This article reviews empirical studies of how employer-paid parking affects employees' travel choices. A strong effect is found: parking subsidies greatly increase solo driving. When employers reduce or remove parking subsidies, a significant number of solo drivers shift to carpools and/or transit. This conclusion is based on studies of parking subsidies in a variety of circumstances, including central city and suburban areas, private and public employers, and clerical and professional employees. Three measures are developed to compare changes in commute patterns: changes in the share of solo drivers. changes in the number of autos driven to work per 100 employees, and the parking price elasticity of demand for solo driving. The studies reviewed here show that 19 to 81 percent fewer employees drive to work alone when they pay for their own parking. Because 90 percent of American commuters who drive to work receive employer-paid parking, these findings are significant for designing transportation policies to reduce air pollution, traffic congestion, and energy consumption.  相似文献

This paper studies university students’ commute and housing behaviors using samples from Los Angeles, a place notorious for car dependence and dominance. It finds that being embedded in this place does not make university students drive alone more than their peers in other places. Being multimodal and having a discounted transit pass increase the odds of alternative modes while holding a parking permit reduces the odds of these modes. Commute distance is positively related to carpool and telecommuting. Gender, status (undergraduate vs. gradate) and age are significantly correlated to biking, walking or public transit. Students living alone are more likely to commute by driving alone than other students. Having friends and classmates living nearby increases the odds of taking public transit. Due to data constraints, this study cannot prove whether there is any correlation between information contagion and the effects of living alone and having friends and classmates living nearby on alternative mode choice. But it proposes that the issue be worthwhile of further investigations. Base on the above, the paper recommends a comprehensive travel demand management program, utilization of information contagion effects of students and promotion of multimodal commute to better promote alternative mode of commute among university students.  相似文献

This paper investigates how recurrent parking demand can be managed by dynamic parking pricing and information provision in the morning commute. Travelers are aware of time-varying pricing information and time-varying expected occupancy, through either their day-to-day experience or online information provision, to make their recurrent parking choices. We first formulate the parking choices under the User Equilibrium (UE) conditions using the Variational Inequality (VI) approach. More importantly, the System Optimal (SO) parking flow pattern and SO parking prices are also derived and solved efficiently using Linear Programming. Under SO, any two parking clusters cannot be used at the same time by travelers between more than one Origin–Destination (O–D) pairs. The SO parking flow pattern is not unique, which offers sufficient flexibility for operators to achieve different management objectives while keeping the flow pattern optimal. We show that any optimal flow pattern can be achieved by charging parking prices in each area that only depend on the time or occupancy, regardless of origins and destinations of users of this area. In the two numerical experiments, the best system performance is usually achieved by pricing the more preferred (convenient) area such that it is used up to a terminal occupancy of around 85–95%. Optimal pricing essentially balances the parking congestion (namely cruising time) and the level of convenience.  相似文献

Employers are regularly involved in transport planning and characteristic workplace-oriented tools include: (1) travel plans for building projects, (2) mandatory travel plans, (3) subsidies to employers with an advanced travel plan and (4) best travel plan awards. In all cases, experts judge the level of car use. We argue that decision-makers might benefit from a multiple regression-based benchmark modelling tool that estimates the expected share of the car. In this paper, we estimate the share of car users in the commuting modal split at workplaces. However, since the amount of information available to experts differs, we gradually add information to the model to measure the impact of data availability. Without historic data on modal split, the current share can only be predicted moderately well, i.e. within a 20% range. Besides adding the past, results improve by using homogenous and regional subsamples. Nevertheless, quantitative analyses do not make expert knowledge obsolete.  相似文献

Morning commuters choose their departure times and travel modes based on a combinational evaluation of factors associated with the chances of running into bottleneck congestion, likely schedule delays, parking space availability as well as monetary costs of traveling and parking. This study investigates a morning commute problem with carpooling behavior under parking space constraint at destination. We consider such a scenario that as a competing mode of the transit line, the highway contains a carpool lane only used by carpoolers while all solo drivers are forced to use a general purpose (GP) lane. Unlike the standard bottleneck model, the rush-hour dynamic departure patterns with a binding parking supply vary with the relative proportion of the two lanes’ capacities. The possible departure pattern domain with different parking supply and lane capacity allocation is explored in terms of the relative extra carpool cost and distinguished between the bi-mode and multi-mode equilibria. It is found that compared with solo drivers, carpoolers have shorter rush hour in order to smooth the extra carpool cost. With the decrease of parking spots, the number of solo drivers cuts down gradually, whilst the number of carpoolers climbs up firstly and then declines in the multi-mode system. Under mild assumptions, the best system performance can be realized with the joint consideration of total travel cost and vehicle emission cost through optimizing the lane capacity allocation and the parking supply.  相似文献

