The objective of this paper is to introduce a computer simulation model with on-screen animation graphics, which can simulate the operations of a container terminal equipped with straddle carriers. The movements of the equipment are simulated as realistically as possible, to include time losses due to the mismatch in the sequence of equipment movements and to traffic congestion. Trucks are normally served in a specified area, but in some cases, straddle carrier drivers can call the truck to be served directly in the container storage areas. The experience of operators is incorporated in the model, in the form of a knowledge base, that is used to simulate the above process and determine the service discipline. The model was designed to evaluate different configurations (changes in yard layout, equipment number and productivity, truck arrival pattern and service discipline) of the simulated system. The proposed model was used to examine the differences between “the observed” operations strategy and the strategy dictated by the operational rules of the port of Piraeus. The results indicate that “the observed” strategy leads to shorter truck service time but increase the traffic conflicts in the terminal's internal transport networks.  相似文献

The insufficiency of infrastructure capacity in an air transport system is usually blamed for poor punctuality performance when implementing flight schedules. However, investigations have revealed that ground operations of airlines have become the second major cause of flight delay at airports. A stochastic approach is used in this paper to model the operation of aircraft turnaround and the departure punctuality of a turnaround aircraft at an airport. The aircraft turnaround model is then used to investigate the punctuality problem of turnaround aircraft. Model results reveal that the departure punctuality of a turnaround aircraft is influenced by the length of scheduled turnaround time, the arrival punctuality of inbound aircraft as well as the operational efficiency of aircraft ground services. The aircraft turnaround model proposed is then employed to evaluate the endogenous schedule punctuality of two turnaround aircraft. Model results, when compared with observation data, show that the operational efficiency of aircraft ground services varies among turnarounds. Hence, it is recommended that the improvement of departure punctuality of turnaround aircraft may be achieved from two approaches: airline scheduling control and the management of operational efficiency of aircraft ground services.  相似文献

Straddle carriers represent a critical resource in the handling of containers within a container terminal. It is essential that they are deployed in an as efficient manner as possible. The research presented in this paper is motivated by the need to critically evaluate job assignment rules for straddle carriers that operate in a multiple straddle environment. This is achieved by developing a discrete event simulation model using industrial simulation software to model a container terminal located in Melbourne, Australia. The model accounts for variables such as the number of straddle carriers needed, the speed of straddle carriers, the arrival rate of trucks, and the job assignment rule. A principal finding of the study is that increasing the number of straddles in the present set‐up from 6 to 7 has a negligible effect on daily throughput. However, an increase in the number of straddles to 7 is expected to have a profound effect on reducing the average waiting time of trucks within the terminal from over 16 minutes to under 9 minutes, a decrease of 46.5%. However, a further increase in the number of straddles results in no further increase in daily throughput. It was observed that the throughput of the terminal is very sensitive to the speeds at which straddles travel. The management of the terminal has proposed a new heuristic job assignment rule for straddles, because the present rule does not assign the jobs to straddles closest to the truck requesting to load or unload a container. As a result a new heuristic job assignment rule was tested. The simulation results revealed that both the old and new rules performed equally well using performance indicators such as average container flow time, daily throughput, average waiting time of jobs, number of jobs in the queue, and straddle utilisation. We investigate the staffing problem at Peace Arch, one of the major U.S.–Canada border crossings, with the goal of reducing time delay without compromising the effectiveness of security screening. Our data analytics show how the arrival rates of vehicles vary by time of day and day of week, and that the service rate per booth varies considerably by the time of day and the number of active booths. We propose a time-varying queueing model to capture these dynamics and use empirical data to estimate the model parameters using a multiple linear regression. We then formulate the staffing task as an integer programming problem and derive a near-optimal workforce schedule. Simulations reveal that our proposed workforce policy improves on the existing schedule by about 18% in terms of average delay without increasing the total work hours of the border staff.  相似文献

The container cargo proportion of total maritime transport increased from 3% in 1980 to 16% in 2011. The largest Brazilian port, the port of Santos, is the 42nd largest container port in the world. However, Santos’ performance indicators are much lower than those of the world’s largest ports, so comparisons with them are difficult. This article focuses on the Brazilian container terminals that handled containers in 2009 and compares port competitiveness. This study classified seventeen Brazilian container terminals into three distinct groups based on the following competitiveness criteria: number of containers handled, berth length, number of berths, terminal tariffs (in US$), berth depth, rate of medium consignment (in containers/ship), medium board (containers/hour), average waiting time for mooring (in hours/ship), and average waiting time for load or unload cargo (in hours/ship). This classification used a hierarchical cluster analysis. The classification shows that the terminal of Tecon in the port of Santos has the best performance of all, while small terminals (<150,000 container units) are the worst performing terminals in Brazil.  相似文献

