Transportation infrastructure services may cause an impact on the economy of the region in which they are located and, additionally, they are likely to have an impact on other regions. This effect has been labeled the spillover effect. In this study, the existence of direct and spillover effects of road, railway, airport and seaport infrastructure projects is tested by estimating a production function. Together with this primary objective, two common concerns in the literature are addressed: the lack of theoretical foundations for spatial econometrics models and the likely endogenous relationship between transport infrastructure and economic development. The estimated production function takes the form of a Spatial Durbin Model and is estimated using panel data from the 47 peninsular Spanish provinces by alternatively applying a Maximum Likelihood estimator and Instrumental Variables/Generalized Method of Moments estimators. According to the estimates, road transport infrastructure positively affects the output of the region in which the infrastructure is located and its neighboring provinces, while the remaining modes of transportation projects cause no significant impacts on average.  相似文献

This paper provides an empirical evaluation of the growth impact of public infrastructure in a panel of 18 OECD countries during 1870–2009. This study goes beyond the traditional analysis of growth accounting models by exploring the indirect effect of stock of core infrastructure on output growth through its impact on productivity. Constructing a long-run historical dataset on infrastructural capital formation spanning from 1870, estimated results show that growth in both labour productivity and total factor productivity are positively, but not substantially, influenced by growth in the stock of infrastructure. Furthermore, applying the system GMM technique (Generalised Method of Moments) revels that although rate of returns to investment in infrastructure exceed the private rate in OECD countries, it is not as high as positive externalities associated with investment in equipment and structure investment.  相似文献

Numerous studies have found positive correlation between transportation infrastructure investment and economic development. Basically these studies use a conventional production function model augmented by a public capital input, mainly highways, rail and other transportation facilities. While the range of the measured economic growth effects varies widely among studies, the positive elasticity between transportation investment and economic development is now commonly accepted. Still a major puzzling issue is that the magnitude of the measured effect seems to decline significantly as the econometric model is further refined, mainly with regard to space and time lags. That is, the use of national or state data produces elasticity results, which are much larger than when using county or municipality data. Similarly, when we introduce into the econometric model a lag between the times when the transportation investments are made and when the economic benefits transpire, the measured elasticities decline with the size of the lag. Thus, the main objective of this paper is to investigate these issues analytically and empirically and provide a plausible explanation. We do so by using alternative econometric models, applying them to a database, which is composed of longitudinal state, county and municipality observations from 1990 to 2000. The key result is that transportation investments produce strong spillover effects relative to space and time. Unless these factors are properly accounted for many reported empirical results are likely to be overly biased, with important policy implications.  相似文献

Using China’s province-level panel data from 1987 to 2010, this study explores the optimal level of transport infrastructure accumulation maximizing the growth rate. We investigate under what circumstances can additional transportation infrastructure capacity positively affect economic growth, based on panel threshold regression models. Our empirical findings suggest that there is a non-monotonic relationship between the stock of transport infrastructure and the long-run growth rate. The magnitude of transport-led economic growth effect significantly depends on the level of the existing transport network. The empirical results identify two endogenous cut-off points of efficiency of transport-led economic growth effect. When the highway network density is lower than 0.17 km/km2, an insignificant positive relationship between highway infrastructure accumulation and economic growth was found. When the highway density is estimated between 0.17 and 0.38 km/km2 or higher than 0.38 km/km2, expanding the highway network has a significant positive effect on economic growth, but the magnitude of the impact is weaker in the latter, with the estimated coefficients equal to 0.23 and 0.09 respectively. Although China still enjoys a positive economic growth effect led by building more large-scale highway infrastructure, the magnitude of the effects of most provinces in China has already passed the saturation point and continuously expanding the highway network is not very productive.  相似文献

We evaluate the economic effects of investment in the road network on private regional activity. We employ provincial Spanish panel data from 1980 to 2007 to perform non-parametric frontier techniques based on Data Envelopment Analysis and to obtain the Malmquist productivity indexes, thus enabling us to examine the evaluation of the productivity growth via technological changes or efficiency gains. Additionally, we analyze the role of transport infrastructure on the evolution of Total Factor Productivity and its components through econometric techniques. Our results show important spillover effects. Moreover, our findings have significant implications for policy makers if we take into account the fact that the use of the road network in economic activity or in commercial relations greatly influences productivity growth.  相似文献