Abstract

Many researchers have been attracted by the phenomenon of constant travel time, and the time spent on travel has been an important indicator of understanding travellers’ behaviours. This paper is based on a survey conducted in a university in London which includes both objective and subjective variables in relation to commute time and some demographic characteristics. Two conceptual structural models are examined in order to explore the factors determining travellers’ choices. Results of the analysis reveal some interesting relationships: (1) a positive relationship between age and commute time; (2) females are more likely to read or listen to music during their journeys, and their ideal commute time (ICT) and current commute time (CCT) generally tend to be longer; (3) academic staff tend to have the habit of working during their commute, administrative staff tend to commute longer while students tend to spend a shorter time commuting; (4) normally, a habit while travelling is significantly associated with CCT; those with a habit of reading or working during their commute journey tend to have longer commute times and (5) the relationship between CCT and commuters’ ICT and tolerable commute time is positive; both hypothesised causal relationships are significant so that a loop is formed between subjective and objective variables, and thus a dynamic modelling process could be envisaged as temporal sequences of those variables.  相似文献

Over recent years, parking policy has become a key element of transport policy in many countries. Parking policy measures can affect many different dimensions of travel behaviour but are likely to be most significant in terms of travellers' choice of parking type and location. This dimension of travel choice has, to date, received comparatively little attention, yet is of vital importance if we are to properly understand and predict the effects of parking policy measures.This paper presents two studies addressing this issue carried out in the United Kingdom and Germany. Both studies used a stated preference approach in order to collect disaggregate data on travellers responses to changes in parking attributes and used these data to build simple logit models of parking type choice. The studies were designed in order to allow comparable choice models to be estimated from the two datasets. The results obtained strongly indicate the need to separately identify the costs associated with different components of the parking activity (e.g., general in-vehicle time, parking search time, egress time) and also point to the existence of significant differences in the relative valuation of these components across different journey purposes. Where possible, the results of the choice modelling exercises are also compared with existing revealed and stated preference results and are found to be generally in line with prior expectations.  相似文献

Using structural equation modeling, the relationships among travel amounts, perceptions, affections, and desires across five short-distance (one-way trips of less than 100 miles) travel categories (overall, commute, work/school-related, entertainment/social/recreation, and personal vehicle) are examined. The models are estimated using data collected in 1998 from more than 1300 working commuters in the San Francisco Bay Area. A cross-model analysis reveals three robust relationships, namely: (1) myriad measures of travel amounts work together to affect perceptions; (2) perceptions are consistently important in shaping desires; and (3) affections have a positive relationship with desires. The second finding suggests that two individuals who travel the same objective amount may not have the same desire to reduce their travel: how much individuals perceive their travel to be is important. The third point argues that the degree to which travel is enjoyed is a key determinant of shaping desires to reduce travel: the more travel is enjoyed, the less the desire to reduce it.  相似文献

Several travel indicators were compared between telecommuting (TC) days and non-telecommuting days for a sample of 72 center-based telecommuters in California. Distance traveled decreased significantly on TC days, with average reductions of 51 person-miles (58%) and 35 vehicle-miles (53%). When weighted by telecommuting frequency, average reductions of 11.9% in PMT and 11.5% in VMT were found over a five-day work week. Person-trips and vehicle-trips increased slightly (but not significantly) on TC days. This was due to statistically significant increases in commute trips by telecommuters (who more often went home for lunch on their TC days), partly counteracted by decreases in non-commute travel. The drive-alone mode share increased on TC days, both for all trips, and for commute trips in particular. Walking and biking shares also increased modestly on TC days, whereas shares of transit and ridesharing declined. Despite the increase in trip rates, TC-day reductions were found for all pollutants analyzed: 15% for total organic gas emissions, 21% for carbon monoxide, 35% for oxides of nitrogen, and 51% for particulate matter. The reduction in VMT more than compensated for the marginal increase in number of trips (and consequently, cold starts) on telecommuting days.  相似文献

In this paper, we study the economics of parking provision for the morning commute, where all the parking lots are owned and operated by private operators. The parking capacity allocations, parking fees and access times are considered in a parking market. First we solve the parking market equilibrium without regulatory intervention, revealing four types of competitive equilibrium. Only one of the four types of equilibrium, however, is found to be stable and realistic, and under it each parking area is preferred by the commuters during certain time periods. Compared to the case without parking choice, provision of parking through a competitive market is able to reduce commuters’ travel cost and queuing delay, but it does not necessarily lead to the most desirable market outcome that minimizes social cost or commuter cost. This issue can be addressed through market regulations, such as price-ceiling, capacity-floor or capacity-ceiling, and a quantity tax/subsidy regulation. It is found that both price-ceiling and quantity tax/subsidy regulations can efficiently reduce both the system cost and commuter cost under certain conditions, and help ensure the stability of the parking market. Numerical examples are also provided to illustrate these findings and furthermore, how a price ceiling or a quantity tax/subsidy should be set in a parking market under realistic model parameters.  相似文献

