Accidents are the third main cause of death in Europe with 40% of them due to road traffic accidents (RTAs). These victims are mainly young male drivers/riders and elderly pedestrians. One quarter of the deaths and 10% of the injuries are associated with alcohol. Consumption of alcohol is generally increasing. Ignorance of the effects of alcohol on the body and on the performance of skilled mental and physical tasks contributes to the number of road users who are impaired by alcohol. Alcohol is a depressant drug which impairs information processing in the brain. The risk of being involved in a RTA increases very rapidly with increasing concentration of alcohol in the body. There are probably two groups of drivers, the majority who do not drink, or who drink very little, before driving and those who regularly drink whether or not they are going to drive. The former (the social drinker) can do without his drink, the latter (the problem drinker) cannot. Various legislative measures have been introduced in different countries with varying success. Most developed countries now make it illegal to drive with more than a stipulated concentration of alcohol in the body. Much discussion centres round what further legal steps should be taken to reduce drinking and driving, especially the more widespread use of random roadside breath testing of drivers. Doctors are much concerned in this public health problem which causes such misery and waste of resources and are involved in research on the physical and psychological effects of alcohol, the best methods of educating drivers on these effects and, where necessary, identifying those who are misusing alcohol to the extent that they should be kept off the road.  相似文献

在庞杂的城市交通环境下,驾驶员为了寻求更快的速度,常常采用主动的换道行为。由于汽车使用量逐年增长,换道引起的交通事故经常发生。研究车辆变道行为,寻求有效措施减少交通事故的发生,对提高道路安全性具有积极的意义。本文以多车道系统中车辆变道行为为研究对象,以元胞自动机理论为基础,对比分析单向单车道、单向双车道换道行为,并运用MATLAB仿真软件进行分析,获得变道交通流的相关特性曲线。  相似文献

Using individual policies and claims data from the Croatian mandatory motor insurance we test the theoretical proposition that under moral hazard, experience rated pricing scheme should generate the negative state dependence in claims, i.e. that drivers should drive more safely after they had an accident. The empirical challenge in these tests is to disentangle the state dependence from unobserved heterogeneity. We propose a simple approach based on the explicit reliance on the cost of future accidents function which is used to filter out the pure incentives effect, whereas the bonus-malus scale is used to control for pure heterogeneity. Our results confirm the existence of negative dependence in claims indicating the presence of significant moral hazard effect. Increasing a 3-year cost of having an accident by approximately US$20 decreases the probability of having an accident by 6.5%.  相似文献

Road traffic accident fatalities lead to important private and social costs in the metropolitan areas of most low and middle income countries. An important share of these fatalities is due to injuries to the head and the neck. Helmets can provide efficient protection, but many drivers do not use them. We focus on helmet use behavior among motorbike users in Delhi. We use a detailed data set collected for the purpose of the study. To guide our empirical analysis, we rely on a model in which drivers decide on self-protection and self-insurance. The empirical findings suggest that risk-averse drivers are more likely to wear a helmet and that this has no systematic effect on speed. Helmet use also increases with education. Drivers who show a higher awareness of road risks seem to be both more likely to wear a helmet and to speed less. Controlling for risk awareness, we observe that drivers tend to compensate between speed and helmet use. The results can provide a basis for awareness-raising policies. They also show that improvements to the road infrastructure risk leading to risk-compensating behavior.  相似文献