Cities in developing countries like India are facing some of the same concerns that North American cities are: congestion and urban growth. However, there is a sense of urgency in cities like Delhi, India in that this growth is far more rapid as both urbanization and motorization are ongoing processes that have not yet peaked. In this paper, we examine land use change and its relationship with transportation infrastructure and other planning related variables in a spatial context. We estimate land use change models at two different scales from separate data. Cellular automation and Markov models were used to understand change at the regional scale and discrete choice models to predict change at the local level. The results suggest that land use in the Delhi metropolitan area is rapidly intensifying while losing variety. These changes are affected by industrial, commercial and infrastructure location and planners and policy-makers need to better understand the implications of location decisions. We also examine these results in the context of a policy framework for data-based planning that links land use and transportation models for Delhi.  相似文献

Globalization, greenhouse gas emissions and energy concerns, emerging vehicle technologies, and improved statistical modeling capabilities make the present moment an opportune time to revisit aggregate vehicle miles traveled (VMT), energy consumption, and greenhouse gas (GHG) emissions forecasting for passenger transportation. Using panel data for the 48 continental states during the period 1998-2008, the authors develop simultaneous equation models for predicting VMT on different road functional classes and examine how different technological solutions and changes in fuel prices can affect passenger VMT. Moreover, a random coefficient panel data model is developed to estimate the influence of various factors (such as demographics, socioeconomic variables, fuel tax, and capacity) on the total amount of passenger VMT in the United States. To assess the influence of each significant factor on VMT, elasticities are estimated. Further, the authors investigate the effect of different policies governing fuel tax and population density on future energy consumption and GHG emissions. The presented methodology and estimation results can assist transportation planners and policy-makers in determining future energy and transportation infrastructure investment needs.  相似文献

Cycling and walking are environmentally-friendly transport modes, providing alternatives to automobility. However, exposure to hazards (e.g., crashes) may influence the choice to walk or cycle for risk-averse populations, minimizing non-motorized travel as an alternative to driving. Most models to estimate non-motorized traffic volumes (and subsequently hazard exposure) are based on specific time periods (e.g., peak-hour) or long-term averages (e.g., Annual Average Daily Traffic), which do not allow for estimating hazard exposure by time of day. We calculated Annual Average Hourly Traffic estimates of bicycles and pedestrians from a comprehensive traffic monitoring campaign in a small university town (Blacksburg, VA) to develop hourly direct-demand models that account for both spatial (e.g., land use, transportation) and temporal (i.e., time of day) factors. We developed two types of models: (1) hour-specific models (i.e., one model for each hour of the day) and (2) a single spatiotemporal model that directly incorporates temporal variables. Our model results were reasonable (adj-R2 for the hour-specific [spatiotemporal] bicycle model: ∼0.47 [0.49]; pedestrian model: ∼0.69 [0.72]). We found correlation among non-motorized traffic, land use (e.g., population density), and transportation (e.g., on-street facility) variables. Temporal variables had a similar magnitude of correlation as the spatial variables. We produced spatial estimates that vary by time of day to illustrate spatiotemporal traffic patterns for the entire network. Our temporally-resolved models could be used to assess exposure to hazards (e.g. air pollution, crashes) or locate safety-related infrastructure (e.g., striping, lights) based on targeted time periods (e.g., peak-hour, nighttime) that temporally averaged estimates cannot.  相似文献

Abstract

Existing origin constrained and doubly constrained gravity models have not been compared, theoretically or empirically, in terms of their forecasting power. Due to the newly advanced technology of intelligent transport systems, the expanded data presently available have made various models more comparable in terms of forecasting power. This paper uses archived automatic passenger counting (APC) data for urban rail in the Seoul metropolitan area. The APC data contains information about each trip's origin, destination, ticket type, fare, and distance on a daily basis. The objective of this paper is to compare the goodness-of-fit of aggregate and disaggregate gravity modeling using these data. A Hyman aggregate gravity model is used as the aggregate model without the spatial effect. The disaggregate model adopts a multinomial logit as the destination choice model with the spatial effect. In general, while the formulation of aggregate and disaggregate gravity model models are similar, the calibration and parameter estimation methods of the two models are different. As a result, this empirical study demonstrates that the variation in goodness-of-fit and forecasting power largely depends on the estimation method and selected variables. The forecasting power of the disaggregate modeling approach outperforms that of the aggregate model. This paper further confirms that spatial arrangement plays important roles in gravity modeling.  相似文献

