Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users. 相似文献

We estimate the effect of a road pricing policy introduced in Milan in 2008 on concentrations of benzene, carbon monoxide, particulates, nitrogen dioxide and sulphur dioxide. We found a sizeable effect of the Ecopass on air quality in terms of reduction in the concentration of carbon monoxide and particulates a few days after its introduction, although this effect disappeared after only one week. We interpret these results as indicative of an inefficient policy design: motorbikes were not charged and the treated area is too limited to generate positive outcomes for the whole city. Further evidence from a natural experiment given by a temporary suspension of the charge in 2012 confirms our hypothesis on the incentives for motorbike usage. 相似文献

Air pollution and road traffic noise are considered to be the two most important nuisances that could negatively affect the quality of life. A prolonged exposure to high concentrations of these pollutants could conduct to various health problems. Studies in environmental equity have often considered these nuisances individually whenever it comes from the same source. The main objective of this paper is to determine if the 15 years of age, those aged 65 and over, visible minorities and low income individuals located in a portion of the Island of Montreal are overrepresented in city blocks characterized by having among the highest levels of transportation-related air pollutants (i.e., ambient concentrations of NO2 and road traffic noise in decibels (dB(A)). The results show that low-income individuals and, to a lesser extent, visible minorities, are significantly overrepresented in city blocks characterized by the higher levels of NO2 and road traffic noise in dB(A). Multinomial logistic regression analysis confirms these results, and also shows that young people under 15 years are under-represented in the most polluted areas. However, contrary to the previous bivariate results, people aged 65 and over are negatively and significantly associated with the likelihood of their living in a city block located in an advantaged area after controlling for the independent effects of the other explanatory variables. Moreover, visible minorities are significantly overrepresented in advantaged areas. Considering the observed results, some solutions are identified to reduce road traffic noise and air pollution in the city blocks localized near major traffic arteries. 相似文献

This paper proposes a new approach to iteratively calculate local air pollution exposure tolls in large-scale urban settings by taking the exposure times and locations of individuals into consideration. It explicitly avoids detailed air pollution concentration calculations and is therefore characterized by little data requirements, reasonable computation times for iterative calculations, and open-source compatibility. In a first step, the paper shows how to derive time-dependent vehicle-specific exposure tolls in an agent-based model. It closes the circle from the polluting entity, to the receiving entity, to damage costs, to tolls, and back to the behavioral change of the polluting entity. In a second step, the approach is applied to a large-scale real-world scenario of the Munich metropolitan area in Germany. Changes in emission levels, exposure costs, and user benefits are calculated. These figures are compared to a flat emission toll, and to a regulatory measure (a speed reduction in the inner city), respectively. The results indicate that the flat emission toll reduces overall emissions more significantly than the exposure toll, but its exposure cost reductions are rather small. For the exposure toll, overall emissions increase for freight traffic which implies a potential conflict between pricing schemes to optimize local emission exposure and others to abate climate change. Regarding the mitigation of exposure costs caused by urban travelers, the regulatory measure is found to be an effective strategy, but it implies losses in user benefits. 相似文献

The paper analyzes Russian and European emission and dispersion models aimed at the estimation of road transport related air pollution on street and regional scale as exemplified with St. Petersburg, Russia. It demonstrates the results of model calculations of peak concentrations of main harmful substances (NОX, CO and PM10) along the St. Petersburg Ring Road at high traffic volume and adverse meteorological conditions (calm, temperature inversion) executed by means of a Russian street pollution model, and it evaluates the computed results against the measurements from monitoring stations. The paper also examines the ways of adaptation of the COPERT IV model – a software tool for calculation of air pollutant and greenhouse gas emissions from road transport on regional or country scale – to the inventory conditions of the Russian Federation, compares the COPERT IV numerical estimates with the national inventory data. It also reveals the obstacles and possibilities in the harmonization of the Russian and European approaches. 相似文献

In spite of the strategic national and regional development importance of transportation infrastructures, road transportation is one of the major sources of externalities worldwide. Using data collected from 900 residents living in 14 rural towns near the roads crossing the Spanish Pyrenees, we model citizens’ willingness-to-pay (WTP) to reduce noise and air pollution. We collect the data adopting a contingent valuation method (CVM) design and we analyze the data employing a Zero-Inflated Ordered Probit (ZIOP) model, which allows us to account for an excessive number of zero observations. Our results are in contrast with previous studies’ results with regard to environmental attitudes and socio-economic profiles of residents. Our findings indicate that the stakeholders living near major roads have higher incentives to offset environmental costs. Also, younger, better educated, and more environmentally-aware citizens are willing to pay more to reduce externalities, as they are influenced by their values and environmentally friendly sub-culture, possibly fostered during the past 30 years of green movement worldwide campaigning. 相似文献

