Car use per person has historically grown year-on-year in Great Britain since the 1950s, with minor exceptions during fuel crises and times of economic recession. The ‘Peak Car’ hypothesis proposes that this historical trend no longer applies. The British National Travel Survey provides evidence of such an aggregate levelling off in car mileage per person since the mid-1990s, but further analysis shows that this is the result of counter trends netting out: in particular, a reduction in per capita male driving mileage being offset by a corresponding increase in female car driving mileage. A major contributory factor to the decline in male car use has been a sharp reduction in average company car mileage per person. This paper investigates this aspect in more detail. Use of company cars fell sharply in Britain from the 1990s up to the 2008 recession. Over the same period, taxation policy towards company cars became more onerous, with increasing levels of taxation on the benefit-in-kind value of the ownership of a company car and on the provision of free fuel for private use. The paper sets out the changes in taxation policy affecting company cars in the UK, and looks at the associated reductions in company car ownership (including free fuel) and patterns of use. It goes on to look in more detail at which groups of the population have kept company cars and in which parts of the country they have been most used, and how these patterns have changed over time. A preliminary investigation is also made of possible substitution effects between company car and personal car driving and between company car use and rail travel. Clearly, the role of the company car is only one of many factors that are contributing to aggregate changes in levels of car use in Great Britain, alongside demographic changes and a wide range of policy initiatives. But, company car use cannot fall below zero, so the effect of declining year-on-year company car mileage suppressing overall car traffic levels cannot continue indefinitely. 相似文献

High occupancy vehicle lanes have become an integral part of regional transportation planning. Their purpose is to increase ridesharing by offering a travel time advantage to multiple occupant vehicles. This paper examines the extent to which an HOV facility increases ridesharing. Using data from the Route 55 HOV facility in Orange Country, California, changes in the carpooling rate on Route 55 are compared to that of a control group of freeway commuters. The analysis shows that the carpooling rate among peak period commuters, and particularly those who use the entire length of the facility, has increased. However, there has been no significant increase in ridesharing among the entire population of Route 55 commuters. Results suggest that barriers to increased ridesharing are formidable, that travel time savings must be large in order to attract new carpoolers, and that further increases in capooling will likely require development of extensive HOV lane systems. 相似文献

Abstract Increasing urban traffic congestion calls for the study of alternative measures. One such measure is carpooling, a system in which a person shares his private vehicle with one or more people in a commuter trip. In principle, this system could lead to potentially significant reductions in the use of private vehicles; however, in practice it has achieved limited success. In this paper, we apply a simulation-based methodology that uses aggregated data from commuter trips in an urban area to create compatible and feasible random trips. These are then analyzed through a heuristic process recursively to find grouping possibilities, thus producing indicators of carpooling potential such as the percentage of matched trips. Using this methodology, simulations are run for the Lisbon Metropolitan Area (Portugal) and results show that an increase in the number of participants in a carpooling scheme will only increase the probability of matching up to a certain point, and that this probability varies significantly with time–space trip attributes. 相似文献

This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. Research has shown that even when rail travel is the most cost-effective mode of transport for a particular journey, many travellers will still choose other modes. This indicates the existence of non-financial barriers to rail use, and this paper reviews the evidence on the importance of such barriers, focusing particularly on the UK but also considering research from other countries. A total of 37 distinct barriers were identified, and these can be divided into “hard”, “soft” and “complementary” factors. Travellers are unlikely to consider these barriers individually, viewing them instead as a package, which can make it difficult to identify which barriers are most significant. In many cases, all barriers which exist for a particular traveller will need to be addressed before mode shift occurs. After considering the relative importance of the different barriers, the paper concludes by making some suggestions as to the most effective ways in which these barriers can be overcome and mode shift to rail achieved. This has key implications for transport policy, as it can inform the targeting of the limited funds available to influence travel behaviour and increase the sustainability of travel patterns. 相似文献

