The method of benchmarking provides an opportunity to learn from better performing territories to improve the effectiveness and efficiency of activities in a particular field of interest. Such a field of interest could be road safety. Road safety benchmarking can include several indicators, ranging from performance indicated by crash statistics, to indicators that also account for consequences in costs or the underlying state of the road safety system and relevant organisation and processes at actor level. The structure and culture of a territory is identified as a basic context of road safety performance. This is regarded as important information to use in grouping of territories to get more homogenous or equal and comparable conditions to learn from ‘the best in class’.The main aim of this study is to assess the usability of different groupings using the physical structure for benchmarking road safety performance at local territorial level. A traditional grouping of municipalities in the Netherlands was compared with a simple grouping of these municipalities based on their level of urbanisation and an advanced grouping in which more indicators such as differences in demography, growth and road structure were taken into account. As in other studies, urbanisation showed to be the most predominant structural factor for grouping local territories and related to differences in road safety performance. However, if information would be needed for specific target groups, other factors like age and gender distribution or the distribution of the road network can provide valuable additional insight and better homogenous starting points for benchmarking. Especially benchmarking of rural territories may profit from such extra distinctive characteristics.  相似文献

Since the mid-1990s, the effectiveness of road safety measures in Hong Kong has been weakening. Six administrations in Australia, California, Great Britain (GB), Japan, New Zealand and Sweden are selected to help review the road safety activities in Hong Kong. Nine main components of the road safety strategy, including vision, objectives, targets, action plan, evaluation and monitoring, research and development, quantitative modeling, institutional framework and funding are summarized from the road safety strategies of these overseas administrations and compared to that of Hong Kong. It is found that Hong Kong's road safety activities have to be restructured to make significant improvement. In the future, a new approach structured by the nine different road safety components is recommended. The lessons learnt can be generalized to smooth the progress of other administrations at the Intermediate Stage towards the Advanced Stage of road safety development by using the short-, medium- and long-term approaches.  相似文献

Traffic accidents account for between 20% and 40% of work-related accidents in industrial countries, and research indicates that road transport companies often have little focus on organisational safety management (OSM). There is thus a huge and largely untapped road safety potential in improving the safety of people who drive in their work, by focusing on OSM. Road transport companies in European countries are often small, however, with limited resources in terms of time, financial resources and competence on road safety. The main aim of the present article is therefore to develop an OSM strategy for small road transport companies. Based on a systematic literature review, taking Norwegian research as its point of departure, the article concludes that four measures seem to be most realistic for small goods-transport businesses, and that these measures seem to have the greatest safety potential. These four measures can be arranged on a ladder, where businesses start at the lowest and most basic level, before proceeding to the next step. While our stepwise safety-ladder approach has not been validated, it is expected that further research would confirm the value of the strategy proposed.  相似文献

ABSTRACT

This narrative review synthesised the limited work that has been carried out into road safety education targeting parents. Parent education appeared to have a positive impact on child safety seat use and children’s bike helmet use, but results regarding the impact of parent education on pedestrian safety were mixed. The review highlighted important gaps in the literature. A key gap being identifying effective ways to engage parents of low socioeconomic and ethnic minority backgrounds. Further, another gap is understanding effective ways to engage and support parents of children with additional needs to build their children’s road safety skills. There is some evidence that parent education has a positive impact on these “at-risk” groups, but little work on how to engage with these groups and the type of parent education required.  相似文献

The existing literature on road safety suggests that a driver's perception of safety is an important influence on their driving behaviour. A challenging research question is how to measure the perception of safety given the complex interactions among drivers, vehicles and the road setting. In this paper, we investigate a sample of driver evaluations of the perception of safety associated with a set of typical road environments. A roundabout was selected as the context for the empirical study. Data was obtained by a computerised survey using the video-captured road and traffic situations. A controlled experiment elicited driver responses when faced with a mixture of attributes that describe the roundabout environment. An ordered probit model identified the contribution of each attribute to the overall determination of the perception of safety. An indicator of perceived safety was developed for a number of typical road and traffic situations and for different driver segments.  相似文献

In order to maintain a growing road infrastructure at some minimum level of service, substantial resources are required on a recurrent basis. Of late, the available resources can no longer meet all the maintenance and rehabilitation demand even in wealthy nations. Hence, there is a need to develop a tool which will optimally allocate these resources in order to keep the road infrastructure as ‘healthy’ as possible. Further, this tool must acknowledge that maintenance needs are not only restricted to structural aspects but also extend to the functional- and safety-related aspects of a road. Here, such a comprehensive optimization tool is developed which when used will optimally allocate resources in order to maintain a healthy (from structural, functional, and safety standpoints) road network. The problem of determining the optimum maintenance and rehabilitation activities for individual road sections is formulated as a linear integer programming problem. Results from a case study using the proposed method show that the suggested maintenance and rehabilitation plans make sense from engineering and economic considerations.  相似文献

