This paper describes a study of possible network changes for the Colombian railway system. A cost model is developed and the variation of costs with traffic density and with gradient is analysed and found to be different from that expected from experience in developed countries. The evaluation of network changes is carried out by a form of systems analysis in which two new lines and many closures are examined. Closures are evaluated by means of social cost benefit analysis incorporating a consumers’ surplus approach. The study recommends fairly radical changes to the present network configuration, these involving the construction of one new line and the closure of several existing ones.  相似文献

Rural areas in low-income countries often face severe poverty typically caused by insufficient accessibility to basic facilities. Improvements in rural roads are expected to reduce poverty although the mechanism has not been investigated sufficiently. This study empirically analyzes the impacts of rural road improvements implemented from 2012 to 2014 in Cambodia, highlighting local residents’ accessibility to local markets. This study assumes two causal relationships: rural road improvements have upgraded the accessibility and travel frequency to local markets, and the upgraded accessibility and travel frequency to local markets have led to a growth in local residents’ income. The hypotheses are statistically tested with a dataset developed through a questionnaire survey conducted in three areas in 2016. The dataset contains responses from 400 local residents to questions concerning their social attributes, livelihoods, travel modes, travel frequency, and time/cost of travels to the basic facilities. The quasi-experimental design incorporating a difference-in-differences design and an inverse possibility of treatment weighting approach revealed that the improvements in rural roads did not affect travel time nor travel cost but significantly enhanced travel frequency to local markets, and that an increase in the travel frequency to local markets and travel time savings significantly contributed to the households’ income growth. The results suggest that the improvement of seasonal reliability in accessing local markets through an introduction of all-weather roads could be critical to enhance household income, particularly in areas where agriculture is a leading industry and weather conditions are unstable across seasons.

Today, car sharing represents a generally accepted and widespread mode of individual transport. Car sharing providers operate their fleets effectively in many cities around the world. Surprisingly, rural areas don’t seem to have been considered in provider’s current expansion strategies. However, studies suggest that car sharing would have the greatest impact on improving sustainability and reducing traffic if it were offered nationwide. In this paper, we analyze the factors that prevent car sharing enterprises from developing their services in rural regions. Supported by a simulation model, we elaborate strategic implications on how to deal with potential hindrances such as lower demand or longer driving distances. For this purpose, a symbiosis of urban and rural car sharing services was analyzed. Our findings indicate a certain feasibility of rural car sharing development, while highlighting the positive effect it could have on car sharing demand in urban areas.

Assessing the impact of characteristics of the built environment on travel behavior can yield valuable tools for land use and transportation planning. Of particular interest are planning models that can estimate the effects of ‘smart growth’ planning. In this paper, a post-processor method of quantifying and searching for relationships among many aspects of travel behavior and the built environment is developed and applied to the Buffalo, NY area. A wide scope of travel behavior is examined, and over 50 variables, many of which are based on high-detail data sources, are examined for potentially quantifying the built environment. Linear modeling is then used to relate travel behavior and the built environment, and the resulting models may be applied in a post-processor fashion to travel models to provide some measure of sensitivity to built environment modifications. The study’s findings demonstrate that mode choice is highly correlated to measures of the built environment, and that many of the principles of smart growth appear to be a valid way to encourage non-vehicle travel. Home-based VHT and VMT appear to be affected by the built environment to a lesser degree.  相似文献

Habitual travel behaviour: Evidence from a six-week travel diary   总被引:1,自引:0,他引:1  
This paper introduces different methods to measure similarity of travel behaviour addressing the question of how repetitious travel behaviour actually is. It compares empirical results of the different methods based on the data from a six-week travel diary. In general, the results show that the day-to-day behaviour is more variable if measured with trip-based methods instead of methods based on time budgets. Furthermore, it is confirmed that the similarity declines if the method captures more of the complexity of the travel pattern. It is also shown that travel behaviour is neither totally repetitious nor totally variable. Even for the whole observation period, it is demonstrated that two days always have some common elements. Additionally, it is found that the different methods yield the same pattern of variability for different types of day. Travel behaviour is clearly more stable on work days. Similar results for all methods are also obtained concerning the question of how long the minimum period of observation should be. All measures show that the period should not be less than two weeks if one aims at measuring variability.  相似文献

The supply of mass transport has not kept pace with the demand in cities in developing countries due to rapid urbanization and severe resource constraints. Developing countries would benefit from a study of the experience in developed countries regarding organization of mass transport and may adopt a few of the successful techniques. Examples include: unified transport authority; intermodal transfer facilities; subsidy to public transport; light rail transit; and redevelopment of the area around main rail terminals. Developing countries would be able to implement most of these techniques. The possible contribution of developed countries to developing countries lies mainly in the area of rolling stock and advanced signalling for rail based urban transport and in training highly skilled manpower for operation and management.  相似文献