This paper has two objectives: (i) to introduce a new approach in order to gain widespread support for road pricing; and (ii) to develop a detailed social welfare analysis for road pricing schemes. We first describe our novel approach that stimulates public support for road pricing, which we refer to as an investment public–private partnership, or IP3. This approach returns a significant portion of the economic value created by road pricing back to the citizens who own the newly priced facility. We then present a social welfare framework that estimates the benefits and costs of using the IP3 approach on an urban transportation network. A P3 project’s impact on overall social welfare provides a more comprehensive evaluation criterion than the often-used Value for Money (VfM) analysis. Apart from several theoretical studies, a detailed social welfare analysis that includes all major P3 project stakeholders is absent from the literature. We use Fresno, California as our case study in order to conduct a welfare analysis on IP3s. Our results show that system-optimal tolling favors average users, but that government—and consequently taxpayers—should pay for costly tolling systems (negative profits). In contrast, unlimited profit-maximizing tolls raise substantial profits for government, for the infrastructure’s citizen-owners, and for the private sector, but the average user is worse off. From a social-welfare perspective, one should search for a Pareto improvement under which all major stakeholders are better off. This paper examines the willingness-to-pay of people living in a number of villages in Navarre, in the Spanish Pyrenees to reduce noise and air pollution. Several models are used for estimation based on contingent valuation, noting that those living near roads are willing to pay more to reduce air and noise pollution. In the US, there is a long tradition of toll roads, beginning with the Lancaster Turnpike that was built at the end of the 18th century connecting Philadelphia and Lancaster. There are currently more than 300 toll facilities in the US, which is probably the largest number of toll facilities in the world. These facilities represent a wide range of conditions, from hypercongested facilities in large metropolitan areas such as New York City to toll highways in rural areas. The toll structures are equally diverse, ranging from multi-tier price structures with frequent user, carpool, and time of day discounts; to simpler structures in which the only differentiation is made on the basis of the number of axles per vehicle. The toll rates are typically set by the agencies that operate or own the toll facilities. The rules or formulas by which these tolls are determined are not generally available to the public, though it is safe to say that toll decisions are made taking into account technical considerations, as well as the all important criterion of political acceptability. However, data on toll rates and how they change by vehicle types and by some other attributes are readily available.The overall objective of this paper is to analyze the toll data from various facilities across the US to gain insight into the overall factors affecting the tolls. A more specific objective is to assess—though in a rather approximate fashion—if the tolls by vehicle type, relative to each other, are appropriate and consistent with economic theory. This is achieved by comparing tolls to approximate indicators of road space consumption and pavement deterioration. The literature review confirmed that this is the first time such research has been conducted which is an important first step toward an analysis of the efficiency of current toll policies.The analyses in this paper are based on a random sample of all toll facilities across the US. The toll dataset, which include toll rates for passenger cars, busses, and three different truck types, is assembled mainly from the available information on the web sites of various toll agencies. After cleaning the data, the authors used econometric modeling to estimate a set of ordinary least squares (OLS) regression models that express tolls as functions of independent variables. Three families of models were estimated: linear models, models based on expansions of Taylor series, and models based on piece-wise linear approximations to non-linear effects. Municipal airport owners and the Federal Aviation Administration (FAA) regularly evaluate capacity and demand to decide if and when airports need more infrastructure. New infrastructure can alter the profile of noise, emissions, and land use, which may affect the quality of life for airport-adjacent communities. When the FAA and airport owners initiate infrastructure expansion, they must conduct environmental justice analysis to measure the distribution of negative externalities on nearby communities. This research investigates the environmental justice methodologies and narratives reported in planning documents for nineteen airport capacity expansions planned or deployed from 2000 to 2010 in the United States. The mixed-methods approach analyzes airport operations data, spatial demographic data, and planning artifacts to determine whether the environmental justice analyses were robust. This research proposes alternative metrics, the ‘Risk of disproportionate impact’ and ‘Capacity strain’, to further contextualize the presence of protected population groups alongside capacity needs. The main finding of the study is that the planning documents did not consistently detect environmental justice impacts, nor did they consistently confer importance to those impacts when high proportions of protected populations were detected. As a result, the social costs of collective airport expansion are unclear and likely underestimated. This study identifies two limitations that undermined the environmental justice analysis throughout the airport sample: (1) inconsistent methodological choices impeded the detection of impacts and, (2) narrative interpretations tended to ‘null’ the finding even when impacts were detected. 相似文献

