Cities around the world are trying out a multitude of transportation policy and investment alternatives with the aim of reducing car-induced externalities. However, without a solid understanding of how people make their transportation and residential location choices, it is hard to tell which of these policies and investments are really doing the job and which are wasting precious city resources. The focus of this paper is the determinants of car ownership and car use for commuting. Using survey data from 1997 to 1998 collected in New York City, this paper uses discrete choice econometrics to estimate a model of the choices of car ownership and commute mode while also modeling the related choice of residential location.The main story told by this analysis is that New Yorkers are more sensitive to changes in travel time than they are to changes in travel cost. The model predicts that the most effective ways to reduce both auto ownership and car commuting involve changing the relative travel times for cars and transit, making transit trips faster by increasing both the frequency and the speed of service and making auto trips slower – perhaps simply by allowing traffic congestion. Population density also appears to have a substantial effect on car ownership in New York.  相似文献

In many urban centers the demand for parking increases sharply before Christmas mainly due to shopping activity — causing parking congestion. One way to ameliorate such congestion is by disseminating parking information. Informed drivers may divert to relatively under-utilized parking facilities relieving the pressure on congested facilities. The City of Nottingham in England tested a real-time parking information system designed to alleviate congestion in the City Center parking facilities. Real-time information was disseminated through the radio, while historical information regarding parking locations was disseminated through newspaper advertisements and leaflets. The objective of this study is to assess impacts of the parking information system on travelers' knowledge and decisions.Survey research was used to understand traveler response. Respondents' levels of knowledge regarding car parks were analyzed by developing Poisson regression models. Drivers were more likely to have greater knowledge of city center car parks if they used several information sources (radio broadcasts, newspaper advertisements or leaflets and word-of-mouth), were active seekers of parking information, and searched for parking rather than going directly to a parking facility. In addition, the study of behavior showed that drivers were more inclined to use the relatively under-utilized Park-and-Ride facilities instead of the city center car parks if they received parking information from Newspaper advertisements/leaflets. Overall, the parking information service in Nottingham was effective; it seems reasonable to establish such information dissemination and monitoring systems at parking facilities in other urban areas. Furthermore, to support informed travel and activity participation decisions, parking information should be integrated with traffic and transit information.  相似文献

Parking problem becomes one of major issues in the city transportation management since the spatial resource of a city is limited and the parking cost is expensive. Lots of cars on the road should spend unnecessary time and consume energy during searching for parking due to limited parking space. To cope with these limitations and give more intelligent solutions to drivers in the selection of parking facility, this study proposes a smart parking guidance algorithm. The proposed algorithm supports drivers to find the most appropriate parking facility considering real-time status of parking facilities in a city. To suggest the most suitable parking facility, several factors such as driving distance to the guided parking facility, walking distance from the guided parking facility to destination, expected parking cost, and traffic congestion due to parking guidance, are considered in the proposed algorithm. To evaluate the effectiveness of the proposed algorithm, simulation tests have been carried out. The proposed algorithm helps to maximize the utilization of space resources of a city, and reduce unnecessary energy consumption and CO2 emission of wandering cars since it is designed to control the utilization of parking facility efficiently and reduce traffic congestion due to parking space search.  相似文献

Reliable travel behavior data is a prerequisite for transportation planning process. In large tourism dependent cities, tourists are the most dynamic population group whose size and travel choices remain unknown to planners. Traditional travel surveys generally observe resident travel behavior and rarely target tourists. Ubiquitous uses of social media platforms in smartphones have created a tremendous opportunity to gather digital traces of tourists at a large scale. In this paper, we present a framework on how to use location-based data from social media to gather and analyze travel behavior of tourists. We have collected data of about 67,000 users from Twitter using its search interface for Florida. We first propose several filtering steps to create a reliable sample from the collected Twitter data. An ensemble classification technique is proposed to classify tourists and residents from user coordinates. The accuracy of the proposed classifier has been compared against the state-of-the-art classification methods. Finally, different clustering methods have been used to find the spatial patterns of destination choices of tourists. Promising results have been found from the output clusters as they reveal most popular tourist spots as well as some of the emerging tourist attractions in Florida. Performance of the proposed clustering techniques has been assessed using internal clustering validation indices. We have analyzed temporal patterns of tourist and resident activities to validate the classification of the users in two separate groups of tourists and residents. Proposed filtering, identification, and clustering techniques will be significantly useful for building individual-level tourist travel demand models from social media data.  相似文献