Reduced private car use can limit greenhouse gas emissions and improve public health. It is unclear, however, how promotion of alternative transport choices can be optimised. A systematic review and meta-analysis was conducted to identify potentially modifiable cognitive mechanisms that have been related to car use and use of alternative transport modes. A qualitative synthesis of measures of potentially modifiable mechanisms based on 43 studies yielded 26 conceptually distinct mechanism categories. Meta-analyses of associations between these mechanisms and car use/non-use generated 205 effects sizes (Pearson’s r) from 35 studies. The strongest correlates of car use were intentions, perceived behavioural control, attitudes and habit. The strongest correlates of alternative transportation choices were intentions, perceived behavioural control and attitudes. Implications for researchers and policy implementation are discussed. 相似文献

Over the years Singapore has introduced several fiscal measures aimed at restraining car ownership and usage and thus preventing traffic congestion. Two new methods have recently been added: the Vehicle Quota System which limits the number of new vehicles registered each month and the Weekend Car Scheme which allows cars to be registered for use during off-peak hours only, with substantial financial savings to the owners. The Vehicle Quota System involves monthly public tenders for Certificates of Entitlement needed to register new cars. Over the past 30 months the cost of COE's has been increasing and now constitutes between 12% and 27% of the on-the-road price of a new car. The fluctuations in the COE premiums for different vehicle categories are presented and analysed. The initial problems and the recent modifications made as a result of public pressure are also described. It seems that the increases in COE premiums are likely to continue under strong economic growth conditions as the demand for cars is more income-elastic than price-elastic. 相似文献

There is growing evidence that consumers respond more effectively to upfront price signals, such as vehicle purchase taxes and feebate policies, and to tax incentives that are more salient than others, such as company car taxes graded by CO2 emissions. This paper examines tax changes in The Netherlands, which are among the most stringent and most salient in Europe, and assesses the ex-post purchasing impacts and CO2 effectiveness of six years of CO2-based tax incentives for low-carbon cars in The Netherlands. Dutch tax incentives resulted in 13 g/km, or 11% lower average CO2 emissions in 2013. The Netherlands has moved from the 12th position before the tax changes in 2007 to become Europe’s number one in terms of the lowest average new car CO2 emissions and highest share of electric vehicles in 2013. Tax incentives for new cars sold between 2008 and 2013 have resulted in 4.6 million tons of potential lifetime CO2 abatement at the cost of a drop in tax revenues of 30–50%. However, when corrected for the Dutch policy-induced increasing real-world fuel-economy shortfall and leakage of carbon reduction potential through vehicle export of low-carbon cars, only 3.5 million tons or 75% of the CO2 reduction remains. CO2-based tax incentives for company cars seem to have contributed the most to the observed turnaround in purchasing behavior towards lower CO2-emitting passenger cars. 相似文献

The majority of comparisons between state transportation systems do not control for characteristics that may vary greatly
between states (e.g., vehicle miles traveled). A shortcoming of such analyses is that a state’s individual characteristics
can be highly influential in determining how transportation policy is set and funds are spent. The purpose of this paper is
to extend previous efforts to create groups of similar peer states by developing a new methodological framework that incorporates
demographic, temporal, and locational variability into the peer group delineations. We collected historical data for 42 variables
on transportation infrastructure, population, economy, growth, topography and weather. To examine trends before and after
the passage of ISTEA we gathered data over two time periods: 1985 through 1990 and 1995 through 2000. Using principal components
analysis (PCA) we reduced variables into seven components, and then statistically clustered states into peer groups for each
time period based on the components and the remaining variables. We identified a range of cluster solutions and demonstrate
how cluster statistics help to describe the contextual basis behind the peer grouping. The results of this study are to provide
government agencies, researchers and the public with a systematic methodological framework for identifying peer states that
reflect similar attributes contributing to the development and maintenance of state transportation systems.

This paper analyses how people perceive the idea of carpooling and evaluate preferences while making a decision to join a carpool. Analysing data from a web-based stated preference survey in India reveals that cognitive attitudes play a significant role in evaluating the perceived advantages and disadvantages of carpooling whereas intentions to carpool are associated with perceived negative evaluations. A factor analysis identifies two latent attitudinal factors: a ‘time–convenience’ factor that discourages carpooling and a ‘private–public cost’ factor that encourages carpooling. The study analyses the influential attributes – extra travel time, walking time to reach meeting point, waiting time at pickup point and cost savings – as explanatory variables for the utility of carpooling. Cost savings prove to be the most significant attribute when combined with other attributes, followed by extra travel time. The study provides the implications to policy-makers of designing promotional tools to improve the propensity of carpooling among single occupant vehicle drivers. 相似文献

