The transition zone between the North Sea and the Baltic Sea is a highly dynamic region where a general estuarine circulation forms a regional scale frontal system from northern Kattegat to the Arkona Sea. This system is characterized by an upper low saline out?owing Baltic water mass from the in?owing saline Skagerrak bottom water to the Kattegat and Belt Sea area. Large and rapid ?uctuations of the frontal system are caused by barotropic transports, forced by changing sea level difference between northern Kattegat and the western Baltic Sea, and this results in high variability of the hydrographic conditions and also in frequent in- and out?ow events to the Baltic. The dynamics in the region are here analyzed by a regional model of the transition zone, covering the area from the northern Kattegat to the Arkona Sea. The model is validated against water level, temperature and salinity measurements from the region, and the transports through the Danish straits are related to previous estimates and empirical relations. A sensitivity study quantify the role of bathymetry, the tidally induced mixing and the in?owing Skagerrak bottom water for ventilating the bottom water with Skagerrak water or surface water.Furthermore, the dynamics in the region is analyzed with tracers representing the age of the water. The distribution of age tracers with different boundary conditions are analyzed, and the role of advection and mixing for ventilating the bottom water is quanti?ed in terms of the water age. It is shown that the Great Belt area is a very dynamical area where bottom water is ventilated with surface water. The interannual variation of the ventilation of bottom water in the period 2001–2003 is analyzed by various age tracers and related to observed oxygen conditions, and it is shown that the extreme hypoxic event in the autumn 2002 in the southern Kattegat, the Great Belt and in the western Baltic Sea coincide with an unusual low vertical ventilation rate in the Great Belt area, but normal advection rates of bottom water from the northern Kattegat. This indicates that during this particular event, and probably in general, ventilation of bottom water in the Great Belt has signi?cant in?uence on oxygen conditions in the southern part of the region and for ventilation of bottom waters in the western Baltic Sea. In contrast, the central Kattegat is primarily ventilated by advection of bottom water from the Skagerrak. An age tracer representing the ventilation rate of bottom water with either Skagerrak water or surface water is shown to be inversely correlated to the observed oxygen distribution in the region. 相似文献

This study focuses on the expected impact of Northern Sea Route (NSR) usage and the Panama Canal (PC) expansion on liquefied natural gas (LNG) imports of Asian countries, from not only the macroeconomic viewpoint but also diversification of the supplying countries. First, the amounts saved from shipping costs due to these events are estimated, based on scenarios on the navigable period of the NSR, transit fee of the NSR considering the exchange rate between the Russian ruble and US dollar, and bunker fuel price. Second, a spatial general equilibrium model based on macroeconomic theory is applied to predict changes in LNG trade patterns and measure economic impacts due to the reduction of shipping costs. Finally, the impacts of NSR usage as well as the PC expansion on LNG imports of Asian countries are discussed based on the calculations. The results show that diversification of supplying countries for LNG imports can be observed, especially in Japan, the largest LNG importer in the world, and other Asian countries are secondarily affected by changes in Japan’s import pattern, with limited impacts on these countries’ national economies. 相似文献

