白沙快速出口路从立项至工程开工建设,强调要树立建设绿色公路的理念。为了减少公路建设对沿线生态环境的不利影响。在工程选线阶段,依据《海南省生态保护红线管理规定》中标明的生态红线,尽最大可能避开生态保护Ⅰ类和Ⅱ类红线,对于工艺不能避开的路段采用隧道和桥梁的方式减轻影响程度。在施工期间为了减少新增占地,优化施工组织设计,最大可能实施永临结合,与工可阶段提出的临时占地面积相比,仅为其占地面积的29.6%;采用机制砂、碎石加工等措施,对隧道弃渣进行综合利用,工程所用碎石和砂子,80%以上来自本项目隧道弃渣;将施工便道和地方道路的衔接,减少占地,同时完善地方交通;本着“不破坏就是最大的保护”,尽可能维护沿线既有植被类型,依据群落诱导的植被恢复思想,完善和修复受损植物群落。  相似文献

The acceptability of road pricing has attracted considerable attention among researchers over the last decade, as is evident in the amount of literature about transport and environmental economics. The general conclusion from these studies has been that there is low acceptability for road pricing among car users. In this paper, we add more knowledge to the existing literature by conducting an acceptability study of road pricing in Vienna, where such a study has never been conducted before. We used a replication study approach where a previous approach used in the EU research project AFFORD (acceptability of fiscal and financial measures and organisational requirements for demand management) was replicated for Vienna and further supplemented with a conjoint analysis. In order to examining whether the Vienna study confirms previous findings. We investigated the acceptability of two concrete policy packages factors influencing this acceptability, and preference patterns that can be used in designing a road pricing policy for Vienna. The survey reveals a higher acceptability if road pricing schemes lead to perceived personal benefits. According to the multivariate analyses, the “personal outcome expectations”, “social norm” and “perceived effectiveness” variables account for more than 50 % of the criterion variance and therefore these are the most influential factors. Road pricing schemes can be an effective transport management instrument for a city particularly if they are associated with direct investment in public transport and public infrastructure. Thus, personal benefits can be perceived more easily and direct effects can be expected.  相似文献

Abstract

This paper explores social media's role in managing unplanned transit networks disruptions. Although literature exists more broadly on the use of social media in transit, this paper presents the first literature review in this setting. When disruptions occur, commuters require reliable, up-to-date information. Its provision reduces anxiety and allows informed choices. Social media is beneficial given it provides real-time information but it can only supplement (not replace) conventional approaches. Information reliability was critical. Research in the field of disaster management illustrates the importance of publicly contributed information. Known as “crowdsourcing”, it is part of the emerging field of crisis informatics which for the first time was linked to unplanned transit disruption management. The results highlight that social media's real-time nature can reduce disrupted travel demand; however, its utilisation can be resource-intensive. A framework presented illustrates how social media utilisation varies according to the operational characteristics of a disrupted network. Social media use as an information delivery tool is still in its infancy and an unwillingness to embrace it is an impediment to sustained growth. Crowdsourcing is one approach that could resolve the issue of transit agency resourcing whilst satisfying the increased demand and expectation for real-time information.  相似文献

In contemporary times, Public–Private Partnership (PPP) in transport infrastructure has gained considerable attention in developing regions following its success in the developed countries. However, Sub-Saharan Africa (SSA) is among the developing regions with few transport PPP projects and among the regions with high number of failed projects. Meanwhile the region's transport infrastructure need far exceeds it current provision. This paper therefore aims to examine the project experiences (success and failure factors) of three highly profiled transport PPP projects, namely the Lekki toll road concession project (Nigeria), N4 toll road (South Africa/Mozambique) and Port of Maputo (Mozambique) in order to develop policy measures for effective future implementation. The experiences of the three projects show that transport PPP policy is indeed feasible in SSA. However, to realise its full applicability, proper policy actions and measures must be carefully observed and these include effective and efficient stakeholder management, transparent and competitive tendering process, high participation of local investors, stable macro-economic conditions and strong government commitment and regulatory framework. The projects experiences and policy actions developed are impactful in accelerating transport infrastructure development through PPP approach in SSA. Hence it is hoped that policy-makers and practitioners would be informed on the key strategies to employ in implementing future projects.  相似文献

Rural Africa is starved of transport services. The transport routes run towards the export enclaves and the coast.