This paper proposes a reformulation of count models as a special case of generalized ordered-response models in which a single latent continuous variable is partitioned into mutually exclusive intervals. Using this equivalent latent variable-based generalized ordered response framework for count data models, we are then able to gainfully and efficiently introduce temporal and spatial dependencies through the latent continuous variables. Our formulation also allows handling excess zeros in correlated count data, a phenomenon that is commonly found in practice. A composite marginal likelihood inference approach is used to estimate model parameters. The modeling framework is applied to predict crash frequency at urban intersections in Arlington, Texas. The sample is drawn from the Texas Department of Transportation (TxDOT) crash incident files between 2003 and 2009, resulting in 1190 intersection-year observations. The results reveal the presence of intersection-specific time-invariant unobserved components influencing crash propensity and a spatial lag structure to characterize spatial dependence. Roadway configuration, approach roadway functional types, traffic control type, total daily entering traffic volumes and the split of volumes between approaches are all important variables in determining crash frequency at intersections.  相似文献

This paper presents an innovative approach to analyzing road vehicle freight traffic that uses a dynamic panel data specification derived from a gravity model. This dynamic approach, which has recently been employed in international goods trade models in lieu of the traditional static specification, is applied to the case of Spain using data for the countrys 15 NUTS-3 regions between 1999 and 2009. Using the system general method of moments approach, we obtained significant evidence that the flow of vehicles carrying commodities by road has a strong persistence effect when controlling for unobserved heterogeneity. We also found that the quality of road transport infrastructure has a significant impact on vehicle trips. According to our findings, we suggest that this type of specification be employed in distribution models in which fixed effects and lags of the dependent variable are included to account for unobserved heterogeneity and persistence effects, respectively.  相似文献

We consider state-space specifications of autoregressive moving average models (ARMA) and structural time series models as a framework to formulate and estimate inspection and deterioration models for transportation infrastructure facilities. The framework provides a rigorous approach to exploit the abundance and breadth of condition data generated by advanced inspection technologies. From a managerial perspective, the framework is attractive because the ensuing models can be used to forecast infrastructure condition in a manner that is useful to support maintenance and repair optimization, and thus they constitute an alternative to Markovian transition probabilities. To illustrate the methodology, we develop performance models for asphalt pavements. Pressure and deflection measurements generated by pressure sensors and a falling weight deflectometer, respectively, are represented as manifestations of the pavement’s elasticity/load-bearing capacity. The numerical results highlight the advantages of the two classes of models; that is, ARMA models have superior data-fitting capabilities, while structural time series models are parsimonious and provide a framework to identify components, such as trend, seasonality and random errors. We use the numerical examples to show how the framework can accommodate missing values, and also to discuss how the results can be used to evaluate and select between inspection technologies.  相似文献

Abstract

An introduction to random-utility-based multiregional input–output models used for the purpose of spatial economic and transport interaction modelling is provided. The main methodological developments and important results of a dozen applications from the years 1996–2013 are described. This is followed by an outlook of potential future directions. Further research is mainly needed in five areas: (a) overall validation of the method, perhaps through back-casting applications on infrastructure plans with observed trade impacts; (b) extensions of trade coefficient models to add realism and improve accuracy; (c) the use of multi-scale modelling to capture interdependencies between geographical scales and to improve the representation of exports and imports; (d) improvements in the representation of price effects, as well as innovation and technological progress, by way of variable technical coefficients; and (e) a deeper investigation of the algorithm used to include elastic selling prices.  相似文献

