An interactive modelling approach is developed to solve the practical problem of bus route network design. Possible bus routes are identified with facilities which can be located. Zones or pairs of zones in the urban area are identified with customers who will be allocated to the established facilities. It is shown that the classical Set Covering Problem is useful under the assumption of fixed demand; the Simple Plant Location Problem is effective under the assumption of demand which is sensitive to the level of bus service provided.  相似文献

The Lebanese Council of Ministers has recently endorsed a plan for the reform and organization of the Land Public Transport Sector (LPTS). The plan implies a new role for the government: it would cease being just a loss-making service provider and become the planner and regulator of the sector under a new strategy. The strategy would aim at creating the enabling environment and conditions that allow and ensure the existence of sufficient, affordable and efficient transport services provided by several private-sector operators functioning under competitive conditions. Thus, the existing autonomous Railway and Public Transport Authority (RPTA) will be restructured to serve as the effective regulator, its bus operations will be corporatized (for possible eventual privatization), and all existing private sector service providers will be regulated. Following a brief overview of the problems of the sector and the components of the reform and organization plan, this paper focuses on developing options for the restructuring of the RPTA to carry out its new role.  相似文献

In order to plan bus operations, it is necessary for transit planners to understand what factors may influence travelers’ choice of buses for travels within a city. The proposed method involves various scenarios of a hypothetical bus operation which was rated by a group of individuals.

Analysis of Covariance technique is employed to analyze people's sensitivities to their perceived levels of bus service characteristics. The technique involves:
  1. testing for the significant effects of varying levels of service characteristics upon people's intentions to use bus service, and

  2. assessing differences among various population segments in their sensitivity patterns towards bus service characteristics.

Results from the application of the technique to attitudinal data collected by the Orange County Transit District indicate that bus service characteristics do influence, independently and jointly, respondents’ stated intentions to use buses.

Sensitivity pattern differed across the five homogeneous segments identified in an earlier research based on socioeconomic characteristics.

One segment (an older, predominatly male population segment with higher home ownership level and lower income than the rest of the sample) was relatively insensitive to changes in bus fare and was influenced by changes in headway independent of changes in access distance. Another segment consisting of fewer registered voters with lower education also exhibited similar independent impact of headway and access distance.

The technique is especially useful in reducing a large number of proposed alternative bus systems to a smaller set for further planning considerations by specifying the ranges within which variation of service characteristic would cause substantial changes in the intended usage responses.  相似文献

Earlier work by the Transport Studies Group of the Polytechnic of Central London on minibus development in Britain for the Transport and Road Research Laboratory provided a financial analysis of intensive urban minibus operation. This is taken as the basis for the application of cost-benefit analysis. Unit operating cost savings and passenger benefits are taken into account, using typical demand elasticities derived from earlier work. Particular attention is paid to the problem of evaluating passenger benefits for which waiting time at the roadside is not necessarily an adequate proxy. A direct survey of passenger waiting times indicates that these do not necessarily decrease when a higher-frequency minibus service replaces a conventional bus service but the improved convenience produces an increase in ridership which may be assessed in terms of a demand curve shift to estimate benefits obtained.  相似文献

This chapter discusses the potential for co-ordinating developments in Road Transport Informatics (RTI) in what could otherwise be a number of fragmented approaches, in order to approach what the DRIVE programme calls the Integrated Road Transport Environment (IRTE). The discussion is presented with particular reference to European developments such as the PROMETHEUS and DRIVE research programmes, but is intended to encompass possible progress towards worldwide standardisation.The role of consensus formation in Europe in the DRIVE projects SECFO and TARDIS is described. The importance of dynamic route guidance and of automatic debiting systems are highlighted in identifying the likely impetus towards the implementation of RTI systems. Finally, some outstanding issues are presented briefly, and the possible emergence of international standards leading to compatible systems worldwide is discussed.  相似文献

