Los Angeles is well known around the world as an automobile-oriented low density community, yet recent transportation policies have emphasized greater capital investment in rail transportation than in highways, and recent policies have attempted to discourage automobile usage through transportation demand management. While these policies have accomplished small shifts toward public transport and somewhat lower dependence upon singly occupied automobilies for work commuting, the financial costs of these policy changes has been very large in relation to their benefits. Proper pricing of transportation alternatives, more creative use of new and emerging transportation technologies, and the provision of many more opportunities for simpler private sector transport services, would all appear to be more promising as cost-effective approaches to coping with congestion in Los Angeles than the current regional transportation policies.  相似文献

This paper reports on a recent attempt to provide private transit in the form of jitney service in downtown Los Angeles. It describes the process undertaken to initiate jitney service and the resultant organization's structure and operation. A survey of jitney passengers provided information on the users and their tripmaking characteristics. A group of loyal jitney riders emerged who patronized the service because of its lower travel times and more personalized atmosphere. This group formed the core of frequent users. The Los Angeles experience is analyzed in terms of the economic feasibility of jitney service and the impact on the financial status of public transit. The public transit agency experienced a slight negative financial impact as a result of the jitney service. Ridership during peak hours declined somewhat but the jitney service was not frequent enough to carry sufficient passengers to allow the transit agency to cut costly peak hour service. This analysis shows that the jitney service ultimately was not an economically successful operation. The factors which would have increased the likelihood of success were increased frequency of service and higher fares, which would have been sustainable if not for unexpected developments in public transit financing. A labor pool willing to work for low wages, high transit use in the central city, relatively high transit fares and the availability of inexpensive vehicles appear to be prerequisites to a successful urban jitney operation.  相似文献

This paper describes the potential use of the financing strategy of value capture or benefit assessment for an urban mass transportation project. The paper describes the legal background to the use of benefit assessment, and the process of implementation for the first construction phase of the Los Angeles Metro Rail project. The process of developing the benefit assessment structure was a consultative one, utilizing technical inputs from a team of specialist consultants, a task force consisting of major developers and property owners in the affected area, and politicians representing many of the interests in the region. The initial benefit assessment districts were set up to raise $130 million of the cost of the first 4.4 miles of the rail project, and are based on the benefits accruing to certain categories of property in the vicinity of stations. The assessment would be collected for about 18 years and bonding would be used to provide the capital at the time of construction.The paper describes the procedure for setting boundaries, the structuring of the assessment rates, the definition of benefiting properties, and the uses and tenure of the assessment. In almost all cases, the theory of value capture indicated a different result than was achieved from a consensus of the task force, and the nature of these differences is explored in the paper. The establishment of the benefit assessment districts withstood early court challenges, but has subsequently been appealed and was overturned on appeal. Action is pending with the Supreme Court currently, and efforts are also underway to pass new legislation to deal with some of the issues raised in the court proceedings.  相似文献

This paper analyzes personal and car-sharing characteristics of commuters at university in Los Angeles, California. These commuters do not hold an on-campus parking permit and commute by an alternative mode other than driving alone. Each month, the university offers them 8 h free use of shared vehicles across the campus. University employee car-sharers’ housing distribution is significantly different from that of their counterparts who drive to work. Commuter benefits influence not only the participation rate of a car-sharing program but also the program participants’ frequency, time and quantity of car-sharing consumption. Car-sharing is most popular among bus commuters, university students and female employees.  相似文献

This paper analyzes the impact of the transportation system management (TSM) program employed during the 1984 Los Angeles Summer Olympics. Two issues are examined. First, the impact of the various elements of the TSM program on transportation system performance is measured by conducting a series of traffic simulation studies. The results show that TSM was an important contributing factor in the favorable traffic conditions experienced during the Olympics. Second, the potential of employing TSM as a long-term transportation policy strategy is assessed. It is concluded that the travel behavior changes that occurred in response to the TSM program were unique and short-term. Under ordinary circumstances, incentives do not exist to induce changes of the magnitude observed during the Olympics.  相似文献

