Transport accounts for about 25% of global CO 2 emissions. Transport activities are on the rise in the coming decades. Would associated CO 2 emissions move upwards as well, and at what rate? The present paper explores the future of these CO 2 emissions, starting from four scenarios for global transport. Considering fuel consumption, energy efficiencies in transport, occupancy rates of transport means, size of cars on the market, and possible environmental policies we find CO 2 emissions are persistently increasing, especially in the less wealthy areas of the world. In Europe, policies that attempt to control mobility and also limit CO 2 emissions may succeed in reducing emissions growth by about 30%. Efforts to increase energy efficiency of transport, in particular road transport, would contribute most to such reduction.  相似文献

To identify key factors of transport CO2 emissions and determine effective policies for emission reductions in fast-growing cities, this study establishes transport CO2 emission models, quantifying the influences of polycentricity and satellite cities and re-examining the effects of per capita GDP and metro service. Based on the model results, we forecast future residents’ urban transport CO2 emissions under several scenarios of different urban and transport policies and new energy technologies. We find nonlinear quadratic growth relationship between commuting CO2 emissions and per capita GDP, and the elasticities of household and individual commuting CO2 emission to per capita GDP are 1.90% and 1.45%, respectively. Developing job-housing balanced satellite cities and self-contained polycentric city can greatly decrease emissions from high emitters and can contribute to about 51–82% of the emission reductions by 2050 compared with the scenario of business as usual (BAU). Promotion of electric vehicles, electric public buses, metros, and improvement of traditional energy efficiency contributes to about 48–57% of the emission reductions by 2050 compared with the BAU. When these policies and technologies are combined, about 90% of the emissions could be reduced by 2050 compared with the BAU, and the emissions will be about 1.2–4.9 times of the present. The findings suggest that fostering polycentric urban form and job-housing balanced satellite cities is the key step for future transport CO2 emission reductions. Metro network promotion, energy efficiency improvement, and new energy type applications can also be effective in emission reductions.  相似文献

This study attempts to present an urban road transportation strategy focusing on the mitigation of both GHGs emission and public health damage, taking Xiamen City as a case study. We developed a Public Health and GHGs Emission model to estimate the impacts of direct energy-consumption-related GHGs emissions and public health damage in Xiamen’s road transportation strategies from 2008 to 2025, considering the environmental benefits and economic costs. Two scenarios were designed to describe future transportation strategies for Xiamen City, and mitigation potentials for both GHGs emission and public health costs were estimated from 2008 to 2025 under a series of options. The results show that enacting controls on private vehicles would be most effective to GHGs mitigation, while enacting controls on government and rental vehicles would contribute the most to NO2 and PM2.5 reductions. Compared with the Business as Usual scenario, the Integrated scenario would achieve about a 68% energy consumption reduction and save 0.23 billion yuan (95% CI: 0.16, 0.32) in health costs in 2025. It is clear that integrated and advisable strategies need to mitigate the adverse impacts of urban road vehicles on GHGs emissions and public health and economic costs, particularly in regions of rapid urbanization.  相似文献

ABSTRACT

This paper investigates strategies that could achieve an 80% reduction in transportation emissions from current levels by 2050 in the City of Philadelphia. The baseline daily lifecycle emissions generated by road transportation in the Greater Philadelphia Region in 2012 were quantified using trip information from the 2012 Household Travel Survey (HTS). Emissions were projected to the year 2050 accounting for population growth and trends in vehicle technology for both the Greater Philadelphia Region and the City of Philadelphia. The impacts of vehicle technology and shifts in travel modes on greenhouse gas (GHG) emissions in 2050 were quantified using a scenario approach. The analysis of 12 different scenarios suggests that 80% reduction in emissions is technically feasible through a combination of active transportation, cleaner fuels for public transit vehicles, and a significant market penetration of battery-electric vehicles. The additional electricity demand associated with greater use of electric vehicles could amount to 10.8 TWh/year. The use of plug-in hybrid electric vehicles (PHEV) shows promising results due to high reductions in GHG emissions at a potentially manageable cost.  相似文献