Due to the stochastic nature of traffic conditions and demand fluctuations, it is a challenging task for operators to maintain reliable services, and passengers often suffer from longer travel times. A failure to consider this issue while planning bus services may lead to undesirable results, such as higher costs and a deterioration in level of service. Considering headway variation at route stops, this paper develops a mathematical model to optimize bus stops and dispatching headways that minimize total cost, consisting of both user and operator costs. A Genetic Algorithm is applied to search for a cost-effective solution in a real-world case study of a bus transit system, which improves service reliability in terms of a reduced coefficient of variation of headway.  相似文献

This paper intends to demonstrate that the performance indicator analysis technique can be successfully used as a diagnostic tool to identify operational inefficiency and ineffectiveness at the route level of transit operation. The technique has been applied on 14 bus routes of Bangkok Mass Transit Authority to reveal the inter-route differences in operational efficiency and effectiveness. Twenty performance indicators relating to costs of services, fuel consumption, staff ratio, crew productivity, fleet utilization, service output per bus, daily revenues, etc., were selected to represent the resource efficiency, resource effectiveness and service effectiveness of the bus system. Results of the analyses revealed that considerable variations existed across the routes against many of these 20 selected indicators. These included variations in terms of labor and capacity utilization, maintenance expenditure, etc., many of which can be improved through suitable managerial measures. Based on these findings, specific recommendations have been made for improvement in the deficient areas that are considered to be within the operator domain. These indicators also provide a basis for comparison over time, with other operators and standards. A ranking scale was also developed to determine the over all attractiveness of the routes.  相似文献

Dial-a-ride problems are concerned with the design of efficient vehicle routes for transporting individual persons from specific origin to specific destination locations. In real-life this operational planning problem is often complicated by several factors. Users may have special requirements (e.g. to be transported in a wheelchair) while service providers operate a heterogeneous fleet of vehicles from multiple depots in their service area. In this paper, a general dial-a-ride problem in which these three real-life aspects may simultaneously be taken into account is introduced: the Multi-Depot Heterogeneous Dial-A-Ride Problem (MD-H-DARP). Both a three- and two-index formulation are discussed. A branch-and-cut algorithm for the standard dial-a-ride problem is adapted to exactly solve small problem instances of the MD-H-DARP. To be able to solve larger problem instances, a new deterministic annealing meta-heuristic is proposed. Extensive numerical experiments are presented on different sets of benchmark instances for the homogeneous and the heterogeneous single depot dial-a-ride problem. Instances for the MD-H-DARP are introduced as well. The branch-and-cut algorithm provides considerably better results than an existing algorithm which uses a less compact formulation. All seven previously unsolved benchmark instances for the heterogeneous dial-a-ride problem could be solved to optimality within a matter of seconds. While computation times of the exact algorithm increase drastically with problem size, the proposed meta-heuristic algorithm provides near-optimal solutions within limited computation time for all instances. Several best known solutions for unsolved instances are improved and the algorithm clearly outperforms current state-of-the-art heuristics for the homogeneous and heterogeneous dial-a-ride problem, both in terms of solution quality and computation time.  相似文献

This paper reviews the present levels of operating support to, and public investment in, public transport systems in Western Europe. All internal bus, tram and rail services are included, and estimates made for total support in Britain, Sweden, West Germany, the Netherlands and France. To make comparison meaningful, these are shown in relation to GDP and traffic carried. Support levels in Britain are below average, but by no means the lowest as sometimes assumed. Reasons for providing support are considered, including existence of financial burdens arising historically, assistance to particular groups of users, problems in price discrimination and inability of other modes' charges to reflect costs. The extent to which support payments may merely subsidise inefficiency is outlined. A distinction is drawn between productive efficiency, i.e. the resources used to provide a specified level of service and fare, and allocative efficiency, i.e. the extent to which resources are allocated so as to maximise traffic, etc. The extent for reducing support yet retaining the present general level of service and fare is considered.Means of raising finance for support are outlined, including relative roles of central and local government. The scope of local taxes being raised to meet local objectives is considered, notably in the French versement transport: In conclusion, it is suggested that trunk inter-city services should cover all costs from fares, by a discriminatory pricing policy, but central government provide a basic support level for rural areas. In urban areas, practical limits exist to price discrimination, and the best policy may be collective purchase of facilities through a local tax.  相似文献

