This article deals with a multicriteria evaluation of High-Speed Rail, Transrapid Maglev and Air Passenger Transport in Europe. Operational, socio-economic and environmental performance indicators of the specific high-speed transport systems are adopted as the evaluation criteria. By using the entropy method, weights are assigned to particular criteria in order to indicate their relative importance in decision-making. The TOPSIS method is applied to carry out the multicriteria evaluation and selection of the preferable alternative (high-speed system) under given circumstances.  相似文献

This paper reviews the literature on multicriteria decision analysis in transportation and provides a case study of high-speed rail (HSR) corridor/route selection using multicriteria methods in the context of HSR corridor prioritization in Malaysia. Using the screening method proposed by Hagler and Todorovich and the ELECTRE I multicriteria method, it is found that the southbound corridor from Kuala Lumpur to Singapore has the highest priority, followed by the eastbound corridor to Kuantan, and northbound to Georgetown. HSR trains could potentially reduce the trip times to Singapore, Kuantan, and Georgetown from Kuala Lumpur, as compared to driving, by 65–73%. The results of this study can be used to assist in the planning of HSR and/or integrated transportation systems in Malaysia. The same methods can be used to evaluate potential HSR corridors/routes in other countries or regions.  相似文献

Abstract

A number of studies have been carried out on the factors determining port choice, derived from the perspectives of shippers, carriers or both. Recently, some studies using multi-criteria analysis, more specifically Saaty's analytical hierarchy process (AHP), have been undertaken to address port competitiveness and port selection by shipping lines. Based on a review of the literature on port selection, this article proposes a decision support system (DSS) for port selection using AHP methodology. The proposed DSS is web-based and thus it can be accessed by more decision makers and data collection can be carried out faster. Moreover, AHP addresses the issue of how to structure a complex decision problem, identify its criteria, measure the interaction among them and finally synthesise all the information to arrive at priorities, which depict preferences. AHP is able to assist port managers in obtaining a detailed understanding of the criteria and address the port selection problem utilising multi-criteria analysis. This article presents the architecture and the port selection procedure of the web-based DSS, and then illustrates three different cases. It shows how technology advancement can bring positive effects of strategic planning to shipping firms.  相似文献

Five examples of applications of the Analytic Hierarchy Process (AHP) are made to illustrate the different uses of this ratio scale multicriteria decision method in transportation. They include a commuter route selection hierarchy, a best mix of routes to Pittsburgh's new International Airport, a benefits/costs hierarchy to choose the best mode to cross a river, a planning hierarchy for a transport system and a simple dependence with feedback cycle to choose a car when criteria depend on the alternatives. For a better appreciation of the use and power of the method, the examples are followed by a resume of developments in research on the (AHP) in the last few years.  相似文献

The paper presents methodological overview of the application of Multiple Criteria Decision Making/Aiding (MCDM/A) in public transportation. It explains why MCDM/A methodology is so important while dealing with different categories of decision problems that arise in mass transit systems. Major features and basic notions of MCDM/A methodology are presented. Different categories of MCDM/A methods are characterized and classified. Two case studies demonstrate possible applications of MCDM/A methodology in public transportation. In the first case study multiple objective evaluation of the mass transit system developments' scenarios is carried out. Four variants of the mass transit system are evaluated by a consistent family of criteria with an application of ELECTRE III method. The second case study refers to optimization of the crew size in the mass transit system operated by a public transportation company (PTC). Multiple objective mathematical programing problem is formulated and solved by a combination of an original, customized heuristic procedure implemented in a computer software PEOPLE and the Light Beam Search (LBS) method. As a multi‐criteria decision‐making (MCDM) method, the analytic hierarchy process (AHP) has been used considerably to solve hierarchical or network‐based decision problems in socio‐economic fields. Following an in‐depth explanation of the transport function in logistics and an overview of the MCDM methods, the AHP model is employed in the paper for a logistics company in selecting the most suitable way of transportation between two given locations in Turkey. The criteria used in the selection of transportation modes are identified as the cost, speed, safety, accessibility, reliability, environmental friendliness, and flexibility. Several cost parameters (transportation, storage, handling, bosphorus crossover) are incorporated into the decision‐making process. The application is carried out in instructional character. The results of the study indicate that the railway transportation, which is not widely used in Turkey, is also an alternative and suitable means of transportation. Rational decision-making requires an assessment of advantages and disadvantages of choice possibilities, including non-market effects (such as externalities). This also applies to strategic decision-making in the transport sector (including aviation). In the past decades various decision support and evaluation methods have been developed in which a market evaluation played a prominent role. The intrinsic limitations of these approaches were also increasingly recognised. Gradually, a variety of adjusted multidimensional methods has been developed over the past years to complement conventional cost–benefit analysis (CBA). These methods aim to investigate and evaluate all relevant impacts of a choice possibility (e.g., project, plan, or programme) on the basis of a multitude of important policy criteria (so-called multicriteria methods). They have a particular relevance in case of non-priced or qualitative effects. There is a clear need for a systematic and polyvalent multicriteria approach to many actual planning issues, such as land use or transportation. This paper offers a new evaluation framework based on a blend of three types of approaches, viz. Regime Analysis, the Saaty method and the Flag Model. All these methods have been developed separately in the past; the paper makes an effort to offer a cohesive framework, which can be used for the e valuation of spatial-economic and environmental-economic policy issues. This new tool is tested by means of a case study on conflicting plans (and policy views) for airport expansion options in the Maastricht area in the southern part of The Netherlands.  相似文献

