This paper explores the characteristics of process delays at airport passenger terminals and establishes a queuing model for both passengers and baggage served by different connecting type facilities. The impact of delay propagation on other processes and flights is investigated using an analytical approach. In addition, the extra costs incurred on passengers, process operators, and airlines are examined using the delay cost functions. To reduce the impact of process delays, various delay-controlled strategies are proposed, such as setting scheduled times for completion of a process, increasing the number of service counters, and priority service for emergent flights. Taoyuan International Airport in Taiwan is used as a case study when facing special events. Results showed that the model can effectively and efficiently estimate delay propagation and its costs. In addition, processes that are not consecutive allow more buffer time between different operations, which helps ease propagation of delays caused by previous services.  相似文献

The discrepancy between the projected demand for arrival slots at an airport and the projected available arrival slots on a given day is resolved by the Ground Delay Program (GDP). The current GDP rationing rule, Ration-by-Schedule, allocates the available arrival slots at the affected airport by scheduled arrival time of the flights with some adjustments to balance the equity between airlines. This rule does not take into account passenger flow and fuel flow performance in the rationing assignment tradeoff.This paper examines the trade-off between passenger delays and excess surface fuel burn as well as airline equity and passenger equity in GDP slot allocation using different rationing rules. A GDP Rationing Rule Simulator (GDP-RRS) is developed to calculate performance and equity metrics for all stakeholders using six alternate rules. The results show that there is a trade-off between GDP performance and GDP equity. Ration-by-Passengers (a rule which maximizes the passenger throughput) decreased total passenger delay by 22% and decreased total excess fuel burn by 57% with no change in total flight delay compared to the traditional Ration-by-Schedule. However, when the airline and passenger equity are primary concerns, the Ration-by-Schedule is preferred.  相似文献

Airport terminals are dynamic environments and security/passport services generally constitute costly bottlenecks in terminals. Increases in the number of airline passengers compels airport terminals to provide more efficient services to its customers under space and resource limitations. This study examines the level of service of passenger processes at Istanbul Atatürk Airport by constructing a comprehensive simulation model. It focuses mainly on passport control services and passenger transfer security services because of the airport's hub status and the strategy of Turkish Airlines. The increasing number of transfer passengers may cause disruptions in departure flight schedules due to slow passenger processes. After validating the model, we investigate the consequences of three main alternative solutions, including 17 sub-scenarios, to capture target quality levels. Finally, we provide the results for each scenario to investigate the optimum allocation of resources to terminal operations.  相似文献

Transit systems are subject to congestion that influences system performance and level of service. The evaluation of measures to relieve congestion requires models that can capture their network effects and passengers' adaptation. In particular, on‐board congestion leads to an increase of crowding discomfort and denied boarding and a decrease in service reliability. This study performs a systematic comparison of alternative approaches to modelling on‐board congestion in transit networks. In particular, the congestion‐related functionalities of a schedule‐based model and an agent‐based transit assignment model are investigated, by comparing VISUM and BusMezzo, respectively. The theoretical background, modelling principles and implementation details of the alternative models are examined and demonstrated by testing various operational scenarios for an example network. The results suggest that differences in modelling passenger arrival process, choice‐set generation and route choice model yield systematically different passenger loads. The schedule‐based model is insensitive to a uniform increase in demand or decrease in capacity when caused by either vehicle capacity or service frequency reduction. In contrast, nominal travel times increase in the agent‐based model as demand increases or capacity decreases. The marginal increase in travel time increases as the network becomes more saturated. Whilst none of the existing models capture the full range of congestion effects and related behavioural responses, existing models can support different planning decisions. With increasing levels of congestion at the major cargo hubs and further restrictions on noise and night‐time flying, freighter operators' airport choice is a complex and important issue. The aim is to identify the factors that affect the airport choice of freighter operators through a review of the published literature. The literature reviewed includes work relating to passenger hub location, airport quality and airline network configuration, and other works relating to airport choice to paint a full picture of the current research in this area. The literature shows that freighter operators initially choose a shortlist of possible airports based on geography and then investigate any restrictions in place, such as capacity caps or noise limits that might block operations from that airport. Only when these hurdles have been cleared do freighter operators consider attributes of airport quality such as charges and terminal facilities, as well as other influences such as freight forwarder presence and airport marketing. Of particular prominence is the impact of legislation on airport choice.  相似文献

