Future climate change is expected to affect inland waterway transport in most main natural waterways in Europe. For the river Rhine it is expected that, in summer, more and longer periods with low water levels will occur. In periods of low water levels inland waterway vessels have to reduce their load factors and, as a result, transport prices per tonne will increase. One possible consequence of these higher transport prices is a deterioration of the competitive position of inland waterway transport compared with rail and road transport, and thus a change in modal split. We study this issue using a GIS-based software model called NODUS which provides a tool for the detailed analysis of freight transportation over extensive multimodal networks. We assess the effect of low water levels on the costs of transport operations for inland waterway transport in North West Europe under several climate scenarios. It turns out, that the effect on the modal split is limited. Under the most extreme climate scenario, inland waterway transport would lose about 5.4% of the quantity that is currently being transported annually in the part of the European inland waterway transport market considered. The very dry year of 2003 can be seen as an analogue for this scenario. 相似文献

This paper studies the effect on carbon emissions of consolidation of shipments on trucks. New positioning and communication technologies, as well as decision support systems for vehicle routing, enable better utilization of vehicle capacity, reduced travel distance, and thereby carbon emission reductions. We present a novel carbon emission analysis method that determines the emission savings obtained by an individual transport provider, who receives customer orders for outbound deliveries as well as pickup orders from supply locations. The transport provider can improve vehicle utilization by performing pickups and deliveries jointly instead of using separate trucks. In our model we assume that the transport provider minimizes costs by use of a tool that calculates detailed vehicle routing plans, i.e., an assignment of each transport order to a specific vehicle in the fleet, and the sequence of customer visit for each vehicle. We compare a basic set-up, in which pickups and deliveries are segregated and performed with separate vehicles, with two consolidation set-ups where pickups and deliveries may be mixed more or less freely on a single vehicle. By allowing mixing, the average vehicle load will increase and the total driven distance will decrease. To compare carbon emissions for the three set-ups, we use a carbon assessment method that uses the distance driven and the average load factor. An increase in the load factor can reduce part of the emission savings from consolidation. We find that emission savings are relatively large in case of small vehicles and for delivery and pickup locations that are relatively far from the depot. However, if a truck visits many demand and supply locations before returning to the depot, we observe negligible carbon emission decreases or even emission increases for consolidation set-ups, meaning that in such cases investing in consolidation through joint pickups and deliveries may not be effective. This paper transfers the classic frequency-based transit assignment method of Spiess and Florian to containers demonstrating its promise as the basis for a global maritime container assignment model. In this model, containers are carried by shipping lines operating strings (or port rotations) with given service frequencies. An origin–destination matrix of full containers is assigned to these strings to minimize sailing time plus container dwell time at the origin port and any intermediate transhipment ports. This necessitated two significant model extensions. The first involves the repositioning of empty containers so that a net outflow of full containers from any port is balanced by a net inflow of empty containers, and vice versa. As with full containers, empty containers are repositioned to minimize the sum of sailing and dwell time, with a facility to discount the dwell time of empty containers in recognition of the absence of inventory. The second involves the inclusion of an upper limit to the maximum number of container moves per unit time at any port. The dual variable for this constraint provides a shadow price, or surcharge, for loading or unloading a container at a congested port. Insight into the interpretation of the dual variables is given by proposition and proof. Model behaviour is illustrated by a simple numerical example. The paper concludes by considering the next steps toward realising a container assignment model that can, amongst other things, support the assessment of supply chain vulnerability to maritime disruptions. 相似文献

Inland waterways are vulnerable to climate change as river navigation depends on water levels. Droughts can severely disrupt inland navigation services by reducing water levels either to completely non-navigable ones or to levels that oblige operators to reduce vessel load. We analyse the impacts of droughts induced by climate change using projections of river discharge data provided by eleven different climate model runs. We consider location specific characteristics by focusing the analysis on four specific locations of the Rhine and the Danube where a substantial part of the total freight activity in the European Union (EU) takes place. For the majority of the cases and scenarios considered, a decrease of the number of low water level days is projected, leading to fewer drought related disruptions in the operation of the inland waterway transport system. Although the uncertainties from the climate projections should not be neglected, the navigation sector could benefit from global warming which means that European inland waterways might be one of the few sectors where climate change can have negligible, or even positive, impact. The average economic benefit, for the cases considered, from the decrease of low water levels by the end of the century is projected to be almost €8million annually. 相似文献

The transport sector accounts for nearly one third of the world’s total energy use, while inland transport alone is responsible for half of the global petroleum consumption. The expansion of motorization in newly industrialized economies necessitates setting realistic targets. To support decision-makers in better assessment of transport sustainability performance, we introduce a systematic triple bottom line-based approach to evaluate inland transport, considering social, economic, and environmental dimensions of sustainability. The proposed network data envelopment analysis (DEA) measure organizes the three components of the system into a parallel structure, allocates shared input across subsystems, and incorporates undesirable output. The empirical application determines the efficiency of regional inland transportation systems in China from 2006 to 2015. The results indicate a rise in overall transport efficiency between China’s 11th and 12th five-year development plan periods and link the economic growth with a decrease in environmental transport efficiency in the Central and Western zones and with a decline in social efficiency in the Eastern zone. Since 2012, the social sustainability remains the weakest component of inland transport, which requires special attention by policy-makers to support vulnerable groups of transport users. This study provides further insight into the investigated measures and proposes recommendations for the improvement of inland transport in China. 相似文献

