Maritime Safety Through Systems Safety Engineering

1.INTRODUCTION In current semmars and conferences about marine transportation safety and shipping safety, the Internationsl safety Code(ISM)is one of the hot topics. In this paper the authors introduce the concepts Of systems safety engineering(SSE). The historical backgrounds of both ISM and SBE are described. The authors compare the concepts of both ISM and SSE. The advantages of SSE are discussed. The authors also introduce the SSE programme plan and SSE activities. 2.DEFINITIONS OF SAFETY If we look for the definition Of safety in an English dictionary, it tells you that safety is a noun meaning a state of being free from harm or danger. To expand the dictionary definition technically, we might define safety as "A measure that determines to what extend the management, technology and operation of a system is free from danger to life, property and the environment".     

Design and implementation of a visual monitoring system to ensure safety in the water surrounding a container vessel

Container vessels navigate among the world's ports,frequently passing through narrow and congested waters.Due to the many layers of containers on a container vessel's decks,it is difficult for the crew to be aware of all fishing vessels and other obstacles in a container vessel's radar observation blind zone.This greatly increases the risk of collisions and other accidents.Given such great challenges to safe navigation and safety management with container vessels,their security risks are severe.An effective visual monitoring system can improve the safety of the water area surrounding container vessel by eliminating a vessel's observation blind zone,providing an effective safety measure for vessels navigating fishing zones and other troublesome areas.The system has other functions,such as accident recording,ship security,and monitoring of loading and unloading operations,thus ensuring the ship operates safely.Six months'trial operation showed that the system facilitates safe navigation of container vessels.

<正>Glasgow,UK18th-20th August 2014About the conference The conference will bring together researchers,practitioners to address the safety and reliability issues as applicable to different stages in the analysis,design construction and in-service life of marine structures such as ship,offshore,submerged structures and the renewable energy structures.This will involve advanced analysis both for strength and load model in order to establish safety level both for deterministic model(WSD method)and for reliability based design(LRFD method).One of the aims of the design should be to achieve adequate but not excessive level of safety which can be satisfied through reliability based method and this takes into account uncertainties of design variables.Current modern codes are trying to provide design procedures on LRFD format although no explicit reliability analysis is done to arrive these partial safety factors.This conference will deal with all these issues and see how these techniques are applied to various types of marine structures.Glasgow,the venue for this conference is a city which has lot of attractions.The world famous Loch-Lomond is only few miles away and Edinburgh is 50 minutes journey by train.The city will also host the2014 Commonwealth Games.     

Analyzing parabolic profile path for underwater towed-cable

This article discusses the dynamic state analysis of underwater towed-cable when tow-ship changes its speed in a direction making parabolic profile path. A three-dimensional model of underwater towed system is studied. The established governing equations for the system have been solved using the central implicit finite-difference method. The obtained difference non-linear coupled equations are solved by Newton＇s method and satisfactory results were achieved. The solution of this problem has practical importance in the estimation of dynamic loading and motion, and hence it is directly applicable to the enhancement of safety and the effectiveness of the offshore activities.

CCS' rule and standard system for offshore installations has experienced 30 years, from none to possessing rules, from statutory and classification survey to competing for notarial certification, and from offshore to deep sea. In recent years, with the quickening of Chinese offshore oil and gas resources exploration, the rule and standard system of CCS has been strengthened and improved continuously.

By the end of 2008, the suite comprised 138 standards and 19 are planned for 2009.