This paper compares different optimization strategies for the minimization of flight and passenger delays at two levels: pre-tactical, with on-ground delay at origin, and tactical, with airborne delay close to the destination airport. The optimization model is based on the ground holding problem and uses various cost functions. The scenario considered takes place in a busy European airport and includes realistic values of traffic. A passenger assignment with connections at the hub is modeled. Statistical models are used for passenger and connecting passenger allocation, minimum time required for turnaround and tactical noise; whereas uncertainty is also introduced in the model for tactical noise. Performance of the various optimization processes is presented and compared to ration by schedule results.  相似文献

In this research we develop an integer programming model to assist airport authorities to assign common use check-in counters. Due to the many complicated factors that have to be considered in such a model, the problem size is expected to be huge, making its solution difficult and therefore not applicable to the real world. Therefore, we develop a heuristic method, containing three heuristic models, to solve the model. These heuristic models are formulated as zero–one integer programs that can be solved using the simplex method and the branch-and-bound technique. To test how well the proposed models and the solution method may be applied in the real world, we perform a case study concerning the operations of a major airport in Taiwan.  相似文献

None of the airport-pricing studies have differentiated the congestion incurred in the terminals from the congestion incurred on the runways. This paper models and connects the two kinds of congestion in one joint model. This is done by adopting a deterministic bottleneck model for the terminal to describe passengers’ behavior, and a simpler static congestion model for the runway. We find that different from the results obtained in the literature, uniform airfare does not yield the first-best outcome when terminal congestion is explicitly taken into account. In particular, business passengers are at first-best charged a higher fare than leisure passengers if and only if their relative schedule-delay cost is higher. We further identify circumstances under which passengers are, given a uniform airport charge scheme, under- or over-charged with respect to the terminal charge. Furthermore, when concession surplus is added to the analysis, the airport may raise (rather than reduce) the airport charge in order to induce more business passengers who in turn will lengthen leisure passengers’ dwell time and hence increase their chance of purchasing concession goods. Finally, the impacts of terminal capacity expansion and time-varying terminal fine toll are discussed.  相似文献

When facing a growth in demand, airlines tend to respond more by means of increasing frequencies than by increasing aircraft size. At many of the world’s largest airports there are fewer than 100 passengers per air transport movement, although congestion and delays are growing. Furthermore, demand for air transport is predicted to continue growing but aircraft size is not. This paper aims to investigate and explain this phenomenon, the choice of relatively small aircraft. It seems that this choice is associated mainly with the benefits of high frequency service, the competitive environment in which airlines operate and the way airport capacity is allocated and priced. Regression analysis of over 500 routes in the US, Europe and Asia provides empirical evidence that the choice of aircraft size is mainly influenced by route characteristics (e.g. distance, level of demand and level of competition) and almost not at all by airport characteristics (e.g. number of runways and whether the airport is a hub or slot coordinated). We discuss the implications of this choice of aircraft size and suggest that some market imperfections exist in the airline industry leading airlines to offer excessive frequency on some routes and too low frequency on others.  相似文献

Supporting efficient connections by synchronizing vehicle arrival time and passengers' walking time at a transfer hub may significantly improve service quality, stimulate demand, and increase productivity. However, vehicle travel times and walking times in urban settings often varies spatially and temporally due to a variety of factors. Nevertheless, the reservation of slack time and/or the justification of vehicle arrival time at the hub may substantially increase the success of transfer coordination. To this end, this paper develops a model that considers probabilistic vehicle arrivals and passengers walking speeds so that the slack time and the scheduled bus arrival time can be optimized by minimizing the total system cost. A case study is conducted in which the developed model is applied to optimize the coordination of multiple bus routes connecting at a transfer station in Xi'an, China. The relationship between decision variables and model parameters, including the mean and the standard deviation of walking time, is explored. It was found that the joint impact of probabilistic vehicle arrivals and passengers' walking time significantly affects the efficiency of coordinated transfer. Managing service operations is gaining significant attention in both academic and practitioner circles. In this broad area, performance evaluation and process improvement of airlines and air carriers has been the focus of several studies. Although efficient airport operations are critical for improved performance of airlines and air carriers, few studies have focused on airport performance measurement. This study evaluates the operational efficiencies of 44 major US airports across 5 years using multi-criteria non-parametric models. These efficiency scores are treated by a clustering method in identifying benchmarks for improving poorly performing airports. Efficiency measures are based on four resource input measures including airport operational costs, number of airport employees, gates and runways, and five output measures including operational revenue, passenger flow, commercial and general aviation movement, and total cargo transportation. The methodology presented here can be generalized to other industries and institutions.  相似文献

