China’s Dalian International Airport is taken to compare the aircraft noise pollution and the cost-risk effects of the expanded an existing inland and a proposed offshore airport. The findings show that the aircraft noise pollution of the offshore airport is much less than that of the expanded inland airport; the land-use cost, noise reduction charges and other risks of the offshore airport are also much less; the creation of the offshore airport may be more favorable to the city’s development.  相似文献

Airport decision makers are frequently facing complex decision-making problems related to airport planning, design, and operations. The airport decision-making process is further perplexed by the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of the airport performance. Despite the rich experience in both models and tools for airport performance analysis, existing models and tools address only fragmented parts of the airport decision-making process. At present, airport stakeholders lack models and tools able to provide an integrated view of the total airport processes and analyze the tradeoffs between the various measures of airport effectiveness. The objective of this paper is threefold: (i) to introduce the concept of total airport performance analysis, (ii) to describe the development of a Decision Support System capable of performing integrated airport analysis, and (iii) to demonstrate the capabilities of this Decision Support System by analyzing a real-world airport planning case of the Athens International Airport.  相似文献

The Master Plan has long been the traditional go-to approach to airport development. It was originally conceived for a scenario of stable growth. In recent decades, however, the airport industry has undergone substantial structural changes, with the traditional Master Plan progressively revealing limitations with regard to airports coping with the market’s unpredictability. There have since been increased calls for flexibility in the approach as an alternative or as a complement to the traditional Master Plan. A flexible development plan helps to accommodate changes within terminals. This paper presents a review of the current literature on airport terminal flexibility, covering a total of 19 reference works. The works were analysed in terms of the concepts, definitions and deployment frameworks, or similar. The review reveals that research in airport terminal flexibility is still in its early stages. A consensual definition has yet to be defined and no robust framework for deploying flexibility has been defined. We propose a new definition of flexible development. Furthermore, flexibility has been studied essentially in the context of expansion. However, in certain regions where land availability is scarce, other forms of airport development may be more important. We conclude the paper with suggestions for future research areas.  相似文献

The airport planning and decision making process exhibits various trade‐offs and complications due to the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of airport performance. As a result, the airport performance assessment necessitates the use of advanced modelling capabilities and decision support systems or tools in order to capture the multifaceted aspects, interests and measures of airport performance like capacity, delays, safety, security, noise and cost‐effectiveness. Presently, airport decision makers lack decision support tools able to provide an integrated view of total airport (both airside and landside) operations and analyse at a reasonable effort and decision‐oriented manner the various trade‐offs involved among different airport performance measures. The objective of this paper is twofold: (i) to describe the decision‐oriented modelling framework and development process of a decision support system for total airport operations management and planning, and (ii) to demonstrate the decision support capabilities and basic modelling functionalities of the proposed system. Airport infrastructure in many countries is being up-graded to meet the growing demands of tourism, and air travel more generally, but this poses problems for sustainable development. Thus, there is the need to establish an alternative to the traditional airport pricing structure for landing fees so as to reflect the true cost that air transports imposes on others. This study investigates the effects of airport-airline vertical arrangements on airport capacity choices under demand uncertainty. A multi-stage game is analysed, in which competing airlines contribute to capacity investments and share airport revenues. Our analytical results suggest that for a profit-maximising airport, such a vertical arrangement leads to higher capacity but may not increase its profit, whereas for a welfare-maximising airport, such an arrangement has no effect on capacity or welfare. Capital cost savings brought by airport-airline cooperation, if any, always lead to higher capacity, and to higher profit for a profit-maximising airport and higher welfare for a welfare-maximising airport. Numerical simulations reveal that win-win outcomes may be achieved for an airport and its airlines without government intervention.  相似文献

With increasing levels of congestion at the major cargo hubs and further restrictions on noise and night‐time flying, freighter operators' airport choice is a complex and important issue. The aim is to identify the factors that affect the airport choice of freighter operators through a review of the published literature. The literature reviewed includes work relating to passenger hub location, airport quality and airline network configuration, and other works relating to airport choice to paint a full picture of the current research in this area. The literature shows that freighter operators initially choose a shortlist of possible airports based on geography and then investigate any restrictions in place, such as capacity caps or noise limits that might block operations from that airport. Only when these hurdles have been cleared do freighter operators consider attributes of airport quality such as charges and terminal facilities, as well as other influences such as freight forwarder presence and airport marketing. Of particular prominence is the impact of legislation on airport choice.  相似文献

This paper analyzes strategic interaction between intercontinental airport regulators, each of which levies airport charges paid by airlines and chooses its airport capacity under conditions of congestion. Congestion from intercontinental flights is common across intercontinental airports since departure and arrival airports are linked one to one, while purely domestic traffic also uses each airport. The paper focuses on two questions. First, if both continents can strategically set separate airport charges for domestic and intercontinental flights, how will the outcome differ from the first-best solution? Second, how is strategic airport behavior affected by the extent of market power of the airlines serving the intercontinental market? We see that strategic airport pricing and capacity choices by regulators lead to a welfare loss: the regulators both behave as monopolists in the market for intercontinental flights, charging a mark-up and decreasing capacity. This welfare loss even overshadows possible negative effects from imperfect competition within the intercontinental airline market. We further discuss how the presence of multiple regulators on one continent or a simple pricing rule might constrain the welfare loss created by strategic airport regulation.  相似文献
