Rail-road crossings generate a range of transport, economic, social and environmental impacts. While much research has focused on selected impacts such as safety, little consideration has been given to wider impacts. The aim of this research was to therefore develop a holistic understanding of the impacts of rail-road crossings (both at-grade and grade-separated) and to identify key gaps in knowledge in this field. An international synthesis of rail-road crossing impacts was developed through a detailed literature review, which revealed a total of 18 different types of impacts associated with rail-road crossings. The review found that most research to date has focused on quantifying transport and economic impacts, particularly safety and road vehicle delay, with little consideration given to social and environmental impacts. A number of research gaps have been identified which provide a clear agenda for future research. These gaps include the use of empirical evidence to support impact assessments, and the need to better understand the impacts of grade-separating rail-road crossings in terms of safety, travel time variability, land use, traffic flow, rail vehicle delay, disability access, and crime.  相似文献

Abstract

The European railway market has gone through a period of liberalization over the last two decades. The liberalization of the railway market has also affected port-related railway transport. Efficient port-related transport chains are key in the competition among ports, however providing this efficiency is to a large extent a coordination challenge. Many forms of coordination are needed to ensure that the railway chain operates efficiently, including the bundling of cargo, and good organization between railway companies, terminal operators and the infrastructure managers to realize an efficient use of assets. From the literature, it appears that less attention has been paid to the economic organization of port-related railway transport in general, and specifically in the new liberalized institutional environment. The goal of this paper is to come up with a framework to better understand the issue of coordination in port-related railway chains in a liberalized institutional environment. This paper presents a conceptual framework rooted in Transaction Cost Economics (TCE). Based on an in-depth study into coordination in liberalized container railway market at the Port of Rotterdam, empirical illustrations are used to adjust the TCE approach toward a dynamic model influenced by Douglas North's theory on economic and institutional change. Empirics from the port of Rotterdam show that new players have entered the railway market and their role has changed. This paper shows that coordination of railway operations has become more complex after the regime change. From a port perspective, liberalization does not lead to an optimal allocation of resources in a process that is highly operationally interdependent. In the liberalized environment, coordination arrangements are necessary to enable efficient coordination of railway operations in Rotterdam.  相似文献

The major challenge in the development of sustainable freight transportation systems (SFTSs) is due to the involvement of numerous dynamic uncertainties and intrinsic sustainability risks. Sustainability risks are potential threats that can have undesirable impacts on the sustainability of a system. The main objective of this study is to identify and evaluate the sustainability risks associated with freight transportation systems (FTSs). Accordingly, a risk analysis approach is developed by innovatively integrating the intuitionistic fuzzy set theory and D-number theory to quantitatively model the sustainability risks. Intuitionistic fuzzy numbers can examine both the membership and non-membership degrees of an element while the D-number theory increases the objectivity of assessments by fusing multiple expert judgments. The proposed risk assessment model facilitates the managers in the development of SFTSs by ensuring visibility, predictability and measurability in freight operations. Unlike the conventional perception, the findings indicate that most of the high priority sustainability risks in FTSs are socially induced rather than financially driven and consciousness in people’s conduct is must to attain the positive results. The analysis alerts the freight managers toward the high priority sustainability risks and guides in pro-active strategy formulation and optimum allocation of mitigation resources to minimize disruptions in SFTSs.  相似文献