This paper presents an empirical analysis of the possible impact of the application of slot controls as a demand-management measure at San Francisco International Airport (SFO). We examine the specific case of slot controls allocated with a market-based mechanism. The paper first describes the nature of the delay problem at SFO and how slot controls would work to manage demand, briefly reviewing their history in the US. We then describe the methodology used to analyze their potential impact given the assumption of a market-based allocation mechanism and present our findings on their predicted impacts on arrival delays and the nature and level of scheduled passenger air service at the airport. Finally, we present conclusions as to the overall potential of slot controls to alleviate delay at SFO and their non-delay consequences. The methods presented in the paper facilitate a detailed analysis of the incidence of the impact of slot controls on passengers, airlines and individual communities that depend on SFO for access to the national air transportation system.  相似文献

This paper analyzes strategic interaction between intercontinental airport regulators, each of which levies airport charges paid by airlines and chooses its airport capacity under conditions of congestion. Congestion from intercontinental flights is common across intercontinental airports since departure and arrival airports are linked one to one, while purely domestic traffic also uses each airport. The paper focuses on two questions. First, if both continents can strategically set separate airport charges for domestic and intercontinental flights, how will the outcome differ from the first-best solution? Second, how is strategic airport behavior affected by the extent of market power of the airlines serving the intercontinental market? We see that strategic airport pricing and capacity choices by regulators lead to a welfare loss: the regulators both behave as monopolists in the market for intercontinental flights, charging a mark-up and decreasing capacity. This welfare loss even overshadows possible negative effects from imperfect competition within the intercontinental airline market. We further discuss how the presence of multiple regulators on one continent or a simple pricing rule might constrain the welfare loss created by strategic airport regulation.  相似文献

With the growth of air traffic, airport surfaces are congested and air traffic operations are disrupted by the formation of bottlenecks on the surface. Hence, improving the efficiency and predictability of airport surface operations is not only a key goal of NASA’s initiatives in Integrated Arrival/Departure/Surface (IADS) operations, but also has been recognized as a critical aspect of the FAA NextGEN implementation plan. While a number of tactical initiatives have been shown to be effective in improving airport surface operations from a service provider’s perspective, their impacts on airlines’ scheduled block time (SBT) setting, which has been found to have direct impact on airlines’ on-time performance and operating cost, have received little attention. In this paper, we assess this impact using an econometric model of airline SBT combined with a before/after analysis of the implementation of surface congestion management (SCM) at John F. Kennedy International Airport (JFK) in 2010. Since airlines do not consider gate delay in setting SBT, we find that reduction in taxi-out time variability resulting from SCM leads to more predictable taxi-out times and thus decreases in SBT. The JFK SCM implementation is used as a case study to validate model prediction performance. The observed SBT decrease between 2009 and 2011 at JFK is 4.8 min and our model predicts a 4.2 min decrease. In addition, Charlotte Douglas International Airport (CLT) is used as an example to demonstrate how different surface operations improvements scenarios can be evaluated in terms of SBT reduction.  相似文献

The insufficiency of infrastructure capacity in an air transport system is usually blamed for poor punctuality performance when implementing flight schedules. However, investigations have revealed that ground operations of airlines have become the second major cause of flight delay at airports. A stochastic approach is used in this paper to model the operation of aircraft turnaround and the departure punctuality of a turnaround aircraft at an airport. The aircraft turnaround model is then used to investigate the punctuality problem of turnaround aircraft. Model results reveal that the departure punctuality of a turnaround aircraft is influenced by the length of scheduled turnaround time, the arrival punctuality of inbound aircraft as well as the operational efficiency of aircraft ground services. The aircraft turnaround model proposed is then employed to evaluate the endogenous schedule punctuality of two turnaround aircraft. Model results, when compared with observation data, show that the operational efficiency of aircraft ground services varies among turnarounds. Hence, it is recommended that the improvement of departure punctuality of turnaround aircraft may be achieved from two approaches: airline scheduling control and the management of operational efficiency of aircraft ground services.  相似文献

Intelligent decision support systems for the real-time management of landing and take-off operations can be very effective in helping air traffic controllers to limit airport congestion at busy terminal control areas. The key optimization problem to be solved regards the assignment of airport resources to take-off and landing aircraft and the aircraft sequencing on them. The problem can be formulated as a mixed integer linear program. However, since this problem is strongly NP-hard, heuristic algorithms are typically adopted in practice to compute good quality solutions in a short computation time. This paper presents a number of algorithmic improvements implemented in the AGLIBRARY solver (a state-of-the-art optimization solver to deal with complex routing and scheduling problems) in order to improve the possibility of finding good quality solutions quickly. The proposed framework starts from a good initial solution for the aircraft scheduling problem with fixed routes (given the resources to be traversed by each aircraft), computed via a truncated branch-and-bound algorithm. A metaheuristic is then applied to improve the solution by re-routing some aircraft in the terminal control area. New metaheuristics, based on variable neighbourhood search, tabu search and hybrid schemes, are introduced. Computational experiments are performed on an Italian terminal control area under various types of disturbances, including multiple aircraft delays and a temporarily disrupted runway. The metaheuristics achieve solutions of remarkable quality, within a small computation time, compared with a commercial solver and with the previous versions of AGLIBRARY.  相似文献