In this paper we investigate the effect of the Los Angeles transit strike on highway congestion through analysis of highway sensor data, using both a before-and-after comparison, and a control group comparison. We found that average 5:00 a.m. to 10:00 p.m. traffic speeds declined by as much as 20% during the strike, and the average length of the rush period increased by as much as 200%, even though increases in traffic were small, despite the fact that transit riders constitute a small fraction of the traveling population. Speeds declined the most at locations upstream from the places where queues normally end. We believe that highways are especially susceptible to congestion during strikes because travelers have little opportunity to adjust and equilibrate their travel patterns, as is possible during ordinary periods of traffic growth.  相似文献

This study examined the trip-making behavior of persons over 65 years of age residing in Los Angeles County. To date, the major shortcoming of most research concerned with the transportation needs of the elderly is that the aged have been treated as a homogeneous group without recognizing the various lifestyles of the senior population. The two most easily distinguishable groups of elderly persons within the county are those residing in the inner-city and those around the urban fringe. Although many elderly are still found in gray ghettos there is currently a trend toward a more suburban generation of retirees. Four areas were selected within the county that reflected these two living patterns of the elderly. A comparative analysis of trip patterns and socio-economic data was completed. It was found that the suburban elderly are characterized as (1) having higher incomes, (2) residing predominantly in single-family units and (3) being reliant upon automobile transportation. As is typical of a large proportion of those over 65 years of age, many of the suburban elderly cannot drive. Studies of the transportation needs of this group indicate that without transit alternatives they may well become society's most transit-deprived segment. On the other hand, while the inner-city elderly may have a wider range of transportation options, they also have a distinct economic disadvantage which preludes their accessibility to opportunities. An analysis of modal choices, trip purposes and the frequency of travel exhibited many similarities and some significant differences in the travel behavior as well as problems of these two groups.In addition to investigating travel patterns a survey of taxi-cab use on weekends and weekdays was undertaken. Elderly persons represent a substantial proportion of taxi-cab patrons. Their use of taxis is further indicative of the change that occurs in mobility patterns upon reaching retirement. This mode of transportation is presently the only type of demand-responsive service available to the senior population in some parts of the county.This report was produced as part of a program of Research and Training in Urban Transportation sponsored by the Urban Mass Transportation Administration of the U.S. Department of Transportation. Analysis of the results of past mass transit bond issues can aid transportation planners in understanding and anticipating voter behavior. This paper reports the results of an analysis of the 1968 rapid transit bond issue vote in Los Angeles, California. The simple relationships of the vote to a variety of possible explanatory variables are first examined. An attempt to assess the relative independent importance of these variables and to offer a partial explanation of the vote using multiple regression analysis is then presented. Variables found to have had the greatest impact on the vote are proximity to the proposed transit system, income-level, and ethnicity. Variables found to have had little or no effect, on the other hand, are population density, age, partisanship, and election turnout rate. The analysis indicates that the frequently used mood-of-the-electorate explanation of bond-issue failures in general, and transit proposals in particular, underestimates the quality of the electoral decision. The electorate does make rational distinctions, and future bonding attempts will confront voters capable of perceiving the utility to them of proposed transit systems and voting accordingly. The policy implications of this analysis suggest that the design of future mass transit proposals should, firstly more explicitly attempt to incorporate the preferences of middle-income voters, and secondly, be part of a comprehensive transit plan for the entire metropolitan area.  相似文献

