ABSTRACT

This study estimated the external cost of air pollution from shipping by means of a meta-regression analysis, which has not been made before. Three pollutants, which were included in most of the primary studies, were considered: nitrogen oxides (NOx), sulphur dioxides (SO2) and particulate matters with a diameter of max 2.5 micrometres (PM2.5). All primary studies included damages of health and a majority added impacts on agriculture and estimated the cost of air pollutants by transferring cost estimates from studies on costs of air emissions from transports in Europe. Different regression models and estimators were used and robust results were found of statistically significant emission elasticities of below one, i.e. total external costs increase by less than 1% when emissions increase by 1%. There was a small variation between the pollutants, with the highest elasticity for PM2.5 and lowest for NOx. Calculations of the marginal external cost of the pollutants showed the same pattern, with this cost being approximately six times higher for PM2.5 than for the other pollutants. Common to all pollutants was that the marginal external cost decreases when emission increases. Another robust result was a significant increase in the cost of studies published in journals compared with other publication outlets. These findings point out some caution when transferring constant external unit cost of air pollutant from shipping, which is much applied in the literature, and the cost functions estimated in this study could thus provide a complementary transfer mechanism.  相似文献

Detailed NOx, SO2 and PM2.5 emissions have been estimated for cruise ships in the five busiest Greek ports (i.e. Piraeus, Santorini, Mykonos, Corfu and Katakolo) for year 2013. The emissions were analyzed in terms of gas species, seasonality and activity. The total in-port inventory of cruise shipping accounted to 2742.7 tons: with NOx being dominant (1887.5 tons), followed by SO2 and PM2.5 (760.9 and 94.3 tons respectively). Emissions during hotelling corresponded to 88.5% of total and have significantly outweighed those produced during ships’ maneuvering activities (11.5% of total). Seasonality was found to play a major role, as summer emissions and associated impacts were significantly augmented. The anticipated health impacts of ship emissions can reach to €24.3 million or to €5.3 per passenger proving the necessity of control of the emissions produced by cruise ships in port cities or policy and measures towards a more efficient cruise industry.  相似文献

The article describes a criterion based on functional, environmental and economic aspects for comparing conventional roundabouts with innovative one- or two-level roundabouts. We compared the performances of eight roundabout types, differing in geometric layout, number of lanes and traffic flow regulation from each other, with regard to vehicle delays and CO2, NOx, PM2.5 and PM10 pollutant emissions. Recently-designed roundabouts – target roundabouts and flyover roundabouts – have also been studied for their undoubted practical interest. By means of closed-form capacity models and CORINAIR methodology, several traffic simulations were carried out to examine a typical annual traffic demand curve in a suburban context, three different distribution test matrices for traffic flows (ρ1, ρ2, ρ3) and maximum annual traffic flow values Qmax ranging between 1300 and 3300 veh/h.Estimating vehicle delays and annual pollutant emissions, along with construction and management costs, allowed obtaining overall costs for each roundabout examined, in function of traffic demand and several other parameters. Thanks to these analyses, we identified the roundabout types which best suit to each traffic condition.  相似文献

In 2008 the regional government of Catalonia (Spain) reduced the maximum speed limit on several stretches of congested urban motorway in the Barcelona metropolitan area to 80 km/h, while in 2009 it introduced a variable speed system on other stretches of its metropolitan motorways. We use the differences-in-differences method, which enables a policy impact to be measured under specific conditions, to assess the impact of these policies on emissions of NOx and PM10. Empirical estimation indicate that reducing the speed limit to 80 km/h causes a 1.7–3.2% increase in NOx and 5.3–5.9% in PM10. By contrast, the variable speed policy reduced NOx and PM10 pollution by 7.7–17.1% and 14.5–17.3%. As such, a variable speed policy appears to be a more effective environmental policy than reducing the speed limit to a maximum of 80 km/h.  相似文献