This paper analyzes empirically measured values of Travel Liking––how much individuals like to travel, in various overall, mode-, and purpose-based categories. The study addresses two questions: what types of people enjoy travel, and under what circumstances is travel enjoyed? We first review and augment some previously hypothesized reasons why individuals may enjoy travel. Then, using data from 1358 commuting residents of three San Francisco Bay Area neighborhoods, a total of 13 ordinary least-squares linear regression models are presented: eight models of short-distance Travel Liking and five models of long-distance Travel Liking. The results indicate that travelers’ attitudes and personality (representing motivations) are more important determinants of Travel Liking than objective travel amounts. For example, while those who commute long distances do tend to dislike commute travel (as expected), the variables entering the models that hold the most importance relate to the personality and attitudes of the traveler. Most of the hypothesized reasons for liking travel are empirically supported here.  相似文献

This study investigates how socio-demographic and attitudinal variables of university students affect their desire to increase or decrease their daily commute. The case study is McMaster University in Hamilton, Canada, and data was obtained by means of a web-based survey that included questions regarding travel behavior, socio-demographic information, and attitudes toward travel, land use, and the environment. The objective variable is defined as the ratio of ideal to actual commute time, and regression analysis is implemented to test the relationship between this variable and socio-demographic variables and attitudinal scores. The impact of different attitudes on the gap between ideal and actual commute time is expanded to include three different modes, active travel (walk/cycle), transit, and personal automobile. Interestingly, the results indicate that active travelers tend to be less dissatisfied with their commute, followed by those who travel in a personal vehicle and transit users. A number of attitudinal responses are shown to impact the desire to travel more or less, including variables that relate to the social environment, availability of local activities, quality of facilities, productive use of the commute, and the intrinsic value found in the commute travel. The picture emerges of a traveler who would like to spend more time commuting, as someone who is an active traveler, thinks that getting there is half the fun, dislikes traveling alone, but rather likes to live in an active neighborhood where there is a sense of community. The results suggests that enjoyment of commuting, while a challenge from the perspective of motorized mobility, may provide valuable policy opportunities from the perspective of active transportation.  相似文献

Given the potential benefits of bicycling to the environment, the economy, and public health, many U.S. cities have set ambitious goals for increasing the bicycle share of commute trips. The Transtheoretical Model of Behavior Change, which seeks to describe how positive and permanent change can be fostered in individuals, may shed light on how cities can most effectively increase bicycle commuting. We use the model’s “stages of change” framework to explore the potential for increased bicycle commuting to the UC Davis campus in Davis, California. Our analysis uses data from the 2012 to 2013 UC Davis Campus Travel Survey, an annual online survey that is randomly administered to students and employees at UC Davis. Based on their responses to questions about current commute mode and contemplation of bicycle commuting, respondents are divided into five stages of change: Pre-contemplation, Contemplation, Preparation, Action, and Maintenance. We construct a Bayesian multilevel ordinal logistic regression model to understand how differences in socio-demographic characteristics, travel attributes, and travel attitudes between individuals explain their membership in different stages of change. In addition, we use this model to explore the potential of various intervention strategies to move individuals through the stages of change toward becoming regular bicycle commuters. Our results indicate that travel attitudes matter more to progression toward regular commute bicycling than travel attributes, tentatively supporting the efficacy of “soft” policies focused on changing travel attitudes.  相似文献

This paper investigates the role of parking pricing and supply by time of day in whether to drive and park in the central business district (CBD). A stated preference survey of car drivers and public transport users was undertaken at a number of parking locations, public transit interchanges, and shopping centres in Sydney CBD during 1998. In the context of a current trip to the CBD, respondents were asked to consider six alternatives, including three parking locations in the CBD, park outside of the CBD with public transport connection to the CBD, switch to public transport, or forego that trip to the CBD. The three parking locations were defined by hours of operation, a tariff schedule, and access time to the final destination from the parking station. Data from the survey were then used to estimate a nested logit model of mode and parking choices, which was then used to simulate the impacts of supply pricing scenarios on CBD parking share. The change in CBD parking share attributable to supply by time of day is less than 3%, compared to 97% attributable to parking prices.  相似文献

