Freight transport research has generally been limited by a lack of data of the breadth and quality available for passenger transport, particularly in terms of behavioural data. This paper discusses the survey design and implementation of a survey intended to collect longitudinal behavioural data on the responses of freight transport firms to environmental policies. The design of the survey is centred around a hypothetical scenario where respondents are asked how they would complete a given freight task within common constraints. One of the key components of the survey design is a dynamic component intended to simulate the changing business environment. The paper illustrates the many challenges in getting complex freight related surveys in the field.  相似文献

Environmental equity considerations should be an essential ingredient of any sustainable transport strategy. Yet, it is unclear how environmental equity considerations can be incorporated into the sustainable transport discourse in a meaningful manner. The paper explores the multiple facets of the meaning of environmental equity in the case of transport. Then, the issues that need to be addressed in any analysis of each facet are delineated. On this basis it is suggested that the conventional environmental equity analysis, whereby the affected areas are compared to unaffected areas, is unlikely to render robust or meaningful results. Rather, the focus of research should be on the equity implications of policies geared to mitigate transport systems' environmental externalities, and on comparisons of users of the different transportation systems to those exposed to the negative environmental externalities of these systems. The results of such studies could provide direct inputs into comprehensive balanced policy packages within a sustainable transport strategy.  相似文献

Environmental issues have received a prominent place in transport policies of most European countries. The coordination of such policies however, is fraught with many difficulties. The increasing freight flows after the European integration are a source of concern, but have not yet led to straightforward and effective environmental strategies.The paper focuses on the Trans Alpine freight transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this ‘region’ have favoured—in the past—the development of strong nationally-oriented policies, partly in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities, and limits inherent, in the implementation of various infrastructure projects oriented towards a drastic change of the Alpine transport systems structure. The Alpine countries, viz. Austria and Switzerland, play a central role in the promotion of environmental benign modes of transport of goods, with a clear focus on rail. The route choice and modal split of freight flows in Europe are taking place simultaneously. In this paper the results of European freight flow models (based on logit analysis and neural networks) will be presented. An important exercise is then to assess the consequences of various types of eco-taxes on road transport in Europe. In this context, several policy scenarios will be dealt with.  相似文献

Abstract

Shifting cargo from land‐based modes to maritime transport has been a prioritized policy in many policy papers to make transport more environmental friendly. Traditional calculations of emissions per transport capacity unit have supported this. However, maritime transport may stand to loose its good environmental reputation in comparison to road transport due to (1) the sluggish processes in maritime environmental policies and the low ambition level of current regulations, (2) the much higher focus on improving the environmental efficiency of the road haulage industry, (3) the much longer economic life of vessels compared to trucks, and (4) focus on faster vessels that increase the average fuel consumption of the sea transport alternative. Through a realistic case study, the energy efficiency and emissions of alternative multimodal transport chains is presented to illustrate these points.  相似文献

Transport accounts for about 25% of global CO 2 emissions. Transport activities are on the rise in the coming decades. Would associated CO 2 emissions move upwards as well, and at what rate? The present paper explores the future of these CO 2 emissions, starting from four scenarios for global transport. Considering fuel consumption, energy efficiencies in transport, occupancy rates of transport means, size of cars on the market, and possible environmental policies we find CO 2 emissions are persistently increasing, especially in the less wealthy areas of the world. In Europe, policies that attempt to control mobility and also limit CO 2 emissions may succeed in reducing emissions growth by about 30%. Efforts to increase energy efficiency of transport, in particular road transport, would contribute most to such reduction.  相似文献

This paper examines emerging trends in transport policy in the UK, as identified by the 2004 Transport White Paper and the supporting policy guidance to local transport authorities for addressing social exclusion through local transport provision; accessibility planning. It moves on to identify potential barriers to delivery at the local level and more fundamental challenges, risks and policy tensions. In this context, it critiques UK policies to deliver social equity through transport programmes in light of its Climate Change Agenda and the identified need to significantly reduce traffic levels on UK roads.It identifies the potential synergy between these two policy ambitions, but argues that currently there is a serious policy conflict between these agendas within the UK policy framework. In the light of this conclusion, it offers some key recommendations on the best way forward, which it recommends must be based on the synergistic and integrated delivery of policies for social and environmental equity within the transport sector. It concludes by identifying the key challenges this implies for applied research in this area.  相似文献