This study investigates the impacts of transit improvement strategies on bus emissions along a busy corridor in Montreal, Canada. The local transit provider, Société de Transport de Montréal, has implemented a number of strategies which include the use of smart cards, limited-stop (express bus) service, and reserved bus lanes along this corridor. Using data collected on-board for instantaneous speeds and stop-level ridership, we estimated bus emissions of greenhouse gases and other pollutants at three levels: road segment, bus-stop, and per passenger. A regression of segment-level emissions against a number of explanatory variables reveals that reserved bus lanes and express bus service reduce emissions significantly. On the other hand, smart card use reduces idling emissions compared to other fare payment methods. Our findings are of most relevance for transit planners who are seeking to implement different strategies to reduce emissions and improve transit performance.  相似文献

On-demand transport services in the form of dial-a-ride and taxis are crucial parts of the transport infrastructure in all major cities. However, not all on-demand transport services are equal: not-for-profit dial-a-ride services with coordinated drivers significantly differ from profit-motivated taxi services with uncoordinated drivers. In fact, there are two key threads of work on efficient scheduling, routing, and pricing for passengers: dial-a-ride services; and taxi services. Unfortunately, there has been only limited development of algorithms for joint optimization of scheduling, routing, and pricing; largely due to the widespread assumption of fixed pricing. In this paper, we introduce another thread: profit-motivated on-demand transport services with coordinated drivers. To maximize provider profits and the efficiency of the service, we propose a new market mechanism for this new thread of on-demand transport services, where passengers negotiate with the service provider. In contrast to previous work, our mechanism jointly optimizes scheduling, routing, and pricing. Ultimately, we demonstrate that our approach can lead to higher profits and reduced passenger prices, compared with standard fixed price approaches, while also improving efficiency.  相似文献

The UMOT model, presented as an alternative to conventional travel demand models, is critically examined for its feasibility to predict vehicle distance travelled and average daily traffic in The Netherlands. Using data from the National Travel Survey (OVG) 1978 a Dutch version of UMOT is developed, and an attempt is made to validate it on historical data from the period 1960 to 1980. Some comparisons are made with results of similar work using 1976 survey data in the UK by the Transport and Road Research Laboratory.  相似文献

When a new public transport service is introduced it would be valuable for public authorities, financing organisations and transport operators to know how long it will take for people to start to use the service and what factors influence this. This paper presents results from research analysing the time taken for residents living close to a new guided bus service to start to use (or adopt) the service. Data was obtained from a sample of residents on whether they used the new service and the number of weeks after the service was introduced before they first used it. Duration modelling has been used to analyse how the likelihood of starting to use the new service changes over time (after the introduction of the service) and to examine what factors influence this. It is found that residents who have not used the new service are increasingly unlikely to use it as time passes. Those residents gaining greater accessibility benefits from the new service are found to be quicker to use the service, although the size of this effect is modest compared to that of other between-resident differences. Allowance for the possibility that there existed a proportion of the sample that would never use the new service was tested using a split population model (SPD) model. The SPD model indicates that 36% of residents will never use the new service and is informative in differentiating factors that influence whether Route 20 is used and when it is used.

