We demonstrate the efficiency and effectiveness of a tradable credit system in managing the morning commute congestion with identical and nonidentical commuters. The credit system consists of a time-varying credit charged at the bottleneck and an initial credit distribution to the commuters, where the credits are universal in terms of time. Credits are tradable between the commuters and the credit price is determined by a competitive market. Under the assumption that late-arrival is not allowed, we prove that an optimal credit charging scheme, which completely eliminates the bottleneck queue, always exists despite how commuters vary in their value-of-time (VOT). The optimal charge rate is strictly increasing and convex with time, which therefore drives the commuters to depart in the increasing order of their VOT. The optimal credit charging scheme is pareto-improving, but may cause undesirable welfare distribution among the commuters. Our study shows that a combination of an initial credit distribution and an optimal credit charging scheme can simultaneously achieve system optimum and certain forms of equality (e.g., “numerical” or “proportional” equality), and that the commuters in the middle VOT bracket will receive the most credits under the proportionally equitable credit distribution.  相似文献

Intelligent transport systems provide various means to improve traffic congestion in road networks. Evaluation of the benefits of these improvements requires consideration of commuters’ response to reliability and/or uncertainty of travel time under various circumstances. Various disruptions cause recurrent or non-recurrent congestion on road networks, which make road travel times intrinsically fluctuating and unpredictable. Confronted with such uncertain traffic conditions, commuters are known to develop some simple decision-making process to adjust their travel choices. This paper represents the decision-making process involved in departure-time and route choices as risk-taking behavior under uncertainty. An expected travel disutility function associated with commuters’ departure-time and route choices is formulated with taking into account the travel delay (due the recurrent congestion), the uncertainty of travel times (due to incident-induced congestion) and the consequent early or late arrival penalty. Commuters are assumed to make decision on the departure-time and route choices on the basis of the minimal expected travel disutility. Thus the network will achieve a simultaneous route and departure-time user equilibrium, in which no commuter can decrease his or her expected disutility by unilaterally changing the route or departure-time. The equilibrium is further formulated as an equivalent nonlinear complementarity problem and is then converted into an unconstrained minimization problem with the use of a gap function suggested recently. Two algorithms based on the Nelder–Mead multidimensional simplex method and the heuristic route/time-swapping approach, are adapted to solve the problem. Finally, numerical example is given to illustrate the application of the proposed model and algorithms.  相似文献

This paper illustrates a ride matching method for commuting trips based on clustering trajectories, and a modeling and simulation framework with ride-sharing behaviors to illustrate its potential impact. It proposes data mining solutions to reduce traffic demand and encourage more environment-friendly behaviors. The main contribution is a new data-driven ride-matching method, which tracks personal preferences of road choices and travel patterns to identify potential ride-sharing routes for carpool commuters. Compared with prevalent carpooling algorithms, which allow users to enter departure and destination information for on-demand trips, the proposed method focuses more on regular commuting trips. The potential effectiveness of the approach is evaluated using a traffic simulation-assignment framework with ride-sharing participation using the routes suggested by our algorithm. Two types of ride-sharing participation scenarios, with and without carpooling information, are considered. A case study with the Chicago tested is conducted to demonstrate the proposed framework’s ability to support better decision-making for carpool commuters. The results indicate that with ride-matching recommendations using shared vehicle trajectory data, carpool programs for commuters contribute to a less congested traffic state and environment-friendly travel patterns.  相似文献

This paper analyzes and designs tradable credit schemes on networks with two types of players, namely, a finite number of Cournot–Nash (CN) players and an infinite number of (infinitesimal) Wardrop-equilibrium (WE) players. We first show that there are nonnegative anonymous credit schemes that yield system optimum, when transaction costs are not considered. We then analyze how transaction costs would affect the trading and route-choice behaviors of both CN and WE players, and discuss the equilibrium conditions on the coupled credit market and transportation network in the presence of transaction costs. A variational inequality is formulated to describe the equilibrium and is subsequently applied to a numerical example to assess the impacts of transaction costs on a tradable credit system. As expected, transaction costs reduce the trading volume of credits and change their market price. They also change the way how players respond to credit charges in their route choices and cause efficiency losses to the credit schemes that are previously designed without considering transaction costs. With transaction costs, travel costs of WE players will likely increase while those of CN players may decrease due to their higher adaptability in routing strategies.  相似文献

