Sub-Saharan Africa has recently undergone, or still do in many countries, a period of transport infrastructure expansion. Current policies are centred on the development of international links, which require large capital-intensive projects and are sometimes economically dubious. This paper reviews the past policies and transport functions since colonial times by placing them in their economic and political context. We find that present strategies have similarities to the ones prevailing in previous periods, where expansion phases dominated by transport-led economic growth theories were followed by a stagnation of Africa’s infrastructure development. In view of the challenges in translating findings from empirical research into right policies, we identify the potential of more balanced and sustainable strategic investments, notably by reinforcing the existing secondary transport networks converging into urban centres. 相似文献

Traffic congestion and the policies used to combat it have been studied extensively. One area which has received less attention is the secondary impacts of such policies. This paper uses a micro-simulation framework to study the effect on labour markets of road pricing. The key benefit of our chosen methodology is that it allows a simultaneous consideration of both commuting and migration decisions. We show that while welfare gains can be achieved through optimal charging, this may come at the price of decreased integration. This may manifest through either greater centralisation tendencies in population, or through unemployment disparities between regions. 相似文献

Transportation infrastructure services may cause an impact on the economy of the region in which they are located and, additionally, they are likely to have an impact on other regions. This effect has been labeled the spillover effect. In this study, the existence of direct and spillover effects of road, railway, airport and seaport infrastructure projects is tested by estimating a production function. Together with this primary objective, two common concerns in the literature are addressed: the lack of theoretical foundations for spatial econometrics models and the likely endogenous relationship between transport infrastructure and economic development. The estimated production function takes the form of a Spatial Durbin Model and is estimated using panel data from the 47 peninsular Spanish provinces by alternatively applying a Maximum Likelihood estimator and Instrumental Variables/Generalized Method of Moments estimators. According to the estimates, road transport infrastructure positively affects the output of the region in which the infrastructure is located and its neighboring provinces, while the remaining modes of transportation projects cause no significant impacts on average. 相似文献

This paper explores shippers’ (i.e. logistics buyers) and logistics service providers’ (LSPs) perceptions of green concerns under diverse contractual settings during the key phases of the logistics purchasing process: request for proposal, negotiations, contracting and execution. Accordingly, it derives recommendations that could increase the actors’ inter- and- intra-organisational alignment on green targets throughout these phases. Empirical data are obtained from eight individual cases of three shippers and five LSPs, representing the buyer/seller roles within logistics arrangements. Contrary to previous literature holding the view that setting more green demands by shippers would guarantee green outcomes, the findings show that shippers’ green demands may hinder green logistics applications due to impediments to LSPs’ asset-sharing strategies. Also, a deadlock situation is revealed in the negotiations phase, where both actors await each other to introduce additional demands/offers—calling for further regulatory intervention to release this deadlock. Moreover, this paper shows how a mismatch of interests in contractual periods between shippers and LSPs can obstruct green investments—signalling that the green criterion is not the decisive factor in shaping shippers’ outsourcing strategies. The findings also stress a lack of follow-up efforts by shippers on green measures that were specified pre-contract, attributing this to contrasting intra-organisational objectives within shippers’ firms. This paper contributes to the green logistics purchasing literature by revealing how different contractual settings play an important role in shaping shippers’/LSPs’ perceptions of green concerns during the logistics purchasing process. Further, it is one of the first studies to provide phase-specific recommendations to increase the actors’ alignment on green targets. 相似文献

Improvements in geographical information systems, the wider availability of high-resolution digital data and more sophisticated econometric techniques have all contributed to increasing academic interest and activity in long-term impacts of transport infrastructure networks (TINs) on land use (LU). This paper provides a systematic review of recent empirical evidence from the USA, Europe and East Asia, classified regarding the type of transport infrastructure (road or rail), LU indicator (land cover, population or employment density, development type) and outcome (significance, relationship’s direction) as well as influential exogenous factors. Proximity to the rail network is generally associated with population growth (particularly soon after the development of railway infrastructure), conversion to residential uses and the development of higher residential densities. Meanwhile, proximity to the road network is frequently associated with increases in employment densities as well as the conversion of land to a variety of urban uses including commercial and industrial development. Compared with road infrastructure, the impact of rail infrastructure is often less significant for land cover or population and employment density change. The extent of TINs’ impact on LU over time can be explained by the saturation in TIN-related accessibility and LU development. 相似文献

