Abstract

The recent completion of two major transport studies of predominantly urban areas in the Middle East (Amman‐Jordan and Bahrain) has provided the opportunity to compare and contrast the transport characteristics of, and medium term transport policies for, the two areas.

While in structure the two transport systems have many similarities, their base year usage differs significantly. In view of the much lower income levels in Amman, and the resulting lower levels of car ownership, greater reliance is placed on public transport in Amman than in the more car‐oriented society in Bahrain. Against this background, and in the context of broadly similar overall levels of growth in travel demand, their development in the medium term future should follow different paths. Amman will need to depend on public transport very heavily, with only limited road building. Bahrain should be able to develop a satisfactory road system, with public transport playing its current role except for the provision of services for some relatively modest number of restrained private vehicle users. In both cases, however, substantial investment in off‐street parking spaces is needed.

The paper briefly describes the social and economic backgrounds of the two areas, and reviews the transport systems and the organisations responsible for them. Travel demand forecasts are summarized, leading to the transport plan and policy development. The prospects for implementation are discussed, and the paper lastly focuses on some aspects which are key to the development of the transport systems in the two countries.  相似文献

Abstract

Following the historical evolution of urban transport in South America, the authors show the economic, technological and cultural facts that have governed its development until today.

The paper, mainly based on experience in large Brazilian cities, gives facts and figures about some of the most important towns where different approaches to urban transport were tried. Information about other South American countries is also given and discussed.

The article details the evolution, current situation and new plans in Sao Paulo city, describing concession criteria, modal split and the economics of the different modes in operation today and planned for future use, ending with the general influence of Sao Paulo experience of urban transport systems in many other Brazilian cities.  相似文献

More than 200 new systems of transport have been proposed as solutions to problems of urban congestion. However, very few of these have reached even the prototype stage and practically none at all have ever actually been installed.

The author asks himself why this is so. If an invention is to be introduced into a field which is poorly receptive to innovation, it must not only bring something really new and attractive for the users on the functional level as opposed merely to the technological level, but must also consider the political, industrial, social and human context.

The author gives two examples of innovation conceived and developed at the Battelle Geneva Research Centre: one for private transport, a new system for an electric car which will include the interests of the petrol industry, and the other for public transport, the “Speedaway” sponsored by Dunlop Limited. These two systems will be put on the market shortly and will attempt to fulfill the criteria mentioned above.  相似文献

Abstract

This article is derived from a report by Metra Consulting Group for the Dutch Ministry of Public Health and the Environment. The aim of Metra's study was to identify ways of reducing the environmental nuisance of urban traffic without adding excessively to transport costs.

The main theme of the article is that the traditional idea of an inherent conflict between transport efficiency and the environment is mistaken. Both efficiency and the environment are threatened by the same thing: the excessive and indiscriminate use of vehicles. This comes about because of defects in the fiscal and regulatory framework within which people take transport decisions. Suitable reforms in this framework would simultaneously enhance the environment and improve access for all classes of road user.

In the development of this theme, particular attention is paid to transport activities which tend to be neglected by policy makers, such as walking, cycling and urban goods distribution; and to measures which are not always thought of as instruments of policy at all, such as locational policy and development control, vehicle design, and vehicle taxation, especially of goods vehicles.  相似文献

This paper presents an overview of some recent developments in and policy issues relating to integrated transport systems in the European Union (EU). Both goods and passenger transport systems are considered in the context of actions recently undertaken and supported by the EU. The paper considers the very general background of these systems at the EU scale and offers insights into some recent successful and promising policy, real-life, and research attainments. In addition, it attempts to identify some directions for future actions in fields such as transport policy, transport technology, transport economics and transport scenarios.  相似文献