A driving restriction policy, as one of the control-and-command rationing measures, is a politically acceptable policy tool to address traffic congestion and air pollution in some countries and cities in the world. Beijing is the first city in China to implement this policy. A one-day-a-week driving restriction scheme was expected to take 20% of cars off the road every week day. Using household survey and travel diary data, we analyze the short-term effect of this driving restriction policy on individual travel mode choice. The data also allow us to identify which demographic groups are more likely to break the restriction rule. The estimates reveal that the restriction policy in Beijing does not have significant influence on individuals’ decisions to drive, as compared with the policy’s influence on public transit. The rule-breaking behavior is constant and pervasive. We found that 47.8% of the regulated car owners didn’t follow the restriction rules, and drove “illegally” to their destination places. On average, car owners who traveled during peak hours and/or for work trips, and whose destinations were farther away from the city center or subway stations, were more likely to break the driving restriction rules. Therefore, Beijing is probably in need of more comprehensive and palatable policy instruments (e.g., a combination of congestion tolls, parking fees, fuel taxes, and high-speed transit facilities) to effectively alleviate traffic congestion and air pollution.  相似文献

This article reviews empirical studies of how employer-paid parking affects employees' travel choices. A strong effect is found: parking subsidies greatly increase solo driving. When employers reduce or remove parking subsidies, a significant number of solo drivers shift to carpools and/or transit. This conclusion is based on studies of parking subsidies in a variety of circumstances, including central city and suburban areas, private and public employers, and clerical and professional employees. Three measures are developed to compare changes in commute patterns: changes in the share of solo drivers. changes in the number of autos driven to work per 100 employees, and the parking price elasticity of demand for solo driving. The studies reviewed here show that 19 to 81 percent fewer employees drive to work alone when they pay for their own parking. Because 90 percent of American commuters who drive to work receive employer-paid parking, these findings are significant for designing transportation policies to reduce air pollution, traffic congestion, and energy consumption.  相似文献

Park-and-ride facilities are parking lots located on the periphery of cities to intercept car trips coming from the suburbs and diverting them to a transit system, thus playing a potentially important role in reducing traffic congestion and air pollution in urban areas. In this paper, we present a study carried out to shed light on where to install park-and-ride facilities in the city of Coimbra, central Portugal. Its main component is an optimization model which aims to determine the best possible locations for a given number of park-and-ride facilities under the objective of minimizing car use in the urban areas. The main result of the study is that the introduction of only three park-and-ride facilities could reduce car use in Coimbra's urban areas by 19%, an impact that would be very difficult to achieve through measures such as decreasing bus fares, increasing parking fees and/or increasing bus services.  相似文献

A field experiment was conducted in Stockholm where a congestion charge trial was introduced in 2006. Respondents completed a questionnaire before and after the trial. Acceptance of the congestion charge was higher after the trial as opposed to its acceptability judgments before the trial. Respondents believed the charge had more positive consequences (viz., decreasing parking problems, congestion, and pollution) and less negative consequences (viz., financial cost increases) after the trial than they had expected beforehand. Furthermore, we examined the relative importance of various beliefs for the acceptability of the congestion charge before and after it was implemented. Results are that before the implementation of the charge acceptability was significantly related to beliefs about the expected consequences for one’s own car use and financial costs, whereas acceptance after the trial was related to beliefs about the perceived consequences for one’s own car use and parking problems. These results indicate that acceptance of the congestion charge had increased because people experienced positive consequences of the charge. This conclusion is discussed in the broader context in which the Stockholm trial took place.  相似文献

