There is an increasing interest in technology-based solutions that can assist drivers in reducing their risk of involvement in road crashes. Previous studies showed that driving events produced by in-vehicle data recorders (IVDR) are applicable for identification of unsafe driving patterns, while combined examinations of driving events and road infrastructure characteristics are rare. This study explored the relationship between the IVDR-driving events, road characteristics and crashes, to examine a potential of the events for predicting crashes and identification of high-risk locations on the road network. The study database included 3500 segments of the interurban roads in Israel, for which the automatically produced IVDR events were matched with road infrastructure characteristics and crashes. Negative-binomial regression models were adjusted for the relationships between road characteristics and driving events, and subsequently, between events and crashes, given the exposure. Significant impacts were found, yet various event types showed different relations to the infrastructure characteristics and different effects on crashes, on various road types. Better road conditions were associated with a decrease in “braking” events and an increase in the “speed alert” events, where road layout constraints and junction proximity were associated with an opposite effect on events. “Braking” and total events showed better potential for predicting crashes on single-carriageway roads, with a positive link to crashes, where for other road types the “speed alert” events were stronger related to crashes, but with a negative link. The heterogeneity of findings indicates a need in further research of the above relationship, with a particular focus on definitions of driving events produced by the IVDR or other technologies.  相似文献

Road traffic noise is an element of outstanding importance within the overall context of environmental impact. This problem must be technically addressed from an efficient viewpoint, and solutions or alternatives should be considered by means of appropriate and consolidated procedures.Up to now, there is no regulated guideline for establishing well-founded priorities when dealing with the diverse road stretches included in the corresponding Action Plans against noise under the Environmental Noise Directive (2002/49/EC). To this end, the present study proposes a methodology to sort, by priority, road stretches identified by their noise problems and therefore requiring appropriate action. The methodology is based on the so-called “road stretch priority index” (henceforth referred to as RSPI). This index involves a number of variables (called “road stretch priority variables”) that are weighted according to their influence on the road traffic noise problem. Thus, the RSPI makes it possible to prioritize different stretches of the Action Plan. To illustrate the application of the proposed methodology, this paper also describes a real case entailing a difficult choice, applying the proposed methodology to a review of the Action Plan against Noise 2008–2012 in the province of Almería, for the road network of the regional government of Andalusia, Spain.  相似文献

An efficient and service-oriented transportation network is a necessary resource for successful less-than-truckload operations. The design and evaluation of transportation networks are mainly driven by quantitative particularly cost-oriented measures, such as transport and transshipment costs. This type of measurement, however, simply cannot represent the manifold performance of a transportation network. In particular, incorporating network concentration into network design decisions overcomes the shortcomings of purely cost-oriented decisions because spatial network concentration is at the root of many aspects of network performance (e.g., congestion and network vulnerability). This paper suggests modifications to the network concentration index and the hubbing concentration index from the passenger airline context for less-than-truckload road transportation. The modified indices enable information to be conveyed by network concentration into less-than-truckload network design decisions and provide a suitable perspective to include service-oriented aspects into network design.  相似文献

In this report, we compare the computational efficiency and results of solving two alternative models for the problem of determining improvements to an urban road network. Using a 1462 link, 584 node test network of the north Dallas area, we compare a model which assumes user-optimum behavior of travelers with a model which assumes system-optimum flows. Both of these models allow improvements to the road network to take on any nonnegative value, rather than requiring discrete improvement values. Investment costs are modeled by functions with decreasing marginal costs. Unfortunately, the user-optimum model, which is much more realistic than the system-optimum one, normally cannot be solved optimally. However, the simpler system-optimum model can be optimally solved, provided that investment costs are approximated by linear functions. Thus, for this network design problem we compare an accurate representation which can be solved only approximately with an approximate representation which can be solved optimally. Our computational testing showed that the system-optimum model produces solutions as good as those from the user-optimum model, and thus seems justified when favored by other considerations, such as ease of coding, availability of “canned” programs, etc.  相似文献

