Modeling commuters’ choice behavior in response to transportation demand management (TDM) helps in predicting the consequences of TDM policies. Although research looking at choice behavior has evolved to investigate preference heterogeneity in response to factors influencing mode choice, as far as we know, no study has considered taste variation across commuters in response to multiple TDM policies. This paper investigates the presence of systematic preference heterogeneity across commuters, in response to the TDM policies that can be explained by their socio-economic or commuting-related characteristics. Analysis is based on results of a stated preference survey developed using a Design of Experiments approach. Five policies were assessed in order to study the impact they had on how commuters chose their mode of transportation. These include increasing parking cost, increasing fuel cost, implementing cordon pricing, reducing transit time and improving access to transit facilities. For the sake of assessing both systematic and random preference heterogeneity across car commuters, a form of the Mixed Multinomial Logit (MMNL) model that identifies sources of heterogeneity and consequently makes the choice models less restrictive in considering both systematic and random preference variation across individuals was developed. The sample includes 366 individuals who regularly commute to their workplace in the city center of Tehran, Iran. The likelihood function value of this model shows a significant improvement compared to the base MNL model, using the same variables. The MMNL model shows that taste variation across the studied commuters results in differences in influences estimated for three policies: increasing parking cost, reducing transit time and improving access to transit. The analysis examines several distributions for random parameters to test the impacts of restricting distributions to allow for only normality. The results confirm the potential to improve model fit with alternative distributions.  相似文献

Traditionally, the parking choice/option is considered to be an important factor in only in the mode choice component of a four-stage travel demand modelling system. However, travel demand modelling has been undergoing a paradigm shift from the traditional trip-based approach to an activity-based approach. The activity-based approach is intended to capture the influences of different policy variables at various stages of activity-travel decision making processes. Parking is a key policy variable that captures land use and transportation interactions in urban areas. It is important that the influences of parking choice on activity scheduling behaviour be identified fully. This paper investigates this issue using a sample data set collected in Montreal, Canada. Parking type choice and activity scheduling decision (start time choice) are modelled jointly in order to identify the effects of parking type choice on activity scheduling behaviour. Empirical investigation gives strong evidence that parking type choice influences activity scheduling process. The empirical findings of this investigation challenge the validity of the traditional conception which considers parking choice as exogenous variable only in the mode choice component of travel demand models.  相似文献

Abstract

This article documents the authors' experience with the modeling, simulation, and analysis of a university transportation system, using the TRansportation ANalysis and SIMulation System (TRANSIMS). The processes of data preparation and network coding are described, followed by the algorithm developed to estimate the dynamic 24-hour demand, which includes a procedure for estimating the ‘desirability’ of the different parking lots from readily available data. The dynamic demand estimation algorithm is validated by comparing estimated and observed parking lot occupancies, where it is shown that the algorithm is capable of replicating observed results. Finally, an example is included to demonstrate how the developed model can be used in campus transportation planning. Besides serving as a first case study for using TRANSIMS to model a university campus, the study's contributions include the development of a procedure for parking lot desirability ranking and a practical procedure for estimating dynamic demand on university campuses.  相似文献

The urban parking and the urban traffic systems are essential components of the overall urban transportation structure. The short-term interactions between these two systems can be highly significant and influential to their individual performance. The urban parking system, for example, can affect the searching-for-parking traffic, influencing not only overall travel speeds in the network (traffic performance), but also total driven distance (environmental conditions). In turn, the traffic performance can also affect the time drivers spend searching for parking, and ultimately, parking usage. In this study, we propose a methodology to model macroscopically such interactions and evaluate their effects on urban congestion.The model is built on a matrix describing how, over time, vehicles in an urban area transition from one parking-related state to another. With this model it is possible to estimate, based on the traffic and parking demand as well as the parking supply, the amount of vehicles searching for parking, the amount of vehicles driving on the network but not searching for parking, and the amount of vehicles parked at any given time. More importantly, it is also possible to estimate the total (or average) time spent and distance driven within each of these states. Based on that, the model can be used to design and evaluate different parking policies, to improve (or optimize) the performance of both systems.A simple numerical example is provided to show possible applications of this type. Parking policies such as increasing parking supply or shortening the maximum parking duration allowed (i.e., time controls) are tested, and their effects on traffic are estimated. The preliminary results show that time control policies can alleviate the parking-caused traffic issues without the need for providing additional parking facilities. Results also show that parking policies that intend to reduce traffic delay may, at the same time, increase the driven distance and cause negative externalities. Hence, caution must be exercised and multiple traffic metrics should be evaluated before selecting these policies.Overall, this paper shows how the system dynamics of urban traffic, based on its parking-related-states, can be used to efficiently evaluate the urban traffic and parking systems macroscopically. The proposed model can be used to estimate both, how parking availability can affect traffic performance (e.g., average time searching for parking, number of cars searching for parking); and how different traffic conditions (e.g., travel speed, density in the system) can affect drivers ability to find parking. Moreover, the proposed model can be used to study multiple strategies or scenarios for traffic operations and control, transportation planning, land use planning, or parking management and operations.  相似文献