Lighterage contributes significantly to the maritime industry since thousand tons of necessary supplies have to be delivered to mother vessels anchored near sea every day. A single lighter waits to receive cargoes from multiple suppliers at the berth, while the trucks wait for their turns to enter the terminal. Due to the limited space, the terminal operation becomes vulnerable to the lack of coordination of their arrivals. In this study, despite a traditional industry, we are interested in applying the emerging technologies to improve the operation efficiency. We develop a simulation-based coordination strategy to construct coordinated schedules for both the lighters and suppliers to reduce congestions in the lighterage terminal The discrete event simulation model is developed based on understanding the real-world terminal in Singapore, and the controlled arrival method, determining coordinated arrival schedules of trucks, is introduced and embedded to the simulation model. The simulation model is tuned up with a benchmark setting of 6-month historical data. To find the optimal strategy, an advanced bi-objective simulation optimization algorithm is employed. According to our findings, the proposed strategy could significantly improve the efficiency of both lighters and trucks in various indicators. At the end, a mobile application prototype is proposed to deliver the coordinated schedules to different parties, and improve the communication between parties.  相似文献

This paper presents a new methodology for computing passenger car equivalents at signalized intersections that is based on the delay concept. Unlike the commonly used headway-based methods that consider only the excess headway consumed by trucks, the delay-based approach fully considers the additional delay heavy vehicles cause on traffic stream. Delay-based passenger car equivalents are not constant, but depend on traffic volume, truck type and truck percentage. The field data indicated that the passenger car equivalents increase as the traffic volume and the percentage of heavy vehicles increase. The field data were used to calibrate TRAF-NETSIM simulation model that was used to cover a broad range of traffic conditions. Mathematical models to estimate the equivalencies were developed. The passenger car equivalent for single unit trucks vary from 1.00 to 1.37, and for combination trucks 1.00–2.18 depending on traffic volume and truck percentage. The passenger car equivalents are highly correlated with traffic volume and, to some degree, with percentage of heavy vehicles. Although the PCE of 1.5 recommended in the 1985 HCM seems to be more reasonable than the 2.0 recommended in the 1994 and 1997 HCM, both overestimate the impact of single unit trucks. For combination trucks, the 1997 HCM overestimates the capacity reduction effects of the trucks in most cases.  相似文献

Abstract

Governance theory examines different ways of managing resources and relationships in order to achieve a desired outcome. This paper applies governance theory to intermodal terminals and logistics platforms, extending previous work on ownership to include different operational models. An inductive methodology is used to derive a typology of governance relationships from an analysis of the transport and logistics literature. The classification developed in this paper explores different kinds of integration that can help support growth of intermodal transport services. The understanding of transport governance is extended via three key relationships: first, between the logistics platform and the site tenants (therefore, encouraging consolidation and efficiencies that can boost rail services at the site); second, between the terminal operator and rail service provision (which can aid service planning and train loading factors); and third, between the inland site (either terminal, logistics platform or both) and port(s), (thus enabling better planning and efficiency of port rail shuttles).  相似文献

As a result of the continued increase in travel demand coupled with the need for tighter security and inspection procedures after September 11, border crossing delay has recently become a critical issue with tremendous economic and social costs. The current paper develops multi-server queuing models to estimate border crossing delay in support of a predictive traveler information system for the crossings. Two classes of multi-server models are considered: (1) models with exponential inter-arrival times and Erlang service times; and (2) a more generic model with a Batch Markovian Arrival Process (BMAP) and phase types (PH) services. As a case study, the models are developed based on real-time traffic volume and inspection time data collected at one of the major US–Canada border crossings, the Peace Bridge, and their transient solution is obtained using heuristic methods. For validation, the queueing models’ estimates are compared to the results from a detailed microscopic traffic simulation model of the Peace Bridge border crossing. The comparison shows that the transient queueing model, along its heuristic solution algorithm, is capable of predicting border crossing delay. Finally, a set of sensitivity analysis tests are conducted, and the developed models are incorporated within an optimization framework to help inform border crossing management strategies.  相似文献