Due to the difficulty of obtaining accurate real-time visibility and vehicle based traffic data at the same time, there are only few research studies that addressed the impact of reduced visibility on traffic crash risk. This research was conducted based on a new visibility detection system by mounting visibility sensor arrays combined with adaptive learning modules to provide more accurate visibility detections. The vehicle-based detector, Wavetronix SmartSensor HD, was installed at the same place to collect traffic data. Reduced visibility due to fog were selected and analyzed by comparing them with clear cases to identify the differences based on several surrogate measures of safety under different visibility classes. Moreover, vehicles were divided into different types and the vehicles in different lanes were compared in order to identify whether the impact of reduced visibility due to fog on traffic crash risk varies depending on vehicle types and lanes. Log-Inverse Gaussian regression modeling was then applied to explore the relationship between time to collision and visibility together with other traffic parameters. Based on the accurate visibility and traffic data collected by the new visibility and traffic detection system, it was concluded that reduced visibility would significantly increase the traffic crash risk especially rear-end crashes and the impact on crash risk was different for different vehicle types and for different lanes. The results would be helpful to understand the change in traffic crash risk and crash contributing factors under fog conditions. We suggest implementing the algorithms in real-time and augmenting it with ITS measures such as VSL and DMS to reduce crash risk.  相似文献

This paper presents a new mathematical framework for obtaining quantitative safety measure using macroscopic as well as microscopic traffic data. The safety surrogate obtained from the macroscopic data is in terms of analysis performed on vehicle trajectories obtained from the macroscopic data. This method of obtaining safety measure can be used for many different types of applications. The safety surrogate for the traffic dynamics are developed in terms of a new concept of Negative Speed Differentials (NSD) that involve a convolution of vehicle speed function obtained from vehicle trajectories and then performing the integration of the square of the output for its negative values. The framework is applicable to microscopic traffic dynamics as well where we can use car following models for microscopic dynamics or the LWR model for macroscopic dynamics. This paper then presents the use of this new safety surrogate on the development of a feedback control law for controlling traffic in work zones using Dynamic Message Signs. A hybrid dynamics model is used to represent the switching dynamics due to changing DMS messages. A feedback control design for choosing those messages is presented as well as a simple simulation example to show its application.  相似文献

Current modal share in Indian cities is in favor of non-motorized transport (NMT) and public transport (PT), however historical trends shows decline in its use. Existing NMT and PT infrastructure in Indian cities is of poor quality resulting in increasing risk from road traffic crashes to these users. It is therefore likely that the current NMT and PT users will shift to personal motorized vehicles (PMV) as and when they can afford it. Share of NMT and PT users can be retained and possibly increased if safe and convenient facilities for them are created. This shall also have impact on reducing environment impacts of transport system.We have studied travel behavior of three medium size cities – Udaipur, Rajkot and Vishakhapatnam. Later the impact of improving built environment and infrastructure on travel mode shares, fuel consumption, emission levels and traffic safety in Rajkot and Vishakhapatnam are analyzed. For the purpose three scenarios are developed – improving only NMT infrastructure, improving only bus infrastructure and improving both NMT and bus infrastructure.The study shows the strong role of NMT infrastructure in both cities despite geographical dissimilarities. The scenario analysis shows maximum reduction in CO2 emissions is achieved when both PT and NMT infrastructure are improved. Improvement in safety indicator is highest in this scenario. Improving only PT infrastructure may have marginal effect on overall reduction of CO2 emissions and adverse effects on traffic safety. NMT infrastructure is crucial for maintaining the travel mode shares in favor of PT and NMT in future.  相似文献

Oceanographic conditions like wind strength and wave height affect the risk of shipping incidents. Seasonal variations and trends in these effects are studied for weather-related incidents and pollution incidents, for six major ship types and for six regions across the globe. The employed database of more than five million observations combines information from various sources on oceanographic conditions, ship particulars, and incidents. The magnitude of wind and wave effects is found to vary by ship type, region, season, and period, and most of these effects are larger during the autumn and winter season and in recent periods.  相似文献

Abstract

This article applies a methodology for selecting carriers for the transportation of dangerous goods by road, with a special focus on risk management aspects. The methodology makes use of Stated Preference techniques and verifies the most critical risk-related variables influencing decision-making from the shippers' point of view. It embraces the planning and execution stages, an evaluation of the contracted company and a feedback process. The methodology was effectively applied to the case of liquid fuel shippers in the Brazilian middle-west region where it proved possible to identify which dangerous goods road transport company to contract in accordance with the risk management factors selected by the decision makers.  相似文献