In this study, we estimated the transportation-related emissions of nitrogen oxides (NOx) at an individual level for a sample of the Montreal population. Using linear regression, we quantified the associations between NOx emissions and selected individual attributes. We then investigated the relationship between individual emissions of NOx and exposure to nitrogen dioxide (NO2) concentrations derived from a land-use regression model. Factor analysis and clustering of land-uses were used to test the relationships between emissions and exposures in different Montreal areas. We observed that the emissions generated per individual are positively associated with vehicle ownership, gender, and employment status. We also noted that individuals who live in the suburbs or in peripheral areas generate higher emissions of NOx but are exposed to lower NO2 concentrations at home and throughout their daily activities. Finally, we observed that for most individuals, NO2 exposures based on daily activity locations were often slightly more elevated than NO2 concentrations at the home location. We estimated that between 20% and 45% of individuals experience a daily exposure that is largely different from the concentration at their home location. Our findings are relevant to the evaluation of equity in the generation of transport emissions and exposure to traffic-related air pollution. We also shed light on the effect of accounting for daily activities when estimating air pollution exposure.  相似文献

CO, CO2, NOx and HC emissions of two stroke-powered tricycles in Metro Manila are examined using an instantaneous emissions model. Results show that fuel consumption and HC emissions in middle class residential areas and main roads are similar but lower than levels in low income residential areas. On the average, tricycles in Metro Manila consume 24.41 km/l of fuel and produces 9.5, 9.7, 40.5 and 0.07 g/km of HC, CO, CO2 and NOx, respectively. They fail to satisfy HC, CO and NOx emission limits set by reference standards in the Philippines and other Asian countries. They produce greater HC and CO emissions than gasoline fueled private cars and diesel powered public jeepneys, taxis and buses on a per passenger-km basis but significantly lower NOx emissions. Tricycles account for 15.4% of the total HC emissions from mobile sources in the metropolis while their contributions to CO, CO2 and NOx are minimal.  相似文献

One of the major drawbacks of conventional air quality models is their inability in accurately predicting extreme air pollutant concentrations. Hybrid modelling is one of the techniques that estimates/predicts the ‘entire range’ of the distribution of pollutant concentrations by combining the deterministic based models (capable in predicting average range) with suitable statistical (probability) distribution models (capable in predicting extreme range). This research paper describes system based approach in developing hybrid model to predict hourly averages as well as extreme percentile ranges of NOx and PM2.5 concentrations at two urban locations having complex traffic heterogeneity, highly variable tropical meteorology and different geographical characteristics. At one of the selected locations i.e. Delhi megacity, during winters, hybridization of AERMOD and Lognormal predicts NOx and PM2.5 concentrations satisfactorily with index of agreement ‘d’ values of 0.98–0.99, respectively; however, during summers, AERMOD-Log-logistic and AERMOD-Lognormal are best predicting NOx and PM2.5 concentrations with d values of 0.98–0.96, respectively. In another, i.e., Chennai, a coastal megacity, AERMOD-Lognormal predicts PM2.5 concentrations satisfactorily with d values of 0.98 and 0.99 during winter and summer seasons, respectively. This paper is employing the well-known methodology of impact pathway approach to assess the external costs in human health from ship air pollution at port areas. The passenger port of Piraeus, Greece is the scenery of the study. Piraeus port is in the vicinity of the greater Athens metropolitan area where almost half of the country’s population lives. Hence, this port is the central hub of the Greek coastal passenger ship system which connects the islands of the Aegean Sea with land and is characterized by heavy ship traffic. The case study presented in this paper assesses the annual external cost in human health from air emissions produced by all passenger ships and cruise ships calling the port of Piraeus. Health cost from ships at port has been estimated at both local (Athens metropolitan area) and regional level (entire territory of Greece). Results show that higher costs occur at the local level. The dominant pollutants creating this cost are particulate matter (PM2.5, and PM10). Overall, the results indicate that the health impact of Piraeus’s passenger port emissions is not negligible; however the cost of PM10 is considerably lower than the corresponded cost deriving from the land based industries of the Athens regional area for which comparison has been available.  相似文献