Abstract

Middle‐class expansion and new consumption patterns have increasingly become an important focus of studies of the development and change in newly industrialized and middle‐income‐developing East and South East Asian countries. However, there is still a dearth of studies in the literature particularly focusing on middle‐class travel patterns, predispositions and transport policy preferences. Nor have the implications of these factors on current transport and land development policy been examined. The present exploratory study addresses this gap by examining three cases in Bangkok, Thailand, which in recent decades witnessed dramatic middle‐class expansion, an increase in private motor vehicle population, and spatial diffusion of middle‐class residences into lower‐density zones in the suburbs. By mainly employing a survey method of data‐gathering and quantitative research analysis, the paper discusses the following findings: (1) that middle‐class travel behaviour is characterized by a high dependence on private motor vehicle travel and ‘inward commuting’; (2) that middle‐class preferences for transport mode and attitudes about remedial policy options are generally protective of their members’ car‐dependence and ownership; and (3) that present policy measures of the Thai government on Bangkok transport perfectly fit and support exclusively middle‐ and upper‐class predispositions and stakes in mobility. These findings in a developing country city basically follow a similar profile to be found in middle‐class‐dominant transport patterns and urban form in a number of North American cities. This paper further argues that in a developing country city such as Bangkok, where marked social differentiation and the combined population of poor and low‐income classes still comprise almost half of the urban social landscape despite an expanding middle‐class, an adequate and good public transport system that also meets the former’s need for efficient mobility is an imperative.  相似文献

Abstract

Shifting cargo from land‐based modes to maritime transport has been a prioritized policy in many policy papers to make transport more environmental friendly. Traditional calculations of emissions per transport capacity unit have supported this. However, maritime transport may stand to loose its good environmental reputation in comparison to road transport due to (1) the sluggish processes in maritime environmental policies and the low ambition level of current regulations, (2) the much higher focus on improving the environmental efficiency of the road haulage industry, (3) the much longer economic life of vessels compared to trucks, and (4) focus on faster vessels that increase the average fuel consumption of the sea transport alternative. Through a realistic case study, the energy efficiency and emissions of alternative multimodal transport chains is presented to illustrate these points.  相似文献

This paper has been written as a response to the paper of Metz (2002) on 'The limitations of transport policy'. It is argued that the issues involved are more complex than Metz implies, and that many current travel patterns stem from decisions made previously about lifestyles, as a result of changing patterns of work, the availability of home-computing facilities, and increasing aspirations and income. Neither the models nor the data sources available to transport planners reflect these trends, and transport policy tends to be simplistic. Many of the transport policy issues stem from increasing car dependency, with its implications, particularly for the elderly and for the young. It is argued that transport policy has not been very effective in the past, and it is likely to be even less so in the future. Hence, there is a need to redefine the role of the transport planner and recognize the limitations of transport policy.  相似文献

Abstract

Microscopic traffic simulators are the most advanced tools for representing the movement of vehicles on a transport network. However, the energy spent in traffic microsimulation has been mainly oriented to cars. Little interest has been devoted to more sophisticated models for simulating transit systems. Commercial software has some options to incorporate the operation of transit vehicles, but they are insufficient to properly consider a real public transport system. This paper develops an Application Programming Interface, called MIcroscopic Simulation of TRANSIT (MISTRANSIT), using the commercial microsimulator PARAllel MICroscopic Simulation. MISTRANSIT makes advances in three ways: public transport vehicles can have new characteristics; passengers are incorporated and traced as individual objects; and specific models represent the interaction between passengers and vehicles at stops. This paper presents the modelling approach as well as various experiments to illustrate the feasibility of MISTRANSIT for studying policy operations of transit systems.  相似文献

This paper summarizes the constraints which a technological innovation in transport must satisfy if it is to achieve widespread application. The existing and likely future travel demands in Australia are reviewed, and for certain types of travel it is concluded that existing modes may become unsuitable or unacceptable. In these areas, it is possible that a new transport technology may find application. In all other areas, it is considered that existing modes, or their functional successors, will continue.

Five possible demand areas in which new transport technology may find application are identified. These are as follows:

1) High speed distribution systems may be introduced in Australian CBD's (Central Business Districts) within the next ten years. These may be progressively extended to provide radial public transport services to the CBD. It is also possible that these systems may eventually be extended to provide a dual‐mode capability in inner‐suburban areas as a partial alternative to freeway construction.

2) New town developments which may be introduced in Australia could include various forms of advanced transportation systems.

3) New aviation modes, possibly including short take off and landing aircraft operating from suburban airports may be introduced to cater for inter‐urban travel.

4) A demand‐responsive transport system to cater for the needs of the transport poor in urban areas may find limited application.

