This paper describes the characteristics of transportation demand management. The origin of transportation demand management (TDM) as it has evolved in the US is related to federal policy initiatives that first focused on improving the efficiency of the urban transportation system through operational improvements, and then incorporated concerns such as air quality and energy conservation into the transportation planning process. The paper then examines the effectiveness of TDM actions, and concludes that those actions most likely to increase the “price” of travel for single occupant vehicle use will be most effective. The paper identifies several strategies for improving the effectiveness of TDM actions in the context of regional transportation planning, including: incorporating TDM as part of the solutions for regional transportation planning, linking TDM to land use decisions, making the costs of travel more apparent to the user, and making TDM implementation more palatable to the general public.  相似文献

Activity-based travel demand modeling (ABTDM) has often been viewed as an advanced approach, due to its higher fidelity and better policy sensitivity. However, a review of the literature indicates that no study has been undertaken to investigate quantitatively the differences and accuracy between an ABTDM approach and a traditional four-step travel demand model. In this paper we provide a comparative analysis against each step – trip generation, trip distribution, mode split, and network assignment – between an ABTDM developed using travel diary data from the Tampa Bay Region in Florida and the Tampa Bay Regional Planning Model (TBRPM), an existing traditional four-step model for the same area. Results show salient differences between the TBRPM and the ABTDM, in terms of modeling performance and accuracy, in each of the four steps. For example, trip production rates calculated from the travel diary data are found to be either double or a quarter less than those used in the TBRPM. On the other hand, trip attraction rates computed from activity-based travel simulations are found to be either more than double or one tenth less than those used in the TBRPM. The trip distribution curves from the two models are similar, but both average and peak trip lengths of the two are significantly different. Mode split analyses show that the TBRPM may underestimate driving trips and fail to capture any usage of alternative modes, such as taxi and nonmotorized (e.g., walking and bicycling) modes. In addition, the ABTDMs are found to be less capable of reproducing observed traffic counts when compared to the TBRPM, most likely due to not considering external and through trips. The comparative results presented can help transportation engineers and planners better understand the strengths and weaknesses of the two types of model and this should assist decision-makers in choosing a better modeling tool for their planning initiatives.  相似文献

This paper analyzes the potential to, and impacts of, increasing transit modal split in a polycentric metropolitan area – the Philadelphia, Pennsylvania region. Potential transit riders are preselected as those travelers whose trips begin and end in areas with transit-supportive land uses, defined as “activity centers,” areas of high-density employment and trip attraction. A multimodal traffic assignment model is developed and solved to quantify the generalized cost of travel by transit services and private automobile under (user) equilibrium conditions. The model predicts transit modal split by identifying the origin–destination pairs for which transit offers lower generalized cost. For those origin–destination pairs for which transit does not offer the lowest generalized cost, I compute a transit competitiveness measure, the ratio of transit generalized cost to auto generalized cost. The model is first formulated and solved for existing transit service and regional pricing schemes. Next, various transit incentives (travel time or fare reductions, increased service) and auto disincentives (higher out of pocket expenses) are proposed and their impacts on individual travel choices and system performance are quantified. The results suggest that a coordinated policy of improved transit service and some auto disincentives is necessary to achieve greater modal split and improved system efficiency in the region. Further, the research finds that two levels of coordinated transit service, between and within activity centers, are necessary to realize the greatest improvements in system performance.  相似文献

International students and immigrants in general are fuelling the growth in Australia’s population and the pressure that is putting on its urban transport systems. Yet, we know very little about their travel habits and limited previous research has been previously undertaken to address this gap. To address this research need, this study draws on a survey that was designed and distributed online and on-campus to students at Australia’s largest university (Monash University). Using multivariate statistical tools including factor analysis and multinomial logistic regression, significant differences were found between native-born Australian and Asian international students with regards to their mode perceptions, present travel habits and socio-demographics. For Asian students, attitudes towards non-car mode decrease and car-dependency increases the longer they reside in Australia. The findings of this research further highlight the need to encourage newer immigrants to use more sustainable travel options and highlight the relevance for local government and policy planners to support further research in this area, given that these international students have the potential to be key agents for travel behaviour change.  相似文献