This paper reviews the methods and technologies for congestion pricing of roads. Congestion tolls can be implemented at scales ranging from individual lanes on single links to national road networks. Tolls can be differentiated by time of day, road type and vehicle characteristics, and even set in real time according to current traffic conditions. Conventional toll booths have largely given way to electronic toll collection technologies. The main technology categories are roadside-only systems employing digital photography, tag & beacon systems that use short-range microwave technology, and in-vehicle-only systems based on either satellite or cellular network communications. The best technology choice depends on the application. The rate at which congestion pricing is implemented, and its ultimate scope, will depend on what technology is used and on what other functions and services it can perform. 相似文献

The main purpose of this paper is to develop a bi-level pricing model to minimize the CO2e emissions and the total travel time in a small road network. In the lower level of the model, it is assumed that users of the road network find a dynamic user equilibrium which minimizes the total costs of those in the system. For the higher level of the model, different road toll strategies are applied in order to minimize the CO2e emissions. The model has been applied to an illustrative example. It shows the effects on traffic flows, revenues, total time and CO2e emissions for different numbers of servers collecting tolls and different pricing strategies over a morning peak traffic period. The results show that the CO2e emissions produced can be significantly affected by the number of servers and the type of toll strategy employed. The model is also used to find the best toll strategy when there is a constraint on the revenue that is required to be raised from the toll and how this affects the emissions produced. Further runs compare strategies to minimize the CO2e emissions with those that minimize total travel time in the road system. In the illustrative example, the results for minimizing CO2e emissions are shown to be similar to the results obtained from minimizing the total travel time. 相似文献

The coordinated development of city traffic and environment is a key research content in traffic field in twenty-first Century. Among them, road section environmental traffic capacity analysis is one of the important research issues. It can provide solid theoretical basis and reliable data support for road network traffic optimization control, road traffic pollution control and city traffic structure optimization. This paper analyzed main factors which impacted environmental traffic capacity from two aspects, including road capacity constraint conditions and road traffic pollution control constraint conditions. Then, road section environmental traffic capacity optimization model was established, and method of improved augmented Lagrange function was used to solve the model. Abstract This paper develops a heuristic algorithm for the allocation of airport runway capacity to minimise the cost of arrival and departure aircraft/flight delays. The algorithm is developed as a potential alternative to optimisation models based on linear and integer programming. The algorithm is based on heuristic (‘greedy’) criteria that closely reflect the ‘rules of thumb’ used by air traffic controllers. Using inputs such as arrival and departure demand, airport runway system capacity envelopes and cost of aircraft/flight delays, the main output minimises the cost of arrival and departure delays as well as the corresponding interdependent airport runway system arrival and departure capacity allocation. The algorithm is applied to traffic scenarios at three busy US airports. The results are used to validate the performance of the proposed heuristic algorithm against results from selected benchmarking optimisation models. 相似文献

Instead of charging tolls on individual links, this paper considers doing the same on paths. Path and link tolls are “valid” if they encourage motorists to use routes that collectively lead to a target distribution, e.g., one that minimizes travel delay. Because the numbers of valid link and path tolls are typically infinite, an objective in pricing tolls is to find a set of valid tolls that yields the least revenue to lessen the financial burden on motorists.Path tolls are generally more flexible than link tolls and this paper shows that this flexibility can substantially reduce the financial burden on motorists. Additionally, valid path tolls yielding the least revenue possess characteristics with interesting policy implications. To determine these path tolls, it is natural to formulate the problem as a mathematical program with complementarity constraints. However, this paper also investigates alternative formulations that highlight the problem’s complexity and suggest ways to solve the problem efficiently. 相似文献

This paper proposes an innovative approach for designing a road user charging scheme to meet multiple policy objectives. Three
practical features are integrated into the design methodology including (i) cordon formation, (ii) a set of design constraints,
and (iii) multiple objectives of the scheme. The methods also consider possible responses of road travellers to the charging
scheme. Two methods based on genetic algorithms (GA) are developed for optimising a charging cordon scheme with constraints
and with multiple objectives. The dynamic self-adaptive penalty GA and Non-dominated Sorting GA II (NSGA-II) are applied to
the constrained design and multi-objective design respectively. The objective functions or constraints considered include
social welfare improvement, revenue generation, and distributional equity impact. A case study of the City of Edinburgh is
presented and common characteristics of charging cordon designs which perform well against the three objectives are discussed.

Road pricing is increasingly used as an economic tool to decrease the burden of transport externalities. Following the examples of several cities worldwide, on 2nd January, 2008, the city of Milan introduced a charge for accessing the city centre with the aim of curbing air pollution and congestion. The aim of this paper is to evaluate empirically the effect of such a charge on the housing market.