Abstract

Many urban university campuses are considered major trip attractors. Considering the multimodal and complex nature of university campus transportation planning and operation, this paper proposes a dynamic traffic simulation and assignment analysis approach and demonstrates how such a methodology can be successfully applied. Central to the research is the estimation of trip origindestinations and the calibration of a parking lot choice model. Dynamic simulation is utilized to simulate multiple modes of transportation within the transportation network while further assigning these modes with respect to various mode-specific roadway accessibilities. A multiple vehicle-class simulation analysis for planning purposes becomes a critical capability to predict how faculty and staff who once parked within the campus core choose other nearby alternate parking lots. The results highlight the effectiveness of the proposed approach in providing integrated and reliable solutions for challenging questions that face urban university campus planners and local transportation jurisdictions.  相似文献

Studies on campus parking indicate more severe problems and a wider range of characteristics than commercial parking because of limited parking places, special conditions, specific policies and enclosed space on university campuses. Heterogeneous characteristics are usually ignored in analyses of campus parking behavior. In this paper, a mixed logit model is applied to analyze parking choice behavior on a campus using data collected from a stated-preference survey of Tongji University, Shanghai, China. The heterogeneity of individuals with various sociodemographic characteristics is evaluated by interaction terms and random parameters. Comparison between the proposed approach and the conditional logit model shows that the results of the mixed logit model are more interpretable because they are not limited by the independence from irrelevant alternatives assumption. Key factors that have considerable effects on campus parking choices are identified and analyzed. Important regularities are also concluded from elasticity analyses. Finally, the campus is divided into two areas according to the walking distance to a new parking lot, and the modeling results show that area-specific policies should be established because the two areas have quite distinct parking choice features.  相似文献

Urban truck parking policies include time restrictions, pricing policies, space management and enforcement. This paper develops a method for investigating the potential impact of truck parking policy in urban areas. An econometric parking choice model is developed that accounts for parking type and location. A traffic simulation module is developed that incorporates the parking choice model to select suitable parking facilities/locations. The models are demonstrated to evaluate the impact of dedicating on-street parking in a busy street system in the Toronto CBD. The results of the study show lower mean searching time for freight vehicles when some streets are reserved for freight parking, accompanied by higher search and walking times for passenger vehicles.  相似文献

Automobile use leads to external costs associated with emissions, congestion, noise and other impacts. One option for minimizing these costs is to introduce road pricing and parking charges to reduce demand for single occupant vehicle (SOV) use, while providing improvements to alternatives to encourage mode switching. However, the impact of these policies on urban mode choice is uncertain, and results reported from regions where charging has been introduced may not be transferable. In particular, revealed preference data associated with cost recovery tolls on single facilities may not provide a clear picture of driver response to tolls for demand management. To estimate commuter mode choice behaviour in response to such policies, 548 commuters from a Greater Vancouver suburb who presently drive alone to work completed an individually customized discrete choice experiment (DCE) in which they chose between driving alone, carpooling or taking a hypothetical express bus service when choices varied in terms of time and cost attributes. Attribute coefficients identified with the DCE were used in a predictive model to estimate commuter response to various policy oriented combinations of charges and incentives. Model results suggest that increases in drive alone costs will bring about greater reductions in SOV demand than increases in SOV travel time or improvements in the times and costs of alternatives beyond a base level of service. The methods described here provide an effective and efficient way for policy makers to develop an initial assessment of driver reactions to the introduction of pricing policies in their particular regions.  相似文献

This paper assesses travellers’ responses to the use of existing Park-and-Ride (P&R) services based on an economical welfare maximisation approach. Specifically, the paper presents a modelling framework to estimate consumer surplus and producer surplus (business profits) on the basis of modal choice probabilities. The paper draws on evidence from Stated Preference surveys conducted around two P&R sites in Sapporo, Japan, where P&R services occupy a modest market space. Overall, the results suggest that business profit increases when economical welfare is maximised, as a consequence of increased demand. It is also shown that P&R choice is not only influenced by parking fees, but also by the fares and other attributes of alternative transportation modes. Accordingly, the interactions of P&R with alternative transportation modes should be taken into consideration in any strategic transportation policies oriented towards motivating sustainable transport mode choices.  相似文献