Reducing energy consumption and controlling greenhouse gas emissions are key challenges for urban residents. Because urban areas are complex and dynamic, affected by many driving factors in terms of growth, development, and demographics, urban planners and policy makers need a sophisticated understanding of how residential lifestyle, transportation behavior, land-use changes, and land-use policies affect residential energy consumption and associated CO2 emissions. This study presents an approach to modeling and simulating future household energy consumption and CO2 emissions over a 30-year planning period, using an energy-consumption regression approach based on the UrbanSim model. Outputs from UrbanSim for a baseline scenario are compared with those from a no-transportation-demand model and an Atlanta BeltLine scenario. The results indicate that incorporation of a travel demand model can make the simulation more reasonable and that the BeltLine project holds potential for curbing energy consumption and CO2 emissions.  相似文献

First and second generation biofuels are among few low-carbon alternatives for road transport that currently are commercially available or in an early commercialization phase. They are thus potential options for meeting climate targets in the medium term. For the case of Sweden, we investigate cost-efficient use of biofuels in road transport under system-wide CO2 reduction targets to 2050, and the effects of implementation of targets for an almost fossil-free road transport sector to 2030. We apply the bottom-up, optimization MARKAL_Sweden model, which covers the entire Swedish energy system including the transport sector. For CO2 reductions of 80% to 2050 in the Swedish energy system as a whole, the results of the main scenario show an annual growth rate for road transport biofuels of about 6% from 2010 to 2050, with biofuels accounting for 78% of road transport final energy use in 2050. The preferred biofuel choices are methanol and biomethane. When introducing additional fossil fuel phase-out policies in road transport (−80% to 2030), a doubling of the growth rate to 2030 is required and system CO2 abatement costs increases by 6% for the main scenario. Results imply that second generation biofuels, along with energy-efficient vehicle technologies such as plug-in hybrids, can be an important part of optimized system solutions meeting stringent medium-term climate targets.  相似文献

The European Clean Vehicle Directive was introduced in 2009 to create an obligation on public authorities to take into account the impact of energy consumption, carbon dioxide (CO2) emissions and pollutant emissions into their purchasing decisions for road transport vehicles. This should stimulate the market for clean and energy-efficient vehicles and improve transport's impact on environment, climate change and energy use. Therefore the so-called ‘Operational Lifetime Cost’ of a vehicle is calculated, divided into the cost for energy consumption, CO2 and pollutant (nitrous oxide, particulate matter, non-methane hydrocarbons) emissions. In Belgium, a different methodology has been developed to calculate the environmental impact of a vehicle, called ‘Ecoscore’, based on a well-to-wheel approach. More pollutants are included compared to the Clean Vehicle methodology, but also indirect emissions are taken into account. In this paper, both methodologies are compared and used to analyze the environmental performance of passenger cars with different fuel types and from different vehicle segments. Similar rankings between both methodologies are obtained; however, the large impact of energy use (and CO2 emissions) in the Clean Vehicle methodology disadvantages compressed natural gas cars, as well as diesel cars equipped with particulate filters, compared to the Ecoscore methodology.  相似文献

The interdisciplinary research project AviClim (Including Aviation in International Protocols for Climate Protection) has explored the feasibility for including aviation’s full climate impact, i.e., both long-lived CO2 and short-lived non-CO2 effects, in international protocols for climate protection and has investigated the economic impacts. Short-lived non-CO2 effects of aviation are NOx emissions, H2O emissions or contrail cirrus, for instance.Four geopolitical scenarios have been designed which differ concerning the level of international support for climate protecting measures. These scenarios have been combined alternatively with an emissions trading scheme on CO2 and non-CO2 species, a climate tax and a NOx emission charge combined with CO2 trading and operational measures (such as lower flight altitudes). Modelling results indicate that a global emissions trading scheme for both CO2 and non-CO2 emissions would be the best solution from an economic and environmental point of view. Costs and impacts on competition could be kept at a relatively moderate level and effects on employment are moderate, too. At the same time, environmental benefits are noticeable.  相似文献