ABSTRACTAnthropogenic climate change poses risks to transport infrastructure that include disrupted operations, reduced lifespan and increased reconstruction and maintenance costs. Efforts to decrease the vulnerability of transport networks have been largely limited to understanding projected risks through governance and administrative efforts. Where physical adaptation measures have been implemented, these have typically aligned with a traditional “engineering resilience” approach of increasing the strength and rigidity of assets to withstand the impacts of climate change and maintain a stable operating state. Such systems have limited agility and are susceptible to failure from “surprise events”. Addressing these limitations, this paper considers an alternate approach to resilience, inspired by natural ecosystems that sense conditions in real-time, embrace multi-functionality and evolve in response to changing environmental conditions. Such systems embrace and thrive on unpredictability and instability. This paper synthesises key literature in climate adaptation and socio-ecological resilience theory to propose a shift in paradigm for transport infrastructure design, construction and operation, towards engineered systems that can transform, evolve and internally manage vulnerability. The authors discuss the opportunity for biomimicry (innovation inspired by nature) as an enabling discipline for supporting resilient and regenerative infrastructure, introducing three potential tools and frameworks. The authors conclude the importance of leveraging socio-ecological resilience theory, building on the achievements in engineering resilience over the past century. These findings have immediate practical applications in redefining resilience approaches for new transport infrastructure projects and transport infrastructure renewal. 相似文献

The market potential indicator is a commonly used tool in transport planning for evaluating the potential economic effects derived from improvements in transport infrastructures. The general assumption is that exports from a given region will rise with increased accessibility, thus benefiting economic activities. However, the specification of the market potential model is typically very simple and ignores both the impact of competing rivals and the role of international borders, which leads to unrealistic results. Spatial interaction models on bilateral trade have already proved that international trade is affected by multilateral resistance, borders, adjacency, language or currency. Nevertheless, apart from some recent analyses that simply calibrate the distance decay parameter from trade datasets, these variables have hardly been integrated into research on market potential. This paper sets out to demonstrate that more realistic results are obtained by calibrating the distance-decay parameter and introducing the impact of competing rivals and border effects into the market potential formulation. The proposed model is then applied to the assessment of the accessibility impacts of new road transport infrastructure in the European Union between 2001 and 2012, which shows that the greatest improvements in accessibility were experienced by peripheral countries with high road infrastructure investment. 相似文献

ABSTRACTAn important objective of “the Belt and Road Initiative” is to promote the economic growth of countries in the region. China’s successful development experience, proposed in the initial stage of reform, can be summarised as “Looking for development, building the highway first”. This study is the first to evaluate whether logistics infrastructure has indeed contributed to economic growth by employing an error correction model with panel data from 2003 to 2014. In addition, we compare the influence levels of different sectors of logistics infrastructure in different regions, i.e. developed and developing regions. We focus on developing regions as they represent good development experiences for developing countries in the Silk Road Economic Belt. For developing regions, we find that the most influential factors are telecommunication and airway transportation, which should be the foci of attention in order to promote economic growth and reduce inter-region economic inequalities. The research confirms that logistics is indeed a driving force for economic growth in China, and that the contributions of specific sectors can be a useful reference for developing countries to determine prioritisation of investment in different logistics sectors across regions. 相似文献