Global supply chains are more than ever under threat of major disruptions caused by devastating natural and man-made disasters as well as recurrent interruptions caused by variations in supply and demand. This paper presents a hybrid robust-stochastic optimization model and a Lagrangian relaxation solution method for designing a supply chain resilient to (1) supply/demand interruptions and (2) facility disruptions whose risk of occurrence and magnitude of impact can be mitigated through fortification investments. We study a realistic problem where a disruption can cause either a complete facility shutdown or a reduced supply capacity. The probability of disruption occurrence is expressed as a function of facility fortification investment for hedging against potential disruptions in the presence of certain budgetary constraints. Computational experiments and thorough sensitivity analyses are completed using some of the existing widely-used datasets. The performance of the proposed model is also examined using a Monte Carlo simulation method. To explore the practical application of the proposed model and methodology, a real world case example is discussed which addresses mitigating the risk of facility fires in an actual oil production company. Our analysis and investigation focuses on exploring the extent to which supply chain design decisions are influenced by factors such as facility fortification strategies, a decision maker's conservatism degree, demand fluctuations, supply capacity variations, and budgetary constraints.  相似文献

A fleet sizing problem (FSP) in a road freight transportation company with heterogeneous fleet and its own technical back‐up facilities is considered in the paper. The mathematical model of the decision problem is formulated in terms of multiple objective mathematical programming based on queuing theory. Technical and economical criteria as well as interests of different stakeholders are taken into account in the problem formulation. The solution procedure is composed of two steps. In the first one a sample of Pareto‐optimal solutions is generated by an original program called MEGROS. In the second step this set is reviewed and evaluated, according to the Decision Maker's (DM's) model of preferences. The evaluation of solutions is carried out with an application of an interactive multiple criteria analysis method, called Light Beam Search (LBS). The deficiencies in the Istanbul transportation system have led the local authorities to plan several alternative transportation projects. In this paper three alternative rail transit network proposals are evaluated by using Analytic Hierarchy Process (AHP), a multiple criteria decision support system. The AHP facilitates decision-making by organizing perceptions, experiences, knowledge and judgments, the forces that influence the decision, into a hierarchical framework with a goal, scenarios, criteria and alternatives of choice. Based on this analysis, the decision makers have developed a new alternative as a combination of the most closely competing two alternative rail transit networks. This paper presents a new decision tree induction method, called co-location-based decision tree (CL-DT), to enhance the decision-making of pavement maintenance and rehabilitation strategies. The proposed algorithm utilizes the co-location characteristics of spatial attribute data in the pavement database. The paper first presented the co-location mining algorithm, including spatial attribute data selection, determination of rough candidate co-locations, determination of candidate co-locations, pruning the non-prevalent co-locations, and induction of co-location rules, and then focused on the development of the co-location decision tree (CL-DT) algorithm, which includes the non-spatial attribute data selection, co-location algorithm modeling, node merging criteria, and co-location decision tree induction. A pavement database covering four counties, which are provided by North Carolina Department of Transportation (NCDOT), is used to verify the proposed method. The experimental results demonstrated that (1) the proposed CL-DT algorithm can make a better decision, and has higher accuracy than the existing decision tree methods do; (2) the training data can be fully played roles in contribution to decision tree induction and the computational time taken for the tree growing, tree drawing and rule generation is largely decreased; (3) quantity and locations of six treatment strategies proposed by the ITRC and by CL-DT is much close for each treatment strategy.  相似文献

This paper concerns the development of a new decision support framework for the appraisal of transport infrastructure projects. In such appraisals there will often be a need for including both conventional transport impacts as well as criteria of a more strategic and/or sustainable character. The proposed framework is based on the use of cost-benefit analysis featuring feasibility risk assessment in combination with multi-criteria decision analysis and is supported by the concept of decision conferencing. The framework is applied for a transport related case study dealing with the complex decision problem of determining the most attractive alternative for a new fixed link between Denmark and Sweden – the so-called HH-connection. Applying the framework to the case study made it possible to address the decision problem from an economic, a strategic, and a sustainable point of view simultaneously. The outcome of the case study demonstrates the decision making framework as a valuable decision support system (DSS), and it is concluded that appraisals of transport projects can be effectively supported by the use of the DSS. A vehicle assignment problem (VAP) in a road, long‐haul, passenger transportation company with heterogeneous fleet of buses is considered in the paper. The mathematical model of the VAP is formulated in terms of multiobjective, combinatorial optimization. It has a strategic, long‐term character and takes into account four criteria that represent interests of both passengers and the company's management. The decision consists in the definition of weekly operating frequency (number of rides per week) of buses on international routes between Polish and Western European cities. The VAP is solved in a step‐wise procedure. In the first step a sample of efficient (Pareto‐optimal) solutions is generated using an original metaheuristic method called Pareto Memetic Algorithm (PMA). In the second step this sample is reviewed and evaluated by the Decision Maker (DM). In this phase an interactive, multiple criteria analysis method with graphical facilities, called Light Beam Search (LBS), is applied. The method helps the DM to define his/her preferences, direct the search process and select the most satisfactory solution.  相似文献