North‐Eastern Europe is a peripheral area around the Baltic Sea. In some parts i.e. Scandinavia high living standards including developed transport systems exist when at the same time rapid changes in the way of living in other parts ‐ Poland, the Baltic Countries and Russia ‐ are ongoing. Transport policies in the European Union are caught between demands for improved mobility and the concern on the environmental protection. In the former socialist countries the environmental issues are subdued by the demands for efficient transport. A fixed road and rail connection between Denmark and Sweden will change the transport geography of the western part of the area. Also the integration of the Baltic States and Poland to the Union will inside a few years change the economic and by that way also transport structure. After a short presentation of the geography and history the current European transport landscape will be described and current transport policies reviewed. Then some topics on the major changes during the last decennia as well as future studies will be presented. This paper addresses the issue of using before and after surveys to evaluate behavioural changes in response to transport policies and investments, a procedure that, we argue is done far too rarely in this profession. Further, it demonstrates very clearly that, in almost all conceivable cases, there are considerable economies to be obtained by using a panel (again, under-utilised in our profession) to undertake evaluation, rather than successive independent cross-sectional surveys. The paper also addresses the critical issue of sample size requirements for measuring changes of a relatively small magnitude in travel behaviour; i.e., to state, with 95% confidence, that if there is a ∂ percent change in behaviour for the sample, there is a ∂ percent ± e percent change in the behaviour of the population, where e is the sampling error. In this paper, we present a method for calculating such sample size requirements from first principles and demonstrate the applicability both hypothetically and then empirically using data from the Puget Sound Transportation Panel. The formulation enables designers of before and after surveys to investigate the trade-offs between the statistical accuracy of their predictions and the sample size requirements systematically, without the need to specify ∂ a priori. This latter point is crucial, we argue, because we have limited information on ∂, yet, as we explain here, it drives the sample size requirements using alternative, well-cited approaches for calculating sample sizes to assess behavioural change. The results have important ramifications both for those implementing transport policies intended to produce behavioural change, especially when a cost-benefit evaluation of the policy is desired, and for those interpreting the results reported in previous studies.  相似文献

Urban transportation policy during the nineteen seventies has been characterized by attempts to deal with four major problems: 1) the minimization of environmental impacts of transport investments, 2) the alleviation of inequities in mobility, and financial burdens imposed upon some groups by earlier investments in capital intensive highway networks, 3) the accommodation of demands for public participation in transport decision-making, and 4) the precipitous rise of public transit operating costs. In this paper examples are given of policies which have been pursued in attempting to solve each of these problems. It is shown that policies designed to solve one of them have often intensified others. Thus, current policy is characterized by reliance upon very small-scale and timid plans and proposals. The eighties may see a return to large-scale and comprehensive transport plans, but these will not be exclusively physical or system plans. Rather, transportation plans in the eighties will include a balance among physical facilities, institutional arrangements, financial plans, and user incentives and disincentives. Air transport provides essential services in modern economies, though it produces significant negative external effects on the environment. Air quality, greenhouse gas emissions and noise are the main issues. The current environmental regulatory practice in air transport usually devises policy interventions for each externality in isolation disregarding their impact on the schedule delay, which in turn affects the consumers’ generalized price and social welfare. In this paper we develop a theoretical model that shows that such an approach is inadequate, and may lead to the choice of wrong environmental policies.  相似文献

Given the difference between peak and off-peak occupancy rates in public transport, the average emission per traveller kilometre is lower in the peak than during the off-peak period. However, in this paper it is argued that it is much more fruitful to analyse environmental effects in marginal than in average terms. The issue appears to depend on capacity management policies of public transport suppliers that are facing increases in demand both during the peak and off-peak period. A detailed analysis of capacity management of the Netherlands Railways reveals that the off-peak capacity supply is mainly dictated by the demand levels during the peak period. Topics that receive attention in the analysis are the effects of frequency increases and size of vehicle increases on environmental effects. Also environmental economies of vehicle size are taken into account in the analysis. The main conclusion is that the marginal environmental burden during the peak is much higher than is usually thought, whereas it is almost zero at the off-peak period. Thus, one arrives at a pattern that is entirely reversed compared with the average environmental burden: peak passengers are more polluting than off-peak passengers. The conclusion is that policies based on average environmental performances would lead to misleading conclusions.  相似文献