Vehicle border crossings between Mexico and the United States generate significant amounts of air pollution, which can pose health threats to personnel at the ports of entry (POEs) as well as drivers, pedestrians, and local inhabitants. Although these health risks could be substantial, there is little previous work quantifying detailed emission profiles at POEs. Using the Mariposa POE in Nogales, Arizona as a case study, light-duty and heavy-duty vehicle emissions were analyzed with the objective of identifying effective emission reduction strategies such as inspection streamlining, physical infrastructure improvements, and fuel switching. Historical traffic information as well as field data were used to establish a simulation model of vehicle movement in VISSIM. Four simulation scenarios with varied congestion levels were considered to represent real-world seasonal changes in traffic volume. Four additional simulations captured varying levels of expedited processing procedures. The VISSIM output was analyzed using the EPA’s MOVES emission simulation software for conventional air pollutants. For the highest congestion scenario, which includes a 200% increase in vehicle volume, total emissions increase by around 460% for PM2.5 and NOx, and 540% for CO, SO2, GHGs, and NMHC over uncongested conditions for a two-hour period. Expedited processing and queue reduction can reduce emissions in this highest congestion scenario by as much as 16% for PM2.5, 18% for NOx, 20% for NMHC, 7% for SO2 and 15% for GHGs and CO. Other potential mitigation strategies examined include fleet upgrades, fuel switching, and fuel upgrades. Adoption of some or all of these changes would not only reduce emissions at the Mariposa POE, but would have air-quality benefits for nearby populations in both the US and Mexico. Fleet-level changes could have far-reaching improvements in air quality on both sides of the border.  相似文献

This study investigates the effect of traffic volume and speed data on the simulation of vehicle emissions and hotspot analysis. Data from a microwave radar and video cameras were first used directly for emission modelling. They were then used as input to a traffic simulation model whereby vehicle drive cycles were extracted to estimate emissions. To reach this objective, hourly traffic data were collected from three periods including morning peak (6–9 am), midday (11–2 pm), and afternoon peak (3–6 pm) on a weekday (June 23, 2016) along a high-volume corridor in Toronto, Canada. Traffic volumes were detected by a single radar and two video cameras operated by the Southern Ontario Centre for Atmospheric Aerosol Research. Traffic volume and composition derived from the radar had lower accuracy than the video camera data and the radar performance varied by lane exhibiting poorer performance in the remote lanes. Radar speeds collected at a single point on the corridor had higher variability than simulated traffic speeds, and average speeds were closer after model calibration. Traffic emissions of nitrogen oxides (NOx) and particulate matter (PM10 and PM2.5) were estimated using radar data as well as using simulated traffic based on various speed aggregation methods. Our results illustrate the range of emission estimates (NOx: 4.0–27.0 g; PM10: 0.3–4.8 g; PM2.5: 0.2–1.3 g) for the corridor. The estimates based on radar speeds were at least three times lower than emissions derived from simulated vehicle trajectories. Finally, the PM10 and PM2.5 near-road concentrations derived from emissions based on simulated speeds were two or three times higher than concentrations based on emissions derived using radar data. Our findings are relevant for project-level emission inventories and PM hot-spot analysis; caution must be exercised when using raw radar data for emission modeling purposes.  相似文献

As a response to profoundly poor air quality and associated environmental justice concerns in the San Joaquin Valley region in California, the Tune In & Tune Up (TI&TU) program provides residents with free vehicle emissions testing and vouchers for smog repair. We used data on approximately 19,000 repaired TI&TU vehicles from 2012 to 2018, and several estimation techniques, to quantify a range of nitrogen oxides (NOX) emissions prevented as a result of the program. We then calculated resulting mortality impacts from reduced exposure to fine particulate matter (PM2.5) in the form of secondary nitrates. After applying a novel smog repair emissions abatement depreciation function, we find that six years of operation of the TI&TU program has reduced NOX emissions by approximately 53–302 tons by the end of 2018. Using a concentration response function for ambient PM2.5, we found that between 0.055 and 0.31 premature deaths have also been avoided. We present multiple methods for assessing public health impacts, which can be used as guidance for evaluating similar transportation-based emission reduction programs.  相似文献

