We construct a first country-wide model of demand for road use and of road safety outcomes for Algeria making use of the DRAG-type framework and of flexible regression estimation methods that make a demonstrable difference to the quality of our results. We imply that the availability of high quality Algerian data could make it worthwhile not only to consider updates of the model with longer data series but also to study variants of the model, notably with disaggregation of freight activities across industrial sectors.     

Hard Foulers Induced Crevice Corrosion of HSLA Steel in theCoastal Waters of the Gulf of Mannar （Bay of Bengal）, India

In the present study an attempt has been made toinvestigate the relationship between the variations in the foulingassemblage and corrosion behaviour of HSLA steel at three coastallocations in the Gulf of Marmar, India, over a period of 24 months.Oyster fouling was dominant in the Tuticorin open sea, whilebarnacles were the major foulants in the Tuticorin harbour andMandapam. The fouling load in the Tuticorin waters was higherwhen compared to the Mandapam waters. The corrosion ratesdecreased progressively with the immersion time at all three testlocations. In the Tuticorin open sea, the corrosion rates were higherwhen compared to the other two locations throughout the studyperiod. The surface of the coupons was characterized by crevicesbeneath the hard foulers in the Tuticorin harbour and Mandapam,whereas in the Tuticorin open sea, the coupons experiencedcrevices of a tunneling nature. The percentage of the loss of thetensile strength increased with time at all the test locations.

Until just a few years ago, ports in Europe had a rather wishy-washy image. In the eyes of both the public and politicians, ports were a necessary fact of life. The upsurge of the Chinese economy and globalisation in general have changed this. People have again become aware that ports are the lifeblood of the world economy. In many countries of Western Europe, they are again realising that a wellfunctioning port is a stimulus for the economy. In the Netherlands, the positive revaluation even led to State participation in the Port of Rotterdam Authority.     

Study of algorithms of new slender ship theory of wave resistance

In this paper, Noblesse‘s New Slender-Ship Wave-Making Theory was investigated numerically. Detailed expressions of zeroth and 1st order wave resistance have been derived and calculation programs have also been compiled. In the single and double integral terms of Green function, the kernel function of wave resistance expression, special function expansion method and Chebyshev polynomials approach have been adopted respectively, which greatly simplify the calculation and increase the convergence speed.     

Urban mass transit,gender planning protocols and social sustainability – The case of Jakarta

The discussion within a number of Global South cities is increasingly focused on the planning and implementation of large-scale urban mass transport systems. There is, however, a significant challenge of delivering such large investments in a manner to produce equity in the benefits across different urban spaces and across different social groupings. The transaction costs of urban survival and its associated urban mobility and their differences across gender and other social groups may work against the hypothesised distribution of benefits predicted from traditional individualistic, utility-maximising rational choice planning models. This may affect the social sustainability of such large-scale investments. There is a need for new methods and protocols in transport planning and management to ensure that such transport systems promote social sustainability. The mainstreaming of gender into the planning, financing, implementation, operation and management of such large-scale urban transport systems is a fundamental component for tackling the challenges facing the delivery of social sustainability. This paper will look at a case study of the Jabotabek Suburban Rail and Bus Rapid Transit systems in Jakarta as examples of large-scale mass transit investment. It will draw on survey research that highlights the gender differences in the use of this large urban transport system, gender differences in how the system interacts with geographies of opportunities and daily travel patterns, gender differences in the impact of the systems operation on passenger safety and security. It will highlight the need for new gender and user group protocols in the planning, implementation and management of urban mass-transit systems. It will provide some concrete examples of what measures would arise from such new planning protocols.

Contributions to maritime economics—Zenon S. Zannetos,the theory of oil tankship rates

This paper discusses the importance of Zannetos’ 1966 book for the development of maritime economic thought. The main contributions of the book are recounted, and the empirical work in the book is reviewed.