Congestion pricing has been proposed and investigated as an effective means of optimizing traffic assignment, alleviating congestion, and enhancing traffic operation efficiencies. Meanwhile, advanced traffic information dissemination systems, such as Advanced Traveler Information System (ATIS), have been developed and deployed to provide real-time, accurate, and complete network-wide traffic information to facilitate travelers’ trip plans and routing selections. Recent advances in ATIS technologies, especially telecommunication technology, allow dynamic, personalized, and multimodal traffic information to be disseminated and impact travelers’ choices of departure times, alternative routes, and travel modes in the context of congestion pricing. However, few studies were conducted to determine the impact of traffic information dissemination on toll road utilizations. In this study, the effects of the provisions of traffic information on toll road usage are investigated and analyzed based on a stated preference survey conducted in Texas. A Bayesian Network (BN)-based approach is developed to discover travelers’ opinions and preferences for toll road utilization supported by network-wide traffic information provisions. The probabilistic interdependencies among various attributes, including routing choice, departure time, traffic information dissemination mode, content, coverage, commuter demographic information, and travel patterns, are identified and their impacts on toll road usage are quantified. The results indicate that the BN model performs reasonably well in travelers’ preference classifications for toll road utilization and knowledge extraction. The BN Most Probable Explanation (MPE) measurement, probability inference and variable influence analysis results illustrate travelers using highway advisory radio and internet as their primary mode of receiving traffic information are more likely to comply with routing recommendations and use toll roads. Traffic information regarding congested roads, road hazard warnings, and accident locations is of great interest to travelers, who tend to acquire such information and use toll roads more frequently. Travel time formation for home-based trips can considerably enhance travelers’ preferences for toll road usage. Female travelers tend to seek traffic information and utilize toll roads more frequently. As expected, the information provided at both pre-trip and en-route stages can positively influence travelers’ preferences for toll road usage. The proposed methodology and research findings advance our previous study and provide insight into travelers’ behavioral tendencies concerning toll road utilization in support of traffic information dissemination.  相似文献

All developed economies mandate at least third party auto insurance resulting inW a vast global liability industry. The evolution towards semi-autonomous and eventually driverless vehicles will progressively remove the leading cause of vehicle accidents, human error, and significantly lower vehicle accident rates. However, this transition will force a departure from existing actuarial methods requires careful management to ensure risks are correctly assigned. Personal motor insurance lines are anticipated to diminish as liability shifts towards OEMs, tier 1 and 2 suppliers and software developers. Vehicle accident risks will hinge on vehicular characteristics in addition to driver related risks as drivers alternate between autonomous and manual driving modes. This paper proposes a Bayesian Network statistical risk estimation approach that can accommodate changing risk levels and the emergence of new risk structures. We demonstrate the use of this method for a Level 3 semi-autonomous vehicle for two scenarios, one where the driver is in control and one where the vehicle is in control. This approach is especially suited to use telematics data generated from the vehicle inherent technologies. We validate the efficacy of this approach from the perspective of the insurer and discuss how vehicle technology development will require a greater degree of collaboration between the insurance company and the manufacturers in order to develop a greater understanding of the risks semi-autonomous and fully autonomous vehicles.  相似文献

This work examines the impact of heavy vehicle movements on measured traffic characteristics in detail. Although the number of heavy vehicles within the traffic stream is only a small percentage, their impact is prominent. Heavy vehicles impose physical and psychological effects on surrounding traffic flow because of their length and size (physical) and acceleration/deceleration (operational) characteristics. The objective of this work is to investigate the differences in traffic characteristics in the vicinity of heavy vehicles and passenger cars. The analysis focuses on heavy traffic conditions (level of service E) using a trajectory data of highway I‐80 in California. The results show that larger front and rear space gaps exist for heavy vehicles compared with passenger cars. This may be because of the limitations in manoeuvrability of heavy vehicles and the safety concerns of the rear vehicle drivers, respectively. In addition, heavy vehicle drivers mainly keep a constant speed and do not change their speed frequently. This work also examines the impact of heavy vehicles on their surrounding traffic in terms of average travel time and number of lane changing manoeuvres using Advanced Interactive Microscopic Simulator for Urban and Non‐Urban Networks (AIMSUN) microscopic traffic simulation package. According to the results, the average travel time increases when proportion of heavy vehicles rises in each lane. To reflect the impact of heavy vehicles on average travel time, a term related to heavy vehicle percentage is introduced into two different travel time equations, Bureau of Public Roads and Akçelik's travel time equations. The results show that using an exclusive term for heavy vehicles can better estimate the travel times for more than 10%. Finally, number of passenger car lane changing manoeuvres per lane will be more frequent when more heavy vehicles exist in that lane. The influence of heavy vehicles on the number of passenger car lane changing is intensified in higher traffic densities and higher percentage of heavy vehicles. Large numbers of lane changing manoeuvres can increase the number of traffic accidents and potentially reduce traffic safety. The results show an increase of 5% in the likelihood of accidents, when percentage of heavy vehicles increases to 30% of total traffic. Copyright © 2014 John Wiley & Sons, Ltd.  相似文献