The European Union (EU) has proposed renewing the target for halving the number of road fatalities in the period 2011–2020. In this paper, a nonlinear distribution method for dynamic fatality reduction targets is applied for the purpose of finding individual national mortality reduction targets for each of the 27 member countries in the EU. Weighting is undertaken for four scenarios based on the following indicators: road mortality rates, fatality rates, fatality risks, and fatality density. Results are presented for four proposals to reduce the number of fatalities in each Member State, based on the original situation of the indicators considered in the study. The results seek to provide policy-makers with a broader vision with regard to the achievement of the goals of EU road safety policy.  相似文献

Research has had a major influence in advancing road safety in Britain over more than 60 years. Lessons learnt in the early years provide a model for effective conduct of research of high quality to aid and influence practice and policy making. As the control of road safety research has become more widespread over the last decade and effort more diffused, problems have arisen which militate against the appropriateness and successful application of findings. Conflicts between researchers, practitioners and policy makers stem from lack of mutual understanding of their roles, the need to balance scientific rigour against the urgency of government and practice, and inadequate coherent communication.The potential for road casualty reduction in Britain has been addressed at intervals since the early 1960s. Assessment of the latest trends in casualties, set against current activities to achieve target reductions, shows the need for a further update to redefine priorities. For future advancement of road safety, a 20-point plan of activities is suggested. Technical, social, economic and institutional difficulties, of varying degrees, will need to be overcome to achieve the objectives of the plan. Most importantly, the academic and professional standing of road safety workers needs to be raised.  相似文献

At frontage road intersections located downstream of freeway off-ramps, the use of dual right-turn lanes may provide improved weaving environments for right-turning vehicles from the off-ramp and reduce forced merges toward the desired right-turn bay. This paper investigates the safety impacts of the installation of dual right-turn lanes at frontage road intersections. A two-stage approach is used to estimate weaving conflicts as safety surrogates. In the first stage, micro-simulation models are calibrated based on field data to simulate vehicle trajectories. In the second stage, the trajectories are processed to estimate surrogate safety measures and frequency of weaving conflicts under different conditions. The two-stage approach is validated by correlation analysis between predicted weaving conflicts and actual crash rates. The results show that dual right-turn lanes can reduce weaving conflicts significantly compared to single exclusive right-turn lanes, and the safety benefits increase exponentially as weaving distance is reduced.  相似文献

Fifty years ago, Reuben Smeed chaired a study and produced a Report on the Economic and Technical Possibilities of Road Pricing. This report was to consider different methods of charging, including road pricing, to see if different pricing methods could reduce the problems associated with congestion as opposed to the traditional methods in place such as fuel tax. Since that time, various attempts have been made to introduce road pricing schemes but with only modest success so far. By contrast parking policies, a second-best alternative to road pricing, have been extensively used by local authorities as a means of managing congestion. The effectiveness of such policies, however, has been limited by an increase in the proportion of privately owned non-residential parking which is not under the control of local authorities. The aim of this paper is to present the results of an early-stage, post-implementation study of the Nottingham Workplace Parking Levy (WPL) – a measure that charges employers for the number of parking spaces they provide for their staff. Particular emphasis is placed on why a WPL was seen as being favourable compared to a road pricing alternative. The reason for this was that it could be introduced in a shorter time frame and at a lower cost, thus making it a lower risk option when compared with road pricing.  相似文献

Abstract

This paper presents a review of time-series analysis of road safety trends, aggregated at a national level, which has been performed in the period 2000–12 and applied to European national data sets covering long time periods. It provides a guideline and set of best practices in the area of time-series modelling and identifies the latest methods and applications of national road safety trend analysis in Europe. The paper begins with the methodological framework adopted for aggregate time-series modelling that will be considered, and then discusses a number of relevant applications to long-period data aggregated at the national level, whether for countries alone, or for groups of countries. Some analyses, which were performed at the disaggregated level, are also provided, as they are being used more and more. Finally, the paper summarizes and discusses the significant changes in aggregate road safety trend analysis which occurred during the period and provides recommendations for continuing these research efforts.  相似文献

