If we are to accommodate the rate of urban growth which North America will face in the first half of the twenty-first century, it is the contention of this paper that we must build new cities, not new towns, beyond commuting distance of existing cities. These can be located in open countryside on virgin land, or they can grow around existing small towns, all in conjunction with the construction of an innovative personal transportation system. In this paper a hexagonal modular structure, in which self-contained urban units can be combined and added to over time, is proposed as a new urban form and AVCS maglev — which will serve the new cities efficiently — is proposed as a key transportation strategy.  相似文献

This paper presents a framework for addressing uncertainty and risk for large-scale transportation investments involving public–private participation. Demand, fare/toll and demand responsive costs are considered in the uncertainty analysis. Uncertainty analysis provides information on economic feasibility of the project. A set of relaxation policies is proposed to form various Ownership, Tenure and Governance (OTG) strategies reflecting the nature and level of participation by the public and private entity. A Monte Carlo Simulation-based Value at Risk is used to quantify risk. Finally, a methodology is proposed to integrate uncertainty and risk. The framework is tested on the proposed multibillion dollar Detroit River International Crossing connecting the cities of Detroit in the USA with Windsor in Canada. The analysis provides insights to probable outcomes for this transportation infrastructure investment under different OTG scenarios.  相似文献

This research empirically evaluates the public sector investment in the US freight transportation infrastructure. In particular, the infrastructures to support the two most comparable modes of freight transportation – highway and intermodal rail – are examined as alternatives for public fund allocation. Indicators for public sector transportation infrastructure investment mix are established based on financial analysis of both private and social costs and benefits, as well as the propensity of freight shippers to utilize such infrastructures. The research results in recommendations for the aggregate allocation of public funds in the US based on these indicators. We find that approximately a quarter of truck freight could be handled at a 25% lower cost if rail infrastructure to support it existed. Because an additional 80% reduction in social costs could be achieved through this modal conversion, the public sector is a critical participant in creating a more efficient transportation infrastructure.  相似文献

Planning of sustainable transportation systems requires integration of multiple systems while considering a holistic approach. A limited amount of research has been conducted that simultaneously considers all the transportation, economic activity, environmental and social effects. The proposed research envisages incorporating considerations related to sustainability and providing solutions to stakeholders in policy making. In this paper, a dynamic model for planning and development of sustainable transportation systems is presented. This is given by a system of three nonlinear differential equations representing the dynamics of the three independent states, namely, transportation, activity, and environmental systems. A policy scenario considering investment in energy efficient technologies and its effects on the states is discussed to assist making investment decisions. Optimal control techniques are used to design the controls. The results show that it is possible to formulate an optimal control to achieve the desired target. Numerical results, based on actual parameters, are presented to illustrate the long-term trends of the states. The methodology discussed in this paper will be helpful to decision makers in making optimal decisions. The contribution of this research work is the introduction of a systems and controls methodology to develop optimal policies for the design of sustainable systems.  相似文献

The transportation industry has been playing an important role in the economic development of Korea and, thus, has become a critical factor in sustaining the well-being of the Korean people. This paper attempts to analyze the economic impacts of four transportation modes using input-output (I-O) analysis, with specific application to Korea. To this end, we apply the I-O models to the Korean I-O tables generated by the Bank of Korea, paying particular attention to the four transportation sectors in Korea (rail, road, water, and air transportations), considering them as exogenous, and then determining their impacts. Specifically, the production-inducing effects, supply shortage effects, sectoral price effects, forward linkage effects, and backward linkage effects of the four transportation modes are quantitatively derived over the period 2000–2010. For example, the production-inducing effect of a KRW 1.0 production or investment in transportation is larger in the petroleum and transportation equipment sectors than in other sectors. Furthermore, the rail and road transportation sectors have greater supply shortage effects than the other transportation sectors. Finally, the potential uses of the results of this analysis are presented from the perspective of policy instruments, and policy implications are discussed.  相似文献

Numerous studies have found positive correlation between transportation infrastructure investment and economic development. Basically these studies use a conventional production function model augmented by a public capital input, mainly highways, rail and other transportation facilities. While the range of the measured economic growth effects varies widely among studies, the positive elasticity between transportation investment and economic development is now commonly accepted. Still a major puzzling issue is that the magnitude of the measured effect seems to decline significantly as the econometric model is further refined, mainly with regard to space and time lags. That is, the use of national or state data produces elasticity results, which are much larger than when using county or municipality data. Similarly, when we introduce into the econometric model a lag between the times when the transportation investments are made and when the economic benefits transpire, the measured elasticities decline with the size of the lag. Thus, the main objective of this paper is to investigate these issues analytically and empirically and provide a plausible explanation. We do so by using alternative econometric models, applying them to a database, which is composed of longitudinal state, county and municipality observations from 1990 to 2000. The key result is that transportation investments produce strong spillover effects relative to space and time. Unless these factors are properly accounted for many reported empirical results are likely to be overly biased, with important policy implications.  相似文献

