In this study, the modal shift potential of introducing a free alternative (free public transportation) and of changing the relative prices of transportation is examined. The influence of a cognitive analysis on the zero-price effect is also analyzed. The data used for the analysis stem from a stated preference survey with a sample of approximately 670 respondents that was conducted in Flanders, Belgium. The data are analyzed using a mixed logit model. The modeling results yield findings that confirm the existence of a zero-price effect in transport, which is in line with the literature. This zero-price effect is increased by the forced cognitive analysis for shopping trips, although not for work/school or recreational trips. The results also demonstrate the importance of the current mode choice in hypothetical mode choices and the importance of car availability. The influence of changing relative prices on the modal shift is found to be insignificant. This might be partially because the price differences were too small to matter. Hence, an increase in public transport use can be facilitated by the introduction of free public transport, particularly when individuals evaluate the different alternatives in a more cognitive manner. These findings should be useful to policy makers evaluating free public transport and considering how best to target and promote relevant policy.  相似文献

Due to the development after the reunification of Germany, the opening of Eastern Europe and the creation of the Single European Market, German transport policy is facing great challenges. We must not only cope with considerable increases in traffic but also with geographically reoriented traffic flows and structural changes. German transport policy will tackle these challenges of the future with the aid of five strategies: (a) the integration of the individual modes of transport; (b) the exploitation of the possibilities offered by modern technology; (c) investments in the construction of new traffic routes and the improvement of existing ones; (d) the consistent utilization of the forces of the market in the transport sector; (e) the protection of the environment and the enhancement of road safety. These strategies are a constituent part of an integrated overall transport concept, which will put Germany in a position to satisfy the evergrowing demands in the field of transport.  相似文献

With the second highest level of car ownership in the world, and the third highest population density in Europe, Germany has adopted a range of policies to balance the many private benefits of car use with its serious social and environmental problems. In order to ‘tame’ the car, most German cities have implemented a twofold strategy of expanding and improving pedestrian, bicycling and public transport alternatives simultaneously with restricting car use and making it more expensive. That has increased political acceptability since the car‐restrictive measures are not perceived as mere punishment of car drivers. The results of this coordinated urban transport strategy have been impressive. Germany, as a whole, has managed to increase public transport use and to stabilize the car share of modal split. Some cities, of course, have been more successful than others, and this paper examines three of the most successful cities: Münster, Freiburg and Munich. In each of the cities, the percentage of travel by bicycling, walking and public transport has been raised over the past 20 years, while the car's share of modal split has fallen. This article documents the range of policies used to restrict car use, both in Germany as a whole, and in the three case‐study cities in particular. The key to success is found to be mutually reinforcing transport and land‐use policies. It is the combination of a whole set of coordinated policies that explains the dramatic success in changing travel behavior.  相似文献

In many developing countries, massive investment in transit infrastructure is concurrent with the proliferation of automobiles. Planners expect that investment can slow the growth of auto ownership. However, few studies have examined the relationships between transit access and auto ownership in developing countries, whereas research in developed countries offers mixed findings and the outcomes may not be applicable to developing countries. This study employs a random effect ordered probit model on data collected from Guangzhou residents in 2011–2012. We find that transit access is negatively associated with auto ownership, after controlling for demographics and other built environment variables. This result suggests that, although income is the dominant driver for auto ownership in growing developing countries, transit investment is a promising strategy to slow the growth of auto ownership. This study also highlights the importance of addressing spatial dependency in clustered data.  相似文献

In the Stockholm Trial, congestion charges and the expansion of public transport services were closely linked together in marketing efforts, as well as in political decisions. In this paper, we analyse the role that public transport may have played in increasing acceptability and feasibility of the scheme. We study four aspects of the relationship between charging and public transport provision: (i) the initial modal share, (ii) contribution to modal shift (iii) compensation to losers (iv) revenue hypothecation. Our analyses, based on a combination of primary and secondary data, support the hypothesis that public transport contributed to the successful implementation of congestion charging in Stockholm through all those four mechanisms.  相似文献