A rather significant number of business entities already operate within (or, have considered to exploit) the Arctic region, focusing upon previously untapped resources such as precious minerals and large quantities of oil and gas; touristic and fishing activities are clearly on the rise, with various endeavors of maritime transport also being put forward. Up until recently, harsh year-long environmental conditions have significantly hindered the necessary access and transport connections in the Arctic. Even in the case that weather conditions did permit vessels’ passage, unreliable navigational aids and lack of infrastructure/support provided obstacles difficult to overcome. However, environmental data recorded during the last couple of decades clearly indicates that there is a continuous decline of ice coverage in the “High North.” Given this steady decline, the Arctic has now been viewed as a promising field for economic activities and is considered as a potential connecting corridor between Asia and Europe/America (and vice-versa). As human presence and operations are expected to intensify there, it is of utmost importance to evaluate the current level of support towards ships that will be crossing the region; capabilities in relation to search and rescue (SAR) operations and oil spill response are also important. The analysis in hand will first deliver a discussion of the so-called Arctic Passages. While various different maritime routes have been proposed in relation to the Arctic, the most promising one, the Northern Sea Route (NSR), will provide the epicenter of discussion. Through an extensive literature review that includes numerous internet resources, the current analysis will identify the numbers of icebreakers already operating in the NSR, as well as those that will be commissioned into service in the near future. The choice to research the specific type of vessels is supported by a simple argument: icebreakers currently are and will continue to be in the foreseeable future the main “tool” to support shipping activities in the Arctic. Furthermore, emergency management capabilities in the Russian Arctic will be examined to include the current state of rescue coordination centres along with the availability of SAR assets. Additionally, the efforts thus far by the Arctic Council to increase coordination and interaction among the States involved in Arctic affairs will be summarized; the latter will be achieved via a brief review of a very important legally binding agreement: the “search and rescue” instrument. In conclusion, the Russian State has already heavily invested in icebreakers’ building and their current number is fully capable to handle the present level of limited traffic. On the other hand, ships are currently faced with long distances to cross (often without adequate support) adverse environmental conditions, unpredictable hurdles, and slow response times in case of an emergency. Therefore, in case ships operating in the region are increased, it will be difficult to deal with all the additional demands for support. Of particular interest is the fact that considering the vast area of the NSR, the overall available response capabilities in the region under discussion are rather thin; any further increase of maritime traffic in the “High North” must be balanced with additional strengthening of emergency management capabilities. In any case, should the NSR become fully integrated in the global maritime transport system, Russia’s geopolitical status will be clearly improved and further research is needed to discuss the implications both at the regional and global levels. 相似文献

Participation (e.g., stakeholder involvement) has become a central concept in the practice of environmental and coastal zone management. Research has shown that the integration of participation in coastal zone management has positive ecological and social outcomes. In the literature, however, participation is often reported in an unstructured and uncritical manner. Therefore, to find out whether and how there is a useful way to structure and characterize the way the coastal zone management literature deals with participation, we have conducted a literature review. The review was conducted and the literature structured through three central dimensions of participation, namely: power, knowledge, and (visions of) nature. The article concludes that this structured approach to participation enables us to study more systematically the role of participation and might facilitate the governance and learning processes of coastal networks. 相似文献

ABSTRACTFurther to being Greece’s biggest port, Piraeus has been a traditional pole of attraction for a plethora of organisations, companies, and institutions engaged in port- and shipping-related activities. Regional development literature has already indicated that the benefits deriving from adjacency and agglomeration economies are maximised when individual entities are organised in forming business clusters. Therefore, the paper critically addresses the existence of theoretical preconditions to a competitive port–maritime cluster formulation in wider Piraeus area. Based on a thorough review of cluster theory, the basic characteristics of clusters are identified to provide the analytical tools for examining the geographical concentration and economic specialisation in Piraeus. Field research in the form of in-depth interviews with leading shipping- and port-related business representatives and institutional bodies and the analysis of qualitative and quantitative data collected revealed that necessary preconditions for successful cluster formulation are met despite the inexistence of a formally recognised cluster. Two distinct poles of economic activity (shipping and port related) are recognised, demonstrating differentiated clustering behaviours and patterns of interaction with other players. The paper concludes with proposals deriving from this dual cluster structure and governance and the need for innovative, differentiated strategies. 相似文献

This article uncovers that the BIMCO/ISF manpower survey, both in its data collection and methodology, could be improved upon. It suggests that there is no lack of seafarers in number, but in quality. The major potential supply/demand countries are identified. China has not only the potential to become, it has actually become, a top manpower supplier. Some traditional maritime nations, with the decreasing demands of their national fleets, have become labour supply country, which could contribute in excess of 44000 seafarers to foreign ships. Approaches by governments to reforming the way in which ports are governed are critical to how ports operate and fulfil their roles, and much research is devoted to investigating the impact of such reform. Yet, although the challenges of such research are noted, little attention is devoted to questioning whether measuring such impact is actually possible. We argue consideration of this question is fundamentally important for policy makers and researchers. Specifically, if uncertainty exists regarding whether we have measured the impact of the reform, how can we research its effect or justify its introduction? Conversely, a more conscious consideration of whether we can really measure the impact of port governance reform arguably means a more effective contextualization and rationalization of both policy and research. In this polemical paper, we critically consider three salient areas in relation to whether we can really measure the impact of port governance reform: ‘key terms and their ambiguity’, ‘aspects of time and geography’ and ‘issues of methods and context’. We summarize the key issues and offer suggestions for policy makers and researchers to approach them in an aim to both help measure the impact of port governance reform and also aid future policy development. 相似文献