We consider a public and congested airport served by airlines that may have market power, and two types of travelers with different relative values of time. We find that in the absence of passenger-type-based price discrimination by airlines, it can be useful to increase the airport charge so as to protect passengers with a great relative time value from excessive congestion caused by passengers with a low relative time value. As a result, the socially efficient airport charge can be substantially higher than what we learned from the recent literature on congestion pricing with non-atomistic airlines.  相似文献

We consider the assignment of gates to arriving and departing flights at a large hub airport. This problem is highly complex even in planning stage when all flight arrivals and departures are assumed to be known precisely in advance. There are various considerations that are involved while assigning gates to incoming and outgoing flights (such a flight pair for the same aircraft is called a turn) at an airport. Different gates have restrictions, such as adjacency, last‐in first‐out gates and towing requirements, which are known from the structure and layout of the airport. Some of the cost components in the objective function of the basic assignment model include notional penalty for not being able to assign a gate to an aircraft, penalty for the cost of towing an aircraft with a long layover, and penalty for not assigning preferred gates to certain turns. One of the major contributions of this paper is to provide mathematical model for all these complex constraints that are observed at a real airport. Further, we study the problem in both planning and operations modes simultaneously, and such an attempt is, perhaps, unique and unprecedented. For planning mode, we sequentially introduce new additional objectives to our gate assignment problem that have not been studied in the literature so far—(i) maximization of passenger connection revenues, (ii) minimization of zone usage costs, and (iii) maximization of gate plan robustness—and include them to the model along with the relevant constraints. For operations mode, the main objectives studied in this paper are recovery of schedule by minimizing schedule variations and maintaining feasibility by minimal retiming in the event of major disruptions. Additionally, the operations mode models must have very, very short run times of the order of a few seconds. These models are then applied to a functional airline at one of its most congested hubs. Implementation is carried out using Optimization Programming Language, and computational results for actual data sets are reported. For the planning mode, analyst perception of weights for the different objectives in the multi‐objective model is used wherever actual dollar value of the objective coefficient is not available. The results are also reported for large, reasonable changes in objective function coefficients. For the operations mode, flight delays are simulated, and the performance of the model is studied. The final results indicate that it is possible to apply this model to even large real‐life problems instances to optimality within short run times with clever formulation of conventional continuous time assignment model. The fare of a transit line is one of the important decision variables for transit network design. It has been advocated as an efficient means of coordinating the transit passenger flows and of alleviating congestion in the transit network. This paper shows how transit fare can be optimized so as to balance the passenger flow on the transit network and to reduce the overload delays of passengers at transit stops. A bi‐level programming method is developed to optimize the transit fare under line capacity constraints. The upper‐level problem seeks to minimize the total network travel time, while the lower‐level problem is a stochastic user equilibrium transit assignment model with line capacity constraints. A heuristic solution algorithm based on sensitivity analysis is proposed. Numerical example is used to illustrate the application of the proposed model and solution algorithm.  相似文献

ABSTRACT

As the airport retail industry continues to grow due to increasing travel demands, airport operators are increasingly developing their retail revenue potential to ensure financial viability. This study aims to provide a review of airport retail literature and identify the salient factors associated with passenger shopping behaviour. The paper presents a review of contemporary airport retail literature, covering a total of 50 studies from 1998 to 2018. The review identified 26 factors, which could broadly be grouped into five categories: airport/operator related; passengers' demographic related; passengers’ travel related; passengers’ psychological related and passengers’ resources related. In addition to providing a summary of the statistically significant factors across studies, the review identifies and discusses potential approaches for future research. These include the importance of considering both “to spend or not” decision and how much to spend and how most empirical studies focussed on the former; the gap in empirical analysis on the impact of airport terminal design layout on retail performance; and the gap in application of general consumer shopping behavioural models to airport retail problems. The paper concludes with the suggestion that we can build on the existing studies to develop a hybrid approach to solve several of the identified gaps simultaneously.  相似文献