The analysis of the present paper is a citation research on the maritime economics literature that refers to the book. Of the 42 papers in the set, about one-third refers to the book in general. A total of 35 papers refer to one or more elements of the book, with an equal number of references to: (1) the term structure of freight rates; (2) the empirical findings on the form of the supply curve; and (3) on the verification of his results.

The general conclusion of the citation analysis is that, apparently, a number of elements of his work are still very valid for current maritime economics thinking, while maritime economists have disregarded several other elements. The latter seems unjustified for some of the business structure observations that are made in the book, such as the notion that the ship is the firm, and the elasticity of expectations. The former observation is the basis for virtually all empirical work in maritime economics that is based on individual contract data (all freight rate analysis is of this nature), and the second is the basis for the analysis of investment behaviour in shipping, investigations of cyclicality and so on.

Zannetos can definitely be seen as the initiator of the important field of term structure analysis in maritime economics. In addition to this, there are several topics in the 1966 book that are as yet unexplored, and deserve empirical scrutiny.     

Prediction of Stabilization of Ship in Random Wave

In this paper we show thc method of energy in part with which we can get the model of random wave,and predict theroll motion of unstabilized ship and stabilized ship using the wave model.The control parameters of fin stabilizer are determinedaccording to the performance index. The simulation of the system is also made in this paper. The comparison of the simulationwith real ship indicates that the method can be used in the prediction of roll motion of a stabilized ship in random wave.     

Analysis of Flux of Gas Passing Circle Lacuna

The rate of flow of the gas flowing through cirque chink often needs calculation in engineering. The characters of compressibility and thermodynamics have some effect on the gas flowing, so the analysis on the flow of gas is more complex than that of liquid. But under different conditions and different I'equirements of precision the analysis can be simplified suitably, then make the formulae given become simple subsequently. This paper analyzes various gas flux based on basic characters and motion laws of gas and the analysis is just applied in an engineering project.     

Fatigue analysis of the bow structure of FPSO

The bow structure of FPSO moored by the single mooting system is rather complicated. There are many potential hot spots in connection parts of structures between the mooting support frame and the forecastle. Mooting forces, which are induced by wave excitation and transferred by the YOKE and the mooting support frame, may cause fatigue damage to the bow structure. Different from direct wave-induced-forces, the mooting force consists of wave frequency force (WF) and 2nd draft low frequency force (LF) , which are represented by two sets of short-term distribution respectively. Based on two sets of short-term distribution of mooting forces obtained by the model test, the fatigue damage of the bow structure of FPSO is analyzed, with emphasis on two points. One is the procedure and position selection for fatigue check, and the other is the application of new formulae for the calculation of accumulative fatigue damage caused by two sets of short-term distribution of hot spot stress range. From the results distinguished features of fatigue damage to the FPSOs bow structure can be observed.

The regulatory cycle stalled? An assessment of current institutional obstacles to regulatory reform in the provision of road-based public transport in Cape Town, South Africa

Wide-ranging and ambitious proposals for the comprehensive transformation of public transport systems in major South African cities, including Cape Town, have now been in play for a decade or more since the country’s post-apartheid transition. To date, progress in implementing such proposals has been, at best, much delayed and, in Cape Town, appears to have stalled, and may now be significantly compromised. This paper draws on aspects of the concept of regulatory cycles in the bus transport sector to explore some of the key factors which have given rise to this situation, focusing primarily on obstacles embedded in the present institutional framework which governs the provision of road-based public transport in the city. It specifically identifies difficulties in establishing an appropriately mandated and resourced agency at the local level to drive forward the transformation project and the sustained opposition of existing, largely ‘self-regulated’ minibus-taxi operators as key factors which have obstructed the introduction of the proposed regime of ‘regulated competition’. A tentative conclusion is offered to the effect that perhaps a partial or ‘hybrid’ transformation of the public transport system may be the best - and, indeed, possibly the most appropriate - outcome of the transformation process that can be anticipated under the present and foreseeable future circumstances prevailing in the city.
