Maintaining and enhancing public transit service in Indian cities is important, to meet rapidly growing mass mobility needs, and curb personal motor vehicle activity and its impacts at low cost. Indian cities rely predominantly on buses for public transport, and are likely to continue to do so for years. However, the public bus transit service is inadequate, and unaffordable for the urban poor. The paper explores the factors that contribute to and affect efforts to improve this situation, based on an analysis of the financial and operational performance of the public bus transit service in the four metropolitan centres and four secondary cities during the 1990s. Overall, there were persistent losses, owing to increasing input costs and declining productivity. The losses occurred despite rapidly increasing fares, and ridership declined. The situation, and the ability to address it, is worse in the secondary cities than the metropolitan centres. We suggest a disaggregated approach based on the needs and motivations of different groups in relation to public transit, along with improved operating conditions and policies to internalize costs of personal motor vehicle use, to address the challenge of providing financially viable and affordable public bus transit service. 相似文献

Social equity is increasingly incorporated as a long-term objective into urban transportation plans. Researchers use accessibility measures to assess equity issues, such as determining the amount of jobs reachable by marginalized groups within a defined travel time threshold and compare these measures across socioeconomic categories. However, allocating public transit resources in an equitable manner is not only related to travel time, but also related to the out-of-pocket cost of transit, which can represent a major barrier to accessibility for many disadvantaged groups. Therefore, this research proposes a set of new accessibility measures that incorporates both travel time and transit fares. It then applies those measures to determine whether people residing in socially disadvantaged neighborhoods in Montreal, Canada experience the same levels of transit accessibility as those living in other neighborhoods. Results are presented in terms of regional accessibility and trends by social indicator decile. Travel time accessibility measures estimate a higher number of jobs that can be reached compared to combined travel time and cost measures. However, the degree and impact of these measures varies across the social deciles. Compared to other groups in the region, residents of socially disadvantaged areas have more equitable accessibility to jobs using transit; this is reflected in smaller decreases in accessibility when fare costs are included. Generating new measures of accessibility combining travel time and transit fares provides more accurate measures that can be easily communicated by transportation planners and engineers to policy makers and the public since it translates accessibility measures to a dollar value. 相似文献

This paper presents and tests a method to design high-performance transit networks. The method produces conceptual plans for geometric idealizations of a particular city that are later adapted to the real conditions. These conceptual plans are generalizations of the hybrid network concept proposed in Daganzo (2010). The best plan for a specific application is chosen via optimization. The objective function is composed of analytic formulae for a concept’s agency cost and user level of service. These formulae include as parameters key demand-side attributes of the city, assumed to be rectangular, and supply-side attributes of the transit technology. They also include as decision variables the system’s line and stop spacings, the degree to which it focuses passenger trips on the city center, and the service headway. These decision variables are sufficient to define an idealized geometric layout of the system and an operating plan. This layout-operating plan is then used as a design target when developing the real, detailed master plan. Ultimately, the latter is simulated to obtain more accurate cost and level of service estimates.This process has been applied to design a high performance bus (HPB) network for Barcelona (Spain). The idealized solution for Barcelona includes 182 km of one-way infrastructure, uses 250 vehicles and costs 42,489 €/h to build and run. These figures only amount to about one third of the agency resources and cost currently used to provide bus service. A detailed design that resembles this target and conforms to the peculiarities of the city is also presented and simulated. The agency cost and user level of service metrics of the simulated system differ from those of the idealized model by less than 10%. Although the designed and simulated HPB systems provide sub-optimal spatial coverage because Barcelona lacks suitable streets, the level of service is good. Passenger transportation in most large cities relies on an efficient mass transit system, whose line configuration has direct impacts on the system operating cost, passenger travel time and line transfers. Unfortunately, the interplay between transit line configuration and passenger line assignment has been largely ignored in the literature. This paper presents a model for simultaneous optimization of transit line configuration and passenger line assignment in a general network. The model is formulated as a linear binary integer program and can be solved by the standard branch and bound method. The model is illustrated with a couple of minimum spanning tree networks and a simplified version of the general Hong Kong mass transit railway network. 相似文献

What is the most effective way to enhance the accessibility of our oldest and largest public transportation systems for people with reduced mobility? The intersection of limits to government support with the growing mobility needs of the elderly and of people with disabilities calls for the development of tools that enable us to better prioritise investment in those areas that would deliver the greatest benefits to travellers. In principle and, to a lesser extent, in practice, many trains and buses are already accessible to nearly all users, leaving the stations and interchanges as the single largest and most expensive challenge facing operators trying to improve overall access to the network.Focussing on travel time and interchange differences, we present a method that uses network science and spatio-temporal analysis to rank stations in a way that minimises the divergence between accessible and non-accessible routes. Taking London as case study, we show that 50% of the most frequently followed journeys become 50% longer when wheelchair accessibility becomes a constraint. Prioritising accessibility upgrades using our network approach yields a total travel time that is more than 8 times better than a solution based on random choice, and 30% more effective than a solution that seeks solely to minimise the number of interchanges facing those with mobility constraints. These results highlight the potential for the analysis of ‘smart card’ data to enable network operators to obtain maximum value from their infrastructure investments in support of expanded access to all users. 相似文献

