. Previous literature reviews have focused on either passengers' or transit agencies' perspectives on service reliability. However, none of the earlier reviews have simultaneously addressed these differing perspectives on service reliability in an integrated manner. In response to this gap in the literature, this paper first reviews previous work on passengers' perspectives of transit service reliability and their response to service adjustments made by different agencies. Second, it analyzes transit agencies' plans and reports regarding their reliability goals and used strategies in order to improve service reliability, while looking at the impacts of these strategies on service. Reviewing these two parts together provides a needed contribution to the literature from a practical viewpoint since it allows for the identification of gaps in the public transit planning and operations field in the area of reliability and provides transit planners and decision makers with effective and valuable policy-relevant information.  相似文献

The deficiencies in the Istanbul transportation system have led the local authorities to plan several alternative transportation projects. In this paper three alternative rail transit network proposals are evaluated by using Analytic Hierarchy Process (AHP), a multiple criteria decision support system. The AHP facilitates decision-making by organizing perceptions, experiences, knowledge and judgments, the forces that influence the decision, into a hierarchical framework with a goal, scenarios, criteria and alternatives of choice. Based on this analysis, the decision makers have developed a new alternative as a combination of the most closely competing two alternative rail transit networks.