Economic appraisal of major roads in the UK is based on a set of standard procedures and conventions. A central assumption has been that the volume and pattern of traffic in any given year is independent of the quality of service offered by the network — the fixed trip matrix assumption. Failing to consider induced traffic can have serious consequences for the accuracy and robustness of the measured traffic benefits from road improvements. Assessment of the wider economic benefits of roads, which is an important political imperative for road investment, is also made more difficult. Two conclusions are reached. Variable trip matrix methods need to be introduced for the appraisal of major road schemes, and scheme appraisal needs to be complemented by a more strategic area-wide approach to evaluation. In responding to its advisory committee (SACTRA), the UK Department of Transport has accepted the first of these conclusions and is cautiously favourable to the second.  相似文献

Many states in the USA have developed statewide travel demand models for transportation planning at the state level and along intercity corridors. Travel demand models at mega-region and provincial levels are also widely used in Europe and Asia. With modern transportation planning applications requiring enhanced model capabilities, many states are considering improving their four-step statewide demand models. This paper synthesizes representative statewide models developed with traditional four-step, advanced four-step, and integrated micro-simulation methods. The focus of this synthesis study is as much on model applications and data requirements as on modeling methods. An incremental model improvement approach toward advanced statewide models is recommended. Review findings also suggest model improvement activities should be justified by planning application needs. For statewide model improvement plans to be successful and financially sustainable, the return on model improvement investment needs to be demonstrated by timely applications that rely on improved model capabilities.  相似文献

This article deals with a multicriteria evaluation of High-Speed Rail, Transrapid Maglev and Air Passenger Transport in Europe. Operational, socio-economic and environmental performance indicators of the specific high-speed transport systems are adopted as the evaluation criteria. By using the entropy method, weights are assigned to particular criteria in order to indicate their relative importance in decision-making. The TOPSIS method is applied to carry out the multicriteria evaluation and selection of the preferable alternative (high-speed system) under given circumstances.  相似文献

This paper reviews and critically assesses procedures which have been adopted to evaluate Advanced Transport Telematics (ATT) projects. The importance of such a review at this juncture stems from the changing position of ATT in transport planning. ATT is no longer simply a field for experimentation, where technical feasibility and user acceptance are dominant concerns. Rather it is a potential mainstream contributor to the functioning of road transport systems. For this reason, ATT project appraisal needs to be developed to the same form, level of sophistication and consistency as the appraisal of conventional transport infrastructure investment. Based on the review set out here, we argue that appropriate methods have not yet been established which, in turn, poses a number of challenging questions, since current socio‐economic evaluation procedures are not directly suited to either measuring or evaluating many of the impacts which ATT schemes are implemented to achieve.  相似文献

Substantial investment has been made at national and European level in transport infrastructure over the past 50 years and is likely to continue in the future. The need to appraise transport projects in economic and social terms has developed alongside this in both scope and complexity. The state-of-the-art in the economic appraisal of transport projects is reviewed, progress is assessed and future challenges are identified. The review addresses the general framework, treatment of major impacts, presentation of outputs and issues such as uncertainty. It draws on national practice in Western European countries, which varies substantially reflecting a range of cultural and economic differences. Some points of commonality exist and the principle of monetizing direct transport impacts is generally accepted. Progress has been made towards the measurement of environmental impacts, but the assessment of the wider impacts remains under-developed. Increased sophistication and complexity has brought increasing data and presentation requirements, where computerized decision support methods have potential. Many challenges exist for the future of appraisal and the review is concluded with a discussion of some key issues. At the heart of these is the continuing debate over the relative roles of national and European government in decision-making and resource allocation.  相似文献

Savings in travel time and more specifically their monetary value typically constitute the main benefit to justify major investment in transport schemes. However, worthwhile use of travel time is an increasingly prominent phenomenon of the digital age. Accordingly, questions are increasingly being asked regarding whether values of time used by countries around the world based on their appraisal approaches are too high. This paper offers the most comprehensive examination of our theoretical and empirical understandings of international appraisal approaches and how they account for worthwhile use of travel time. It combines the economics perspective with wider social science insight and reaches the conclusion that past revolutions in transport that have made longer and quicker journeys possible are now joined by a digital revolution that is reducing the disutility of travel time. This revolution offers potential economic benefit that comes at a fraction of the cost of major investments in transport that are predicated on saving travel time. The paper highlights the challenges faced in both current and indeed potential alternative future appraisal approaches. Such challenges are rooted in the difficulty of measuring time use and productivity with sufficient accuracy and over time to credibly account for how travel time factors into the economic outcomes from social and working practices in the knowledge economy. There is a need for further research to: establish how improvements in the opportunities for and the quality of worthwhile use of travel time impact on the valuation of travel time savings for non-business travel; improve our understanding of how productive use of time impacts on the valuation of time savings for business travellers; and estimate how these factors have impacted on the demand for different modes of travel.  相似文献