The construction and provision of infrastructure services such as transport nowadays is often based on a partnership between three main actors: public sector, private sector and multilateral lenders, under a framework of Public-Private Partnerships (PPPs). This type of partnership has been employed in a wide range of projects in the transport sector and in various contexts in developing and developed countries. Given this observation, the objective of this paper is to examine how countries’ economic and political characteristics contribute to the success of PPPs in transport investments. Special focus in the analysis is given to how the perception of corruption and democratic accountability may influence the success of a PPP project in different transport sectors. We examine a database with 856 transport PPP projects using a generalized linear model in the form of a logit model in order to evaluate the transport database covering data from 72 countries, classified in six regions. The study highlights the importance of national experience. Not only does national macroeconomic experience appear to have a relevant role, but so also does its past experience (either positive or negative) of transport PPP projects. An interesting finding from the analysis is the importance of the rest of the world’s perception of a country’s level of corruption and democratic accountability for the final outcome of a PPP project. 相似文献

The analytic hierarchy process has been used to elicit the knowledge of maritime transport stakeholders, such as seafarers, authorities, insurers and academics, regarding human factors and risk-reducing measures for ship groundings. Measures against human fatigue, alcohol abuse, language barriers, poor bridge management and safety climate have been compared with regard to costs and benefits. The measures are discussed in the context of large ships on a voyage of at least 24 h containing Bridge Resource Management. The study shows that stakeholders consider the costs of the measures to reduce human fatigue at sea surpass the benefits. Measures against alcohol abuse are regarded as the most cost–benefit efficient. Also, the stakeholders consider the watch scheme 8–4–4–8 to be less fatiguing than the 12–12 watch scheme. In addition, the results of the study support previous findings that inadequate manning levels contribute the most to human fatigue within the bridge management team. 相似文献

The stocks of principal groundfish species off New England have collapsed, creating economic hardship and dislocation in fishing communities from Rhode Island to Maine. In this article we analyze the causes of this collapse using the ?ratchet effect? described by Ludwig, Hilborn, and Walters (1993) as a framework. According to Ludwig, Hilborn, and Walters, powerful economic and political interests drive fisheries to overcapitalize and overexploit despite scientific evidence that stocks are declining. When the fishery is no longer economically viable, governments provide financial assistance to minimize economic hardship. When stocks increase there is another rush to invest, and the cycle repeats itself. The history of groundfish management in New England conforms well to this model. Optimism among fishers and government over U.S. control of this fishery in 1977 stimulated successive rounds of investment that built up excessive fishing capacity despite warnings from scientists that stocks were becoming weaker. Management regimes designed by the New England Fishery Management Council were ineffective in constraining fishing effort. Collapse of the stocks has led to severe restrictions on fishing and to government assistance. We suggest that the integration of science, management, and harvesting sectors through ecosystem-based management offers the best means of avoiding similar situations in the future. 相似文献

That piracy needs to be addressed onshore is a widely shared assumption. While the majority of counter-piracy measures focus on the sea, a number of onshore counter-piracy initiatives have been launched. We can observe the seeds of an alternative land-based policy approach. One set of land-based programs aims at strengthening the legal and security state apparatus to better deter and punish pirates. The other set of programs aims at addressing local populations on regional, clan or village levels. Such projects aim at increasing surveillance, sensitizing populations for the consequences of piracy, and providing rehabilitation or alternative livelihood opportunities. In this article, I review the latter type of projects and discuss the promises and difficulties of addressing piracy by such measures. I discuss five major problems: knowledge problems, implementation problems, counterintuitive consequences, tensions towards other parts of counter-piracy strategy, and the securitization of aid. 相似文献