In this paper, we study the joint optimization of the tactical berth allocation and the tactical yard allocation in container terminals, which typically consist of berth side and yard side operations. The studied two objectives are: (i) the minimization of the violation of the vessels’ expected turnaround time windows with the purpose of meeting the timetables published by shipping liners, and (ii) the minimization of the total yard transportation distance with the aim to lower terminal operational cost. We propose a bi-objective integer program which can comprehensively address the import, export and transshipment tasks in port daily practice. Traditionally, a container transshipment task is performed as a couple of import and export tasks, called indirect-transshipment mode, in which the transit container are needed to be temporally stored in the yard. As the way of transferring containers directly from the incoming vessel to the outgoing vessel, called direct-transshipment mode, has potential to save yard storage resources, the proposed model also incorporates both indirect- and direct-transshipment modes. To produce Pareto solutions efficiently, we devise heuristic approaches. Numerical experiments have been conducted to demonstrate the efficiency of the approaches.  相似文献

The performance of container terminals needs to be improved to handle the growth of transported containers and maintain port sustainability. This paper provides a methodology for improving the handling capacity of an automated container terminal in an energy-efficient way. The behavior of a container terminal is considered as consisting of a higher level and a lower level represented by discrete-event dynamics and continuous-time dynamics, respectively. These dynamics represent the behavior of a large number of terminal equipment. The dynamics need to be controlled. For controlling the higher level dynamics, a minimal makespan problem is solved. For this, the minimal time required by equipment for performing an operation at the lower level is needed. The minimal time for performing an operation at the lower level is obtained using Pontryagin’s Minimum Principle. The actual operation time allowed by the higher level for processing an operation at the lower level is subsequently determined by a scheduling algorithm at the higher level. Given an actual operation time, the lower level dynamics are controlled using optimal control to achieve minimal energy consumption while respecting the time constraint. Simulation studies illustrate how energy-efficient management of equipment for the minimal makespan could be obtained using the proposed methodology.  相似文献

Emissions of GHG from the transport sector and how to reduce them are major challenges for policy makers. The purpose of this paper is to analyse the level of greenhouse gas (GHG) emissions from ships while in port based on annual data from Port of Gothenburg, Port of Long Beach, Port of Osaka and Sydney Ports. Port call statistics including IMO number, ship name, berth number and time spent at berth for each ship call, were provided by each participating port. The IMO numbers were used to match each port call to ship specifications from the IHS database Sea-web. All data were analysed with a model developed by the IVL Swedish Environmental Research Institute for the purpose of quantifying GHG emissions (as CO2-equivalent) from ships in the port area. Emissions from five operational modes are summed in order to account for ship operations in the different traffic areas. The model estimates total GHG emissions of 150,000, 240,000, 97,000, and 95,000 tonnes CO2 equivalents per year for Gothenburg, Long Beach, Osaka, and Sydney, respectively. Four important emission-reduction measures are discussed: reduced speed in fairway channels, on-shore power supply, reduced turnaround time at berth and alternative fuels. It is argued that the potential to reduce emissions in a port area depends on how often a ship revisits a port: there it in general is easier to implement measures for high-frequent liners. Ships that call 10 times or less contribute significantly to emissions in all ports.  相似文献

Few studies have investigated the quantitative relationship between port ownership structure and port efficiency with mixed results. This study applies a stochastic frontier model proposed by Battese and Coelli [Battese, G.E., Coelli, T.J., 1995. A model for technique inefficiency effects in a stochastic frontier production function for panel data. Empirical Economics 20, 325–332], which incorporates the inefficiency effect, to show whether port privatization is a necessary strategy for ports to gain a competitive advantage. While this stochastic frontier model has been used to a wide number of industries where the technical inefficiency effect is required, this method has rarely been employed to port industry. This study also investigates the determinants of port competitiveness. Both the principal component analysis (PCA) and the linear regression model are used to examine the effects of identified key factors on port competitiveness. Based on a sample of selected container terminals around the world, the results of this study have shown that private sector participation in the port industry to some extent can improve port operation efficiency, which will in turn increase port competitiveness. Another important determinant of port competitiveness is the adaptability to the customers’ demand. All these results provide some policy implications and guidance for port authorities and port operators in formulating effective strategies to improve their competitiveness vis-à-vis rivals.  相似文献