This study is the first in the literature to model the joint equilibrium of departure time and parking location choices when commuters travel with autonomous vehicles (AVs). With AVs, walking from parking spaces to the work location is not needed. Instead, AVs will drop off the commuters at the workplace and then drive themselves to the parking spaces. In this context, the equilibrium departure/arrival profile is different from the literature with non-autonomous vehicles (non-AVs). Besides modeling the commuting equilibrium, this study further develops the first-best time-dependent congestion tolling scheme to achieve the system optimum. Also, a location-dependent parking pricing scheme is developed to replace the tolling scheme. Furthermore, this study discusses the optimal parking supply to minimize the total system cost (including both the travel cost and the social cost of parking supply) under either user equilibrium or system optimum traffic flow pattern. It is found that the optimal planning of parking can be different from the non-AV situation, since the vehicles can drive themselves to parking spaces that are further away from the city center and walking of commuters is avoided. This paper sheds light on future parking supply planning and traffic management.  相似文献

Recent studies on the new congestion reduction method―tradable credit scheme rely on the full information of speed‐flow relationship, demand function, and generalized cost. As analytical travel demand, functions are difficult to establish in practice. This paper develops a trial and error method for selecting optimal credit schemes for general networks in the absence of demand functions. After each trial of tradable credit scheme, the credit charging scheme and total amount of credits to be distributed are updated by both observed link flows at traffic equilibrium and revealed credit price at market equilibrium. The updating strategy is based on the method of successive averages and its convergence is established theoretically. Our numerical experiments demonstrate that the method of successive averages based trial and error method for tradable credit schemes has a lower convergence speed in comparison with its counterpart for congestion pricing and could be enhanced by exploring more efficient methods that make full use of credit price information. When total parking supply in an urban downtown area is insufficient, morning commuters would choose their departure times not only to trade off bottleneck congestion and schedule delays, but also to secure a parking space. Recent studies found that an appropriate combination of reserved and unreserved parking spaces can spread the departures of those morning commuters and hence reduce their total travel cost. To further mitigate both traffic congestion and social cost from competition for parking, this study considers a parking reservation scheme with expiration times, where commuters with a parking reservation have to arrive at parking spaces for the reservation before a predetermined expiration time. We first show that if all parking reservations have the same expiration time, it is socially preferable to set the reservations to be non-expirable, i.e., without expiration time. However, if differentiated expiration times are properly designed, the total travel cost can be further reduced as compared with the reservation scheme without expiration time, since the peak will be further smoothed out. We explore socially desirable equilibrium flow patterns under the parking reservation scheme with differentiated expiration times. Finally, efficiencies of the reservation schemes are examined.  相似文献

This paper addresses departure time and route switching decisions made by commuters in response to Advanced Traveller Information Systems (ATIS). It is based on the data collected from an experiment using a dynamic interactive travel simulator for laboratory studies of user responses under real-time information. The experiment involves actual commuters who simultaneously interact with each other within a simulated traffic corridor that consists of alternative travel facilities with differing characteristics. These commuters can determine their departure time and route at the origin and their path en-route at various decision nodes along their trip. A multinomial probit model framework is used to capture the serial correlation arising from repeated decisions made by the same respondent. The resulting behavioural model estimates support the notion that commuters' route switching decisions are predicated on the expectation of an improvement in trip time that exceeds a certain threshold (indifference band), which varies systematically with the remaining trip time to the destination, subject to a minimum absolute improvement (about 1 min).  相似文献

This study investigates the energy consumption impact of route selection on battery electric vehicles (BEVs) using empirical second-by-second Global Positioning System (GPS) commute data and traffic micro-simulation data. Drivers typically choose routes that reduce travel time and therefore travel cost. However, BEVs’ limited driving range makes energy efficient route selection of particular concern to BEV drivers. In addition, BEVs’ regenerative braking systems allow for the recovery of energy while braking, which is affected by route choices. State-of-the-art BEV energy consumption models consider a simplified constant regenerative braking energy efficiency or average speed dependent regenerative braking factors. To overcome these limitations, this study adopted a microscopic BEV energy consumption model, which captures the effect of transient behavior on BEV energy consumption and recovery while braking in a congested network. The study found that BEVs and conventional internal combustion engine vehicles (ICEVs) had different fuel/energy-optimized traffic assignments, suggesting that different routings be recommended for electric vehicles. For the specific case study, simulation results indicate that a faster route could actually increase BEV energy consumption, and that significant energy savings were observed when BEVs utilized a longer travel time route because energy is regenerated. Finally, the study found that regenerated energy was greatly affected by facility types and congestion levels and also BEVs’ energy efficiency could be significantly influenced by regenerated energy.  相似文献