Transport demand forecasting procedures have traditionally employed household based modal split models implicitly assuming a selection of mode for each trip based on relative generalised cost. A detailed examination of the trip patterns of a sample of household in West Yorkshire shows that in fact there is little discretionary choice of public transport; public transport trips in car owning households generally being explained in terms of the specific unavailability of the car for such trips. Two versions of a category analysis model for modal split are based on this observation and applied to household data for Glamorgan and Monmouthshire to show that such a procedure is workable and produces results comparing favourably with traditional approaches. The likely implications of three types of restraint policy are examined and it is concluded that the existing interdependence in trip patterns and modal choice within the household is of great significance in determining their effects. In particular it appears that positive attempts to increase vehicle occupancy at the peak are likely to be more favourable to public transport finances than the more negative policies to restrain use of the car for journey to work, or second car ownership.  相似文献

This study examines mode choice behavior for intercity business and personal/recreational trips. It uses multinomial logit and nested logit methods to analyze revealed preference data provided by travelers along the Yong-Tai-Wen multimodal corridor in Zhejiang, China. Income levels are found to be positively correlated with mode share increases for high-speed rail (HSR), expressway-based bus, and auto modes, while travel time and trip costs are negatively correlated with modal shift. Longer distance trips trigger modal shifts to HSR services but prevent modal shift to expressway-based auto use due to escalation of fuel cost and toll charges. Travelers are less elastic in their travel time and cost for trips by nonexpressway-based auto use modes. The magnitude of elasticity for travel time is higher than trip costs for business trips and lower for personal/recreational trips. The study provides some policy suggestions for transportation planners and decision-makers.  相似文献

The urban areas in Japan have undergone rapid changes in the last two and one-half decades. At the same time, the urban transportation system has been faced with numerous problems which need to be solved urgently. This paper presents the development stage and problems in the three largest metropolitan areas, designated as transport spheres, in Japan. Japan's problems in urban transportation are similar to those of most Western nations with regard to such issues as rapid urbanization, growth in travel, increasing auto ownership, growing transit operating deficits, rising wages and air pollution. The differences are the large modal split of transit from automobile trips, major expansion of the rail transit network, and the large number of transit operators in each urban area in Japan. In addition, governmental policies to help solve the urban transport problems are briefly described. In order to make the policies effective, coordination among government agencies is required. The establishment of a unified government agency is regarded as the first priority in dealing with the urban transport problem. It is expected that the government will offer bold new countermeasures to cope with urban transportation problems.This report was accomplished with the kind assistance of Professor Jerry B. This article analyzes the variation in bike commuting in large American cities, with a focus on assessing the influence of bike paths and lanes, which have been the main approach to increasing cycling in the USA. To examine the role of cycling facilities, we used a newly assembled dataset on the length of bike lanes and paths in 2008 collected directly from 90 of the 100 largest U.S. cities. Pearson’s correlation, bivariate quartile analysis, and two different types of regressions were used to measure the relationship between cycling levels and bikeways, as well as other explanatory and control variables. Ordinary Least Squares and Binary Logit Proportions regressions confirm that cities with a greater supply of bike paths and lanes have significantly higher bike commute rates—even when controlling for land use, climate, socioeconomic factors, gasoline prices, public transport supply, and cycling safety. Standard tests indicate that the models are a good fit, with R 2 ranging between 0.60 and 0.65. Computed coefficients have the expected signs for all variables in the various regression models, but not all are statistically significant. Estimated elasticities indicate that both off-street paths and on-street lanes have a similar positive association with bike commute rates in U.S. cities. Our results are consistent with previous research on the importance of separate cycling facilities and provide additional information about the potentially different role of paths vs. lanes. Our analysis also revealed that cities with safer cycling, lower auto ownership, more students, less sprawl, and higher gasoline prices had more cycling to work. By comparison, annual precipitation, the number of cold and hot days, and public transport supply were not statistically significant predictors of bike commuting in large cities.  相似文献