Transport infrastructures, mainly roads and railways, influence many aspects of bird life. The use of trams in urban areas for mass transit has been suggested as having a lower impact on the environment. However, to date, the impact of tram tracks and the surrounding infrastructure on birds has not been directly tested. Therefore, we posed two questions during a study of tramways in Poznań (western Poland): (1) which bird species use tram tracks and their infrastructure; and (2) how does their behaviour respond to moving trams. Tram tracks were recorded as used by 11 species, with four corvids (jackdaw Corvus monedula, rook Corvus frugilegus, magpie Pica pica and hooded crow Corvus cornix) totalling 66% of records and feral pigeon Columba livia contributing a further 24%. Species showed different usage patterns of the tram infrastructure. In the case of rook during winter, significantly more birds were observed further from a tram stop. In summer, a higher density of jackdaws occurred where track surroundings were vegetated, and both hooded crows in winter and magpies in winter were more abundant where track geometry was more complex. During our field work only two dead birds on tram tracks were observed. The results of this study, and a literature survey of other transport options, suggest that tram tracks are not very dangerous for birds, and at least from this point of view, can be recommended as an environmentally friendly transport system in urban areas. 相似文献

This study investigates the role of air transport service in the attractiveness of universities to national students, examining how it might stimulate local economic development by attracting highly skilled labor. Examining the flow of Italian university students at the provincial level in 2003–2012, we find that the air transport service affects university attractiveness for long-distance students living at least 300 km from their university. Specifically, accessibility increases with the proximity of universities to airports, when low-cost carriers serve university routes and more alternative airports exist at the origin. Further, our results suggest that, over the last decade, air transport service has facilitated mobility of long-distance students from southern areas to universities in the north of Italy, where students generally move to increase their future prospects. 相似文献

The purpose of this paper is to explore themes and challenges in developing environmentally sustainable logistical activities.The approach is explorative with a cross sectional design that takes advantage of ten case studies out of selected logistics service providers (LSPs) operating primarily in the Scandinavian countries.The findings illustrate the major themes by analyzing current and future activities in developing environmentally sustainable logistical activities. In addition, four categories of challenges are identified: customer priorities, managerial complexity, network imbalance, and technological and legislative uncertainties. It is concluded that there is a great need for a holistic perspective where LSPs and product owners together analyze and design future logistical setups.The suggested holistic and integrative model, building on a three-dimensional concurrent engineering framework, provides new opportunities for research. Further research is needed to improve the interrelationship between LSPs and their customers in the development of sustainable logistical solutions.This paper puts forward recommendations for the sustainable development of logistics by combining the results from the case studies with a review of related literature. This will be beneficial for managers and policy makers when they approach sustainable logistical challenges. Although climate change is a global problem, specific mitigation measures are frequently applied on regional or national scales only. This is the case in particular for measures to reduce the emissions of land-based transport, which is largely characterized by regional or national systems with independent infrastructure, organization, and regulation. The climate perturbations caused by regional transport emissions are small compared to those resulting from global emissions. Consequently, they can be smaller than the detection limits in global three-dimensional chemistry-climate model simulations, hampering the evaluation of the climate benefit of mitigation strategies. Hence, we developed a new approach to solve this problem. The approach is based on a combination of a detailed three-dimensional global chemistry-climate model system, aerosol-climate response functions, and a zero-dimensional climate response model. For demonstration purposes, the approach was applied to results from a transport and emission modeling suite, which was designed to quantify the present-day and possible future transport activities in Germany and the resulting emissions. The results show that, in a baseline scenario, German transport emissions result in an increase in global mean surface temperature of the order of 0.01 K during the 21st century. This effect is dominated by the CO2 emissions, in contrast to the impact of global transport emissions, where non-CO2 species make a larger relative contribution to transport-induced climate change than in the case of German emissions. Our new approach is ready for operational use to evaluate the climate benefit of mitigation strategies to reduce the impact of transport emissions. 相似文献