Abstract

Malaysia is one of the few countries in the world that provides a fuel subsidy to consumers. Due to the recent economic crisis, the Malaysian Government decided to revise its fuel subsidization policy from a fixed price subsidy to a floating price subsidy dependent on global oil demand. Recognizing that the change in fuel subsidization policy can have an impact on travel behavior, this article investigates the short-term impact of the policy change on private and public transportation in the Klang Valley region of Malaysia. Spectral analyses are performed to investigate if the policy change has an impact on private vehicle travel demand, measured in terms of road traffic, and short-term travel demand elasticity with respect to fuel price is estimated. To measure the impact on the public transportation system, the demand cross-elasticity values of rail transit and buses are also estimated. It was found that traffic flow reduces with an increase in fuel price, although elasticity and cross-elasticity values obtained are low. The article finds that there is a potential mode shift from private vehicles to rail transit with increasing fuel price. It is demonstrated that reducing fuel price subsidy can be an effective travel demand management strategy to alleviate congestion.  相似文献

The quality of traffic information has become one of the most important factors that can affect the distribution of urban and highway traffic flow by changing the travel route, transportation mode, and travel time of travelers and trips. Past research has revealed traveler behavior when traffic information is provided. This paper summarizes the related study achievements from a survey conducted in the Beijing area with a specially designed questionnaire considering traffic conditions and the provision of traffic information services. With the survey data, a Logit model is estimated, and the results indicate that travel time can be considered the most significant factor that affects highway travel mode choice between private vehicles and public transit, whereas trip purpose is the least significant factor for private vehicle usage for both urban and highway travel.  相似文献

This study examines the relationship between positive and negative user valence and transport mode choice behaviour. We integrate latent attitudes affect’ and salience’ into transport mode choice models using the framework of integrated choice and latent variable modelling and simultaneous maximum likelihood estimation methods. The results are consistent with findings in similar travel behaviour and behavioural economics literature. The study extends the findings of previous research and has demonstrated that user sentiments about public transport mode and salient public transport experiences have a significant impact on travel mode choice behaviour. It was found that private motorised users are more sensitive to overcrowding and anti-social behaviours on PT than active and PT travellers. Key attitudinal indicators influencing individual transport choice behaviour are established to guide public policy. The key indicators of Affect and Salience must be analysed and addressed through public policy to enhance PT user experience and develop services and facilities to increase the utility of PT in-vehicle travel time.  相似文献

This paper explores the influence of individuals’ environmental attitudes and urban design features on travel behavior, including mode choice. It uses data from residents of 13 new neighborhood UK developments designed to support sustainable travel. It is found that almost all respondents were concerned about environmental issues, but their views did not necessarily ‘match’ their travel behavior. Individuals’ environmental concerns only had a strong relationship with walking within and near their neighborhood, but not with cycling or public transport use. Residents’ car availability reduced public transport trips, walking and cycling. The influence of urban design features on travel behaviors was mixed, higher incidences of walking in denser, mixed and more permeable developments were not found and nor did residents own fewer cars than the population as a whole. Residents did, however, make more sustainable commuting trips than the population in general. Sustainable modes of travel were related to urban design features including secured bike storage, high connectivity of the neighborhoods to the nearby area, natural surveillance, high quality public realm and traffic calming. Likewise the provision of facilities within and nearby the development encouraged high levels of walking.  相似文献

In the quest for sustainable travel, short distances appear the most amenable to curbing the use of the automobile. Existing studies about short trips evaluate the potential of shifting from the automobile to sustainable travel options while considering the population as homogeneous in its preferences and its tendency to accept these alternative travel options as realistic. However, this assumption appears quite unrealistic and the current study offers a different perspective: the mode choices when travelling short distances are likely related to lifestyle decisions. Short trip chains of a representative sample of the Danish population in the Copenhagen Region were analysed, and more specifically a latent class choice model was estimated to uncover latent lifestyle groups and choice specific travel behaviour. Results show that four lifestyle groups are identified in the population: car oriented, bicycle oriented, public transport oriented and public transport averse. Each lifestyle group has specific perceptions of travel time (with extremely different rates of substitution between alternative travel modes), transfer penalties in public transport trip chains, weather influence (especially on active travel modes), and trip purpose effect on mode selection. Consequently, when thinking about measures to increase the appeal of sustainable travel options, decision-makers should look at specific individuals within the population and more sensitive individuals to comfort and level-of-service improvements across the lifestyle groups.  相似文献

The paper presents a comprehensive validation procedure for the passenger traffic model for Copenhagen based on external data from the Danish national travel survey and traffic counts. The model was validated for the years 2000–2004, with 2004 being of particular interest because the Copenhagen Metro became operational in autumn 2002. We observed that forecasts from the demand sub-models agree well with the data from the 2000 national travel survey, with the mode choice forecasts in particular being a good match with the observed modal split. The results of the 2000 car assignment model matched the observed traffic better than those of the transit assignment model. With respect to the metro forecasts, the model over-predicts metro passenger flows by 10–50%. The wide range of findings from the project resulted in two actions. First, a project was started in January 2005 to upgrade the model’s base trip matrices. Second, a dialog between researchers and the Ministry of Transport has been initiated to discuss the need to upgrade the Copenhagen model, e.g. a switching to an activity-based paradigm and improving assignment procedures.  相似文献