Online predictions of bus arrival times have the potential to reduce the uncertainty associated with bus operations. By better anticipating future conditions, online predictions can reduce perceived and actual passenger travel times as well as facilitate more proactive decision making by service providers. Even though considerable research efforts were devoted to the development of computationally expensive bus arrival prediction schemes, real-world real-time information (RTI) systems are typically based on very simple prediction rules. This paper narrows down the gap between the state-of-the-art and the state-of-the-practice in generating RTI for public transport systems by evaluating the added-value of schemes that integrate instantaneous data and dwell time predictions. The evaluation considers static information and a commonly deployed scheme as a benchmark. The RTI generation algorithms were applied and analyzed for a trunk bus network in Stockholm, Sweden. The schemes are assessed and compared based on their accuracy, reliability, robustness and potential waiting time savings. The impact of RTI on passengers waiting times are compared with those attained by service frequency and regularity improvements. A method which incorporates information on downstream travel conditions outperforms the commonly deployed scheme, leading to a 25% reduction in the mean absolute error. Furthermore, the incorporation of instantaneous travel times improves the prediction accuracy and reliability, and contributes to more robust predictions. The potential waiting time gains associated with the prediction scheme are equivalent to the gains expected when introducing a 60% increase in service frequency, and are not attainable by service regularity improvements. 相似文献

This paper measures the potential effects of low water levels on the Rhine and Danube navigation in the context of weather variability and a number of climate change scenarios. A long-term multimodal network transport analysis over the period 2005–2050 is presented; it analyzes the impact of changes on the water depth conditions on transport costs and the modal splits between three competing modes. Most scientific attention in port studies centers on deep-sea ports, in particular container ports. In our paper, in contrast, we focus our attention on the characteristics of inland waterway ports in a European context. This is an overlooked part in the scientific literature on inland port development, which is up to now mainly concerned with US-based understandings of inland ports. We try to broaden the application of the inland port concept by explaining the development of inland ports in terms of inland waterway bounded cargo throughput. Based on a large-scale quantitative dataset of inland port development in Dutch municipalities we perform various statistical analyses to arrive at a more detailed understanding of the question: What are the characteristics of European inland waterway ports and what transport and economic factors influence cargo throughput on the municipal level? The results in particular highlight the importance of the presence of a container terminal, the diversity in types of goods which are being handled by the inland port and the accessibility of the inland port relative to the regional motorway network as important factors in explaining the size and growth of inland ports. Interestingly, the popular claim in policy of ‘investments in inland port development leading to employment growth’ cannot be confirmed. 相似文献

In many cities of the world, road space is increasingly contested. Growing vehicle numbers, traffic calming and the development of new infrastructure for more sustainable transport modes such as bicycles have all contributed to pressure on available space and conflicts over the allocation of space. This paper provides the first assessment of urban transport infrastructure space distribution, distinguishing motorized individual transport, public transport, cycling and walking. To calculate area allocation, an assessment methodology was developed using high-resolution digital satellite images in combination with a geographical information system to derive area measurements. This methodology was applied to four distinctly different city quarters in Freiburg, Germany. Results indicate that space is unevenly distributed, with motorized individual transport being the favoured transport mode. Findings also show that if trip number to space allocation ratios are calculated, one of the most sustainable transport modes, the bicycle, is the most disadvantaged. This suggests that area allocation deserves greater attention in the planning and implementation of more sustainable urban transport designs. 相似文献

Abstract Inland vessels move goods along waterways (canals and rivers) and they visit ports. Because of their tidal nature, vessels make use of locks to enter ports or waterways. From a port management point of view, fast access to and from the port and high utilization of locks are important objectives. Where the former relates to low inbound and outbound waiting times, the latter relates to the placement of as many vessels as possible in the lock before its operation. This article includes a case study that relates to the operation of the Van Cauwelaert lock in the port of Antwerp, Belgium. Lock operation policy is as follows: vessels wait in front of the lock for a port administrator to assign places in the lock based on knowledge of the vessels’ dimensions. As such, there is no FIFO-discipline, but a ‘group-FIFO’-discipline, i.e. if n vessels are allowed into the lock, they are the first n vessels in the arrival queue. A heuristic algorithm is formulated for the placement of vessels in the lock. This algorithm supports the decision where to place the vessel in the lock, aiming to place as many vessels as possible from the arrival queue. At the same time, it supports the decision to start a locking operation or not, based on information about vessels that are announced but which have not yet arrived at the lock's entrance. The heuristic is called a ‘less-flexibility-first’-heuristic as it looks for pseudo-placements, showing which flexibility is left for the remaining vessels after placing a vessel. This article describes the implementation of the heuristic and provides numerical examples. A comparison is made between the heuristic results and daily practice, based on real-life vessel movements through the Van Cauwelaert lock in 2002. 相似文献