This paper extends the bottleneck model to study congestion behavior of morning commute and its implications to transportation economics. The proposed model considers simultaneous route and departure time choices of heterogenous users who are distinguished by their valuation of travel time and punctual arrival. Moreover, two dynamic system optima are considered: one minimizes system cost in the unit of monetary value (i.e., the conventional system optimum, or SO) and the other minimizes system cost in the unit of travel time (i.e., the time-based SO, or TSO). Analytical solutions of no-toll equilibrium, SO and TSO are provided and the welfare effects of the corresponding dynamic congestion pricing options are examined, with and without route choice. The analyses suggest that TSO provides a Pareto-improving solution to the social inequity issue associated with SO. Although a TSO toll is generally discriminatory, anonymous TSO tolls do exist under certain circumstances. Unlike in the case with homogenous users, an SO toll generally alters users’ route choices by tolling the poorer users off the more desirable road, which worsens social inequity. This paper presents the results of a large sample survey designed to investigate the response of commuters to the delivery of traffic information. The main purpose of the survey was to investigate the impact of traffic information on commuters route choices, mode choices, and departure times in order to provide functional requirements for the design of a real-time motorist information system. The surveyed population consisted of 3,893 freeway motorists who routinely commuted to a central business district. The results of the survey indicated that four distinct commuter subgroups existed with respect to their traffic information needs: These groups were: (1) route changers, those willing to change route, or mode before entering the freeway (20.6%), (2) nonchangers, those unwilling to change time, route, or mode (23.4%), (3) time and route changers, (40.1%), and (4) pretrip changers, those willing to change time, mode, or route before leaving the house (15.9%). In terms of receiving traffic information, commercial radio was rated as the most useful and preferred medium both before and while driving. However, only a small, discrete group of commuters were likely to be influenced to change transportation mode. Implication of the survey results for the design of a real-time motorist information system are discussed.  相似文献

Advanced Traveler Information Systems (ATIS) provide travelers with real time traffic information to optimize their travel choices. The objective of this paper is to model drivers' diversion from their normal routes in the provision of ATIS. Five different scenarios of traffic information are used. Generalized Estimating Equations (GEE) framework with repeated observations and binomial probit link function is introduced and implemented. GEE with four different correlation structures including the independent case are developed and compared with each other and with regular Maximum Likelihood Estimation (MLE). A travel simulator was used. Sixty-five subjects have traveled 10 simulated trial days each on a 40-link realistic network with real historical congestion levels. The results showed that providing traffic information increases the probability of drivers' diversion from their normal routes. Adding advice to the pre-trip and/or en-route information encourages drivers to divert. Providing en-route in addition to the pre-trip information with or without advice increases the diversion probability. High travel time on the normal route and less travel time on the diverted route increase the probability of diversion. High-educated drivers are less likely to divert. Expressway users are more likely to divert from their normal routes under ATIS. Drivers' familiarity with the device that provides the information and high number of traffic signals on the normal route increase the diversion probability.  相似文献

A system of tradable travel credits is explored in a general network with homogeneous travelers. A social planner is assumed to initially distribute a certain number of travel credits to all eligible travelers, and then there are link-specific charges to travelers using that link. Free trading of credits among travelers is assumed. For a given credit distribution and credit charging scheme, the existence of a unique equilibrium link flow pattern is demonstrated with either fixed or elastic demand. It can be obtained by solving a standard traffic equilibrium model subject to a total credit consumption constraint. The credit price at equilibrium in the trading market is also conditionally unique. The appropriate distribution of credits among travelers and correct selection of link-specific rates is shown to lead to the most desirable network flow patterns in a revenue-neutral manner. Social optimum, Pareto-improving and revenue-neutral, and side-constrained traffic flow patterns are investigated.  相似文献

This paper addresses the equilibrium traffic assignment problem involving battery electric vehicles (BEVs) with flow-dependent electricity consumption. Due to the limited driving range and the costly/time-consuming recharging process required by current BEVs, as well as the scarce availability of battery charging/swapping stations, BEV drivers usually experience fear that their batteries may run out of power en route. Therefore, when choosing routes, BEV drivers not only try to minimize their travel costs, but also have to consider the feasibility of their routes. Moreover, considering the potential impact of traffic congestion on the electricity consumption of BEVs, the feasibility of routes may be determined endogenously rather than exogenously. A set of user equilibrium (UE) conditions from the literature is first presented to describe the route choice behaviors of BEV drivers considering flow-dependent electricity consumption. The UE conditions are then formulated as a nonlinear complementarity model. The model is further formulated as a variational inequality (VI) model and is solved using an iterative solution procedure. Numerical examples are provided to demonstrate the proposed models and solution algorithms. Discussions of how to evaluate and improve the system performance with non-unique link flow distribution are offered. A robust congestion pricing model is formulated to obtain a pricing scheme that minimizes the system travel cost under the worst-case tolled flow distribution. Finally, a further extension of the mathematical formulation for the UE conditions is provided.  相似文献