This study proposes a framework for human-like autonomous car-following planning based on deep reinforcement learning (deep RL). Historical driving data are fed into a simulation environment where an RL agent learns from trial and error interactions based on a reward function that signals how much the agent deviates from the empirical data. Through these interactions, an optimal policy, or car-following model that maps in a human-like way from speed, relative speed between a lead and following vehicle, and inter-vehicle spacing to acceleration of a following vehicle is finally obtained. The model can be continuously updated when more data are fed in. Two thousand car-following periods extracted from the 2015 Shanghai Naturalistic Driving Study were used to train the model and compare its performance with that of traditional and recent data-driven car-following models. As shown by this study’s results, a deep deterministic policy gradient car-following model that uses disparity between simulated and observed speed as the reward function and considers a reaction delay of 1 s, denoted as DDPGvRT, can reproduce human-like car-following behavior with higher accuracy than traditional and recent data-driven car-following models. Specifically, the DDPGvRT model has a spacing validation error of 18% and speed validation error of 5%, which are less than those of other models, including the intelligent driver model, models based on locally weighted regression, and conventional neural network-based models. Moreover, the DDPGvRT demonstrates good capability of generalization to various driving situations and can adapt to different drivers by continuously learning. This study demonstrates that reinforcement learning methodology can offer insight into driver behavior and can contribute to the development of human-like autonomous driving algorithms and traffic-flow models. 相似文献

A field experiment was conducted to investigate the effects of economic disincentives on private car use. Eighty two-adult households who were owners of at least one car were randomly assigned to three experimental groups and one control group. Both experimental and control groups logged their car trips during one week before, one week during, and one week after treatment. The treatment consisted of charging two of the experimental groups approximately 100% of normal cost per kilometer of driving during 2 weeks, and charging the third experimental group this amount per kilometer of driving during 4 weeks. With the purpose of investigating whether deliberate planning increases the effect of economic disincentives, the households in one of the former and in the latter group were asked to fill out a prospective car log for the following week. The control group was not charged or requested to fill out a prospective car log but was in other respects treated in the same way. Analyses of the car logs and odometer readings during and at the end of treatment showed a weak reduction of car use due to the economic disincentives that however were almost completely dependent on planning. 相似文献

The paper describes exhaust emission tests performed on a PHEV (Plug-in Hybrid Electric Vehicle) and a BEV (Battery Electric Vehicle), in which the combustion engine was used as a range extender. The measurements of the exhaust emissions were performed for CO2/fuel consumption, CO, THC and NOx. The RDE measurements were performed including the engine operating parameters and emissions analysis. This analysis shows that the engines of BEVs and PHEVs operate in a different parameter range when under actual operating conditions, which directly translates into the exhaust emission values. This is particularly the case for the emission of NOx. The investigations were carried out for two routes differentiated by the length and share of the urban and extra-urban cycles. For both routes, the emission of THC and CO were lower for the PHEV engine – HC by 69% (22 mg/km, route 1) and 6% (15 mg/km, route 2), CO by 69% (0.12 mg/km, route 1) and 80% (0.1 mg/km, route 2). For route 1, characterized by a greater share of the urban cycle, the emission of NOx was lower by 70% (2 mg/km) for the BEV engine, and (route 2) lower by 60% (8 mg/km) for the PHEV engine. Additionally, the curves of the exhaust emissions in time for individual exhaust components have been presented that indicate that in the motorway cycle the emission of THC and CO from the BEV vehicle increases significantly up to ten times compared to urban cycle. 相似文献

Research that addresses policy measures to increase the adoption of electric vehicles (EVs) has discussed government regulations such as California’s Zero Emission Vehicle (ZEV) or penalties on petroleum-based fuels. Relatively few articles have addressed policy measures designed to increase the adoption of EVs by incentives to influence car buyers’ voluntary behavior. This article examines the effects of such policy measures. Two of these attributes are monetary measures, two others are traffic regulations, and the other three are related to investments in charging infrastructure. Consumer preferences were assessed using a choice-based conjoint analysis on an individual basis by applying the hierarchical Bayes method. In addition, the Kano method was used to elicit consumer satisfaction. This not only enabled the identification of preferences but also why preferences were based on either features that were “must-haves” or on attributes that were not expected but were highly attractive and, thus, led to high satisfaction. The results of surveys conducted in 20 countries in 5 continents showed that the installation of a charging network on freeways is an absolute necessity. This was completely independent from the average mileage driven per day. High cash grants were appreciated as attractive; however, combinations of lower grants with charging facilities resulted in similar preference shares in market simulations for each country. The results may serve as initial guidance for policymakers and practitioners in improving their incentive programs for electric mobility. 相似文献

