A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献

West Germany is densely populated, averaging 245 inhabitants/km2, but varying widely between urban agglomerations and rural areas. Transport volume has increased by 40% since 1970, with virtually all growth due to private automobiles. Since 1981 public transit has been suffering from decreasing demand.A 1964 Expert's Report to the German federal government was the stimulus for initiating an effective funding mechanism for new public transit construction. In 1965 Germany's first federated transit authority was founded for the region of Hamburg.Principal among the goals of any cooperative agreement among transit companies are improvements for the passengers and improvement of revenues for the companies. To attain these ends, two distinct forms of transit aggrements have been developed in Germany: transit cooperative (Verkehrsgemeinschaft) and transit federation (Verkehrsverbund). The former is more suitable for smaller to medium-sized towns, while the latter is more suitable for larger cities. The two types are described in this article.German transit federations during the 1970s succeeded in significantly increasing ridership, while during the 1980s patronage has either remained steady or has declined. Yet transit federations showed much better perfomance than did public transit in general. In terms of costs and revenues, no public transit organization in Germany is able to break even; deficits vary between 42% and 55%. The author concludes, however, that hidden subsidies for automobile traffic are far higher, because of environmental damage and the high social cost of traffic accidents.  相似文献

Automated short headway urban transportation systems were viewed in the early Seventies as a possible means of effecting radical change in the type of transit service available in cities. However, interest has declined and government‐sponsored efforts in this area have ceased. The decline in interest was accompanied by much debate among the advocates of the various forms of transit. However, it does not appear to reflect the potential merits and limitations of short headway systems as disclosed by analysis.

This paper provides a basis for comparing short headway systems of citywide scale with conventional transit means.

The limitations inherent in rapid rail installations are reviewed and contrasted with the performance of short headway systems. Illustrative, large‐scale guideway configurations for systems operating in the three‐second headway range are defined and levels of service are deduced using simplified heuristic methods. A basis is provided for specification and analysis of systems conforming to realistic spatial and passenger‐movement constraints.

It is concluded that automated transit systems operating in the three‐second headway range remain viable candidates for large‐scale installations.  相似文献

This paper is concerned with the majority of developing nations who lack large resources for public sector projects. It questions the basis of much mass transit planning and attempts to put forward a more efficient way of reaching decisions. It calls extensively on experience of Metro Manila, capital of the Philippines, where an innovative system of metropolitan planning and administration is throwing a new light on ‘appropriate’ investment in such developing cities.

Mass transit systems as currently conceived in such developing cities—fully segregated rail‐based systems—are unlikely to be affordable (at least for many years) and in consequence scarce resources should not be devoted to developing and evaluating them. Rather, the principal objective should be to provide low‐cost, affordable mass transit—affordable to governments and to passengers. This almost certainly points to road‐based systems, or predominantly at‐grade light rail transit (LRT) systems, which are usually regarded as ‘obviously unworkable’ in developing city environments.

This judgement is questioned and it is suggested the potential of LRT to provide appropriate low‐cost mass transit is not being realized. An approach to determining its potential applicability is proposed. If feasible it should be evaluated against road‐based systems before decisions to implement new mass transit systems are taken.

While circumstances vary between countries the central message of this paper—that public sector resources have a very high opportunity cost which make all but the lowest‐cost mass transit systems very difficult to justify—will hold in all but the higher‐income developing economies.  相似文献

The Dutch National Institute of Public Health and Environmental Protection publishes Environmental Outlooks in which 25‐year projections are made. These Outlooks quantifying the environmental problems, form the scientific basis for Dutch environmental policy. Traffic and transport is one of the main sectors causing environmental problems. The emissions and energy use of all relevant categories (road traffic, non‐road traffic) are based on model simulations with models. This paper describes the main models used.

If present policy is implemented only a minority of the environmental targets will be met.

If a sustainable transport system for the Netherlands means a large reducton in CO2 emissions and energy use after 2010 a stronger emphasis on both technical and non‐technical measures (such as land‐use planning combined with public transport improvements) for the period until 2010 is needed than proposed in the Second Transport Structure Plan, unless a sustainable energy source becomes available.  相似文献