5) In the longer term, possibly by the turn of the century, an improved transport system capable of providing door‐to‐door service over the whole of an urban area and operating under a dual‐mode configuration appears to be possible. It probably would emerge from development of an incremental nature and eventually include the installation of a new technology in the then existing freeway and railway reservations in the city.  相似文献

ABSTRACT

It is only recently that researchers have attempted to directly link transport to models of well-being and in turn try to map transport's linkages to well-being outcomes. This paper seeks to add to this new literature by introducing a dynamic model of well-being, which highlights the different domains that make up well-being, and in turn — through providing one of the most holistic and comprehensive discussions of the current well-being literature — provide an evaluation of our current understanding of transport's relationship to well-being. The paper also seeks to highlight the different dimensions and complexities of seeking to monitor and improve well-being through transport policy. It will in turn be argued that the varied and complex sets of outcomes that arise from transport policy interventions, and the multiple ways in which they affect well-being, make a well-being approach (that measures policy outcomes in terms of units of well-being) of particular value for policy-makers. However, due to the complexities in comparing positive well-being outcomes, it is argued that the best use of well-being evidence for the transport sector may be to try to minimise the negative effects on well-being caused by policy outcomes.  相似文献

Intermodal road-rail freight transport works best within markets with relatively large flows occurring over long distances, which corresponds poorly to the current demand for transport in the European Union. The purpose of this paper is to compare the capabilities of conventional European intermodal transport, with special reference to the competitiveness in markets with small flows over short distances, and to explore innovative concepts. Using a technological systems approach, key functions are identified as being the inducement and blocking mechanisms that affect the development and diffusion path of this 'small flows over short distances' (SFSD) system, providing a tool for empirical delineation of the system. These concepts are illustrated and analysed through a case study of the Swedish development project Light-combi. The results show that market and financial uncertainties, insufficient network connectivity and policies favouring the existing technology paradigm, severely hamper the development and diffusion of SFSD systems.  相似文献

Abstract

At the birth of New China in 1949, 11 000 km of railway track were in use throughout the country. This paper describes the measures taken by the State to develop railways in the interests of the national economy. By the end of 1982 more than 52 000 km were open to traffic and much more is being built in the face of great engineering difficulties. Many lines are being electrified.

The paper also describes other measures essential for the modernization of rail transport: New China's creation of locomotive and vehicle plants, the management organization under the Ministry of Railways and the development of scientific research and educational work.

The rail density and transport capacity is still far from sufficient. Railways face a formidable task in helping China achieve the goal fixed in 1982 of quadrupling the output value of industry and agriculture by the year 2000.  相似文献

Women form an increasingly large proportion of both the populations of the US and of European countries. This, together with the changing role of women in modern society, has important potential implications for transport policy. Looked at from the micro level, women have different travel patterns from men, reflecting factors such as lower labour force participation, lower income levels, their traditional role in the family, the decision-making structure within households, the current age distribution and physical vulnerability. The situation is changing and this will have implications on transport demands. The female population is also, on average, getting older. Traditional travel modelling spends much time on modal attributes, such as speed and cost, but for many women this may not be the central issue. Security is often important. Standard traffic models only implicitly allow for gender (e.g. travel time is valued different from work and non-work trips). With the increased complexity of life styles and the growth in multi-purpose trips by women, the conventional approach to travel time valuation may need to be rethought. This paper looks at some of the emerging issues regarding women and travel and puts them in the context of the emerging ideas concerning sustainable transport.  相似文献

ABSTRACT

The advent of road transport automation is suggested to be one of four key technological transitions that could amount to a major transformation in mobility practices. Specifically, fully Automated Vehicles (AVs) might replace the current private car owner user model with fleets of on-demand synchronously-shared automated taxis. However, significant barriers to this vision becoming the norm remain. This paper examines two critical user-acceptance aspects of the transition: willingness to adopt AVs, and willingness to share an AV with others, particularly strangers. Our novel survey (n?=?899) included a choice experiment featuring four future full automation transport services (private, synchronously/asynchronously shared, and public). Cluster analysis examined respondents' preferences and their demographic and psycho-social characteristics. We uncover significant uncertainty about willingness to adopt automation and sharing, and important differences between clusters within our sample. For example, under 50% of participants report willingness to use an AV over their normal mode, or would prefer an automated option to a current human-driven option. Our findings raise critical questions for policymakers and transport authorities. Not least, how can AV technologies help realise the environmental and social benefits of widespread vehicle sharing in a context of a travelling public that still prefers its privacy on-the-move?  相似文献