In the Dial-a-Ride Problem (DARP) the aim is to design vehicle routes for a set of users who must be transported between given origin and destination pairs, subject to a variety of side constraints. The standard DARP objective is cost minimization. In addition to cost, the objectives considered in this paper include three terms related to quality of service. This gives rise to a multicriteria problem. The problem is solved by means of a flexible and simple metaheuristic which efficiently integrates the reference point method for multicriteria optimization within a tabu search mechanism. Extensive tests were performed on randomly generated data and on real-life data provided by a major transporter in the Montreal area. Results indicate that the algorithm can yield a rich set of non-dominated solutions. It can also be employed to determine good trade-offs between cost and quality of service.  相似文献

This paper presents a framework to evaluate the logistics performance of intermodal freight transportation. Fuzzy set techniques are applied to assess the logistics performance within the decision process of freight operators. Using a fuzzy‐based approach, fuzzy‐AHP is applied to assess the criteria by different judgment procedures. Consequently, fuzzy‐MCDM is used to assess operators' perception of the logistics performance via proper assignment of numerical scores. The subjective judgments for hierarchical criteria are transformed into fuzzy degrees of score. The methodology provides an alternative approach to facilitate the importance of a set of performance criteria. It can also entail use of improved corresponding parameters to develop a better freight transport system.  相似文献

Transportation improvement site selection exemplifies transportation decision making that is collaborative in nature and geographically based. Such decision-making is part of a broad societal trend toward shared and participatory discussions about public investment. Perspectives from three different transportation decision contexts in the Puget Sound Region of Washington State, a regional council, a county government and a public–private Coalition group, are combined with a literature review to develop a decision task model that summarizes the need for information technology support during transportation improvement site selection. The task model guides the development of a decision support system requirement specification that outlines integrated information capabilities provided by geographic information system (GIS) and group support system (GSS) technologies. Together, GIS and GSS capabilities contribute to evolving group-based GIS. The kinds of capabilities a group-based GIS could offer in addressing the needs are identified. A report on the use of a prototype, group-based GIS called Spatial Group Choice highlights the possibilities in an inter-organizational coalition decision context. The conclusions discuss needs for future technology developments and social–behavioral science studies on these developments.  相似文献

Although multi-criteria analysis (MCA) has been commonly used to guide transportation decisions related to traditional infrastructure, limited applications are reported for intelligent transportation systems. The objective of this study is to apply MCA for selecting arterial routes for real-time traveler information, to conform with recent US federal regulations. This study applies the method in two metropolitan areas and the paper describes which criteria were chosen and how important each were considered. In all, this study guided the selection of seven arterial routes for deployment of real-time traveler information collection and dissemination. This study demonstrates how a transportation agency can apply MCA for traveler information planning and the method provides value for other agencies seeking to come into compliance with traveler information regulations.  相似文献

This is a practical implementation of a multicriteria methodology developed to assess the risk involved in investment or policy projects. It is based on the specification of a non-linear, but piecewise linear, additive utility function, where the partial utility functions are specified as recursive exponential functions of only one curvature parameter. This allows for a reduction of the quantity of information necessary to build the utility function in a context of uncertainty. It is introduced in an aggregation model whereby the partial utility functions are built separately through a specific questioning process. The methodology is applied to the selection of road infrastructure projects of the Walloon Region in Belgium with several experts and civil servants from the Transport Ministry whose individual utility functions are derived. Software called MUSTARD is used, which stepwise and interactively helps the decision-makers to formulate the problem, build the criteria's distributions and state their preferences. The projects are ranked according to their rate of return computed on the basis of the projects' certain equivalent money values.  相似文献

This article proposes to develop a prediction model for traffic flow using kernel learning methods such as support vector machine (SVM) and multiple kernel learning (MKL). Traffic flow prediction is a dynamic problem owing to its complex nature of multicriteria and nonlinearity. Influential factors of traffic flow were firstly investigated; five‐point scale and entropy methods were employed to transfer the qualitative factors into quantitative ones and rank these factors, respectively. Then, SVM and MKL‐based prediction models were developed, with the influential factors and the traffic flow as the input and output variables. The prediction capability of MKL was compared with SVM through a case study. It is proved that both the SVM and MKL perform well in prediction with regard to the accuracy rate and efficiency, and MKL is more preferable with a higher accuracy rate when under proper parameters setting. To aid in the extension of the short navigating season in the Canadian Artic a route selection optimization procedure has been developed. This route selection procedure operates on the strategic navigation support level which has a spatial scale of several hundred kilometres and a decision horizon of 3 to 4 days. The optimization procedure is formulated as an optimal control problem and is solved by a synthesis of the maximum principle and the dynamic programming method. The potential of this optimization procedure is demonstrated by an application to two hypothetical route selection problems and one field example.  相似文献