This paper looks at the energy consumption and green house gas emissions of inland river shipping, and compares them with the performance of seagoing ships. The analysis is based on a case study of container shipping on the Yangtze River, China. Data were collected under both calm water and real navigation conditions, and energy efficiency operation indices under these conditions are calculated and analyzed. Western literature abounds with powerful imagery of mobility and travel, extolling the richness of experience and learning that can only happen along the way. The more common policy and research contexts consider travel and mobility as an important means to an end, valued relative to the destination activity. This review builds on the research that considers on-the-way benefits in order to expand this perspective as a part of transport studies. The question posed is if there is a place to evaluate mobility as a life-enhancing activity in its own right, directly contributing to the capacity for autonomy and freedom of choice that are central elements of personal well-being. Motility or mobility capital, defined as the capacity for mobility, offers a theoretical context for this purpose. The literature has adopted motility for its ability to broaden the understanding of mobility choices, by structuring a role for material, human, social and cultural capital as contributing to an individual’s capacity for mobility. The context of individual capital implies that motility holds value not only as an input to mobility choices, but also through its exchange value with other forms of capital, thereby promoting broader contexts for human flourishing. Therefore, motility has value as a policy objective for its contribution to individual well-being and this article further argues that it is through mobility experiences that this type of capital can be advanced. 相似文献

Various fields and commercial sectors have witnessed a transformation with the advent of the internet. In the last decade, the retail sector in particular has witnessed the massive growth of e-commerce. This has also significantly altered our shopping experiences, influencing a range of decisions, from where, how, and how much to shop. With the consistent growth of e-commerce transactions, more trucks than ever before are entering cities today, bringing with them the negative externalities of increased congestion and pollution. This study first unravels underlying shopping behaviors–both in-store and online–using the 2016 American Time Use Survey (ATUS) data. The authors also develop an econometric behavioral model to understand the factors that affect shopping decisions. At a macro level, the disaggregate individual shopping behaviors are studied by implementing the model to synthetic populations to estimate potential vehicle miles traveled and environmental emissions in two metropolitan areas, Dallas and San Francisco (SF). Finally, the study estimates the impacts of rush deliveries, basket size, and consolidation levels by developing a breakeven analysis between in-store and online shopping. These results confirm the importance of managing the urban freight system, including delivery services and operations, to foster a more sustainable urban environment. 相似文献

In this paper, we propose an agent-based simulation approach that is capable of simulating the flow of passengers on board buses and at bus stops. The intention is that it will be applied during vehicle development to analyze how vehicle design affects passenger flow, and thus also how it affects system performance such as dwell time. In turn, this could aid the developers in making design decisions early in the development process. Besides introducing the simulation tool itself, the paper explores the realism of the data generated by the tool. A number of passenger flow experiments featuring a full-scale bus mockup and 50 participants were carried out. The setup of these experiments mirrored a number of ‘bus journeys’ (regarding vehicle design, number of passengers boarding/alighting at each stop and so on) that had previously been simulated using the simulation tool. When the data from the simulations were compared with the data from the passenger flow experiments, it could be concluded that the tool is indeed able to generate realistic passenger flows, although with some errors when a large number of passengers board/alight. The simulated dwell times were rationally affected by the tested bus layout aspects. It was concluded that the tool makes it possible to evaluate how variations in bus layouts affect passenger flow, providing data of sufficiently high quality to be useful in early phases of vehicle design. 相似文献

From 2012 on, all CO2 emissions from flights departing from or arriving at airports within the European Union have to be offset. We analyze the economic and ecological impacts that are caused by an inclusion of the aviation industry into the proposed emissions trading scheme (ETS). Building on the now fixed system design we employ a simulation model to estimate the impacts of the scheme. Our results indicate that financial impacts are highly dependant on external settings, such as allowance prices and demand growth. We show that the financial burden on the aviation industry will be rather modest in the first years after the introduction of the system and therefore induce only low competition distortions. Likewise, emission reductions within air transportation will be comparably low. While aviation will induce a decline of emissions in other sectors, significant absolute reductions within air transportation can only be reached by a more restrictive system design. 相似文献

Growth in online shopping has led to increased numbers of small delivery vehicles in urban areas leading to a range of negative externalities. Young people are significant generators of home deliveries and, when clustered in university halls of residence, can generate considerable freight traffic to one location. This paper explores the potential to consolidate these deliveries using an urban consolidation centre. Based on the case of Southampton, UK, data were compiled from three linked sources: a delivery audit of four halls of residence at the University of Southampton housing 5050 residents; annual package receipt records from Southampton Solent University halls (2294 residents); and an online shopping survey distributed to Southampton University students (486 responses). The results suggest that in cities with multiple higher education institutions (HEIs), where in excess of 8000 students live in halls, over 13,000 courier trips could be generated annually, delivering over 4000 m3 of packages. These could be consolidated onto fewer than 300 vehicles for an annual service cost of approximately £18 per student, reducing congestion, parking infringements and improving air quality. Analysis indicated student acceptance of a consolidated parcel service but operational challenges would include enforcement, performance risk, finance and delivery speed. 相似文献