The paper presents and analyses appraisal methods used for the assessment of potential investments in Nodal Centers for Goods (also called Freight Villages), which constitute an essential element of the Trans-European Network for Intermodal Transport. A methodological procedure is applied to identify the underlying factors that influence the choice of an appraisal method, without assessing or comparing the appraisal methods themselves. Following this procedure, issues addressed by the methods are grouped into three broad dimensions and with the use of non-parametric statistical tests, existing relationships are identified between nodal centres' characteristics, the appraisal methods, as well as the actors involved in the decision process. On applying the above procedure to European Nodal Centres for goods, it is found that the choice of appraisal method and the decision criteria for the investment are linked primarily to the nodal centre's size, catchment area, and the support or absence of political approval for the investment. The results of the analysis can be particularly useful at the policy making level, serving as non-formal "qualitative guidelines" to identify the appraisal method to be applied, as well as the options and impacts to be considered. A package of large-scale investments in the transportation infrastructure in the Stockholm metropolitan region is currently being proposed. It contains new investments in the railway and subway systems as well as new links in the road system. This paper deals with the issue of appraising this kind of investment program. One major problem is the lack of a unique standard method, and it is argued that several tools should be used in a practical evaluation of large-scale investments in the transportation system.Four different approaches are presented and related to each other. First, one study uses a network-based mode-split/assignment model with a fixed trip matrix. The second study is complementary, as its aim is to also trace the impacts on the spatial distribution of population and jobs by applying an integrated transportation and land use model. Third, the long-run effects of the investments on regional economic growth are discussed within the framework of regional production functions. Recently, the use of more sustainable forms of transportation such as electric vehicles (EVs) for delivering goods and parcels to customers in urban areas has received more attention from urban planners and private stakeholders. To provide some insights toward the use of EVs, this work develops an optimization framework using portfolio theory, which takes into account the cost and the risks associated with some input parameter uncertainties, for determining an optimal combination of EVs with internal combustion engine vehicles (ICEVs) in urban freight transportation (UFT) over some planning time period. This model can assist an urban freight operator to choose the best investment strategy for introducing new vehicles into its fleet while gaining economic benefits and having positive impacts on the urban environment. When taking into account the risks that are involved, the numerical results show that EVs have the potential to compete with ICEVs in UFT.  相似文献

The planning and implementation of a multimodal transportation system in the Holy City of Makkah to handle the huge volumes of pilgrims to the City is not a straightforward mission, as Makkah poses numerous challenges including its unique seasonal demand patterns, mountainous terrain, and limited space. Aerial ropeway transit (ART), a promising transport technology solution, could be an important component of this system. This paper presents the results of a technical and economic feasibility study to explore the potential of introducing ART service in Makkah. The study reveals that, overall, ART service on some corridors in Makkah is technically feasible, and with some necessary enforcement measures to attract ridership could become a profitable transportation investment. Specifically, the study recommends using ART for special user groups and service/emergency crews during peak seasons and opening ART to the public as a premium service during the off-peak season.  相似文献

This paper examines the relationship between investment in transportation infrastructure capital and the debt-to-gross domestic product (GDP) ratio. We analyse the effect of bringing forward investment originally planned for future years to be executed during times of economic crisis and also consider the possible advantages of carrying out such investments with private sector financing. This paper presents a model which shows how policy aimed to encourage investment in transportation infrastructure projects through private sector participation may help raise long-term GDP and thus lead to a lower debt-to-GDP ratio. The theoretical model is then applied to current empirical data from Israel.  相似文献

Municipalities play an important role in the planning and development of communities that support active transportation (AT), which refers to human-powered modes of travel, such as walking and cycling. Municipal-level stakeholders involved in land-use and transportation infrastructure planning consider multiple social, environmental and economic considerations to inform decision-making and investments in AT. Evidence around the fiscal benefits of AT investment for local governments has not been systematically identified. This scoping review sought to explore the existing evidence regarding investments in AT and opportunities for savings on municipal expenditures and revenue generation. In total, 7060 records were located and screened; of which 162 full-text articles were reviewed. Ultimately, 23 articles met our inclusion criteria and were included in this review. The available evidence focuses on potential economic benefits of AT in the areas of tax revenues, property values, consumer spending and employment, all of which are relevant sources of revenue generation in municipal operating budgets. An evidence gap was identified regarding AT infrastructure investments and benefits corresponding to municipal expenditures (e.g. maintenance cost savings). Notably, a large portion of literature was published after 2009, suggesting that municipal-level evidence on the fiscal benefits of AT investments may just be emerging.  相似文献