Travel planning by employers promoting more sustainable travel has delivered less car dependent behaviour for the commute in many places. Area-wide or precinct travel plans are less common but, where they exist, attempt to provide a more holistic approach through capturing synergies between employers and employees throughout a precinct. Area-based travel planning aimed at influencing employers, employees and residents are new, especially in relation to creating synergies for a single precinct that has more of an origin focus with participants travelling to diverse destinations. This paper examines various strategies that have been employed in order to achieve greener travel and to provide a self-sustaining travel planning environment. The aim of this paper is to assess the community awareness, interest and involvement with a number of green initiatives and to understand how sustainable travel planning has been absorbed by residents within a new regional centre in New South Wales, Australia. The analysis of a resident survey undertaken in 2011 distinguishes between the community awareness and their propensity to take part in each of the greener travel initiatives. The results show that a generic approach is likely to be less effective than segmenting the market so as to more directly target likely participants. Attitudes to greener travel are also highly significant and working to change them should also affect potential take up of sustainable travel initiatives. The conclusions inform the development of successful precinct based travel demand strategies both in Australia and beyond.  相似文献

Continuing growth in travel has led to concerns about the environment and sustainability, and hence the need to attempt to reduce travel, particularly by car. This paper considers the types of travel reduction strategy available, in terms of the implicit mechanisms of switching or substitution by which travel would be modified or reduced, and evaluates their potential impacts by means of four case studies in European cities. It is found that the various travel reduction strategies have had qualified success. The strategies to some extent achieve reduction in car travel, mainly through switching to other modes, although also through reduced travel distance. However, the scale of the reduction is relatively small and may be offset by new traffic generation. In addition, in some cases the objectives of the measures, although potentially having a travel reduction contribution, are not always aimed directly at travel reduction as such, and therefore may not be able to deliver the intended travel reduction. The paper concludes that the way forward would appear to lie in setting clear policy objectives and in assembling travel reduction measures into strategy packages, ensuring that when combined the measures are complementary towards the policy objectives of travel reduction.  相似文献

This study examines workers’ mode-choice responses to a typical job decentralization policy implemented in China’s urban development – government job relocation (GJR) to new towns in the urban periphery. Broadly, the literature suggests that job decentralization tends to increase car commuting; however, little is known about the effects of China’s GJR initiatives on individuals’ commuting mode choices. Using Kunming as a case study, this study examines how workers’ commuting mode choices have shifted in response to the GJR policy. Our study analyzes two travel survey datasets that span the job relocation process: (1) stated preference (SP) data on workers’ anticipated mode choices after a move of workplace to a planned new town; and (2) revealed preference (RP) data on workers’ actual choices of commuting mode after their jobs were moved. The findings suggest that after job relocation, workers’ actual commuting modes shift from more sustainable modes towards cars. The determinants of workers’ mode choices differ substantially between the hypothetical and actual setting of job relocation. The anticipated mode choices are largely determined by socio-demographic characteristics whereas the actual mode choices are strongly influenced by travel time and housing locations. The evidence from this study offers two important implications for future planning practice of job decentralization. First, planners and policy-makers should be skeptical about the transportation benefits of job decentralization. Second, while SP surveys can assist planners to predict individuals’ mode-choice responses, the robustness of SP results should be carefully assessed before translating into the evidence base for informing job decentralization policy-makings.  相似文献

Due to a variety of reasons, the previous century is characterized by an extraordinary growth in car use that has continued into the current century. This has resulted in serious environmental repercussions. Despite technological advancements, the externalities remain an ecological threat that can not be discarded by policy makers. Therefore, it is essential that policy makers focus on reducing car use and on stimulating the shift towards more environment-friendly transport modes. In this study, Q-methodology is adopted as the technique to segment people, and to ascertain which approaches and determinants matter to medium distance travel. Segmentation is important, as policy measures will be more efficient and effective if they are fine-tuned on specific target groups. The analysis revealed that four discourses preponderate the paradigm of environmentally sustainable transport: travelers who use public transport as a dominant alternative, car-dependent travelers, travelers with a positive perception of using public transport, and travelers with a preference for car use. Concerning rational, economic motives, individuals evaluate travel time reliability as most important. To increase the reliability policy makers should consider the use of separate bus lanes and traffic light manipulation. In addition, public transport can be made even more attractive, when costs of cars are made more variable by road or congestion charging. When the s motives are discussed, the differences between the different groups of travelers were more pronounced. Next to increasing the benefits of using public transport, policy makers should also pay attention to removing psycho-social barriers.