In determining the marginal cost of congestion, economists have traditionally relied upon directly measuring traffic congestion on network links, disregarding any “network effects,” since the latter are difficult to estimate. While for simple networks the comparison of the network-based congestion costs with the link-based ones can be done within a theoretical framework, it is important to know whether such network effects in real large-scale networks are quantitatively significant.In this paper we use a strategic transportation planning model (START) to compare marginal congestion costs computed link-by-link with measures taking into account network effects. We find that while in aggregate network effects are not significant, congestion measured on a single link is a poor predictor of total congestion costs imposed by travel on that link. Also, we analyze the congestion proliferation effect on the network to see how congestion is distributed within an urban area.  相似文献

Robust public transport networks are important, since disruptions decrease the public transport accessibility of areas. Despite this importance, the full passenger impacts of public transport network vulnerability have not yet been considered in science and practice. We have developed a methodology to identify the most vulnerable links in the total, multi-level public transport network and to quantify the societal costs of link vulnerability for these identified links. Contrary to traditional single-level network approaches, we consider the integrated, total multi-level PT network in the identification and quantification of link vulnerability, including PT services on other network levels which remain available once a disturbance occurs. We also incorporate both exposure to large, non-recurrent disturbances and the impacts of these disturbances explicitly when identifying and quantifying link vulnerability. This results in complete and realistic insights into the negative accessibility impacts of disturbances. Our methodology is applied to a case study in the Netherlands, using a dataset containing 2.5 years of disturbance information. Our results show that especially crowded links of the light rail/metro network are vulnerable, due to the combination of relatively high disruption exposure and relatively high passenger flows. The proposed methodology allows quantification of robustness benefits of measures, in addition to the costs of these measures. Showing the value of robustness, our work can support and rationalize the decision-making process of public transport operators and authorities regarding the implementation of robustness measures.  相似文献

The acceptability of road pricing has attracted considerable attention among researchers over the last decade, as is evident in the amount of literature about transport and environmental economics. The general conclusion from these studies has been that there is low acceptability for road pricing among car users. In this paper, we add more knowledge to the existing literature by conducting an acceptability study of road pricing in Vienna, where such a study has never been conducted before. We used a replication study approach where a previous approach used in the EU research project AFFORD (acceptability of fiscal and financial measures and organisational requirements for demand management) was replicated for Vienna and further supplemented with a conjoint analysis. In order to examining whether the Vienna study confirms previous findings. We investigated the acceptability of two concrete policy packages factors influencing this acceptability, and preference patterns that can be used in designing a road pricing policy for Vienna. The survey reveals a higher acceptability if road pricing schemes lead to perceived personal benefits. According to the multivariate analyses, the “personal outcome expectations”, “social norm” and “perceived effectiveness” variables account for more than 50 % of the criterion variance and therefore these are the most influential factors. Road pricing schemes can be an effective transport management instrument for a city particularly if they are associated with direct investment in public transport and public infrastructure. Thus, personal benefits can be perceived more easily and direct effects can be expected.  相似文献

The cost of nation wide travel surveys is high. Hence in many developing countries, planners have found it difficult to develop intercity transportation plans due to the non availability of origin‐destination trip matrices. This paper will describe a method for the intercity auto travel estimation for Sri Lanka with link traffic volume data.

The paper outlines the rationale of selecting the district capitals of Sri Lanka as its “cities,” the methodology for selecting the intercity road network, determination of link travel times from express bus schedules and the location of link volume counting positions.

Initially, the total auto travel demand model is formulated with various trip purpose sub‐models. This model is finally modified to a simple demand model with district urban population and travel times between city pairs as the exogenous variables, to overcome statistical estimation difficulties. The final demand model has statistics within the acceptable regions.