Abstract

Each year more than 1000 pedestrians are injured in accidents on pedestrian crossings in Switzerland. The accidents often occur in darkness, twilight or poor visibility during rain at locations without sufficient public street lighting because vehicle drivers notice the pedestrian crossing too late or overlook it altogether. Pedestrian crossings can be made significantly easier for vehicle drivers to recognize at night and in poor visibility by means of HMB reflectors. When crossing sites are made more conspicuous with high horizontal retro‐reflecting markers, the readiness to stop increases. The reflectors can thus contribute to improving road safety at pedestrian crossings. This new low‐cost measure has a wide range of applications. The new reflector system is currently gaining ground in Switzerland and several other European countries.  相似文献

Variable message signs (VMS) are used to provide dynamic information and one current application is to show different speed limits under different conditions. As speed is an important contributor to road accidents and also affects driver speed behavior, the present study focuses on how effective traffic advisory information is when helping drivers to divert from potentially dangerous conditions. Graphical representation of an Expressway section made it easy to isolate the effects of speed etc. by drivers with information provided through VMS under adverse fog conditions. Understanding and reacting to the VMS system by drivers is essential for its success. If drivers do not react by changing speed behavior then the VMS system will fail and further implementation may cease. In this paper an Analysis of Variance model, which is appropriate to the proposed experimental conditions, is used to study how subjects (drivers) will perceive provided information and also to find the effect of VMS on driver speed behavior on the simulated Expressway section.  相似文献

Variable speed limit systems where variable message signs are used to show speed limits adjusted to the prevailing road or traffic conditions are installed on motorways in many countries. The objectives of variable speed limit system installations are often to decrease the number of accidents and to increase traffic efficiency. Currently, there is an interest in exploring the potential of cooperative intelligent transport systems including communication between vehicles and/or vehicles and the infrastructure. In this paper, we study the potential benefits of introducing infrastructure to vehicle communication, autonomous vehicle control and individualized speed limits in variable speed limit systems. We do this by proposing a cooperative variable speed limit system as an extension of an existing variable speed limit system. In the proposed system, communication between the infrastructure and the vehicles is used to transmit variable speed limits to upstream vehicles before the variable message signs become visible to the drivers. The system is evaluated by the means of microscopic traffic simulation. Traffic efficiency and environmental effects are considered in the analysis. The results of the study show benefits of the infrastructure to vehicle communication, autonomous vehicle control and individualized speed limits for variable speed limit systems in the form of lower acceleration rates and thereby harmonized traffic flow and reduced exhaust emissions.  相似文献

Abstract

Vehicle positioning is a key requirement for many safety applications. Active safety systems require precise vehicle positioning in order to assess the safety threats accurately, especially for those systems which are developed for warning/intervention in safety critical situations. When warning drivers of a local hazard (e.g. an accident site), accurate vehicle location information is important for warning the right driver groups at the right time. Global positioning system and digital maps have become major tools for vehicle positioning providing not only vehicle location information but also geometry preview of the road being used. Advances in wireless communication have made it possible for a vehicle to share its location information with other vehicles and traffic operation centres which greatly increases the opportunities to apply vehicle positioning technologies for improving road safety. This paper presents a state‐of‐the‐art review of vehicle positioning requirements for safety applications and vehicle positioning technologies. The paper also examines key issues relating to current and potential future applications of vehicle positioning technologies for improving road safety.  相似文献