The political, social and developmental rural transport benefits are discussed. Rural transport will help (i) integrate the country and ease its governance; (ii) widen markets; (iii) induce increased agricultural output, through new technologies, reduced transport costs, etc. The transport cost savings should be passed on to rural firms and producers. The paper warns against their accruing only to middlemen — agricultural parastatals inclusive, thereby stifling the benefits to production. This could happen under some forms of pan‐territorial pricing. Negative aspects of road development, e.g. the substitution of local goods by imports, increased migration and noise, are noted.

The place and role of project appraisal in rural road planning is acknowledged. The broad‐based development packages approach associated with Integrated Rural Development Projects has, despite its attractions, some pitfalls. It favours well established villages and ignores distribution benefits within villages.

Project appraisal can be used to justify socially uneconomic transport developments. However, rural road investment projects with immediate negative returns are unlikely to be funded. Given clear priorities, short of elaborate cost/benefit analysis, obvious road investments choices can be made by the local community. Greater public accountability of transport planners and peoples’ participation in determining rural transport needs and priorities is emphasized. Increased rural road maintenance especially through self‐help schemes and increased use of traditional modes of transport, e.g. walking, animal and water transport, is recommended.  相似文献

On the basis of real traffic and environmental data measured on German freeways, we studied common features of traffic congestion under the influence of severe weather conditions. We have found that traffic features [J] and [S] defining traffic phases “wide moving jam” (J) and “synchronized flow” (S) in Kerner's three‐phase theory are indeed common spatiotemporal traffic features. The quantitative parameters for both traffic phases [S] and [J] were investigated in a comparison of “ideal” weather conditions (good visibility and no precipitation) and severe weather situations (icy road, wind, precipitation, etc.). We showed spatiotemporal congested patterns in several space–time diagrams based on the Automatic Tracking of Moving Jams/Forecasting of Traffic Objects (ASDA/FOTO) model reconstruction for roadside detectors. A statistical study of traffic phase [J] parameters was presented, showing the average values and standard deviation of the quantities. There is an increasing interest in technology-based solutions that can assist drivers in reducing their risk of involvement in road crashes. Previous studies showed that driving events produced by in-vehicle data recorders (IVDR) are applicable for identification of unsafe driving patterns, while combined examinations of driving events and road infrastructure characteristics are rare. This study explored the relationship between the IVDR-driving events, road characteristics and crashes, to examine a potential of the events for predicting crashes and identification of high-risk locations on the road network. The study database included 3500 segments of the interurban roads in Israel, for which the automatically produced IVDR events were matched with road infrastructure characteristics and crashes. Negative-binomial regression models were adjusted for the relationships between road characteristics and driving events, and subsequently, between events and crashes, given the exposure. Significant impacts were found, yet various event types showed different relations to the infrastructure characteristics and different effects on crashes, on various road types. Better road conditions were associated with a decrease in “braking” events and an increase in the “speed alert” events, where road layout constraints and junction proximity were associated with an opposite effect on events. “Braking” and total events showed better potential for predicting crashes on single-carriageway roads, with a positive link to crashes, where for other road types the “speed alert” events were stronger related to crashes, but with a negative link. The heterogeneity of findings indicates a need in further research of the above relationship, with a particular focus on definitions of driving events produced by the IVDR or other technologies.  相似文献

As the “railroad problem” in Japan became serious, there was a widespread debate calling for the implementation of a policy of transport coordination. Much debated themes were “inherent advantage,” “equal-footing,” “comprehensive transportation system,” and “economizing in transportation.” However, this not only had the effect of hampering the modernization of economic regulations for Japan's railroad industry, but also caused the Japanese National Railways's cumulative deficit to expand and placed a heavy economic burden on the public.  相似文献