This study explores the concepts of real options and flexibility analysis as an approach to address uncertain demand growth in mobility on-demand (MoD) vehicle-sharing systems, with the goal of improving expected lifecycle performance. As MoD systems are gaining popularity worldwide, they inevitably face significant uncertainty in terms of needs and customer demands. Designing, planning capacity deployment, and operating such system can be challenging, and require significant capital investments for companies and cities. Two distinct real options analysis (ROA) models are developed to evaluate and optimize flexible strategies for these systems, relying on a novel methodological approach to value flexibility based on decision rules. The decision-rule-based approach differs from standard ROA approaches used to quantify the value of flexibility in irreversible investment projects, typically based on dynamic programming. It emulates the decision-making process by capturing mathematically a triggering mechanism that determines when it is best to exercise the flexibilities embedded in the system design. Two prevalent types of MoD systems are studied in this paper as demonstration of the methodological framework: a station-based system where customers must pick up and return the vehicle at specific locations, and a free-floating system, where customers may pick up and drop the car anywhere within a certain area. A simulation-based approach is used to analyze the station-based system, which models the rebalancing operations from a micro-level perspective. The approach consists of a discrete event simulator for performance estimation, and an optimization algorithm for design space exploration that integrates a population-based search algorithm with Optimal Computing Budget Allocation (OCBA). For the free-floating system, an analytical model is developed where the decision rule is formulated into and solved using stochastic mixed integer programming (MIP). The study provides guidance to system operators on potential strategies for deploying MoD systems, considering explicitly uncertainty and flexibility as a value enhancing mechanism.  相似文献

We rely on the economic theory approach to index numbers to improve the existing definitions and decompositions of variations in generalized transport costs (GTCs). As a value index, we decompose GTCs into price and quantity indices associated to economic—market—costs and infrastructure variables—distance and time within a network. The methodology allows the accurate identification of the sources of GTCs decline. We illustrate it for the case of road freight transportation in Spain between 1980 and 2007 and at a highly detailed geographical level. Average GTCs weighted by trade flows have decreased by 16.3%, with infrastructure driving that reduction. We find large territorial disparities in GTCs, but also significant geographical clusters where the market and network indices show spatial association.  相似文献

TRANSYT has been used in Chile since the early 1980s for cost–benefit analysis of infrastructure and traffic management projects. It is also the main tool of the Area Traffic Control Unit of Santiago de Chile since mid 1990s. As a result of this experience, many methodological improvements to the model have been done in order to take into account local conditions. This paper presents a review of these methodological as well as practical advances on the TRANSYT model made in the Chilean context during the past 15 years. Issues considered are cruise time distributions, the cycle-time selection method, saturation flows and car equivalents, public transport modeling, peak-hour delay calculation, modeling unsignalized intersections and zebra crossings, and fuel-consumption estimation.  相似文献

The problem of optimally locating fixed sensors on a traffic network infrastructure has been object of growing interest in the past few years. Sensor location decisions models differ from each other according to the type of sensors that are to be located and the objective that one would like to optimize. This paper surveys the existing contributions in the literature related to the problem of locating fixed sensors on the network to estimate travel times. The review consists of two parts: the first part reviews the methodological approaches for the optimal location of counting sensors on a freeway for travel time estimation; the second part focuses on the results related to the optimal location of Automatic Vehicle Identification (AVI) readers on the links of a network to get travel time information.  相似文献

This study introduces an extended version of a standard multilevel cross-classified logit model which takes co-variations into account, i.e., variations jointly caused by two or more unobserved factors. Whilst focusing on mode choice behavior, this study deals with four different types of variation: spatial variations, inter-individual variations, intra-individual variations and co-variations between inter-individual and spatial variations. Such co-variations represent individual-specific spatial effects, reflecting different responses to the same space among individuals, which may for example be due to differences in their spatial perceptions. In our empirical analysis, we use data from Mobidrive (a continuous six-week travel survey) to clarify the existence of co-variation effects by comparing two models with and without co-variation terms. The results of this analysis indicate that co-variations certainly exist, especially for utility differences in bicycle and public transport use in comparison with car use. We then sequentially introduce four further sets of explanatory variables, examine the sources of behavioral variations and determine what types of influential factors are dominant in mode choice behavior.  相似文献

This paper analyses the impact of port activities on local development for a sample of 621 TL-3 regions located in thirteen European countries and observed over the period 1998–2009. Using a spatial panel econometric framework which controls for spatial fixed effects, the paper provides an estimate of both the direct and indirect (i.e. spillover) effects associated to port activities. Results suggest that ports might have non-negligible effects on local GDP: interestingly, an important share of the effects takes place outside the region where the port is located.  相似文献