ABSTRACT

The organisation of parking is a key challenge to more sustainable mobility in urban areas, as its pricing and availability affect the rates of private car ownership and use. However, changing parking policies is a challenging issue for local politicians and planners because residents frequently oppose changes or restrictions to conditions they have taken for granted such as on-street parking in a public space. The aim of this paper is firstly to assess how the parking policy of an urban neighbourhood can be structured to contribute to more sustainable mobility and to increase liveability in the neighbourhood. The second aim is to apply the policies reviewed to an example neighbourhood. For this purpose, we systematically reviewed academic literature and identified five types of relevant parking policies: (i) maximum parking requirements, (ii) physical detachment of residence and parking space, (iii) residential parking permits and the limitation of available parking space, (iv) performance-based pricing and (v) parking as a demand management strategy. We discovered that most research focuses on econometric models about parking and that studies rarely address the effects of parking on the quality of life in neighbourhoods. Therefore, we need further research regarding the relationship of parking and liveability. We conclude that for the implementation of such parking policies in an example neighbourhood, the municipality needs to develop a mobility vision for its city. It has to understand parking as a tool for transportation demand management to increase the acceptance of parking policy concepts and to avoid spillover problems. Finally, in the German case, as in most other countries, states and municipalities need to redesign their legal frameworks to be able to manage parking supply better and to react to changes related to digital developments and parking. The findings have implications for other European neighbourhoods regarding the transfer from research to local circumstances and applications for the whole city.  相似文献

Parking management strategies have traditionally been used as a means of accommodating traffic demand, with little or no effort made to identify how such strategies might relate to other urban objectives. In this paper, parking management strategies are classified according to the control they exert over the amount of aggregate parking supply, access to parking, spatial distribution of parking supply, or dollar price of parking. Six general categories of urban policy objectives are identified, and the relationship between parking strategies and these objectives analyzed. The parking program in Baltimore is used to illustrate some of the relationships identified in this analysis. This paper concludes that the linkage between parking and the attainment of some urban objectives is potentially quite strong, and that further empirical research is needed to fully establish this relationship. Cycling is often promoted as a means of reducing urban congestion and improving health, social and environmental outcomes. However, the quantification of these potential benefits is not well established. This is due in part to practical difficulties in estimating cycling demand and a lack of sound methodologies to appraise cycling initiatives. In this paper we attempt to address this need by developing predictive models of cycle demand, relative to other transport modes, that capture not only the impacts of observed characteristics such as age and travel time but also the role of attitudes and perceptions. Using data from a stated preference survey, we estimate a hybrid choice model for cycle use that incorporates the role of attitudes towards cycling, perceptions of the image associated with cycling, and the stress arising from safety concerns. Model results indicate that the latent attitudes and perceptions explain an important part of the non-observable utility in a simple multinomial logit choice model. We also demonstrate policy analysis using the hybrid choice model, which allows comparisons of ‘hard’ policies such as the provision of parking facilities against ‘soft’ measures such as cycle promotion schemes.  相似文献

This paper proposes a decentralized and coordinated online parking mechanism (DCPM), which seeks to reduce parking congestion at multiple parking facilities in a central business district (CBD) through guiding the parking decisions of a parking coordination group. To establish this DCPM, this study develops a stochastic Poisson game to model the competitions among parking vehicles en route at multiple parking facilities. The equilibrium condition for the proposed stochastic Poisson game is formulated through involving travelers’ parking choice behavior described by multinomial logit model. Furthermore, we prove that the stochastic Poisson game is a potential game with a unique equilibrium. A simultaneously updating distributed algorithm is developed to search the equilibrium solution of the DCPM. Its convergence is proved by both mathematical analysis and numerical experiments. The numerical experiments are conducted to test the efficiency of the DCPM, based on a real-world CBD covering Guicheng Community, Nanhai District at Foshan in China. The performance of the DCPM is compared to three greedy strategies following the nearest first, cheapest first, and least cruise first policies, respectively. The experimental results demonstrate that the DCPM significantly reduces cruise vehicles and average cruise distance per vehicle from all other three greedy strategies; the least cruise first strategy, which takes advantage of the real-time open spots information at parking facilities, performs better than the nearest first and the cheapest first strategies without the access to real-time information. The DCPM can further improve the benefit of the real-time information. Additionally, in terms of walking distance and parking cost, the DCPM provide a trade-off solution between the nearest first and the cheapest first strategies.  相似文献

We analyse the choice of mode in suburban corridors using nested logit specifications with revealed and stated preference data. The latter were obtained from a choice experiment between car and bus, which allowed for interactions among the main policy variables: travel cost, travel time and frequency. The experiment also included parking cost and comfort attributes. The attribute levels in the experiment were adapted to travellers’ experience using their revealed preference information. Different model specifications were tested accounting for the presence of income effect, systematic taste variation, and incorporating the effect of latent variables. We also derived willingness-to-pay measures, such as the subjective value of time, that vary among individuals as well as elasticity values. Finally, we analysed the demand response to various policy scenarios that favour public transport use by considering improvements in level-of-service, fare reductions and/or increases in parking costs. In general, demand was shown to be more sensitive to policies that penalise the private car than those improving public transport.  相似文献