我国交通运输业能源消耗量与污染物排放量日益增多,交通部门的节能减排措施研究迫在眉睫。本论文基于LEAP模型构建了某城市客运交通能耗与污染物排放模型,并预测了基准情景、政策情景、技术情景及综合情景下该城市客运交通2014-2030年之间的能耗及污染物排放情况。研究表明,三种发展情景下该城市能源需求量及污染物排放较基准情景均有减少,其中综合情景效果最佳,综合情景在2030年的能源消耗与CO2排放可分别减少56.98%和54.55%,CO、HC、NOx与PM2.5可分别减排67.39%、67.27%、51.43%与75.38%。因此应大力发展公共交通,尤其是轨道交通,同时限制私家车的无节制发展,并推广节能环保技术以改善终端利用层次能源结构。  相似文献

Environmental charges are one of the economic instruments for controlling externalities. Their application to commercial flights has become a preferred method of encouraging the sustainable development of the air transport industry. Two kinds of externalities, aircraft noise and engine emissions, both generating profound impacts on human beings and on the environment, are considered here. The hedonic price method is applied to calculate the social cost of aircraft noise during the landing and take-off stages of the flight. The marginal impact of each flight with specific aircraft/engine combinations is derived for the allocation of aggregate noise social costs. In contrast, the dose - response method is applied to estimate the social cost of each engine exhaust pollutant during different flight modes. The combination of aircraft noise and engine emissions social costs is then evaluated on the basis of several environmental charge mechanism scenarios, using Amsterdam Airport Schiphol as a case study. It is shown that the current noise or engine emissions related charges at airports are lower than the actual social costs of their respective externalities. The implications of charge mechanism scenarios are subsequently discussed and evaluated in terms of their impacts on airline costs, airfares and passenger demand.  相似文献

This research summarises the aviation CO2 emissions studies that use the Intergovernmental Panel on Climate Change IS92 and Special Report on Emissions Scenarios storylines as GDP growth assumptions to estimate future global carbon dioxide emissions from the aviation sector. The inter-quartile mean and the first and third quartiles are calculated to enable researches studying climate change policies for aviation to use an average global baseline scenario with lower and upper boundaries. We also perform a simple meta-analysis to analyse the assumptions used to derive the baseline scenario and conclude, as expected, that change in revenue-tonne-kilometres and fuel-efficiency are the main drivers behind the baseline scenarios.  相似文献

Climate change is a global problem and across the world the transport sector is finding it difficult to break projected increases in carbon dioxide (CO2) emissions; there are very few contexts where deep reductions in transport CO2 emissions are being made. A number of research studies are now examining the potential for future lower CO2 emissions in the transport sector. This paper develops this work to consider some of the wider sustainability impacts (economic, social and local environmental) as well as the lower CO2 transport impacts of different policy trajectories. Hence the central argument made is for an integrated approach to transport policy making over the longer term - incorporating scenario analysis and multi-criteria assessment (MCA) - to help assess likely progress against a range of objectives.The analysis is based on work carried out in Oxfordshire, UK. Different packages of measures are selected and two scenarios developed which satisfy lower CO2 aspirations, one of which also provides wider positive sustainability impacts. A simulation model has been produced to help explore the strategic policy choices and tensions evident for decision-makers involved in local transport planning. The paper argues for a ‘strategic conversation’ (Van der Heijden, 1996) at the sub-regional and city level, based upon future scenario analysis and MCA, discussing the priorities for intervention. Such an approach will help us examine the scale of change and trade-offs required in moving towards sustainable transport futures.  相似文献