Based on the national emission inventory data from different countries, heavy-duty trucks are the highest on-road PM2.5 emitters and their representation is estimated disproportionately using current modeling methods. This study expands current understanding of the impact of heavy-duty truck movement on the overall PM2.5 pollution in urban areas through an integrated data-driven modeling methodology that could more closely represent the truck transportation activities. A detailed integrated modeling methodology is presented in the paper to estimate urban truck related PM2.5 pollution by using a robust spatial regression-based truck activity model, the mobile source emission and Gaussian dispersion models. In this research, finely resolved spatial–temporal emissions were calculated using bottom-up approach, where hourly truck activity and detailed truck-class specific emissions rates are used as inputs. To validate the proposed methodology, the Cincinnati urban area was selected as a case study site and the proposed truck model was used with U.S. EPA’s MOVES and AERMOD models. The heavy-duty truck released PM2.5 pollution is estimated using observed concentrations at the urban air quality monitoring stations. The monthly air quality trend estimated using our methodology matches very well with the observed trend at two different continuous monitoring stations with Spearman’s rank correlation coefficient of 0.885. Based on emission model results, it is found that 71 percent of the urban mobile-source PM2.5 emissions are caused by trucks and also 21 percent of the urban overall ambient PM2.5 concentrations can be attributed to trucks in Cincinnati urban area.  相似文献

Ambient concentrations of pollutants are correlated with emissions, but the contribution to ambient air quality of on-road mobile sources is not necessarily equal to their contribution to regional emissions. This is true for several reasons such as the distribution of other pollution sources and regional topology, as well as meteorology. In this paper, using a dataset from a travel demand model for the Sacramento metropolitan area for 2005, regional vehicle emissions are disaggregated into hourly, gridded emission inventories, and transportation-related concentrations are estimated using an atmospheric dispersion model. Contributions of on-road motor vehicles to urban air pollution are then identified at a regional scale. The contributions to ambient concentrations are slightly higher than emission fractions that transportation accounts for in the region, reflecting that relative to other major pollution sources, mobile sources tend to have a close proximity to air quality monitors in urban areas. The contribution results indicate that the impact of mobile sources on PM10 is not negligible, and mobile sources have a significant influence on both NOx and VOC pollution that subsequently results in secondary particulate matter and ozone formation.  相似文献

Capacity, demand, and vehicle based emissions reduction strategies are compared for several pollutants employing aggregate US congestion and vehicle fleet condition data. We find that congestion mitigation does not inevitably lead to reduced emissions; the net effect of mitigation depends on the balance of induced travel demand and increased vehicle efficiency that in turn depend on the pollutant, congestion level, and fleet composition. In the long run, capacity-based congestion improvements within certain speed intervals can reasonably be expected to increase emissions of CO2e, CO, and NOx through increased vehicle travel volume. Better opportunities for emissions reductions exist for HC and PM2.5 emissions, and on more heavily congested arterials. Advanced-efficiency vehicles with emissions rates that are less sensitive to congestion than conventional vehicles generate less emissions co-benefits from congestion mitigation.  相似文献

Samples of PM2.5 and PM10 at four types of roadside location (major road, secondary road, branch road, and expressway) in Tianjin were collected and analyzed in 2015. The average annual roadside PM2.5 and PM10 concentrations were higher than the national ambient air quality standard (NAAQS: GB3095-2012). The chromium (Cr), manganese (Mn), nickel (Ni), zinc (Zn), arsenic (As), and cadmium (Cd) concentrations in both PM2.5 and PM10 over four seasons displayed significant differences (p < 0.05). An enrichment factor (EF) analysis revealed that Cd, copper (Cu), Zn, As, Ni, and Pb in PM2.5 and PM10 mainly originated from anthropogenic sources. A factor analysis (FA) and correlation analysis (CA) revealed that vehicle emissions (exhaust and non-exhaust), soil dust, coal combustion, and industrial emissions were the main sources of roadside PM2.5 and PM10 in Tianjin. Both the total hazard quotients (total HQ) and the total carcinogenic risk (total CR) for selected elements in PM2.5 and PM10 were within acceptable limits. The HQ of Pb was higher than for other metals, and it should therefore be given special attention. The CR for traffic policemen was highest for Cr exposure (1.01 × 10−5 for PM2.5 and 1.52 × 10−5 for PM10), followed by As and Ni. A sensitivity analysis showed that the total contributions of the metal concentrations, exposure time (ET), and exposure frequency (EF) accounted for over 50% of the risk for Cr, As, and Ni, suggesting that these metals had the greatest impact on the uncertainty of health risk assessments.  相似文献