Autonomous mobility is one of the rapidly evolving aspects of smart transportation which carries the potential of reshaping both demand and supply sides of transportation systems. While understanding public opinions about autonomous vehicles (AVs) is a compelling step towards their successful implementation, still little is known about to which extent people will embrace this new technology and how the vehicle features will affect their adoption decision. This study presents a new approach for modeling the adoption behavior of fully AVs using the profile-case best-worst scaling model. In this approach, an AV profile which is characterized in terms of the main vehicle attributes and their associated levels is presented to the decision maker and he/she is asked to select the most and the least attractive attributes. Further, a binary adoption question at the end of the choice task inquires if the respondent is willing to purchase the described AV. Utilizing this method, we can recognize the difference between the intrinsic impacts of the vehicle attributes and the impact of the attribute levels on the adoption decision. Results of the analysis indicate that people are much more sensitive to the purchase price and incentive policies such as taking liability away from the “driver” in case of accidents and provision of exclusive lanes for AVs compared to other factors such as fuel efficiency, safety, or environmental friendliness. Further, it is found that millennials with higher income, those who live in the downtown area, and the majority of people who have experienced an accident in the past have greater interests in adopting this technology.  相似文献

The main goal of in-vehicle technologies and co-operative services is to reduce congestion and increase traffic safety. This is achieved by alerting drivers on risky traffic conditions ahead of them and by exchanging traffic and safety related information for the particular road segment with nearby vehicles. Road capacity, level of service, safety, and air pollution are impacted to a large extent by car-following behavior of drivers. Car-following behavior is an essential component of micro-simulation models. This paper investigates the impact of an infrastructure-to-vehicle (I2V) co-operative system on drivers’ car-following behavior. Test drivers in this experiment drove an instrumented vehicle with and without the system. Collected trajectory data of the subject vehicle and the vehicle in front, as well as socio-demographic characteristics of the test drivers were used to estimate car-following models capturing their driving behavior with and without the I2V system. The results show that the co-operative system harmonized the behavior of drivers and reduced the range of acceleration and deceleration differences among them. The observed impact of the system was largest on the older group of drivers.  相似文献

We study road safety when insurance companies have market power, and can influence drivers’ behavior via insurance premiums. We obtain first- and second-best premiums for different insurance market structures. The insurance program consists of an insurance premium, and marginal dependencies of that premium on speed and own safety technology choice of drivers. A private monopolist internalizes collision externalities up to the point where compensations to users’ benefit matches the full (intangible) costs; in oligopolistic markets, insurers do not fully internalize collision externalities. Analytical results demonstrate how insurance firms’ incentives to influence traffic safety coincide with or deviate from socially optimal incentives. Our results may be useful for design of pay-as-you-speed and alike insurances as well as policies related to driving safety.  相似文献

Real-world vehicle operating mode data (2.5 million 1 Hz records), collected by instrumenting the vehicles of 82 volunteer drivers with OBD datalogger and GPS while they drove their routine travel routes, were analyzed to quantify vehicle emissions estimate errors due to road grade and driving style in rural, hilly Vermont. Data were collected in winter and summer for MY 1996 and newer passenger cars and trucks only. EPA MOVES2010b was used to estimate running exhaust emissions associated with measured vehicle activity. Changes in vehicle specific power (VSP) and MOVES operating mode (OpMode) due to proper accounting for real-world road grade indicated emission rate errors between 10% and 48%, depending on pollutant, chiefly because grade-related changes in VSP could shift activity by as many as six OpModes, depending on road type. The correct MOVES OpMode assignment was made only 33–55% of the time when road grade was not included in the VSP calculation. Driving style of individual drivers was difficult to assess due to unknown traffic operations data, but the largest differences between individual drivers were observed on rural restricted roads, where traffic conditions and control have minimal impact. The results suggest the importance of (1) measuring and incorporating real-world road grade in order to correctly assign MOVES emission rates; and (2) developing a driving style typology to account for differences in the MOVES emissions estimates due to driver variability.  相似文献