Modeling commuters’ choice behavior in response to transportation demand management (TDM) helps in predicting the consequences of TDM policies. Although research looking at choice behavior has evolved to investigate preference heterogeneity in response to factors influencing mode choice, as far as we know, no study has considered taste variation across commuters in response to multiple TDM policies. This paper investigates the presence of systematic preference heterogeneity across commuters, in response to the TDM policies that can be explained by their socio-economic or commuting-related characteristics. Analysis is based on results of a stated preference survey developed using a Design of Experiments approach. Five policies were assessed in order to study the impact they had on how commuters chose their mode of transportation. These include increasing parking cost, increasing fuel cost, implementing cordon pricing, reducing transit time and improving access to transit facilities. For the sake of assessing both systematic and random preference heterogeneity across car commuters, a form of the Mixed Multinomial Logit (MMNL) model that identifies sources of heterogeneity and consequently makes the choice models less restrictive in considering both systematic and random preference variation across individuals was developed. The sample includes 366 individuals who regularly commute to their workplace in the city center of Tehran, Iran. The likelihood function value of this model shows a significant improvement compared to the base MNL model, using the same variables. The MMNL model shows that taste variation across the studied commuters results in differences in influences estimated for three policies: increasing parking cost, reducing transit time and improving access to transit. The analysis examines several distributions for random parameters to test the impacts of restricting distributions to allow for only normality. The results confirm the potential to improve model fit with alternative distributions.  相似文献

This paper investigates the role of parking pricing and supply by time of day in whether to drive and park in the central business district (CBD). A stated preference survey of car drivers and public transport users was undertaken at a number of parking locations, public transit interchanges, and shopping centres in Sydney CBD during 1998. In the context of a current trip to the CBD, respondents were asked to consider six alternatives, including three parking locations in the CBD, park outside of the CBD with public transport connection to the CBD, switch to public transport, or forego that trip to the CBD. The three parking locations were defined by hours of operation, a tariff schedule, and access time to the final destination from the parking station. Data from the survey were then used to estimate a nested logit model of mode and parking choices, which was then used to simulate the impacts of supply pricing scenarios on CBD parking share. The change in CBD parking share attributable to supply by time of day is less than 3%, compared to 97% attributable to parking prices.  相似文献

This paper investigates the pricing of malls in an environment where shoppers choose between a car and public transportation in getting to a suburban mall. The mall implicitly engages in mixed bundling; it sells goods bundled with parking to shoppers who come by car, and only goods to shoppers who come by public transportation. There are external costs of discomfort in public transportation due to crowdedness. Thus, shoppers using public transportation deter each other. The mall internalizes these external costs, much like a policy maker. To do so, it raises the sales price of the good and sets a parking fee less than parking’s marginal cost. Hence, parking is always a loss leader. Surprisingly, this pricing scheme is not necessarily distortionary.  相似文献

We examine car driver’s behaviour when choosing a parking place; the alternatives available are free on-street parking, paid on-street parking and parking in an underground multi-storey car park. A mixed logit model, allowing for correlation between random taste parameters and estimated using stated choice data, is used to infer values of time, both when looking for a parking space and for accessing the final destination. Apart from the cost of parking, we found that vehicle age was a key variable when choosing where to park in Spain. We also found that the perception of the parking charge was fairly heterogeneous, depending both on the drivers’ income levels and whether or not they were local residents. Our results can be generalised for personalised policy making related with parking demand management.  相似文献

Urban car transportation is a cause of climate change but is also associated with additional burdens such as traffic congestion and air pollution. Studies of external costs and potential impacts of travel demand management help to define policy instruments that mitigate the damaging impact of transportation. Here, we analyze different externalities of car transportation in Beijing and show that social costs induced by motorized transportation are equivalent to about 7.5–15.0% of Beijing’s GDP. Congestion and air pollution contribute the most with climate change costs being the most uncertain. We show that a road charge could not only address congestion but also has environmental benefits. The paper investigates the role of demand elasticities and demonstrates that joint demand and supply-side policies provide considerable synergies.  相似文献