Abstract

In order for traffic authorities to attempt to prevent drink driving, check truck weight limits, driver hours and service regulations, hazardous leaks from trucks, and vehicle equipment safety, we need to find answers to the following questions: (a) What should be the total number of inspection stations in the traffic network? and (b) Where should these facilities be located? This paper develops a model to determine the locations of uncapacitated inspection stations in a traffic network. We analyze two different model formulations: a single-objective optimization problem and a multi-objective optimization problem. The problems are solved by the Bee Colony Optimization (BCO) method. The BCO algorithm belongs to the class of stochastic swarm optimization methods, inspired by the foraging habits of bees in the natural environment. The BCO algorithm is able to obtain the optimal value of objective functions in all test problems. The CPU times required to find the best solutions by the BCO are found to be acceptable.  相似文献

This paper presents the technology measures, equipment selection and required grout properties and re-lated techniques for the grouting base-station arrangement of the drag reduction system of the Fuchun River pipe jacking project, which is characterized by a combined stratum, a longitudinal curve with a large falling head, a large gradient and high water pressure. Drag reduction by grouting can effectively reduce the friction coefficient in pipe jacking construction, decrease the time and frequency of the relay station, improve construction efficiency, and re-duce the grout loss along the stratum fissure while guaranteeing grouting pressure of the terminal, is favorable for sta-ble annular bentonite grouting between the stratum fissure and the segment. © 2018, Editorial Office of "Modern Tunnelling Technology". Terminal users face a variety of costs associated with the container terminal and those that are harder to quantify should not be ignored for they might represent a larger component of the overall costs associated with using a particular terminal. Similarly, the competitive advantage of a container terminal operator goes beyond the elements that can be quantified. The paper uses and modifies Cournot’s simultaneous quantity-setting model as a means to derive the overall costs of using the terminal. The application of this model to the perspective of competition between container terminal operators in Singapore, Port Klang and Tanjung Pelepas finds that the increasingly cost competitive operators in Port Klang and Tanjung Pelepas were able to close the gap with PSA Corporation in Singapore in the overall costs of using their terminal facilities between 1998 and 2002 although PSAC continued to enjoy a dominant share of the container-handling market in the region. The paper also highlights the tremendous amount of opportunities available to these terminal operators to advance and capitalise on their competitive advantages beyond aggressive price competition.The author would like to stress that the views presented do not represent those of his organization.  相似文献

为解决已建长输管线输气能力不足的问题,以实际运行中的长-乌输气管道改造为例,介绍了提升输气管道输气量的改造方案。通过分析管线沿途场站的压力损失情况,分别从更换处理厂流量计与调节阀、更换末站调压阀、过滤器(分离器)降压、清管等4个方面采取了升压措施,并对改造的效果和投资效益进行了预测评估。经实际检验,采取了上述升压改造方案后,输气管道的输气量达到了预计效果,且经济上可行,从而为提升长输管道输气量提供了改造思路。  相似文献

Abstract

The European railway market has gone through a period of liberalization over the last two decades. The liberalization of the railway market has also affected port-related railway transport. Efficient port-related transport chains are key in the competition among ports, however providing this efficiency is to a large extent a coordination challenge. Many forms of coordination are needed to ensure that the railway chain operates efficiently, including the bundling of cargo, and good organization between railway companies, terminal operators and the infrastructure managers to realize an efficient use of assets. From the literature, it appears that less attention has been paid to the economic organization of port-related railway transport in general, and specifically in the new liberalized institutional environment. The goal of this paper is to come up with a framework to better understand the issue of coordination in port-related railway chains in a liberalized institutional environment. This paper presents a conceptual framework rooted in Transaction Cost Economics (TCE). Based on an in-depth study into coordination in liberalized container railway market at the Port of Rotterdam, empirical illustrations are used to adjust the TCE approach toward a dynamic model influenced by Douglas North's theory on economic and institutional change. Empirics from the port of Rotterdam show that new players have entered the railway market and their role has changed. This paper shows that coordination of railway operations has become more complex after the regime change. From a port perspective, liberalization does not lead to an optimal allocation of resources in a process that is highly operationally interdependent. In the liberalized environment, coordination arrangements are necessary to enable efficient coordination of railway operations in Rotterdam.  相似文献