This paper develops a procedure for travel demand estimation via the Saaty method of Analytic Hierarchy. A stratification of the travel demand by trip-making and trip attributes has been represented more inclusively in a hierarchy system. Various elements and dimensions of the hierarchy have been hypothesized as different levels of decisions made by trip-makers. The elements contained in a set of specified matrices of travel attributes have been weighed utilizing a ratio scale, in a process of mapping transportation systems (modal) attributes with the characteristic trip-making behavior in a hierarchical demand structure. The principal output of this procedure is an estimate of the trip distribution by mode, or modal split. The estimate closely approximates the observed modal split pattern for the inter city travel problem simulated. This procedure is proposed for travel demand forecasting and planning.  相似文献

Oversized vehicles, such as trucks, significantly contribute to traffic delays on freeways. Heterogeneous traffic populations, that is, those consisting of multiple vehicles types, can exhibit more complicated travel behaviors in the operating speed and performance, depending on the traffic volume as well as the proportions of vehicle types. In order to estimate the component travel time functions for heterogeneous traffic flows on a freeway, this study develops a microscopic traffic‐simulation based four‐step method. A piecewise continuous function is proposed for each vehicle type and its parameters are estimated using the traffic data generated by a microscopic traffic simulation model. The illustrated experiments based on VISSIM model indicate that (i) in addition to traffic volume, traffic composition has significant influence on the travel time of vehicles and (ii) the respective estimations for travel time of heterogeneous flows could greatly improve their estimation accuracy. Interest at the political level in congestion charging is gaining pace as cities struggle with ways to reduce the effects of growing traffic congestion on the liveability of cities. Despite a long history of promotion of a wide array of travel demand management (TDM) initiatives, very few have had a noticeable impact on the levels of traffic on the road networks of metropolitan areas. TDM success in this context has almost become ‘band-aid’ in the absence of a pricing strategy that not only promotes efficient use of the system but also hypothecates revenues to support essential complementary infrastructure and services such as public transport. This paper takes a look at the stream of pricing consciousness that is surfacing around the world. Although very few jurisdictions have implemented congestion charging, or any form of efficient variable car and truck user charging, the winds of change are well in place. The adage “it is not a matter of if but of when” seems to be the prevailing view. Our overview of global trends in positioning the debate and hopefully follow-through commitment to implementation provides a backdrop to papers submitted for this special issue on travel demand management. The predominance of papers on pricing is indicative of the priority that must be given to efficient charging and revenue disbursement.  相似文献

This paper provides empirical evidence to support the widely held view that institutional factors such as official work start times and staggered working hours are powerful policy tools in traffic management and in influencing travel behaviour. This approach is to be preferred over continued investment in infrastructure given the scarcity of land in Singapore. A more efficient use of existing infrastructure could be achieved by spreading peak travel. Full utilisation of the Mass Rapid Transit will depend on changing the commuter's perception on multi mode travel in addition to using public transport. While many studies have been carried out on modal choice, research on commuter trip departure decisions have been few and remain largely least understood. This paper employs multinomial logit and simultaneous nested logit analysis to model the choice of departure time (using household data collected in Singapore in 1983). Preliminary findings show that schedule delay, travel cost, and journey time to be important influences on commuter's choice of trip departure time to work. Some difficulties are highlighted and suggestions for further research are made.  相似文献

There are growing concerns on traffic congestion, climate change and parking problems in major cities. Faced with these concerns, policy makers have sought sustainable transportation options including electric vehicle sharing programs (EVSPs). The city of Seoul with 10 million people also has recently launched an EVSP to provide citizens with an alternative travel mode. This study attempts to explore factors affecting the EVSP participants’ attitudes about car ownership and program participation. To do this, a web-based survey was conducted for the participants of the Seoul EVSP, asking their satisfaction levels for the components of the EVSP. Then, using 533 responses of 1772 EVSP members (a response rate of 30%), ordered probit models were developed for three types of attitudes: (1) willingness to dispose of a car, (2) willingness to purchase an EV and (3) willingness to continue participating in the EVSP. The estimated models suggested that participants’ social and economic perspectives were the most important factors affecting the participants’ attitudes. In addition, the attitudes varied depending on personal characteristics such as gender, age and income. Although this study was conducted in the early stage of an EVSP, its results are expected to provide insights into a better EVSP design.  相似文献