Interest in vehicle automation has been growing in recent years, especially with the very visible Google car project. Although full automation is not yet a reality there has been significant research on the impacts of self-driving vehicles on traffic flows, mainly on interurban roads. However, little attention has been given to what could happen to urban mobility when all vehicles are automated. In this paper we propose a new method to study how replacing privately owned conventional vehicles with automated ones affects traffic delays and parking demand in a city. The model solves what we designate as the User Optimum Privately Owned Automated Vehicles Assignment Problem (UO-POAVAP), which dynamically assigns family trips in their automated vehicles in an urban road network from a user equilibrium perspective where, in equilibrium, households with similar trips should have similar transport costs. Automation allows a vehicle to travel without passengers to satisfy multiple household trips and, if needed, to park itself in any of the network nodes to benefit from lower parking charges. Nonetheless, the empty trips can also represent added congestion in the network. The model was applied to a case study based on the city of Delft, the Netherlands. Several experiments were done, comparing scenarios where parking policies and value of travel time (VTT) are changed. The model shows good equilibrium convergence with a small difference between the general costs of traveling for similar families. We were able to conclude that vehicle automation reduces generalized transport costs, satisfies more trips by car and is associated with increased traffic congestion because empty vehicles have to be relocated. It is possible for a city to charge for all street parking and create free central parking lots that will keep total transport costs the same, or reduce them. However, this will add to congestion as traffic competes to access those central nodes. In a scenario where a lower VTT is experienced by the travelers, because of the added comfort of vehicle automation, the car mode share increases. Nevertheless this may help to reduce traffic congestion because some vehicles will reroute to satisfy trips which previously were not cost efficient to be done by car. Placing the free parking in the outskirts is less attractive due to the extra kilometers but with a lower VTT the same private vehicle demand would be attended with the advantage of freeing space in the city center.  相似文献

A fast emerging component of the urban transportation problem in cities of the Third World is the problem of traffic congestion. Rapid increases in car ownership coupled with poor land use planning, inadequate road space, lack of regulated parking systems, uneducated use of the road by pedestrians, and bad driving behavior of motorists have all combined to produce congestions comparable to those experienced in cities in the advanced parts of the world. Traffic management measures have been tried in some of the major cities such as road expansion and redistribution of land uses in city centers, but most have produced minimal results. It is recommended in this paper that city authorities adopt an integrated approach to congestion with emphasis on influencing the behavior of the road users.  相似文献

We investigated perceived travel possibilities (or subjective choice-sets, consideration-sets) of car and train travellers on the main corridors to the city of Amsterdam, The Netherlands, and associations with traveller and trip characteristics. We conducted secondary analysis on a survey sample consisting of 7950 train and 19,232 car travellers. Forty-five percent of train travellers had a car in their objective choice-set, 27% of them would however never use it for this trip. Trip destination city centre, trip purpose, paying for the trip, public transport commitment, traffic congestion and parking problems were associated with consideration of car as alternative. Forty-two percent of car travellers had public transport in their subjective choice-set. The ratio between perceived public transport and objective car travel time stood out as determinant of consideration-sets, next to destination city centre, trip purpose, travel time and private versus company car ownership. On average, car travellers’ perceptions of public transport travel time exceeded objective values by 46%. We estimated that if perceptions would be more accurate, two out of three car travellers that currently do not see public transport as an alternative would include it in their choice-set, and use it from time to time. This effect has strong theoretical and policy implications.  相似文献