The advantages of a simple model are discussed and possible extensions are proposed.  相似文献

Realistic predictions of the likely safety performance of advanced transport systems will need to draw on the knowledge accumulated from a large number of safety evaluations which have already been undertaken for existing transport systems. In particular, safety evaluations of future technologies must avoid the methodological pitfalls experienced in extensively researched areas, such as road safety, if such evaluations are to be meaningful. This paper reviews the use of exposure for a broad range of road safety studies, and concludes that unsatisfactory treatment of exposure is a common failing in past evaluations of the effectiveness of road accident countermeasures. Whilst a broad range of safety analyses is discussed, the use of exposure in site safety studies is emphasized. A follow-up paper will extend the discussion to other aspects of accident exposure including exposure measures for large groups of transport system users.  相似文献

The stability of road networks has become an increasingly important issue in recent times, since the value of time has increased considerably and unexpected delay can results in substantial loss to road users. Road network reliability has now become an important performance measure for evaluating road networks, especially when considering changes in OD traffic demand and link flow capacity over time. This paper outlines the basic concepts, remaining problems and future directions of road network reliability analysis. There are two common definitions of road network reliability, namely, connectivity reliability and travel time reliability. As well, reliability analysis is generally undertaken in both normal and abnormal situations. In order to analyse the reliability of a road network, the reliability of the links within the network must be first determined. A method for estimating the reliability of links within road networks is also suggested in this paper.  相似文献

Probe vehicle data (PVD) are commonly used for area‐wide measurements of travel time in road networks. In this context, travel times usually refer to fixed edges of an underlying (digital) map. That means measured travel times have to be transformed into so‐called link travel times first. This paper analyzes a common method being applied for solving this task (distance‐based travel time decomposition). It is shown that, in general, its inherent imprecision must not be neglected. Instead, it might cause a serious misinterpretation of data if potential errors in the context of travel time decomposition are ignored. For this purpose, systematic as well as maximum deviations between “decomposed” and “true” link travel times are mathematically analyzed. By that, divergent statements in the literature about the accuracy of PVD are harmonized. Moreover, conditions for the applicability of the so‐called distance‐proportion method are derived depending on the permitted error level. Three examples ranging from pure theory to real world confirm the analytical findings and underline the problems resulting from distance‐based travel time decomposition at local level, for example, at individual intersections. Network risk assessment takes into consideration the probability that adverse events occur and the impacts of such disruptions on network functionality. In the context of transport networks, most studies have focused on vulnerability, the reduction in performance indicators given that a disruption occurs. This study presents and applies a method to explicitly account for exposure in identifying and evaluating link criticality in public transport networks. The proposed method is compared with conventional measures that lack exposure information. A criticality assessment is performed by accounting for the probability of a certain event occurring and the corresponding welfare loss. The methodology was applied for a multi-modal public transport network in the Netherlands where data concerning disruptions was available. The results expose the role of exposure in determining link criticality and overall network vulnerability. The findings demonstrate that disregarding exposure risks prioritizing links with high passenger volumes over links with a higher failure probability that are significantly more critical to network performance. The inclusion of exposure allows performing a risk analysis and has consequences on assessing mitigation measures and investment priorities.  相似文献

Traditionally, an assessment of transport network vulnerability is a computationally intensive operation. This article proposes a sensitivity analysis-based approach to improve computational efficiency and allow for large-scale applications of road network vulnerability analysis. Various vulnerability measures can be used with the proposed method. For illustrative purposes, this article adopts the relative accessibility index (AI), which follows the Hansen integral index, as the network vulnerability measure for evaluating the socio-economic effects of link (or road segment) capacity degradation or closure. Critical links are ranked according to the differences in the AIs between normal and degraded networks. The proposed method only requires a single computation of the network equilibrium problem. The proposed technique significantly reduces computational burden and memory storage requirements compared with the traditional approach. The road networks of the Sioux Falls city and the Bangkok metropolitan area are used to demonstrate the applicability and efficiency of the proposed method. Network manager(s) or transport planner(s) can use this approach as a decision support tool for identifying critical links in road networks. By improving these critical links or constructing new bypass roads (or parallel paths) to increase capacity redundancy, the overall vulnerability of the networks can be reduced.  相似文献