Given a many-to-one bi-modal transportation network where each origin is connected to the destination by a bottleneck-constrained highway and a parallel transit line, we investigate the parking permit management methods to minimize traffic time cost and traffic emission cost simultaneously. More importantly, the optimal supply of parking spots is also discussed in the policies of parking permit. First, we derive the total travel costs and emission costs for the two cases of sufficient and insufficient parking spot provisions at the destination. Second, we propose a bi-objective model and solve the Pareto optimal parking permit distribution, given a certain level of parking supply. Third, we investigate the optimal parking supply in the policy of parking permit distribution, with the objectives of minimizing both total travel cost and traffic emission. Fourth, we provide a model of optimizing parking supply, in the policy of free trading of parking permits. Finally, the numerical examples are presented to illustrate the effectiveness of these schemes, and the numerical results show that restricting parking supply at the city center could be efficient to reduce traffic emission.  相似文献

An important factor that affects park‐and‐ride demand is transfer time. However, conventional park‐and‐ride demand models treat transfer time as a single value, without considering the time‐of‐day effect. Since early comers usually occupy spots closer to the entrance, their transfer times are shorter. Hence, there is a relationship between arrival time and transfer time. To analyze this relationship, a micro‐simulation model is developed. The model simulates the queuing system at the entrance and the pattern that parking spots are occupied in the parking lot over time. As expected, the model output illustrates an increasing relationship between arrival time and transfer time. This relationship has significant implication in mode choice models because it means that the attractiveness of park‐and‐ride depends on the time of arrival at the park‐and‐ride lot. This model of park‐and‐ride transfer time can potentially improve travel demand forecasting, as well as facilitate the operation and design of park‐and‐ride facilities.  相似文献

Cruising-for-parking constraints mobility in urban networks. Car-users may have to cruise for on-street parking before reaching their destinations. The accessibility and the cost of parking significantly influence people's travel behavior (such as mode choice, or parking facility choice between on-street and garage). The cruising flow causes delays eventually to everyone, even users with destinations outside limited parking areas. It is therefore important to understand the impact of parking limitation on mobility, and to identify efficient parking policies for travel cost reduction. Most existing studies on parking fall short in reproducing the dynamic spatiotemporal features of traffic congestion in general, lack the treatment of dynamics of the cruising-for-parking phenomenon, or require detailed input data that are typically costly and difficult to collect. In this paper, we propose an aggregated and dynamic approach for modeling multimodal traffic with the treatment on parking, and utilize the approach to design dynamic parking pricing strategies. The proposed approach is based on the Macroscopic Fundamental Diagram (MFD), which can capture congestion dynamics at network-level for single-mode and bi-modal (car and bus) systems. A parsimonious parking model is integrated into the MFD-based multimodal modeling framework, where the dynamics of vehicular and passenger flows are considered with a change in the aggregated behavior (e.g. mode choice and parking facility choice) caused by cruising and congestion. Pricing strategies are developed with the objective of reducing congestion, as well as lowering the total travel cost of all users. A case study is carried out for a bi-modal city network with a congested downtown region. An elegant feedback dynamic parking pricing strategy can effectively reduce travel delay of cruising and the generic congestion. Remarkably, such strategy, which is applicable in real-time management with limited available data, is fairly as efficient as a dynamic pricing scheme obtained from system optimum conditions and a global optimization with full information about the future states of the system. Stackelberg equilibrium is also investigated in a competitive behavior between different parking facility operators. Policy indications on on-street storage capacity management and pricing are provided.  相似文献

Estimating parking demand in Palestine requires more oriented studies towards parking generation to enrich transportation planning, design, and management. Using regional or international models and rates of parking demand may not be appropriate for Palestine. This research is conducted to establish a reference for provision of parking supply for three major types of land uses, which are residential, office, and retail.Seventy-three sites of different land uses were selected through field investigations, interviews, and availability of information for each site. The study covered all main cities in the West Bank, Palestine. Data collection was conducted manually, which contains site characteristics and average of two-day parking counts during three periods (AM, PM, and Peak of the Development).Numerous models and rates were investigated yielding variable statistical accuracies. Most appropriate statistical models/rates were summarized and highlighted for each type of land use, and parking generation models with acceptable statistical significance were recommended, otherwise, parking generation rates were recommended. Simple linear regression, natural logarithmic linear regression, and power were the forms of the recommended models for the studied land uses.This study forms the first step of a future Palestinian “Parking Generation Manual” that should contain various local land use types.  相似文献