Shipping is a growing transport sector representing a relevant share of atmospheric pollutant emissions at global scale. In the Mediterranean Sea, shipping affects air quality of coastal urban areas with potential hazardous effects on both human health and climate. The high number of different approaches for investigating this aspect limits the comparability of results. Furthermore, limited information regarding the inter-annual trends of shipping impacts is available. In this work, an approach integrating emission inventory, numerical modelling (WRF-CAMx modelling system), and experimental measurements at high and low temporal resolution is used to investigate air quality shipping impact in the Adriatic/Ionian area focusing on four port-cities: Brindisi and Venice (Italy), Patras (Greece), and Rijeka (Croatia). Results showed shipping emissions of particulate matter (PM) and NOx comparable to road traffic emissions at all port-cities, with larger contributions to local SO2 emissions. Contributions to PM2.5 ranged between 0.5% (Rijeka) and 7.4% (Brindisi), those to PM10 were between 0.3% (Rijeka) and 5.8% (Brindisi). Contributions to particle number concentration (PNC) showed an impact 2–4 times larger with respect to that on mass concentrations. Shipping impact on gaseous pollutants are larger than those to PM. The contribution to total polycyclic aromatic hydrocarbon (PAHs) concentrations was 82% in Venice and 56% in Brindisi, with a different partition gas-particle because of different meteorological conditions. The inter-annual trends analysis showed the primary contribution to PM concentrations decreasing, due to the implementation of the European legislation on the use of low-sulphur content fuels. The impact of diesel vehicles on NOx and PM emissions at various locations in Delhi is assessed using two line source models; the California line source version 4 and the Indian Institute of Technology Line Source. The models offer comparable results but both under predicting the observed values with the Indian Institute of Technology model predictions being slightly better. The analysis also identifies hotspots due to concentrations of NOx and PM and their diurnal variations is found to be greater in at night hours.  相似文献

Many countries introduced scrapping programs in the 90s, partly legitimated by environmental impact reductions. However, reducing the age of the current car fleet may result in an increase of life-cycle CO2 emissions. This will probably also be true for cars to be produced in future unless fuel efficiency of new cars improves much faster than the historical trend indicates. Reducing the age of petrol-fuelled cars without a catalytic converter will reduce both life-cycle NOx and VOC emissions but is less cost-effective than fitting catalytic converters on these cars. In any case, the influence of a car’s lifetime on life-cycle NOx and VOC emissions will be reduced in the near future.  相似文献

The paper develops a forecasting model of emissions from traffic flows embracing the dynamics of driving behavior due to variations in payload. To measure of emissions at the level of individual vehicles under varying payloads a portable emission measurement system is used. This paper reports on a model based on data at the level of individual vehicles for a representative road trajectory. The model aggregates the data to the level of a homogeneous flow dependent of velocity and specific power, which is dependent on payload weight. We find a lean specification for the model that provides emission factors for CO2, NOx, HC, CO, and NO2. The results indicate that, in comparison with earlier models, NOx emissions in particular tend to be underestimated.  相似文献

ABSTRACT

The transportation sector is the greatest contributor to air pollution. With the booming demand for transportation, reducing the pollution has become one of the main concerns of researchers. EPA emission standards are designed to protect air quality and human health. Diesel Euro 5 NOx has become a matter of disquiet since it has been found that NOx emissions are significantly exceeding the standard limit. This paper presents a study to estimate the disparity in real-world NOx emission levels resulted from all diesel Euro 5 passenger cars (PC) and light commercial vehicles (LCV) that are present in Ireland. NOx emission levels calculated based on laboratory test results, on-road measurements and the COPERT 4 model were compared. Additionally, NOx emission levels from the defective Volkswagen models have been calculated to quantify the effect of the Volkswagen scandal on Ireland. Impacts of excess NOx emissions on health and cost have also been presented.  相似文献