Policies that are aimed at discouraging commuters from solo driving have become a part of overall efforts to improve air quality and reduce traffic congestion. Since driving alone is the overwhelming choice of employed residents in US metropolitan areas, the political acceptability of proposed policy changes plays a role in their success. The 1992 Orange County (CA) Annual Survey asked employed solo drivers to rate their likelihood of changing from solo driving in response to various fees and incentives. Fewer say they would be very likely to stop solo driving if they were charged a parking fee at work (20%), a smog fee (17%) or a congestion fee (16%), than if their employers paid them a cash bonus for stopping solo driving (28%), or if more public transit (33%) or more carpools at work (35%) were available. Young and lower-status solo drivers are more likely than others to say they would stop driving alone if there were fees or cash bonuses. Current non-solo drivers tend to be young and low income, providing a validity check on the demographic predictors of stated preferences. The findings are discussed in light of recent policy changes in Southern California. 相似文献

This paper assesses the impacts of a targeted policy designed to influence car purchasing trends towards lower CO2 emitting vehicles. Vehicle registration tax and annual motor tax rates in Ireland changed in July 2008 from being based on engine size to emissions performance of cars. This paper provides a one year ex-post analysis of the first year of the tax change, tracking the change in purchasing trends arising from the measure related to specific CO2 emissions, engine size and fuel, and the implications for car prices, CO2 emissions abatement, and revenue gathered. While engine efficiency improvements had been offset by purchasing trends towards larger and generally less efficient cars in the past, with the average MJ/km remaining constant from 2000 to 2007, this analysis shows that in the first year of the new taxation system the average specific emissions of new cars fell by 13% to 145 g/km. This was brought about, not by a reduction in engine size, but rather through a significant shift to diesel cars. Despite an unexpected reduction in car sales due to a recession in 2008, the policy measure has had a larger than anticipated impact on CO2 emissions, calculated to be 5.9 ktCO2 in the first year of the measure. The strong price signal did however result in a 33% reduction in tax revenue from VRT, in financial terms amounting to a drop of €166 million compared to a baseline situation. 相似文献

Battery Electric vehicles (BEVs) are generally considered as potentially contributing to the reduction of CO2 emissions. Consequently, many countries have promoted (or are in the process of promoting) policies aimed at directly or indirectly subsidizing BEVs to accelerate their market uptake. The aim of this paper is to assess whether BEVs’ subsidies are justified (and by what amount) with reference to the carbon component, distinguishing by car segments and countries. To address these research questions, a simulation model is developed, based on the most recent and reliable data available. The model estimates and monetizes the Well-to-Wheel CO2 emissions of six car segments in 28 European countries. The monetary value of the difference of the CO2 emissions between the non-BEVs and the BEVs ranges from −€1133 (tax) to +€3192 (subsidy), depending on the car segment and on the nation considered. These results are then compared to the policies about alternative fuels adopted by the single EU countries, suggesting in some cases the necessity to rethink such incentives. 相似文献

Incentives to buy and use electric vehicles (EVs) may influence individuals’ decisions to do so. To examine these impacts, a latent class discrete choice model is developed to analyse consumer preferences related to EV attributes and related government incentives. Data was collected from a stated preference survey of 1,076 residents of New South Wales (NSW), Australia. According to the results, the proposed latent constructs classify respondents into five segments. The segments are then used to distinguish respondent behaviours regarding EV attributes and related government incentives. The results show that rebate on the upfront cost of an EV is the most preferred one-off financial incentive, because EVs are expected to be expensive, especially in Australia which has a very small EV market at present. Furthermore, rebates on energy bills and parking fees are also well-received, as these things are expensive in Sydney, Australia. Thus, operational incentives for discounts on energy bills and parking fees may facilitate the success of EVs in NSW. 相似文献