In recent years, a growing awareness of the environmental impacts of transport has played a major part in the shift towards policies to manage the demand for travel. As a result, a substantial increase in the role of public transport has been identified as necessary in any strategy towards more environmentally sustainable transport patterns. At the same time there has been a quite separate process of deregulation and the withdrawal of the state from the transport market. These two trends appear to represent potentially contradictory processes. This article draws upon two major studies that explore the relationship between increasing needs for environmental regulation and the privatisation of bus and rail services. It is shown that, as currently organised in Britain, the development of bus and rail services are inadequately linked to strategic environmental policymaking and, rather than being part of the solution to transport’s environmental impacts, there is a real danger that these ‘green’ methods of transport could slide into simply being part of the problem itself. It is concluded that privatisation and deregulation does not mean the end of the need for policy mechanisms, but they do mean that policy has to be implemented in a very different way.  相似文献

This paper aims to evaluate the influence of policies, attitudes and perceptions when incentivizing alternative fuel vehicles. The impact of possible policies such as gasoline taxes increases, purchase price subsidies, tax exemptions, and increases in fuel recharging station availability for alternative fuelled vehicles is evaluated using hybrid choice models. The models also allow assessing the sensitivity of latent variables (i.e., attitudes and perceptions) in the car purchase behaviour. The models are estimated using data from a stated choice survey collected in five Colombian cities. The latent variables are obtained from the rating of statements related to the transport system, environmental concern, vehicle preferences, and technology. The modelling approach includes regression between latent variables. Results show that environmental concern and the support for green transport policies have a positive influence on the intention to purchase alternative fuel vehicles. Meanwhile, people who reveal to be car-dependent prefer to buy standard fuelled vehicles. The analysis among cities shows similar trends in individual behaviour, although there are differences in attribute sensitivities. The policy scenario analysis revealed high sensitivity to capital cost and the need for extensive investments in refuelling stations for alternative fuel vehicles to become attractive. Nevertheless, all policies should not only be directed at infrastructure and vehicles but also be focused on user awareness and acceptance of the alternative fuel vehicles. The analysis suggests that in an environmentally conscious market, people prefer alternative fuels. However, if the transport policies support private transport, the market shares of alternative fuel vehicles will decrease.  相似文献

The article examines media representations and views of experts and high school students on the future of transport with a particular focus on its implications for emissions of greenhouse gases. Focusing on Finland, it explores which key features and boundary conditions related to the climate policies of transport are framed as important or negligible. The analysis was based on the comprehensive environmental protection process model. Results show that the need for radical change was recognised both by students and experts but at the same time, rather cynical views regarding the possibilities to achieve these changes were presented by the media, experts, and students. Long-term impacts and visions were underrepresented in discussions, with the focus being mainly on short-term concerns and incremental changes.  相似文献

There are clear signs of a shift in the UK transport policy in response to concerns about the environmental impacts of road transport and anxieties about the implications of the projected future growth in demand.Much of the framework of UK transport policy is now determined at the overall European Union level. To date most European legislation and policy proposals have been concerned with reducing the specific externalities associated with the transport sector, with none of the measures involved likely to have more than a marginal impact on the growth in demand. The emerging research evidence suggests however that the private costs of car use in Europe may fall substantially short of its total social costs and there is an important emerging policy debate about how this gap might be closed.The UK has introduced a policy package designed to reduce the growth of car travel and its environmental impact, within which land-use planning measures feature prominently. The land-use policies, which to some extent represent a reassertion of many traditional UK planning policies, include: an emphasis on focussing new development in urban areas, increasing residential densities, strengthening the role of existing centres and improving provision for walking and cycling.A number of factors will constrain the effectiveness of the package in practice. There are also concerns about its impact on key environmental objectives, including air quality. There are important questions too about the welfare effects of increasing densities and about the wider impacts of the package on economic efficiency.  相似文献

Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.  相似文献

The heightening of issues, such as sustainable development and environmental pollution have resulted in many governments pursuing transport policies which aim to promote the use of public transport modes, including walking, as well as discourage the use of the car for various activities, such as shopping, work, recreation, etc. However, little has been done on understanding shoppers' perceptions of transport modes for shopping purposes. Particularly, not much research has been done on examining the attitudes of car owners and non-car owners towards transport modes for shopping purposes. Using Singapore as a study area, this study has attempted to analyse car owners and non-car owners' perceptions of the different types of transport modes (i.e., car, taxi, bus, mass rapid transit and walk) in their shopping trips. The research found that each transport mode has its own unique set of attributes. In addition, car owners and non-car owners portray different attitudes towards the public transport modes and the car. This calls for different strategies for these two groups of shoppers in encouraging them to use the public transport modes and restrain the use of the car.  相似文献

Various models that incorporate concepts from Non-Cooperative Game Theory (NCGT) are described in the transport literature. Game Theory provides powerful tools for analysing transport systems, but these tools have some drawbacks that should be recognised. In the current paper we review games that describe transport problems and discuss them within a uniform context. Although the paper does not introduce new tools, it presents insights concerning the relations between transport models and games. We divide existing games into groups and show that some common features characterise multiple games. We distinguish between games that make a conceptual contribution and games that are suitable for application. Compact or symmetric game structures make remarkable observations but often do not support actual decision-making. Less aesthetic formats, most of which are Stackelberg games between authorities and travellers, are stronger as instruments that assist in determining real-life policies; these formulations can be treated by practitioners as mathematical programs with equilibrium constraints and not as games. Yaron Hollander is currently conducting economic research of bus reliability at the Institute for Transport Studies at the University of Leeds. He previously worked for the Technion—Israel Institute of Technology; for the Israel Institute for Transportation Planning and Research; and for the public transport department at Ayalon Highways Co. Joseph N. Prashker is a professor at the Faculty of Civil and Environmental Engineering at the Technion—Israel Institute of Technology. Till recently he served as head of the Transportation Research Institute at the Technion. Singapore has experienced rapid growth in car ownership, and private transport accounts for just under half of motorized trips in Singapore. Yet only since 1970 have determined efforts been made to curtail this increase. Simultaneously with this growth, Singapore's land‐use planners had called for the diversion of population growth into outlying residential estates while maintaining the central area's importance as an employment centre. The resulting anticipated concentration of commuter movement suggested a need for controls to restrain car ownership, reduce central‐area congestion and divert road users on to public transport. The policies followed are described. Those against ownership have included heavy road taxes and registration fees, with a system of discounts on the latter to discourage new purchasers except when replacing scrapped cars. Policies against car use include fuel taxes and the Area Licensing Scheme in the city centre, while parking space is also closely regulated. The measures adopted imply a goal of efficiency in promoting Singapore's planning objectives rather than environmental, safety or equity considerations, although the first two of these have lately received much more attention than formerly. The policies’ effect has been a temporary reversal in the growth of car ownership, but this growth has since resumed and recent further fee increases suggest a panic reaction rather than a coordinated strategy. Such coordination appears at present to be hampered by the fragmented administration of matters relating to transport. Other measures relating to car ownership and use in Singapore are also described.  相似文献

This paper describes a method for devising transport strategies that makes iterative use of transport models to find the optimal levels of pre-defined transport measures. It gives the results from using this method in nine European cities. At the heart of the procedure lies the definition of objective functions which encapsulate policy-makers' objectives with respect to economic efficiency and sustainability. These objective functions include a number of significant parameters and the paper examines the sensitivity of the results to changes in the values of these parameters. The parameters concerned are: the level of shadow price used with regard to public sector financial surplus and deficit; the trade-off between the perspectives of the present generation and a future generation (of importance to issues of sustainability); the trade-off between internal benefits/costs and external (environmental) benefits/costs; and the level of user benefits that can be “value captured” in the sense of raising additional finance for transport policies. Full sets of results are given for these sensitivity tests, and a number of practical transport policy conclusions are made.  相似文献