This paper is the second of a pair of papers discussing two main themes concerning dense network modelling. These themes are: (1) the changing nature of traffic management technology and the underlying objectives behind traffic management practice, and (2) the use of measures of network reliability in models, especially as an element of the evaluation of alternative network configurations. This paper develops and applies the second theme, the use of network reliability concepts in the evaluation of traffic networks, through consideration of variations in travel times, distinction between local street and arterial road networks, and the definition and application of a set of reliability indices that may be used to study different trip movements in a network. It indicates how these indices may be used in appraising different traffic management plans for a dense network of local streets and arterial roads, using a case study application.  相似文献

Most of existing route guidance strategies achieves user optimal equilibrium by comparing travel time. Measuring travel time, however, might be uneasy on an urban road network. To contend with the issue, the paper mainly considers easily obtained inflow and outflow of a link and road capacity as input, and proposes a route guidance strategy for a single destination road network based on the determination of free-flow or congested conditions on alternative routes. An extended strategy for a complex network and a feedback approximation for avoiding forecast are further explored. Weaknesses of the strategy are also explicitly analyzed. To test the strategy, simulation investigations are conducted on two networks with multiple parallel routes. The results indicate that the strategy is able to provide stable splitting rates and to approximate user optimal equilibrium in different conditions, in particular when traffic demand is high. This strategy has potential to be applied in an urban road network due to its simplicity and easily obtained input data. The strategy is also applicable for single destination if some alternatives and similar routes are available.  相似文献

This paper examines the project appraisal methodology and working figures of road studies in Tanzania. The latter are geared at establishing some broad “standard” guides in road project selection and evaluation. The commonly used appraisal tools such as rates of discount, the time horizon, the multipliers and shadow prices of foreign exchange and labour are examined, as well as the rationale of practitioner's rules of thumb in this regard. Cost-benefit analysis could, it is argued, be supplemented by people's participation and public accountability of road planners in setting road priorities. This could check parochialism in road provision and ensure the most “cost-effective” road provision and use.  相似文献

To assess the vulnerability of congested road networks, the commonly used full network scan approach is to evaluate all possible scenarios of link closure using a form of traffic assignment. This approach can be computationally burdensome and may not be viable for identifying the most critical links in large-scale networks. In this study, an “impact area” vulnerability analysis approach is proposed to evaluate the consequences of a link closure within its impact area instead of the whole network. The proposed approach can significantly reduce the search space for determining the most critical links in large-scale networks. In addition, a new vulnerability index is introduced to examine properly the consequences of a link closure. The effects of demand uncertainty and heterogeneous travellers’ risk-taking behaviour are explicitly considered. Numerical results for two different road networks show that in practice the proposed approach is more efficient than traditional full scan approach for identifying the same set of critical links. Numerical results also demonstrate that both stochastic demand and travellers’ risk-taking behaviour have significant impacts on network vulnerability analysis, especially under high network congestion and large demand variations. Ignoring their impacts can underestimate the consequences of link closures and misidentify the most critical links.  相似文献

Speed limits are usually imposed on roads in an attempt to enhance safety and sometimes serve the purpose of reducing fuel consumption and vehicular emissions as well. Most previous studies up to date focus on investigation of the effects of speed limits from a local perspective, while network-wide traffic reallocation effects are overlooked. This paper makes the first attempt to investigate how a link-specific speed limit law reallocates traffic flow in an equilibrium manner at a macroscopic network level. We find that, although the link travel time–flow relationship is altered after a speed limit is imposed, the standard traffic assignment method still applies. With the commonly adopted assumptions, the uniqueness of link travel times at user equilibrium (UE) remains valid, and the UE flows on links with non-binding speed limits are still unique. The UE flows on other links with binding speed limits may not be unique but can be explicitly characterized by a polyhedron or a linear system of equalities and inequalities. Furthermore, taking into account the traffic reallocation effects of speed limits, we compare the capability of speed limits and road pricing for decentralizing desirable network flow patterns. Although from a different perspective for regulating traffic flows with a different mechanism, a speed limit law may play the same role as a toll charge scheme and perform better than some negative (rebate) toll schemes under certain conditions for network flow management.  相似文献