This paper analyses the development of transport policy making in Eastern Europe over the last forty years and describes the role of the CMEA in determining national developments in Poland, Romania, East Germany, Czechoslovakia, Hungary and Bulgaria. The USSR, Albania and Yugoslavia are excluded. The planning system as operated in the Eastern Block, is described, followed by a particular case study of Hungarian policy making with respect to the transport sector. Specific tansport issues relating to Hungary are outlined before conclusions are drawn in terms of future developments in relation with the European Community.  相似文献

Munich, Berlin, Hamburg, Vienna, and Zurich – the largest cities in Germany, Austria, and Switzerland – have significantly reduced the car share of trips over the past 25 years in spite of high motorisation rates. The key to their success has been a coordinated package of mutually reinforcing transport and land-use policies that have made car use slower, less convenient, and more costly, while increasing the safety, convenience, and feasibility of walking, cycling, and public transport. The mix of policies implemented in each city has been somewhat different. The German cities have done far more to promote cycling, while Zurich and Vienna offer more public transport service per capita at lower fares. All five of the cities have implemented roughly the same policies to promote walking, foster compact mixed-use development, and discourage car use. Of the car-restrictive policies, parking management has been by far the most important. The five case study cities demonstrate that it is possible to reduce car dependence even in affluent societies with high levels of car ownership and high expectations for quality of travel.  相似文献

Intelligent Transport Systems (ITS) have a wide range of applications. They range from the more traditional signal coordination system to concepts such as smart cars and smart roads. This paper describes transit‐based ITS measures in Singapore. The island‐state has plans to double the current 90 km rail network over the next ten years and has also implemented or committed to implement many ITS initiatives that impact upon the public transport systems. The aim of these investments is to achieve a high transit modal share using a comprehensive transit network. ITS measures that can promote this aim include: automatic vehicle location systems for buses and taxis, integrated transit fare systems using contactless smart cards, rail information systems, multi‐modal travel guides on Internet and electronic road pricing. The potential impacts of these measures are delay reduction, more comfort, productivity gain and better network accessibility. ITS measures do not necessarily add physical capacity to a public transport system but are excellent supporting measures to encourage the modal shift to transit, particularly if a quality transit system is already in place.  相似文献

Drawing on household data from Germany, this study econometrically analyzes the determinants of automobile ownership, focusing specifically on the extent to which decreases in family size translate into changes in the number of cars at the national level. Beyond modeling several variables over which policy makers have direct leverage, including the proximity of public transit, fuel prices and land use density, the analysis uses the estimated coefficients from a multinomial logit model to simulate car ownership rates under alternative scenarios pertaining to demographic change and other socio-economic variables. Our baseline scenario predicts continued increases in the number of cars despite decreases in population, a trend that is attributed to continued increases in household income.  相似文献

A dynamic model of household car ownership and mode use is developed and applied to demand forecasting. The model system consists of three interrelated components: car ownership, mechanized trip generation, and modal split. The level of household car ownership is represented as a function of household attributes and mobility measures from the preceding observation time point using an ordered-response probit model. The trip generation model predicts the weekly number of trips made by household members using car or public transit, and the modal split model predicts the fraction of trips that are made by public transit. Household car ownership is a major determinant in the latter two model components. A simulation experiment is conducted using sample households from the Dutch National Mobility Panel data set and applying the model system to predict household car ownership and mode use under different scenarios on future household income, employment, and drivers’ license holding. Policy implications of the simulation results are discussed.  相似文献