In the advent of Advanced Traveler Information Systems (ATIS), the total wait time of passengers for buses may be reduced by disseminating real‐time bus arrival times for the next or series of buses to pre‐trip passengers through various media (e.g., internet, mobile phones, and personal digital assistants). A probabilistic model is desirable and developed in this study, while realistic distributions of bus and passenger arrivals are considered. The disseminated bus arrival time is optimized by minimizing the total wait time incurred by pre‐trip passengers, and its impact to the total wait time under both late and early bus arrival conditions is studied. Relations between the optimal disseminated bus arrival time and major model parameters, such as the mean and standard deviation of arrival times for buses and pre‐trip passengers, are investigated. Analytical results are presented based on Normal and Lognormal distributions of bus arrivals and Gumbel distribution of pre‐trip passenger arrivals at a designated stop. The developed methodology can be practically applied to any arrival distributions of buses and passengers. 相似文献

Dispatchers in many public transit companies face the daily problem of assigning available buses to bus routes under conditions of bus shortages. In addition to this, weather conditions, crew absenteeism, traffic accidents, traffic congestion and other factors lead to disturbances of the planned schedule. We propose the Bee Colony Optimization (BCO) algorithm for mitigation of bus schedule disturbances. The developed model takes care of interests of the transit operator and passengers. The model reassigns available buses to bus routes and, if it is allowed, the model simultaneously changes the transportation network topology (it shortens some of the planned bus routes) and reassigns available buses to a new set of bus routes. The model is tested on the network of Rivera (Uruguay). Results obtained show that the proposed algorithm can significantly mitigate disruptions. 相似文献

Few studies have been conducted on the service quality (SQ) of bus transit in developing countries. This paper presents a structural equation modeling (SEM) approach to identifying the relationships among major attributes that affect the SQ of bus transit in the city of Dhaka in Bangladesh. Specifically, 22 bus transit SQ attributes, drawn from 655 questionnaires, are used to develop different SEM models for the city. Along with stated preferences, the effect of three latent variables on SQ is analyzed. Among the developed models, the best model is selected by using different statistical approaches. With the best model, selected attributes are rated according to their relative importance on SQ. Acknowledging limited resources of a developing nation, this study gives a clear way ahead to planners, operating companies and transport managers to design appropriate transport policies which will ensure more effective services to current bus users as well as attracting new passengers. 相似文献

Transit network timetabling aims at determining the departure time of each trip of all lines in order to facilitate passengers transferring either to or from a bus. In this paper, we consider a bus timetabling problem with stochastic travel times (BTP-STT). Slack time is added into timetable to mitigate the randomness in bus travel times. We then develop a stochastic integer programming model for the BTP-STT to minimize the total waiting time cost for three types of passengers (i.e., transferring passengers, boarding passengers and through passengers). The mathematical properties of the model are characterized. Due to its computational complexity, a genetic algorithm with local search (GALS) is designed to solve our proposed model (OPM). The numerical results based on a small bus network show that the timetable obtained from OPM reduces the total waiting time cost by an average of 9.5%, when it is tested in different scenarios. OPM is relatively effective if the ratio of the number of through passengers to the number of transferring passengers is not larger than a threshold (e.g., 10 in our case). In addition, we test different scale instances randomly generated in a practical setting to further verify the effectiveness of OPM and GALS. We also find that adding slack time into timetable greatly benefits transferring passengers by reducing the rate of transferring failure. 相似文献

The installation of stationary ultracapacitor storage devices, as widely recognized, allows the recovery of the braking energy for increasing the energy efficiency as well as a better pantograph voltage profile. In the paper a new methodological mean is proposed for determining the fundamental characteristics of this kind of storage device, characterized by high power density, interfaced with the railroad by a bidirectional dc-dc converter. More specifically, the parameters of the storage system can be determined by employing an optimization technique which in a quite general way is able to take contemporaneously into account several aspects in an integrated manner. Some considerations are performed for properly taking into account the stochastic aspects of the design procedure. Numerical simulations with respect to a case study are presented, pointing out the potentiality of the tailored technique. Experimental results are also reported, with reference to an electromechanical simulator, in order to put in evidence the effectiveness and the actual implementation of the proposed optimization technique. 相似文献