Abstract

This paper examines 42 business‐as‐usual (BAU) scenarios for future transport and traffic development in the Netherlands from the period 1970 to 2000. An important aspect of these scenarios is that they indicate the potential future state of the transport system if the policies in place at the time continue unchanged, thus raising issues which may require a policy response. This paper shows that in most of the important BAU transport scenario results of the past in the Netherlands, such as future car use and transport emissions, the policy makers were not misled. The prognoses for traffic congestion are an important exception as they underestimated the congestion problems that would arise. This paper shows that, based on the research it examines, BAU transport forecasting is an inaccurate practice. It is recommended that the BAU scenario designer communicates this high inaccuracy, enabling the policy maker to include the inherent future uncertainty in their decision‐making.  相似文献

In today’s world of volatile fuel prices and climate concerns, there is little study on the relationship between vehicle ownership patterns and attitudes toward vehicle cost (including fuel prices and feebates) and vehicle technologies. This work provides new data on ownership decisions and owner preferences under various scenarios, coupled with calibrated models to microsimulate Austin’s personal-fleet evolution.Opinion survey results suggest that most Austinites (63%, population-corrected share) support a feebate policy to favor more fuel efficient vehicles. Top purchase criteria are price, type/class, and fuel economy. Most (56%) respondents also indicated that they would consider purchasing a Plug-in Hybrid Electric Vehicle (PHEV) if it were to cost $6000 more than its conventional, gasoline-powered counterpart. And many respond strongly to signals on the external (health and climate) costs of a vehicle’s emissions, more strongly than they respond to information on fuel cost savings.Twenty five-year simulations of Austin’s household vehicle fleet suggest that, under all scenarios modeled, Austin’s vehicle usage levels (measured in total vehicle miles traveled or VMT) are predicted to increase overall, along with average vehicle ownership levels (both per household and per capita). Under a feebate, HEVs, PHEVs and Smart Cars are estimated to represent 25% of the fleet’s VMT by simulation year 25; this scenario is predicted to raise total regional VMT slightly (just 2.32%, by simulation year 25), relative to the trend scenario, while reducing CO2 emissions only slightly (by 5.62%, relative to trend). Doubling the trend-case gas price to $5/gallon is simulated to reduce the year-25 vehicle use levels by 24% and CO2 emissions by 30% (relative to trend).Two- and three-vehicle households are simulated to be the highest adopters of HEVs and PHEVs across all scenarios. The combined share of vans, pickup trucks, sport utility vehicles (SUVs), and cross-over utility vehicles (CUVs) is lowest under the feebate scenario, at 35% (versus 47% in Austin’s current household fleet). Feebate-policy receipts are forecasted to exceed rebates in each simulation year.In the longer term, gas price dynamics, tax incentives, feebates and purchase prices along with new technologies, government-industry partnerships, and more accurate information on range and recharging times (which increase customer confidence in EV technologies) should have added effects on energy dependence and greenhouse gas emissions.  相似文献

To contribute to a sustainable society, considerable reduction in energy use and CO2 emissions should be achieved. This paper presents the results of calculations exploring the energy use reduction potential of passenger transport for Western Europe (OECD Europe minus Turkey). For these calculations, three types of options are defined emphasizing technological, infrastructural and behavioural change. By 2050, technological improvements may reduce energy use per passenger-km by - 30%. Adding infrastructural options, an energy reduction of > 50% by 2050 can be realised. To achieve further energy reductions, options with a large behavioural impact should also be implemented. This results in an 80% energy reduction potential in the transport sector by 2050. To calculate the reduction potential on OECD Europe level, one should factor in expectations concerning mobility growth. Two mobility development scenarios are used. Both scenarios foresee a net decrease in total energy use of 20% with the introduction of the technological and infrastructural improvement options. Adding options emphasizing behavioural change results in a net reduction potential of - 60% by 2050.  相似文献

Abstract

Shifting cargo from land‐based modes to maritime transport has been a prioritized policy in many policy papers to make transport more environmental friendly. Traditional calculations of emissions per transport capacity unit have supported this. However, maritime transport may stand to loose its good environmental reputation in comparison to road transport due to (1) the sluggish processes in maritime environmental policies and the low ambition level of current regulations, (2) the much higher focus on improving the environmental efficiency of the road haulage industry, (3) the much longer economic life of vessels compared to trucks, and (4) focus on faster vessels that increase the average fuel consumption of the sea transport alternative. Through a realistic case study, the energy efficiency and emissions of alternative multimodal transport chains is presented to illustrate these points.  相似文献