This paper investigates the multimodal network design problem (MMNDP) that optimizes the auto network expansion scheme and bus network design scheme in an integrated manner. The problem is formulated as a single-level mathematical program with complementarity constraints (MPCC). The decision variables, including the expanded capacity of auto links, the layout of bus routes, the fare levels and the route frequencies, are transformed into multiple sets of binary variables. The layout of transit routes is explicitly modeled using an alternative approach by introducing a set of complementarity constraints. The congestion interaction among different travel modes is captured by an asymmetric multimodal user equilibrium problem (MUE). An active-set algorithm is employed to deal with the MPCC, by sequentially solving a relaxed MMNDP and a scheme updating problem. Numerical tests on nine-node and Sioux Falls networks are performed to demonstrate the proposed model and algorithm.  相似文献

Abstract

Road traffic congestion is not yet reflected in current market prices within the sector and has given rise to a number of instruments to mitigate the resulting negative impacts. The focus of this paper is the tradable credit scheme — an incentive-based economic measure — in order to address traffic congestion. The research questions are (1) whether the state-of-the-art in the literature suggests that tradable credit schemes could be feasibly introduced to mitigate congestion, and (2) whether a tradable credit scheme could have advantages over other instruments. A brief outline of congestion mitigation approaches is provided first to position this type of economic instrument with respect to other measures. The broad issues in the design of a tradable credit scheme are then presented. Most research to date has focused on the use of tradable credits to manage related pollution, but it is clear there is potential to design a scheme for traffic congestion management. To date this is a novel review of tradable credit schemes that has focused specifically on their role in road traffic congestion management.  相似文献

This paper explores the accuracy of the transport model forecast of the Gothenburg congestion charges, implemented in 2013. The design of the charging system implies that the path disutility cannot be computed as a sum of link attributes. The route choice model is therefore implemented as a hierarchical algorithm, applying a continuous value of travel time (VTT) distribution. The VTT distribution was estimated from stated choice (SC) data. However, based on experience of impact forecasting with a similar model and of impact outcome of congestion charges in Stockholm, the estimated VTT distribution had to be stretched to the right. We find that the forecast traffic reductions across the cordon and travel time gains were close to those observed in the peak. However, the reduction in traffic across the cordon was underpredicted off-peak. The necessity to make the adjustment indicates that the VTT inferred from SC data does not reveal the travellers’ preferences, or that there are factors determining route choice other than those included in the model: travel distance, travel time and congestion charge.  相似文献

Road pricing may provide a solution to increasing traffic congestion in metropolitan areas. Route, departure time and travel mode choices depend on risk attitudes as commuters perceive the options as having uncertain effects on travel times. We propose that Experimental Economics methods can deliver data that uses real consequences and where the context can be varied by the researcher. The approach relies on the controlled manipulation of contexts, similar to what is done in the Stated Choice approach, but builds in actual consequences, similar to the Revealed Preference approach. This paper investigates some of the trade-offs between the cost of conducting Experimental Economics studies and the behavioral responses elicited. In particular, we compare responses to traditional lottery choice tasks to the route choice tasks in simulated driving environments. We also compare students (a low cost convenient participant pool) to field participants recruited from the driving population. While we see initial differences across our treatment groups, we find that their risk taking behavior converge with minimal repetition.  相似文献

Pricing is considered an effective management policy to reduce traffic congestion in transportation networks. In this paper we combine a macroscopic model of traffic congestion in urban networks with an agent-based simulator to study congestion pricing schemes. The macroscopic model, which has been tested with real data in previous studies, represents an accurate and robust approach to model the dynamics of congestion. The agent-based simulator can reproduce the complexity of travel behavior in terms of travelers’ choices and heterogeneity. This integrated approach is superior to traditional pricing schemes. On one hand, traffic simulators (including car-following, lane-changing and route choice models) consider travel behavior, i.e. departure time choice, inelastic to the level of congestion. On the other hand, most congestion pricing models utilize supply models insensitive to demand fluctuations and non-stationary conditions. This is not consistent with the physics of traffic and the dynamics of congestion. Furthermore, works that integrate the above features in pricing models are assuming deterministic and homogeneous population characteristics. In this paper, we first demonstrate by case studies in Zurich urban road network, that the output of a agent-based simulator is consistent with the physics of traffic flow dynamics, as defined by a Macroscopic Fundamental Diagram (MFD). We then develop and apply a dynamic cordon-based congestion pricing scheme, in which tolls are controlled by an MFD. And we investigate the effectiveness of the proposed pricing scheme. Results show that by applying such a congestion pricing, (i) the savings of travel time at both aggregated and disaggregated level outweigh the costs of tolling, (ii) the congestion inside the cordon area is eased while no extra congestion is generated in the neighbor area outside the cordon, (iii) tolling has stronger impact on leisure-related activities than on work-related activities, as fewer agents who perform work-related activities changed their time plans. Future work can apply the same methodology to other network-based pricing schemes, such as area-based or distance-traveled-based pricing. Equity issues can be investigated more carefully, if provided with data such as income of agents. Value-of-time-dependent pricing schemes then can also be determined.  相似文献