Theoretically, charges for building and operating facilities and services should be efficient (proportional to one's use of or benefit derived from the service) and equitable (proportional to one's ability to pay). A number of “innovative” financing techniques have been used recently, whereby the private sector (developers, property owners, businesses, and users) pays entirely or partially for the cost of building and operating transportation facilities or services. These techniques are particularly popular when the impact from the land use developments on the transportation system is such that substantial improvements are warranted in order to avoid serious congestion problems. The purpose of this paper is to investigate special fee assessments (a popular sub-set of “innovative” financing techniques) used for financing highway and mass transportation in order to determine their efficiency and equity implications. The need for such an investigation arises from the fact that everyone residing or doing business in a particular area does not benefit equally from a given transportation system, and neither is everyone able to contribute equally toward that system's building and operation. This paper presents some of the most commonly used special fee assessment techniques and suggests fee structures that are “optimal” on the basis of the benefits that contributors derive from the given transportation system, as well as their ability to pay for it.  相似文献

Recent empirical studies have found widespread inaccuracies in traffic forecasts despite the fact that travel demand forecasting models have been significantly improved over the past few decades. We suspect that an intrinsic selection bias may exist in the competitive project appraisal process, in addition to the many other factors that contribute to inaccurate traffic forecasts. In this paper, we examine the potential for selection bias in the governmental process of Build-Operate-Transfer (BOT) transportation project appraisals. Although the simultaneous consideration of multiple criteria is typically used in practice, traffic flow estimate is usually a key criterion in these appraisals. For the purposes of this paper, we focus on the selection bias associated with the highest flow estimate criterion. We develop two approaches to quantify the level and chance of inaccuracy caused by selection bias: the expected value approach and the probability approach. The expected value approach addresses the question “to what extent is inaccuracy caused by selection bias?”. The probability approach addresses the question “what is the chance of inaccuracy due to selection bias?”. The results of this analysis confirm the existence of selection bias when a government uses the highest traffic forecast estimate as the priority criterion for BOT project selection. In addition, we offer some insights into the relationship between the extent/chance of inaccuracy and other related factors. We do not argue that selection bias is the only reason for inaccurate traffic forecasts in BOT projects; however, it does appear that it could be an intrinsic factor worthy of further attention and investigation.  相似文献

Road traffic noise is an element of outstanding importance within the overall context of environmental impact. This problem must be technically addressed from an efficient viewpoint, and solutions or alternatives should be considered by means of appropriate and consolidated procedures.Up to now, there is no regulated guideline for establishing well-founded priorities when dealing with the diverse road stretches included in the corresponding Action Plans against noise under the Environmental Noise Directive (2002/49/EC). To this end, the present study proposes a methodology to sort, by priority, road stretches identified by their noise problems and therefore requiring appropriate action. The methodology is based on the so-called “road stretch priority index” (henceforth referred to as RSPI). This index involves a number of variables (called “road stretch priority variables”) that are weighted according to their influence on the road traffic noise problem. Thus, the RSPI makes it possible to prioritize different stretches of the Action Plan. To illustrate the application of the proposed methodology, this paper also describes a real case entailing a difficult choice, applying the proposed methodology to a review of the Action Plan against Noise 2008–2012 in the province of Almería, for the road network of the regional government of Andalusia, Spain.  相似文献

Negative externalities often surface after policies are implemented. This paper analyses how two “hard” Travel Demand Management (TDM) policies implemented in Singapore to target vehicle ownership and road usage may contribute to a negative externality namely excessive mileage accumulation. This has implications on resource depletion such as petrol wastage, higher CO2 emission and losses in time and productivity. Vehicle ownership in Singapore is managed firstly via the requirement to bid for a Certificate of Entitlement (COE) which entitles the usage of local roads and secondly via the payment of an Additional Registration Fee (ARF) which is refundable between 75% and 50% to incentivise the de-registration of a vehicle before it is 10 years old. Such deregistered vehicles may also be eligible for a COE refund between 0% and 80% depending on age. The COE and ARF costs are significant as they typically account for more than half the purchase price of a vehicle. Furthermore, road usage is subject to Electronic Road Pricing (ERP) fees on busy segments. A sample of over 8700 used cars is analysed to infer the effects of the non-refundable (or “sunk”) and the “variable” portions of the combined cost of COE and ARF as well as the number of ERP gantries on mileage over and above traditional factors such as petrol price and engine size. The findings suggest tweaks to the TDM policies to reduce mileage and its negative implications.  相似文献