Abstract

The objective of this research is to develop and test a framework for efficiency assessment of road safety measures and evaluate its use in decision‐making. An exhaustive review of standard methodologies and practices related to cost‐effectiveness and cost–benefit analyses is carried out for that purpose. Moreover, a number of case studies are performed, concerning the efficiency assessment of various road safety measures in different countries, covering different types of road safety measures (user‐, vehicle‐ or infrastructure‐oriented, policy or enforcement, etc.), ranging from national to local levels of implementation and including both ex ante and ex post evaluations. From the results conclusions are drawn on the efficiency of different road safety measures and the related determinants. Furthermore, the case studies reveal a number of methodology and data issues for which further research is required. The procedures and barriers involved in the use of efficiency assessment techniques at different levels of decision‐making are also highlighted by means of feedback received during and after the various case studies. On the basis of these results, a framework for the promotion, implementation and evaluation of efficiency assessment in road safety decision‐making is proposed. A particular set of recommendations is also presented regarding the treatment of barriers (fundamental, institutional or technical) within the efficiency assessment itself and the related decision‐making process.  相似文献

Surrogate indicators are meant to be alternatives or complements of safety analyses based on accident records. These indicators are used to study critical traffic events that occur more frequently, making such incidents easier to analyse. This article provides an overview of existing surrogate indicators and specifically focuses on their merit for the analyses of vulnerable road users and the extent to which they have been validated by previous research. Each indicator is evaluated based on its ability to consider the collision risk, which can be further divided into the initial conditions of an event, the magnitude of any evasive action and the injury risk in any traffic event. The results show that various indicators and their combinations can reflect different aspects of any traffic event. However, no existing indicator seems to capture all aspects. Various studies have also focused on the validity of different indicators. However, due to the use of diverse approaches to validation, the large difference in how many locations were investigated and variations in the duration of observation at each location, it is difficult to compare and discuss the validity of the different surrogate safety indicators. Since no current indicator can properly reflect all the important aspects underlined in this article, the authors suggest that the choice of a suitable indicator in future surrogate safety studies should be made with considerations of the context-dependent suitability of the respective indicator.  相似文献

Local bus services were deregulated in October 1986 in all areas of Britain except London. Government policy is to extend deregulation to London, though not in the current parliament. This paper analyses statistics on bus accidents from the national road accident database from 1981 to 1991 to compare results for London and the rest of Great Britain, and to consider whether deregulation has affected safety. The conclusions depend on the assumption that accident recording practice was not itself affected by deregulation.Bus accident rates are higher in London than on built-up roads elsewhere, partly apparently because of road traffic conditions in London, and partly because open-platform buses have higher accident rates involving occupants, including boarding and alighting accidents, than buses with doors.The main safety effects of deregulation operate through its effects on bus activity, though there is also some evidence that the rate per bus-kilometre of accidents involving other road users fell slightly. This may be due in part to the trend towards smaller buses associated with deregulation. Deregulation has led to a fall in bus patronage, and thus to a fall in occupant casualties; and to a rise in bus-kilometres, and thus to a rise in casualties among other road users in accidents involving buses. The number of fatal and serious casualties among other road users involved in bus accidents is larger than the number among bus occupants, so deregulation in London could lead on balance to a small rise in fatalities involving buses. On the other hand, the number of slight casualties among other road users involved in bus accidents is smaller than the number among bus occupants, so deregulation in London could lead to a fall in the number of slight casualties involving buses.Although there were fears that changes in the management of bus operations or financial pressures might lead to increased accident rates following deregulation, there no evidence in the findings to support such fears.This paper was first presented at the 3rd International Conference on Competition and Ownership in Surface Public Transport at Mississauga, Canada on 25–29 September 1993. Particular safety problems relate to traffic on local streets. Local Area Traffic Management (LATM) schemes are often implemented with the objective of counteracting these safety problems. One analytical difficulty in appraising the effectiveness of LATM in dealing with safety problems has been the ‘footloose’ nature of accident locations in a local street network. Seldom are there distinct ‘blackspot’ locations. An area‐wide approach is needed and the interaction between the system and arterial road network must be considered. The paper describes the development of a Safety Evaluation Method for Local Area Traffic Management (termed SELATM). It is a GIS‐based program for analysing accident patterns over time and the evaluation of the safety benefits of LATM schemes. The evaluation is perform at different network levels for various accident variables. The thrust of the program involved the integration of network data with data on accidents and the installed devices to generate summary accident statistics for the various network levels allowing for before and after comparison with a control area. This program as developed is applied to a LATM scheme at Enfield, a suburb in metropolitan Adelaide.  相似文献