Operators of parking guidance and information (PGI) systems often have difficulty in determining the best car park availability information to present to drivers in periods of high demand. This paper describes a behavioural model of parking choice incorporating drivers perceptions of waiting times at car parks based on PGI signs. This model was used to predict the influence of PGI signs on the overall performance of the traffic system.Relationships were developed for estimating the arrival rates at car parks based on trip patterns, driver characteristics, car park attributes as well as the car park availability information displayed on PGI signs. Drivers' perceptions of waiting times at car parks were assumed to be influenced by the PGI signs for observers of the signs and actual car park utilisation levels for non-observers. The model assumes that the choice of car park does not change after entering the city centre, even if conditions observed are different from those initially perceived.A mathematical programme was formulated to determine the optimal display PGI sign configuration to minimise queue lengths and vehicle kilometres of travel (VKT). The model was limited to off-street parking choices and illegal parking was not incorporated. A simple genetic algorithm was used to identify solutions that significantly reduced queue lengths and VKT compared with existing practices.These procedures were applied to an existing PGI system operating in Tama New Town near Tokyo. Significant reductions in queue lengths and VKT were predicted using the optimisation model. This would reduce traffic congestion and lead to various environmental benefits.  相似文献

We examine the relationship between transportation access on the one hand and individuals’ employment and labor earnings on the other. We improve on existing studies by bringing a large national panel data set to bear on this question, attempting to disentangle the mechanisms by which individuals improve their economic standing and, finally, comparing the economic benefits to the direct costs of car ownership. To do this, we use nine waves from the Panel Study of Income Dynamics from 1999 to 2015. We find that access to a car is a strong predictor of future economic benefit for individuals, and that at very high levels of transit access, carless individuals can also fare equally well. Access to an automobile is strongly associated with employment, job retention, and earning more money over time. Though having a car is associated with economic benefits, owning and operating a car is expensive; yet, our findings suggest that the benefits may outweigh the costs for most people living outside neighborhoods with truly excellent transit service.

This paper provides findings from a review of employer based demand management strategies for reducing traffic congestion in several areas of the United States. The research was carried out by K.T. Analytics, Inc. in 1989 under a contract with the Federal Department of Transportation, Transportation Systems Center. Relying on a review of employer based programs in 26 sites, as well as selected literature, the paper draws conclusions about the effectiveness of employer based transportation systems management (programs to encourage carpooling, transit, biking, cycling, walking and flextime) and parking management (preferential parking for carpoolers, removal of parking subsidies, and other measures) aimed at reducing solo driving and peak period commuting.Several conclusions are offered for local planners and policy makers. Demand Management programs can be effective in reducing traffic congestion, provided they are targeted to larger employment centers, accompanied by transit development, high occupancy vehicle incentives and parking management strategies, especially pricing. Flextime should not be encouraged without careful evaluation as it may discourage ridesharing. Guaranteed ride home services appear promising and deserve attention. With all strategies, long term vigilance will be necessary as programs are susceptible to change over time. Stringent public policies do not appear necessary for development of effective programs. Ordinances should require plans not specific strategies, as it is difficult estimating the probable effectiveness of particular strategies. Ordinances should contain sanctions for employers not carrying out agreed to plans, and should include fees and financing to support public sector review of plans and on-going monitoring.  相似文献

Researchers and practitioners highlight the unreliability of travel as a potential weak link in the transportation system which may inhibit individuals’ accessibility and urban economic activity. With the trend towards increasing traffic congestion, the outlook suggests that travel conditions will become structurally less reliable over time, but that not all places will be equally affected. But is travel time unreliability a problem? This study uses global positioning systems travel survey data for Chicago to build a regional model of travel time unreliability. The results suggest that unreliability varies spatially during different time periods, but that the average overall network unreliability varies little across times in the day. Using the Chicago Metropolitan Agency for Planning (CMAP)’s 2007 Travel Tracker Survey, a household travel diary survey including both GPS and non-GPS components, we estimate a mode choice model for work trips to explore the influence of unreliability on travel behavior. The results suggest that unreliable auto travel conditions induce mode switching to transit and that the influence is strongest when service by train is already faster than by car. This further suggests that auto travel unreliability may have the strongest influence in metropolitan regions with highly-competitive transit systems. Nevertheless, the influence of travel unreliability is limited and is not the underlying driver of travel decision-making.  相似文献
