广西开展内河挖砂、运砂船舶安全管理专项整治 9月1日至2012年6月30日，广西在全区范围内开展内河挖砂、运砂船舶安全管理专项整治活动，将广西内河挖砂、运砂船舶纳入规范管理，建立并完善内河挖砂、运砂船舶长效管理机制。据悉，从2012年1月1日起未持有《船舶国籍证书》的挖砂船和未持有《船舶国籍证书》、《船舶营业运输证》的运砂船舶将一律停止作业和营运；无《船舶国籍证书》、《船舶营业运输证》的砂船将禁止通过船闸；     

内河船舶指标体系计算常见问题及对策研究

为了切实履行好船检部门的审图职责,有效推进广西内河船型标准化工作,文章结合广西船检部门审查新建船舶图纸工作实践,分析了广西船舶设计部门送审的营运船舶燃料消耗指数设计阶段初步验证计算书和CO2排放指数设计阶段初步验证计算书在指标体系计算中存在的问题,指出了设计部门在指标体系认识上的误区,并提出了指导船舶设计和指标体系审图的有效对策。

Evaluating competitiveness using fuzzy analytic hierarchy process—A case study of Chinese airlines

With the development of a national market economy, the Chinese aviation industry is now confronted with international competition. Therefore, it is necessary to research the competitive status of Chinese national aviation, as well as advice on how to enhance the competitiveness of the Chinese aviation industry. The main objective of this paper is to propose FAHP as an effective solution for resolving the uncertainty and imprecision in the evaluation of airlines' competitiveness. In this paper, we review the research of industrial international aviation competitiveness at both home and abroad, discuss a theoretical framework for the study of aviation competitiveness, establish an index system with five first‐order indicators and 17 second‐order indicators, set up a Chinese aviation competitiveness model based on simple fuzzy numbers from the fuzzy analytic hierarchy process, and evaluate the competitiveness of five major Chinese airlines. The results showed that this model and these indicators are scientific and practical, with a wide range of application prospects for the purpose of improving and increasing Chinese airline competitiveness in the international market. The effective approach presented in this paper is especially applicable when subjective judgments on performance ratings and attribute weights are not accessible or reliable, or when suitable decision makers are not available. 汽车维修业的技术发展和经营方式始终都是与汽车工业的发展相辅相成的。广西加入东盟经济贸易圈后,汽车工业的蓬勃发展对汽车维修业提出了更大的挑战,同时也暴露了汽车维修行业存在的种种问题。文章从广西汽车维修行业面临的问题出发,提出了加快汽车维修行业发展的途径。     

Modal split in offshore supply network under the objective of emissions minimization

We study modal split under the objective of emissions minimization in the transportation of cargo from centralized vendors in the oil and gas industry to decentralized supply bases on the Norwegian coast. The supply network includes direct road transport and a sea route along the coast. To gain insight into modal split decisions between road and sea transport from the shipper’s perspective multi-period mixed integer optimization models are formulated. Particularly the models give possibilities to examine how weekly demand patterns at supply bases, cargo commitments to sea transport, storage possibilities at supply bases, and shipper’s responsibility for a certain share of vessel capacity may effect the emissions and the modal split. Experiments on real data from an oil and gas company operating offshore show that the size of the share of vessel capacity and the possibility for storage at supply bases are the major determinants for a larger shift to environmentally friendly sea transport. The models can be used as means for making decisions regarding how a shipper can commit to sea transport to achieve less emissions.