ABSTRACT A transport initiative, like any kind of public action, has an impact on the monetary cost, time cost, efficiency and comfort of the transportation of goods and people, in particular transport infrastructure investments. All such initiatives are subject to cost benefit analyses at the national and EU level to know whether the present value of total net benefits including environmental impacts exceeds their cost. However, several important policy issues remain unresolved in standard evaluation procedures. One issue is whether the so-called direct measurement of user benefit, which consists of quantifying changes in surplus of the users of the transport system, captures all welfare generated in the economy. Another issue is how the gains (or possibly losses) of a transport initiative are distributed among regions. The aim of this article is to perform a systematic and quantitative analysis of the socio-economic and spatial impacts of alternative transport investments by carrying out scenario simulations in order to improve the understanding of the impact of transportation policies on the short- and long-term spatial development in Latvia. The general result from the scenario simulations is that rail projects seem to be more effective in terms of promoting regional economic activity than road projects. 相似文献

This paper analyzes the efficiency and political acceptability of road pricing and infrastructure policies targeted at relieving urban congestion. It combines a stylized transport model of an urban road network with a model of the political process that incorporates interactions between voters, citizen interest groups and politicians to explore the possibilities to reach political acceptability for efficient transport policies. In a numerical illustration, the paper compares a set of pricing and investment policies in terms of efficiency and acceptability. Transport policy aims to assist the transport system to work more efficiently and effectively. An understanding of the reasons why people choose to move freight in a certain manner is critical to the development of appropriate policies. This article outlines a data collection approach and the development of a disaggregate mode choice model applicable to the analysis of freight shipper decision making. It focuses on the choice between rail and road in Java, Indonesia. The model indicates that safety, reliability and responsiveness are major attributes influencing rail/road freight mode choice. Throughout the world, cities seek to ease transport-related problems of congestion, air pollution, noise, and traffic injuries. Urban transport planners have welcomed e-scooters as an alternative to motorized individual transport, specifically the car. The public has met e-scooters with both enthusiasm and scepticism, as cities have struggled with unforeseen outcomes such as forms of irresponsible riding, cluttering, or vandalism. This paper investigates the challenges associated with the introduction of e-scooters in ten major cities, based on a content analysis of local media reports. News items (n = 173) were identified through Internet searches and include print media, TV and radio websites. Concerns prior to and after the introduction of e-scooters are assessed, analysed, and interpreted in the context of new policies for this transport mode. Results suggest that many cities have moved through trial and error stages in their search for appropriate legislation. The paper concludes that it is prudent for urban planners to introduce policies regarding maximum speeds, mandatory use of bicycle infrastructure, and dedicated parking, as well as to limit the number of licensed operators. Where negative public opinion can be averted, e-scooters stand a chance to become a disruptive niche innovation with the potential to transform urban transport systems. 相似文献

Transport sector restructuring to achieve deep GHG emission cuts has attracted much attention because transportation is important for the economy and inflexible in greenhouse gas emission reduction. The aim of this paper is to simulate transition towards low carbon transportation in the European Union until 2050 and to assess the ensuing macroeconomic and sectorial impacts. Transport restructuring is dynamically simulated using a new transport-oriented version of the computable general equilibrium model GEM-E3 which is linked with the PRIMES-TREMOVE energy and transport sectors model. The analysis draws from comparing a reference scenario projection for the EU member-states up to 2050 to alternative transport policy scenarios and sensitivities which involve deep cutting of CO2 emissions. The simulations show that transport restructuring affects the economy through multiple channels, including investment in infrastructure, the purchasing and manufacturing of new technology vehicles, the production of alternative fuels, such as biofuels and electricity. The analysis identifies positive impacts of industrial activity and other sectors stemming from these activities. However, the implied costs of freight and passenger transportation are of crucial importance for the net impact on GDP and income. Should the transport sector transformation imply high unit costs of transport services, crowding out effects in the economy can offset the benefits. This implies that the technology and productivity progress assumptions can be decisive for the sign of GDP impacts. A robust conclusion is that the transport sector decarbonisation, is likely to have only small negative impacts on the EU GDP compared to business as usual. 相似文献