This study estimates the effect of red light cameras (henceforth cameras) on collisions under the Los Angeles Automated Photo Enforcement Program that ran from 2006 to 2011. To control for selection bias and unobservables, a data set is constructed such that intersections with cameras are compared to control groups of nearby intersections without cameras, matched on observable characteristics. To capture potential spillover effects of cameras, control groups at various distances from the intersections with cameras are considered. A Poisson panel data model with random coefficients is applied to these data and estimated using Bayesian methods. The program suffered from weaknesses in enforcement. The city’s courts did not uphold citations and this dampened the effect cameras had on drivers. These problems are accounted for in modeling. Controlling for these concerns, results indicate that the cameras decreased red light running related collisions, but increased right-angle and injury collisions, as well as collisions overall.  相似文献

This study investigates the disparities in access to various types of opportunities in ethnic neighborhoods, as compared to wealthy white neighborhoods (the reference). Focusing on the heterogeneity within ethnic neighborhoods, I distinguish between different types of neighborhoods based on their racial/ethnic makeup and median household income. The Los Angeles region provides an interesting empirical setting because of its racial diversity and its auto-centric spatial structure. The results show that the various types of ethnic neighborhoods differ not only in spatial patterns within the region but also in terms of relative access to opportunities. Nevertheless, I find that all types of the low-income ethnic neighborhoods have higher levels of access to jobs and non-work opportunities, except for access to parks/open spaces, than do the reference neighborhoods. This holds true regardless of accessibility measures and travel modes. However, the relative access to opportunities for middle-to-high-income ethnic neighborhoods varies by accessibility measure. Considering that each accessibility measure has its own set of meanings and planning implications, diverse measures should be taken into account for policy interventions. The present study also adds further evidence of modal disparities, which are much greater than spatial disparities, in access to opportunities.

Electric vehicles (EVs) are still a maturing technology. Barriers to their adoption include price and range anxiety. EV batteries are significant in determining both EV prices and costs. In this work, we focus on the impact of a high-capacity battery and EV rebates on an EV ecosystem. Using survey data from Los Angeles, California, we simulate different cases of battery costs and prices by means of an agent-based EV ecosystem model. We find that even in Los Angeles, a geographically spread out city, the price of EVs is a more significant barrier to adoption than EV range. In fact, even a quintupling of battery size at no additional costs improves EV adoption by only 5 %. Therefore, policy makers should focus more on affordability than range in promoting EV adoption.  相似文献

This paper first introduces the key players involved in the deployment of Intelligent Transportation Systems (ITS) technologies in the Los Angeles metropolitan area. The paper then reports the local deployment status of major Advanced Public Transportation Systems (APTS) projects, with a particular emphasis placed on the burgeoning Los Angeles Smart Shuttle Demonstration Project. Growth in international trade and changing patterns of production have resulted in greatly increased volumes of freight traffic in urban areas. Metropolitan areas serving as major nodes within the international trade network are particularly affected. In California, state regulation was imposed on port operations in an effort to mitigate congestion and air pollution associated with increased port-related trade. This paper presents an evaluation of the outcomes of California Assembly Bill (AB) 2650 at the Ports of Los Angeles and Long Beach. The legislation permitted terminals to adopt either gate appointments or off-peak operating hours as a means of reducing truck queues at gates. There is no evidence of reduced queuing or transaction times, and hence that AB 2650 did not result in reduced truck emissions.  相似文献

The LAX North Airfield Safety Study was undertaken by an Academic Panel consisting of the present authors, and was based in large part on a simulation that was conducted at FutureFlight Central at NASA Ames Research Center. The primary aim of the study was “to estimate as specifically as possible the level of future safety associated with several geometrical configurations of the LAX North Airfield.” This paper describes the study, and how it combined information from human-in-the-loop simulations at NASA with historical data from LAX and other US airports about runway incursions and collisions. The analysis indicated that, even under its existing physical layout, LAX North would experience very low risk of runway collisions at traffic levels projected for 2020. That risk could be reduced by about half if the North Airfield runways were reconfigured, and some reconfigurations would also add appreciably to the operational efficiency of the airport. But because the “baseline” level of risk is so low, the Study concluded that “it would be difficult to construct a compelling case on safety grounds alone for reconfiguring the North Airfield.”  相似文献