This paper focuses on four issues. The first is the case of one-sided investments in mass transit in metropolitan areas of developing countries. It is pointed out that in many cases in which the conditions for optimum investment policies (Pareto's Optimum) are not maintained, excessive investments on mass transit, including large annual operating subsidies, usually lead to substantial sub-optimizations and waste of scarce financial resources. This problem is then reviewed under the light of the “Theory of Second Best” as articulated for all investment options within Welfare Economic Theory. The second issue examined is the matter of recently discovered important diseconomies of scale of large metro transit systems in developing and developed countries, and the need to retain production of transport services within small-scale production units that are well coordinated and controlled. The third issue discussed is the problem of mismanagement of most public sector transit companies and agencies. The notion that most such systems are simply administered, not managed, is being brought up and the requirements for proper management are amplified. Finally, the case of public vs. private ownership of mass transit is being discussed with a distinction between public policies of providing mass transit services and the actual production process of these services. Provision of services represents a public responsibility that belongs to the public sector. However, production of service is a techno-economic process that requires different talents and circumstances. The paper concludes with a strong suggestion for major reorientation of urban mass transit in the metro areas of developing countries towards more efficiency and higher productivity.  相似文献

Abstract

This paper reviews issues raised by the use of private firms to finance, build, and/or operate highways—issues including cost of capital, level and structure of tolls, and adaptability to unforeseen changes. The public sector’s apparent advantage in cost of capital is at least partly illusory due to differences in tax liability and constraints on the supply of public capital. The evidence for lower costs of construction or operation by private firms is slim. Private firms are likely to promote more efficient pricing. Effective private road provision depends on well‐structured franchise agreements that allow pricing flexibility, restrain market power, enforce a sound debt structure, promote transparency, and foster other social goals.  相似文献

Abstract

Walking from origins to transit stops, transferring between transit lines and walking from transit stops to destinations—all add to the burden of transit travel, sometimes to a very large degree. Transfers in particular can be stressful and/or time‐consuming for travellers, discouraging transit use. As such, transit facilities that reduce the burdens of walking, waiting and transferring can substantially increase transit system efficacy and use. In this paper, we argue that transit planning research on transit stops and stations, and transit planning practice frequently lack a clear conceptual framework relating transit waits and transfers with what we know about travel behaviour. Therefore, we draw on the concepts of transfer penalties and value of time in the travel behaviour/economics literature to develop a framework that situates transfer penalties within the total travel generalized costs of a transit trip. For example, value of time is important in relating actual time of waiting and walking to the perceived time of travel. We also draw on research to classify factors most important to users’ perspectives and travel behaviour—transfer costs, time scheduling and five transfer facility attributes: (1) access, (2) connection and reliability, (3) information, (4) amenities, and (5) security and safety. Using this framework, we seek to explicitly relate improvements of transfer stops/stations with components of transfer penalties and changes in travel behaviour (through a reduction in transfer penalties). We conclude that the employment of such a framework can help practitioners better apply the most effective improvements to transit stops and transfer facilities.  相似文献

Abstract

This paper explores social media's role in managing unplanned transit networks disruptions. Although literature exists more broadly on the use of social media in transit, this paper presents the first literature review in this setting. When disruptions occur, commuters require reliable, up-to-date information. Its provision reduces anxiety and allows informed choices. Social media is beneficial given it provides real-time information but it can only supplement (not replace) conventional approaches. Information reliability was critical. Research in the field of disaster management illustrates the importance of publicly contributed information. Known as “crowdsourcing”, it is part of the emerging field of crisis informatics which for the first time was linked to unplanned transit disruption management. The results highlight that social media's real-time nature can reduce disrupted travel demand; however, its utilisation can be resource-intensive. A framework presented illustrates how social media utilisation varies according to the operational characteristics of a disrupted network. Social media use as an information delivery tool is still in its infancy and an unwillingness to embrace it is an impediment to sustained growth. Crowdsourcing is one approach that could resolve the issue of transit agency resourcing whilst satisfying the increased demand and expectation for real-time information.  相似文献

This paper describes an approach to short‐range planning that was developed to analyze and suggest improvements to the existing transit system serving metropolitan Cairo. The methodology is based on a corridor‐by‐corridor analysis which not only brings the scale of analysis down to a level which is necessary to address operational issues, but also results in a technology transfer strategy which allows the local planners to apply and test planning techniques in one corridor while more advanced techniques are developed for another. Procedures using the results of a system‐wide on‐board transit survey are developed to allocate the bus fleet to the existing bus network, identify new express services, and identify new direct services. Because the effectiveness of procedures used in short‐range transit planning depends on the existence of accurate data, and given the resources required for a large‐scale survey, the development of planning procedures based on a continuing monitoring program is also recommended. This paper concludes that although techniques using on‐board surveys are limited in their applicability, the corridor‐based approach to planning is sound.