Traditionally, the parking choice/option is considered to be an important factor in only in the mode choice component of a four-stage travel demand modelling system. However, travel demand modelling has been undergoing a paradigm shift from the traditional trip-based approach to an activity-based approach. The activity-based approach is intended to capture the influences of different policy variables at various stages of activity-travel decision making processes. Parking is a key policy variable that captures land use and transportation interactions in urban areas. It is important that the influences of parking choice on activity scheduling behaviour be identified fully. This paper investigates this issue using a sample data set collected in Montreal, Canada. Parking type choice and activity scheduling decision (start time choice) are modelled jointly in order to identify the effects of parking type choice on activity scheduling behaviour. Empirical investigation gives strong evidence that parking type choice influences activity scheduling process. The empirical findings of this investigation challenge the validity of the traditional conception which considers parking choice as exogenous variable only in the mode choice component of travel demand models.  相似文献

After the widespread deployment of Advanced Traveler Information Systems, there exists an increasing concern about their profitability. The costs of such systems are clear, but the quantification of the benefits still generates debate. This paper analyzes the value of highway travel time information systems. This is achieved by modeling the departure time selection and route choice with and without the guidance of an information system. The behavioral model supporting these choices is grounded on the expected utility theory, where drivers try to maximize the expected value of their perceived utility. The value of information is derived from the reduction of the unreliability costs as a consequence of the wiser decisions made with information. This includes the reduction of travel times, scheduling costs and stress. This modeling approach allows assessing the effects of the precision of the information system in the value of the information.Different scenarios are simulated in a generic but realistic context, using empirical data measured on a highway corridor accessing the city of Barcelona, Spain. Results show that travel time information only has a significant value in three situations: (1) when there is an important scheduled activity at the destination (e.g. morning commute trips), (2) in case of total uncertainty about the conditions of the trip (e.g. sporadic trips), and (3) when more than one route is possible. Information systems with very high precision do not produce better results. However, an acceptable level of precision is completely required, as information systems with very poor precision may even be detrimental. The paper also highlights the difference between the user value and the social value of the information. The value of the information may not benefit only the user. For instance, massive dissemination of travel time information contributes to the reduction of day-to-day travel time variance. This favors all drivers, even those without information. In these situations travel time information has the property that its social benefits exceed private benefits (i.e. information has positive externalities). Of course, drivers are only willing to cover costs equal or smaller than their private benefits, which in turn may justify subsidies for information provision.  相似文献

Operators and planners of parking guidance and information system (PGIS) often encounter the difficulty when and how to provide parking information to drivers in peak hours. The aim of this study was to assign the parking demands onto the urban network, find the positions suitable to locate the parking variable message sign (parking VMS), and try to solve the problem when to provide parking information to drivers. Parking VMS, as the most common forms of the information display terminal of PGIS, becomes critical in designing PGIS. This paper started from analyzing the relationship between the location and the performances of parking VMS. If a parking VMS is placed right along the link approaching to the divarication intersection of the subsequent “shortest path” and the previous one, the travel time declines abruptly, and the guiding compliance ratio becomes superior. Then, the network‐based parking choice model for the parking VMS was proposed. Network modification and incremental assignment were used to find the divarication intersections caused by the changes of space availability. In addition, MATLAB software package (MathWorks, Inc., Natick, MA, USA) was adopted to calculate the entire process mentioned. Two measures of commute time preferences – Ideal Commute Time and Relative Desired Commute amount (a variable indicating the desire to commute "much less" to "much more" than currently) – are modeled, using tobit and ordered probit, respectively. Ideal Commute Time was found to be positively related to Actual Commute Time and to a liking and utility for commuting, and negatively related to commute frequency and to a family/community-oriented lifestyle. Relative Desired Commute, on the other hand, was negatively related to amounts of actual commute and work-related travel, but positively related to travel liking and a measure of commute benefit. Overall, commute time is not unequivocally a source of disutility to be minimized, but rather offers some benefits (such as a transition between home and work). Most people have a non-zero optimum commute time, which can be violated in either direction – i.e. it is possible (although comparatively rare, occurring for only 7% of the sample) to commute too little. On the other hand, a large proportion of people (52% of the sample) are commuting longer than they would like, and hence would presumably be receptive to reducing (although usually not eliminating) that commute.  相似文献

In this paper, we define the online localized resource allocation problem, especially relevant for modeling transportation applications. The problem modeling takes into account simultaneously the geographical location of consumers and resources together with their online nondeterministic appearance. We use urban parking management as an illustration of this problem. In fact, urban parking management is an online localized resource allocation problem, where the question is how to find an efficient allocation of parking spots to drivers, while they all have dynamic geographical positions and appear nondeterministically. We define this problem and propose a multiagent system to solve it. The objective of the system is to decrease, for private vehicles drivers, the parking spots search time. The drivers are organized in communities and share information about spots availability. We have defined two cooperative models and compared them: a fully cooperative model, where agents share all the available information, and a “coopetitive” model, where drivers do not share information about the spot that they have chosen.