There is an implication in the notion of 'transport policy' that substantial improvements could be made to the transport system given sufficient ingenuity, investment and good will. This paper argues that such policy aspirations cannot cope with the desire for ever-increasing mobility, a deep and powerful force in modern society. In densely populated countries there is no possibility of meeting the demand for unconstrained movement through construction of additional transport infrastructure, since new and longer journeys would quickly fill the extra capacity until the congestion equilibrium is re-established. What limits mobility in practice is the time individuals have available for travel, time which is equitably distributed. Transport plans need to acknowledge this time constraint as fundamental, and accordingly be realistically modest about what is achievable. It is an illusion that the transport system could be substantially more efficient whilst remaining equitable.  相似文献

Abstract

Vehicle positioning is a key requirement for many safety applications. Active safety systems require precise vehicle positioning in order to assess the safety threats accurately, especially for those systems which are developed for warning/intervention in safety critical situations. When warning drivers of a local hazard (e.g. an accident site), accurate vehicle location information is important for warning the right driver groups at the right time. Global positioning system and digital maps have become major tools for vehicle positioning providing not only vehicle location information but also geometry preview of the road being used. Advances in wireless communication have made it possible for a vehicle to share its location information with other vehicles and traffic operation centres which greatly increases the opportunities to apply vehicle positioning technologies for improving road safety. This paper presents a state‐of‐the‐art review of vehicle positioning requirements for safety applications and vehicle positioning technologies. The paper also examines key issues relating to current and potential future applications of vehicle positioning technologies for improving road safety.  相似文献

ABSTRACT

A scientific consensus has recently emerged suggesting that the dominant twentieth century paradigm of solving transportation congestion problems by building more freeways failed. The legacy of the freeway construction era is clearly visible in polluted and congested cities worldwide. To battle these ills, planning academics have been promoting more sustainable built form aligned with dedicated public/active transport provision. Partly as a result of the push coming from academia, a number of cities have sought to remove their freeways and replace the freed up space with alternate transport infrastructure, such as streets and boulevards. To discern if the transportation planning profession is currently undergoing a paradigm shift or whether freeway removal is merely a temporary fad, we have conducted a systematic review of the literature. In this article, we unpack the underlying reasons which have led some cities to removing their freeways. Results reveal that a paradigm shift has arguably not yet taken place in transportation planning. While many cities are creating human-scale and active transport spaces, currently these spaces tend to coexist alongside freeways. American cities, which were once the pioneers of freeway construction, appear to be lagging behind cities in Europe and Asia in this respect. If the current pace of freeway removal continues, it may take a few decades before the transportation planners, politicians, policy makers, and communities adopt radically different norms, methods, and goals. However, a radical approach may need to be taken sooner given alarming global warming predictions.  相似文献

Environmental problems have become urgent in many countries. A large contribution to the solution of environmental problems is expected from technological change. This raises the issue of how technological change takes place, and more in particular how technological change can be promoted that is beneficial to long term sustainability objectives.

In the paper we discuss this topic in the context of the transport sector. This is relevant because transportation contributes significantly to various types of pollution, existing trends might lead to even more negative impacts and finally there are high expectations about the potential of future technological development to reduce the environmental impact of transportation.

We approach the issue of technological change towards more environmentally sound development from the perspective of technology dynamics and sustainable development. We argue that additional theoretical insights are needed especially when one wants to study technological change in the context of environmental problems. We therefore discuss a strategy of cooperation between government and firms in network. Special attention is paid to the role of the government in networks and the use of a new type of instruments.  相似文献

Transport policy in Korea is driven by the need to cope with ever-worsening traffic conditions. The development of an intelligent transport systems (ITS) Master Plan for Korea is of particular interest and demonstrates the heavy reliance placed on ITS measures to facilitate both the management of congested (but expanding) highway networks and to encourage a shift to greater use of public transport. The paper highlights the major achievements of ITS in Korea by assessing the evidence provided by the widespread implementation of ITS technologies (such as the creation of 'showcase' demonstrations). Some observations from the implementation of ITS in (so-called) transitional economies are presented.  相似文献