Ownership and management for urban mass transit organizations have taken many forms over the years, with publicly‐owned and managed systems now dominant. In recent years, however, strong economic and political forces have increased pressures for privatizing urban mass transit services. This review analyses 20 studies from three countries (predominantly the U.S.A.) on the relationship between organizational form and fixed‐route bus transit performance. It concludes that previous research has not made a persuasive case for the whole‐scale privatization of either ownership or management of urban mass transit organization. Conclusions here are intended to apply to the U.S.A. as well as other countries with mixed enterprise systems in which choices about organizational form may have some consequence for performance.  相似文献

Abstract

This paper reviews the main studies on transit users’ route choice in the context of transit assignment. The studies are categorized into three groups: static transit assignment, within‐day dynamic transit assignment, and emerging approaches. The motivations and behavioural assumptions of these approaches are re‐examined. The first group includes shortest‐path heuristics in all‐or‐nothing assignment, random utility maximization route‐choice models in stochastic assignment, and user equilibrium based assignment. The second group covers within‐day dynamics in transit users’ route choice, transit network formulations, and dynamic transit assignment. The third group introduces the emerging studies on behavioural complexities, day‐to‐day dynamics, and real‐time dynamics in transit users’ route choice. ABSTRACT

In this paper, a fuzzy-stochastic optimization model is developed for an intermodal fleet management system of a large international transportation company. The proposed model integrates various strategic, tactical and operational level decisions simultaneously. Since real-life fleet planning problems may involve different types of uncertainty jointly such as randomness and fuzziness, a hybrid chance-constrained programming and fuzzy interactive resolution-based approach is employed. Therefore, stochastic import/export freight demand and fuzzy transit times, truck/trailer availabilities, the transport capacity of Ro-Ro vessels, bounds on block train services, etc. can also be taken into account concurrently. In addition to minimize overall transportation costs, optimization of total transit times and CO2 emission values are also incorporated in order to provide sustainable fleet plans by maximizing customer satisfaction and environmental considerations. Computational results show that effective and efficient fleet plans can be produced by making use of the proposed optimization model.  相似文献

Abstract

This study examines whether physical attributes of transit agencies, such as agency size, make a difference in how transit websites are designed, and how transit information is distributed. The objective of this study is to see if there is a relationship between physical and virtual representations of transit agencies. A rating instrument is developed for evaluating the quality of transit websites. Our findings suggest that transit agency size plays a key role in determining website quality: When the size of transit system is large, the information about the agency is too complex to be effectively presented on web pages. Thus, the quality of the large agencies’ websites is lower than medium-sized agencies. Instead, we find that large agencies attempt to design more user-friendly sites, and provide advanced information searching tools to compensate for low information quality. Policy implications for transit agencies are discussed.  相似文献

Summary

This paper has reported on a study of relative opportunity—not absolute opportunity. Minimum absolute standards for mobility or accessibility are difficult to justify. Some additional study into the development and application of absolute mobility standards may be warranted.

The application of the mobility evaluation model has primarily focused upon a corridor line‐haul system. Conclusions suggest that such a system will not markedly improve existing transit mobility levels in either the peak hour or the off‐peak. The experimental work has verified this conclusion, and more importantly, it has detailed quantitatively the exact levels and spatial distribution of mobility improvements. However, this study does not include a comprehensive analysis of all methods of mobility enhancement, nor does it undertake a comparison of alternative means of mobility improvement. Certainly other methods to improve access to opportunities should be explored before policy considerations are finalized. These methods include other transit solutions, land use alternatives, socio‐economic policies, and other‐mode transportation alternatives. The accessibility technique and mobility indices approach appears to have general applicability in the analysis of optimal strategies for system evaluation.

Of interest is an examination of alternative feeder transit systems to the corridor line. Additional research with the model might point out the maximum mobility effects expected through improved collector service in the suburbs, with corridor line‐haul to the CBD.

The indices are also readily available for a comparison of mobility patterns for different urban areas. Application of the program to transit and socio‐economic data for a set of cities would yield an indication of the relative mobility levels provided. Such data might be considered as an evaluation criterion for future transit funding by federal officials.