The Dutch National Institute of Public Health and Environmental Protection publishes Environmental Outlooks in which 25‐year projections are made. These Outlooks quantifying the environmental problems, form the scientific basis for Dutch environmental policy. Traffic and transport is one of the main sectors causing environmental problems. The emissions and energy use of all relevant categories (road traffic, non‐road traffic) are based on model simulations with models. This paper describes the main models used.

If present policy is implemented only a minority of the environmental targets will be met.

If a sustainable transport system for the Netherlands means a large reducton in CO2 emissions and energy use after 2010 a stronger emphasis on both technical and non‐technical measures (such as land‐use planning combined with public transport improvements) for the period until 2010 is needed than proposed in the Second Transport Structure Plan, unless a sustainable energy source becomes available.  相似文献

The role alternative car technologies may play in effectively tackling the problem of climate change is still highly uncertain. This paper aims at investigating possible impacts of car powertrain technologies on future energy demand and its corresponding greenhouse gas emissions until 2030. A system dynamics model covering nine car technologies in China, France, Germany, India, Japan and the United States was applied, with a focus on electric cars. Four main scenarios are constructed and sensitivity analysis undertaken. Greenhouse gas emissions from cars in the six countries are simulated to reach up to 2.6 gigatonnes in 2030 (a 13–32% increase between 2020 and 2030, depending on the scenario). The main conclusion from model-based policy analysis is that electric cars may have a positive contribution to emissions mitigation in the passenger road transport system. However, greenhouse gas emissions from cars arising from the combined effect of car manufacturing and scrappage and electricity generation processes are expected to grow more dramatically. As a result, actions that support both low-emission (re-)manufacturing and clean electricity generation are needed. These results complement accurate but static life cycle assessments and open the discussion for dynamic model assumptions.  相似文献

Passenger demand for air transportation is expected to continue growing into the future. The increase in operations will undoubtedly lead to an escalation in harmful carbon dioxide emissions, an adverse effect that governing bodies have been striving to mitigate. The International Air Transport Association has set aggressive environmental targets for the global aviation industry. This paper investigates the achievability of those targets in the US using a top-down partial equilibrium model of the aviation system complemented with a previously developed fleet turnover procedure. Three ‘enablers’ are considered: aircraft technologies, operational improvements and sustainable biofuels. To account for sources of uncertainty, Monte Carlo simulations are conducted to run a multitude of scenarios. It was found that the likelihood of meeting all targets is extremely low (0.3%) for the expected demand growth rates in the US. Results show that biofuels have the most impact on system CO2 emissions, responsible for an average 64% of the total savings by 2050 (with aircraft technologies and operational improvements responsible for 31% and 5%, respectively). However, this impact is associated with high uncertainty and very dependent on both biofuel type and availability.  相似文献

The study develops scenarios regarding the introduction of electric vehicles to the passenger vehicle fleet of Norway to reach the 2020 Norwegian greenhouse gas reduction target and a more extreme target to limit global temperature increase to two degrees. A process-based life cycle assessment approach is integrated with a temporally variable inventory model to evaluate the environmental impacts of these scenarios. We find that greenhouse gases in the reference scenario increase by 10% in 2020 in comparison to 2012; while for the more intensive improvements in conventional vehicles, this increase is reduced to 2%. For electric vehicles deployment scenarios, although the fleet share will reduce the tailpipe greenhouse gas emissions by 8–26%, with the upper end representing the two-degree reduction target, emissions reductions over the entire life cycle are only 3–15%. Electric vehicles also reduce emissions of NOx, SO2 and particulates reducing acidification, smog formation and particulate formation impacts, however, with addition of large numbers of electric vehicles significant trade-offs in toxicity impacts are found.  相似文献