In designing travel behavior surveys, the problem is to define “work,” “home,” and similar words that are commonly used in our language but which have acquired a plethora of associated meanings. The difficulty has not been resolved by the many new terms coined to describe non-traditional ways to work. Such words as “telecommuting,” “teleworking,” “at-home work,” “hoteling,” “homebased business,” “road warriors” and “mobile workers,” lack any agreed-upon definitions yet they are used in common parlance as if they did. These new workstyles are of interest to travel planners because they may involve trip reduction. To forecast just how much trip reduction will occur, behavior needs to be measured by objective criteria. To avoid definitional traps, we recommend phrasing questions in terms of measurable variables such as the place of work and the time in days and hours spent at each location. That approach leaves researchers the option of applying their own definitions that fit the context of their analyses. Thus, rather than ask “How many days a week do you telecommute?” the more precise question can be asked: “How many days last week did you work at home instead of going to your usual work location?” This approach has the advantage that information gathered over years can be used unambiguously in various contexts. Definitions can be applied at the point of analysis. This paper illustrates errors and confusion that can arise from casually worded surveys using examples from private and public surveys. The author proposes a set of core questions with four levels of priority for consideration in designing future surveys of travel behavior.  相似文献

The reliability and vulnerability of critical infrastructures have attracted a lot of attention recently. In order to assess these issues quantitatively, operational measures are needed. Such measures can also be used as guidance to road administrations in their prioritisation of maintenance and repair of roads, as well as for avoiding causing unnecessary disturbances in the planning of roadwork. The concepts of link importance and site exposure are introduced. In this paper, several link importance indices and site exposure indices are derived, based on the increase in generalised travel cost when links are closed. These measures are divided into two groups: one reflecting an “equal opportunities perspective”, and the other a “social efficiency perspective”. The measures are calculated for the road network of northern Sweden. Results are collected in a GIS for visualisation, and are presented per link and municipality. In view of the recent great interest in complex networks, some topological measures of the road network are also presented.  相似文献

This paper reviews and critically assesses procedures which have been adopted to evaluate Advanced Transport Telematics (ATT) projects. The importance of such a review at this juncture stems from the changing position of ATT in transport planning. ATT is no longer simply a field for experimentation, where technical feasibility and user acceptance are dominant concerns. Rather it is a potential mainstream contributor to the functioning of road transport systems. For this reason, ATT project appraisal needs to be developed to the same form, level of sophistication and consistency as the appraisal of conventional transport infrastructure investment. Based on the review set out here, we argue that appropriate methods have not yet been established which, in turn, poses a number of challenging questions, since current socio‐economic evaluation procedures are not directly suited to either measuring or evaluating many of the impacts which ATT schemes are implemented to achieve.  相似文献

This narrative review synthesised the limited work that has been carried out into road safety education targeting parents. Parent education appeared to have a positive impact on child safety seat use and children’s bike helmet use, but results regarding the impact of parent education on pedestrian safety were mixed. The review highlighted important gaps in the literature. A key gap being identifying effective ways to engage parents of low socioeconomic and ethnic minority backgrounds. Further, another gap is understanding effective ways to engage and support parents of children with additional needs to build their children’s road safety skills. There is some evidence that parent education has a positive impact on these “at-risk” groups, but little work on how to engage with these groups and the type of parent education required.  相似文献

The purpose of an economic appraisal of a transportation project is to help select an efficient transportation investment plan. Here, efficiency means achieving the best transportation service from a given investment and the generation of net benefits at least as great as the costs of the investment. In this article, three future transportation investment alternatives in the USA are compared using the benefit-cost ratio method to illustrate the economic desirability of the AVCS Maglev alternative – an advanced vehicle control system based on magnetic levitation and propulsion. For the completeness of the economic appraisal and the provision of a guide to performing non-user benefit analysis for this promising ITS technology, the socioeconomic effects of implementing AVCS Maglev in the USA are evaluated based on the US National Development Model (NDM).  相似文献