In addition, the model is currently being considered by UMTA as a tool to aid in the evaluation of the equitable distribution of transit system benefits as defined in Title VI of the Civil Rights Act of 1964.25 The mobility output would serve as an indicator of the levels‐of‐service provided to certain disadvantaged urban groups. For this application the computer model is being altered to achieve compatability with the Transportation Planning System (UTPS) computer model package developed by UMTA.  相似文献

A methodology for comparing phased implementation plans for a new fixed guideway transit system in an urban area is presented. Four assumptions are made: (1) the guideway system replaces existing or planned bus service, (2) superior service on the new system results in increased ridership when compared to buses; (3) presence of the guideway facility redirects outward urban growth resulting in additional ridership, and (4) conversely, the absence of any action on the new guideway facility reinforces a diffuse urban growth pattern that creates an irreversible loss of transit ridership. The economic comparision of alternative plans includes total as well as “relative” inflation of principal cost components. A key feature of the proposed methodology is including in the comparisons the costs of private automobile mileage that could have been replaced by transit. These costs are expressed as “fuel” and “all other” automobile costs; favorable transit system implementation schedules can then be identified as a function of parametrically assumed values for these two unit costs. Abstract

Indirect effects are important considerations when making consequence analyses in general and in strategic environmental assessments in particular of potential transport solutions and infrastructure plans. The primary objective of this paper is to emphasize the need for a deeper understanding of the long‐term system effects of investments in transport infrastructure with a focus on the structuring effects that roads and railways have on society, e.g. altered transport patterns, altered settlement structures and changes in use of the built environment. Special attention is given to the following potential indirect effects: increased total transport volume, increased share of private motorists and truck transport, increased urban sprawl, and increased energy use in buildings. The conditions that determine the power of the effects are discussed and a number of key factors to be considered in transport infrastructure planning, especially in strategic environmental assessments, are suggested. Since many indirect effects emerge over time, an extended time perspective is of essence. Therefore, scenario techniques may be useful when analysing indirect effects in transport planning processes.  相似文献

The importance of measuring customer satisfaction for a public transport service is apparent, even beyond more immediate marketing purposes. The present paper shows how satisfaction measures can be exploited to gain insights on the relationship between personal attitudes, transit use and urban context. We consider nine satisfaction measures of urban transit services, as expressed by a representative sample of Italian multimodal travelers (i.e. users of both private cars and public transport). We use correlations and correspondence analyses to show if and how each attribute is related to the levels of use of public transport, and how the relationship is affected by the urban context. Then we apply a recently developed method to combine ordinal variables into one score, by adapting it to work with large samples and with satisfaction measures which have a neutral point in the scale (i.e. “neither satisfied nor dissatisfied”). The resulting overall satisfaction levels and frequency of use were not correlated in our sample. We also found the highest satisfaction levels in smaller towns and the lowest ones in metropolitan cities. Since we focus on multimodal travelers, an interpretation paradigm is proposed according to which transit services must be well evaluated by car drivers in smaller towns in order to be considered a real alternative to cars. On the other hand, transit is more competitive on factual elements in larger cities, so that it can still be used by drivers, even if it is not very well evaluated.  相似文献

Many studies have found that cities, with residents that are co-located with jobs and services in compact and diverse urban environments, generate positive outputs for a number of areas of social policy, with issues ranging from environmental to social and including public health. This evidence supports promoting rich and thriving neighbourhoods in order to encourage short distance mobility. In this context, we use a wide travel survey (EMQ06), undertaken in Spain, to measure short-distance travelling within Barcelona and to assess how distinct social groups make use of the local scale for their everyday mobility. The effects of socioeconomics and access to transport are discussed, prior to applying a Chi-squared Automatic Interaction Detection (CHAID) method, in order to explore heterogeneity among the different social groups, in terms of local travelling. We found that nearly a quarter of all daily mobility in Barcelona is performed with a local trip, and that short trips are more frequently undertaken for personal purposes. Also, age, gender and access to private transport appear as significant factors. Overall, our results suggest that a proximity scale is being used by those groups with greater time–space constraints, such as working women or low income people without access to private vehicles, opening important implications on transport policy regarding the design of proximity-prone environments.  相似文献

Abstract

The main objective of this article is to analyse the changes in productivity of the Taiwan Bus Transit System (TBTS) before and after the execution of the ‘Alternatives for Promoting the Development of the Public Transportation Sectors’ (APDPTS), which is designed to provide a better operating environment for the public transport sector in the provision of public transit services. We use a decomposition of the Malmquist productivity index to locate the sources of productivity growth, namely technical change and efficiency change. The former is further decomposed into an output bias, an input bias and a magnitude term to test neutrality. The latter is also decomposed into changes in pure technical efficiency and scale efficiency. In our case, between the pre‐ and post‐APDPTS periods, the efficiency increased only marginally. As a result of a five‐year enhancement programme, the technical regress slowed down slightly, and inward neutral shifts of a transformation frontier were interpreted as being the main contributor to technical regress. In particular, evidence of biased technical change was found, i.e., the effects of output capability increased slightly, but the efficient use of inputs declined during the post‐APDPTS period.  相似文献