He worked at the University of the West of England, Bristol, and the Korea Transport Institute before he joined Chung-Ang University as an Assistant Professor. There has been a great deal of research on deriving estimates of the value of travel time savings (VTTS) as a way of converting travel time benefits of toll roads relative to free routes into monetary units, the major user benefit in the development of forecasts of traffic and hence revenue streams. By contrast there has been almost no consideration given to identifying the role that various tollroad products play in establishing preferences for toll routes over non-tolled routes. Increasingly tollroads give users the option to pay by cash at a toll booth, by electronic tolling or by a pre- or post-paid debit and credit account system involving vehicle identification. The efficiency gained by electronic tolling for both the users and the operator have resulted in moves in many jurisdictions to eliminate cash collection entirely (or not introduce it when introducing a new tolled road facility), and to introduce a range of pre- and post-payment options. This has been accompanied by a growing move to distance-based charging in some contexts which is more cumbersome to structure with a cash option. This paper investigates current and potential travellers’ preferences for a range of toll products and how much individual’s are willing to pay for very specific toll products. Data from a stated choice experiment is used in a mixed logit model to establish the role that toll products play in the context of offered times and costs of alternative routes, in choosing between alternative ways of paying for the use of tolled routes.

Late in 1974 and early in 1975 the Santa Clara County Transit District initiated, operated, and then discontinued a demand responsive dial-a-ride system within a -month span. This systems failure was primarily the result of poor systems planning. Specifically, four major mistakes were made that led to the death of the system. They were: (1) Inadequate Customer Communication System, (2) Starting the Entire System at Once, (3) Inadequate Number of Vehicles, and (4) Taxicab Buyout.Each of these four mistakes is discussed in detail. Recommendations for instituting dial-a-ride systems are made. Getting through the difficulties of the start-up period is emphasized. This research examines the problem of route bus specification and vehicle manufacturability. In order for bus operators to provide transport services, a range of vehicle configurations must be available from bus manufacturers, generating variety which has a negative impact on the manufacturing process. Larger part inventories, uncontrolled labour tasks and more troublesome maintenance are known impacts of this variety. This research identifies the functional necessities in route bus interior design and reduces the problems in bus manufacture and operation caused by specification diversity by proposing a modularised system of bus design. In particular, it makes recommendations as to how bus configuration should be carried out, ensuring an optimum mix of operational and manufacturing needs:
  • 1.Determine user needs before the bus specification process.
  • 2.Designs to be developed by the manufacturer in response to user needs.
  • 3.This design should be standardised where possible, as suggested by the user needs.
  • 4.Where user needs dictate product variations, apply a mass customisation approach to accommodate these needs.
The recommendations are communicated in design proposals for a modular bus interior, demonstrated by four cases designed to meet the present status quo of bus interior design and predictions for the future of the field.  相似文献

This technical note examines the boarding and alighting times for elderly persons with respect to buses. The study was conducted with the assistance of Special Transport Service, a small-scale operation consisting of two buses. The main findings of the research are estimates for the boarding and alighting times for one ambulatory person: 2.328 minutes for boarding the bus and 1.002 minutes for alighting from the bus.  相似文献

This paper presents the development and evaluation of alternative dispatching and route policies for an exclusive bus lane. The current operating system is described in terms of passenger demand, bus lines using the lane and layout features of the lane. The major operational problem of bus convoying is discussed within the context of “bunching” phenomenon. Assumptions, variables and constraints associated with the simulation model developed to experiment with alternative dispatching and route policies are introduced. Four dispatching and three route policies are tested during experimentation. Dispatching policies are defined with respect to dispatching frequencies for each line using the exclusive lane. Route policies are presented in terms of the bus stops served, the emphasis being put on the ring and express services. Four performance measures are defined in order to evaluate and compare the alternative policies developed, namely: (i) the difference between the percent increase in the number of total passengers boarded and the percent increase in the number of buses operating, (ii) average number of passengers boarded at a unit bus stop, (iii) average time spent by a bus stop and (iv) average bus capacity utilization rate. Comparisons of alternative operating policies based on these performance measures are presented in graphical and tabular format. A statistical evaluation of the findings is also given within the framework of analysis of variance where each performance measure is considered to be the response variable, and the controllable variables are taken to be the (i) dispatching frequency, (ii) route, (iii) passenger demand distribution and (iv) the number of replications. The major findings indicate the importance of the “route” factor for this study, whereas the performances of alternative operating policies are shown to be insensitive to the dispersion parameter of passenger demand.  相似文献