In view of the ongoing discussions concerning the possible designation of the Mediterranean Sea as a Sulphur Emission Control Area (SECA), a modal split model was applied to a case involving the transportation of consolidated cargoes between Thessaloniki, Greece and industrial hubs of northern Germany. A road-only option was assessed against a combined-transport route involving a ferry (Greece–Italy) and a truck-on-train (Italy–Austria) service. The logit model used considers two variables as determinants of the modal selection: transport cost and time. The data are derived from interviews with a small transport service provider, typical for Greece, and are based on actual trips made (revealed preferences). The results predict that the designation of the Mediterranean as a SECA will cause a modal shift in favour of the road-only route by 5.2%, which under certain assumptions can reach 17.1%. However, the environmental implications of the resulting modal choices, calculated through the EcoTransIT World web based tool, are positive in relation to all emissions examined. This is attributed to the longer distance of the combined-transport option in comparison to the road-only one and, the poor environmental performance of the Ro-Pax vessels basically due to the need to maintain a relatively high speed.  相似文献

This paper presents a discussion on the relationship between organizational forms (including the ownership structure and the contractual practices) and passenger satisfaction of Chinese public transport service. To test this proposition, an original rich data set covering 4702 respondents and 58 public transport operators of 13 cities for the period 2013–2014 is used. We firstly estimate the passenger satisfaction based on customer satisfaction theory and PLS-SEM, and then take into consideration the mixed logit model to assess the effect between them. Conclusions drawn from the study are summarized as follows: ① The effect of organizational forms on the passenger satisfaction of public transport service is confirmed. ② Public transport services franchised to public ownership offer higher passenger satisfaction than those franchised to private ownership and mixed ownership. ③ Public transport services regulated by the management contracts incite more passenger satisfaction than those regulated by net cost contracts and gross cost contracts.  相似文献

At the beginning of the 1980s, it seemed that a consensus was emerging among researchers that public transport service levels, fares or quality had a small but possibly important effect on car ownership, and that this should be taken into account for those purposes where car ownership forecasts are used for developing policy on public transport or roads. Somehow, the findings faded away, and had little effect on policy thinking or on analytical techniques. The results of six surveys carried out in South Yorkshire over the period 1972 to 1991, during which there were extreme changes in public transport policy, tend to support a prima facie case for reopening the question. At the household level, car ownership rates are shown to be more volatile than is often assumed, especially in multiple car households. This volatility provides a context within which the quality of public transport provision appears to influence both the level of car ownership and the relationship between changes in the level of car ownership and changes in public transport use.  相似文献

We model and analyze optimal (welfare maximizing) prices and design of transport services in a bimodal context. Car congestion and transit design are simultaneously introduced and consumers choose based on the full price they perceive. The optimization variables are the congestion toll, the transit fare (and hence the level of subsidies) and transit frequency. We obtain six main results: (i) the optimal car-transit split is generally different from the total cost minimizing one; (ii) optimal congestion and transit price are interdependent and have an optimal frequency attached; (iii) the optimal money price difference together with the optimal frequency yield the optimal modal split; (iv) if this modal split is used in traditional stand-alone formulations – where each mode is priced independently–resulting congestion tolls and transit subsidies and fares are consistent with the optimal money price difference; (v) self-financing of the transport sector is feasible; and (vi) investment in car infrastructure induces an increase in generalized cost for all public transport users.  相似文献

Policies of general nature for improving the competitive position of intermodal transport have not always been successful. On the contrary, specific policies, such as targeting the supply chain or the offered services and transport are probably more effective in identifying and subsequently shifting transport from road to intermodal. The aim of the paper is the development of a methodology with the necessary tools to assess the potential of a specific policy measure to produce a modal shift in favour of intermodal transport. In addition, for the cases of positive outcomes, the necessary elements for the policy action plan are presented. The methodology comprises of three parts: a toolbox called the macro-scan, which assesses the potential for modal shift, a sensitivity analysis and the policy action plan. Thus, an insight on the impact of a modal shift on supply chains and on the potential for modal shift is acquired. The methodology, developed within the SPIN Research Project of the European Commission, will be useful to policy makers at governmental level as well as to the private sector, especially in the European Union countries.  相似文献