The purpose of this paper is to examine the performance of a new operational system for measuring traffic speeds and travel times which is based on information from a cellular phone service provider. Cellular measurements are compared with those obtained by dual magnetic loop detectors. The comparison uses data for a busy 14 km freeway with 10 interchanges, in both directions, during January–March of 2005. The dataset contains 1 284 587 valid loop detector speed measurements and 440 331 valid measurements from the cellular system, each measurement referring to a 5 min interval. During one week in this period, 25 floating car measurements were conducted as additional comparison observations. The analyses include visual, graphical, and statistical techniques; focusing in particular on comparisons of speed patterns in the time–space domain. The main finding is that there is a good match between the two measurement methods, indicating that the cellular phone-based system can be useful for various practical applications such as advanced traveler information systems and evaluating system performance for modeling and planning.  相似文献

Many studies have found that residents living in suburban neighborhoods drive more and walk less than their counterparts in traditional neighborhoods. This evidence supports the advocacy of smart growth strategies to alter individuals’ travel behavior. However, the observed differences in travel behavior may be more of a residential choice than a travel choice. Applying the seemingly unrelated regression approach to a sample from Northern California, we explored the relationship between the residential environment and nonwork travel frequencies by auto, transit, and walk/bicycle modes, controlling for residential self-selection. We found that residential preferences and travel attitudes (self-selection) significantly influenced tripmaking by all three modes, and also that neighborhood characteristics (the built environment and its perception) retained a separate influence on behavior after controlling for self-selection. Both preferences/attitudes and the built environment itself played a more prominent role in explaining the variation in non-motorized travel than for auto and transit travel. Taken together, our results suggest that if cities use land use policies to offer options to drive less and use transit and non-motorized modes more, many residents will tend to do so.  相似文献

The combination of increasing challenges in administering household travel surveys and advances in global positioning systems (GPS)/geographic information systems (GIS) technologies motivated this project. It tests the feasibility of using a passive travel data collection methodology in a complex urban environment, by developing GIS algorithms to automatically detect travel modes and trip purposes. The study was conducted in New York City where the multi-dimensional challenges include urban canyon effects, an extreme dense and diverse set of land use patterns, and a complex transit network. Our study uses a multi-modal transportation network, a set of rules to achieve both complexity and flexibility for travel mode detection, and develops procedures and models for trip end clustering and trip purpose prediction. The study results are promising, reporting success rates ranging from 60% to 95%, suggesting that in the future, conventional self-reported travel surveys may be supplemented, or even replaced, by passive data collection methods.  相似文献

Industrialized countries have extensive experience with various transportation energy conservation measures and have been making steady progress in improving the efficiency of their transport sector. Less Developed Countries (LDCs) have also been making progress, but their experience in many aspects of transportation energy conservation is very limited. Development organizations have funded many transportation projects in developing countries, but the vast majority of these projects were designed to improve the transportation infrastructure. Very few transportation energy conservation projects have been implemented and decision-makers face a scarcity of information on effective strategies. This paper gives an overview of transportation projects in LDCs in order to identify those transportation energy conservation measures that offer the greatest potential for LDCs. Two case studies, from Tunisia and Costa Rica, are given to illustrate the issues involved in implementing transportation energy conservation measures in LDCs. Transport policy in Korea is driven by the need to cope with ever-worsening traffic conditions. The development of an intelligent transport systems (ITS) Master Plan for Korea is of particular interest and demonstrates the heavy reliance placed on ITS measures to facilitate both the management of congested (but expanding) highway networks and to encourage a shift to greater use of public transport. The paper highlights the major achievements of ITS in Korea by assessing the evidence provided by the widespread implementation of ITS technologies (such as the creation of 'showcase' demonstrations). Some observations from the implementation of ITS in (so-called) transitional economies are presented.  相似文献

Spitsmijden, peak avoidance in Dutch, is the largest systematic effort to date to study, in the field, the potential of rewards as a policy mean for changing commuter behavior. A 13 week field study was organized in The Netherlands with the purpose of longitudinally investigating the impacts of rewards on commuter behavior. Different levels and types of rewards were applied and behavior was tracked with state-of-the art detection equipment. Based on the collected data, which included also pre and post-test measurements, a mixed discrete choice model was estimated. The results suggest that rewards can be effective tools in changing commuting behavior. Specifically rewards reduce the shares of rush-hour driving, shift driving to off-peak times and increase the shares of public transport, cycling and working from home. Mediating factors include socio-demographic characteristics, scheduling constraints and work time flexibility, habitual behavior, attitudes to commuting alternatives, the availability of travel information and even the weather. The success of this study has encouraged adoption of rewards, as additional policy tools, to alleviate congestion, especially during temporary road closures.  相似文献

Developing countries have unique problems and needs which must be considered when attempting to identify and evaluate the environmental impacts of land transport. This paper presents a review of the relevant literature that can be used to identify, evaluate and mitigate environmental impacts of land transport facilities (development and operation) in developing countries. After examining the relevant characteristics of land transport development in such countries, the paper discusses the environmental effects. Controls and countermeasures associated with each category of impacts are also reviewed under the broad categories of air, noise and water pollution as well as land use changes and social and ecological impacts. Issues concerning environmental impact assessment/analysis process and transport of hazardous materials are then addressed. The procedures established by the World Bank for the environmental assessment of Bank‐financed projects are mentioned. The paper concludes with a brief discussion of the responsibilities of the developing countries in meeting the growing challenge of environmental degradation.  相似文献
