欧盟新海事政策蓝皮书

2007年10月10日，在完成了为期一年的针对欧盟海事政策绿皮书的咨询活动后，欧盟执行委员会（EC）根据咨询结果发布了题为“一个综合的欧盟海事政策”的通讯及行动计划（又称蓝皮书），宣布了一系列将在未来若干年开展的工作和执行的计划。     

Global maritime domain awareness: a sustainable development perspective

The International Maritime Organization defines maritime domain awareness as the effective understanding of any activity that could impact upon the security, safety, economy or environment. The traditional approach to manage it is based on state sovereignty over national territorial waters where authorities exercise their responsibilities within the defined specific area. Lately, new issues of transboundary dimension (i.e. piracy, overfishing, pollution) are changing the high seas from an open space governed by the rule of freedom into a common domain requiring new governance approach to manage its complex international problems. This paper investigates the use of sustainable development methodology to explore governance solutions within the socio-technical domain of maritime awareness. The outcome suggests that the use of sustainable development tools can and should be used to support the development and implementation of cooperative governance models which are more appropriate for creating global maritime domain awareness than the traditional state-centric and sector-based models. A modelling diagram for potential governance framework under International Maritime Organization’s leadership is included.     

建设服务型海事适应经济社会发展

建设服务型海事，提高海事服务于经济社会发展的能力，是海事机构适应政府职能转变、加强自身建设的重要途径，是海事改革发展进程在现阶段的重要课题，是建设“三个海事”、实现“三个追求”的需要。需要我们从思想认识、制度建设、机制运作、管理方式等方面认真思考，深入实践。     

A European perspective on bond finance for the maritime industry

The European Shipping Industry faces a huge capital requirement over the next decade as a result of increasing trade and ageing fleets. This growth in demand is juxtaposed with a contraction in the number of banks willing to support the industry and a general tightening of credit facilities. Consequently, companies have been forced to access the capital markets for equity and debt. The difficulties experienced particularly in the bond markets have lead to premature dismissal of this relatively new form of finance. This paper seeks to explore the suitability of bond finance and finds that it is largely dependent on the perception of the maritime industry by the investment community.     

加强海事发展研究 服务海事科学发展

如何科学预见社会经济发展对海事管理的需求,确立我国海事发展的战略目标和战略步骤,在国内和国际发挥更大的作用,全面推进海事现代化进程,是海事发展面临的机遇和挑战。研究工作已成为当前科学决策的重要手段,加强海事发展研究工作,有利于认清发展形势,把握国际海事发展的趋势和前沿,把握国家经济发展现实和长远的交通运输需求,为保障国家外向型经济的发展,促进区域经济协调发展作出前瞻性预判。     

The gender perspective in maritime education and training

The aim of this article is to show if and how European maritime education and training institutions have met the increasing enrolment of women, and how shipping in general has reacted to gender equality. WMU has partly been the source for finding data related to studies in a multicultural and gender (minority) mixture of students and professors. In addition to a questionnaire to maritime education and training institutions, unstructured conversations with WMU students and professors have contributed to fact findings. Apparently, there is more to be done in order to have women compete on a level playing field in the sphere of shipping. Shipping is historically male dominated and conservative, so it is well understood that there are ropes to be untied. In this article, there are examples on how stakeholders in society have introduced policies on how to meet diversities. It is recommended that universities seriously pursue this trend. I wish to appeal to educational institutions to publish a university policy on the gender perspective and diversity management in general. The policy must be in writing in order for staff and students to understand and remember the content of the policy. This is an issue that should follow the quality assurance aims and goals and should be posted in a public place within the university’s premises for everybody to be reminded.     

Exploring maritime ergonomics from a bottom line perspective

The present paper reports a study composed of three research activities exploring the economics of ergonomics in a shipping context. First, a literature study aimed to review previous studies on the economics of ergonomics in general and within the maritime domain in particular; and moreover, to ascertain the key ergonomic factors addressed in contemporary maritime ergonomic research. Second, the concept of ergonomics was probed from a stakeholder perspective through nine semi-structured qualitative interviews. Third, structured interviews were held with representatives of ten Swedish shipping companies to investigate if the shipowners are aware of and calculate the economic effects of ergonomics.     

海事经济社会贡献测算方法

通过分析水上交通安全监管的基本知识和海事价值的实现途径,探索海事经济社会贡献的测算方法,并以广东海事局为例测算出海事的投入产出比约为1：3.8,其中,技术进步的贡献率约为70%,提出了海事经济社会贡献测算未来的发展展望。     

关于海事信息化发展的几点思考

文中论述了构建"感知海事"的管理模式,指出了山东海事局信息化建设存在的主要矛盾和问题,提出了四项完善信息化建设的发展思路和具体措施,以期为海事信息化建设提供借鉴。     

天津航海职业教育现状与对策研究

文章通过对天津地区航海职业教育现状的分析研究,分别从航海职业教育立法、教学设计、师资力量、教学管理、国际交流等方面,提出了发展天津地区航海职业教育的对策。     

航运服务集聚区的形成与发展

从产业集聚区和航运服务业的角度出发,分析航运服务集聚区的内涵、特征、形成机制以及航运服务集聚区的演化过程,最后为我国航运服务集聚区的发展提出建议：加强创新机制建设;加强航运业的合理分工与专业化建设;加强社会环境建设;加强高层次航运人才的培养。     

见证海事发展60年

文中总结了上海海事空中巡航一年来的实践,借鉴国内外相关单位的空中巡航的建设和运行情况,提出了海事部门空中巡航发展的一些建议.     

浅谈海事中的人为因素

据统计：1960年至1995年不同船型的1700多起溢油事故中，60年代是100多起；70年代是540多起；80年代是650多起；90年代前5年是340多起。数字表明，在航海技术日益发达的今天，全世界范围内的事故仍然呈上升的趋势。在不断增加的事故中，分析其中的原因，人为因素（human factors）起着重要的作用。目前，人为因素已经得到国际海运界的普遍关注。     

Changing policies in Eastern Europe and their impact on the maritime field: experiences from Eastern Germany

The political changes that occured in Eastern Europe from the late 1980s coincided in the fromer German Democratic Republic (GDR) with the reunification of Germany. The economic result was the existence of a split economy in Germany. Within the maritime field the problem had to be solved by a change over of the former GDR's maritime industry from the centrally-planned command type economy as its failure was evident. Three economic factors were identified as the main causes for the failure which made, together with some other negatives, the collapse inevitable. The transition of the East German maritime industry started immediately after reunification. In the maritime field, two different forms of economic transition have been applied. Using the examples of the main shipping company and the seaports the economic transition process has been analyzed and some basic conclusions regarding the substance and methods of economic transition have been drawn.     

新公共管理视角下 我国海事立法工作的思考

文中在新公共管理视角下,针对我国海事立法现状,从立法理念、立法机制和信息化保障等方面进行分析,并以"提高制度建设质量"为出发点,借鉴国际海事组织提出的GBS相关理念,对如何提高海事立法工作质量提出建议。     

"三国提案"与中国海事跨世纪之变

“三国提案”始于1997年底与1998年初的岁末之交,它的横空出世在当时的中国海事界掀起了不小的波澜。一时间,“国轮国造、国货国运、国轮挂国旗”的呼声响遍中华大地。与此同时,众多海事学者就此展开了广泛的争论:“三国提案”究竟是高瞻远瞩还是一种爱国冲动?如今,将近10年过去了,在这跨世纪的10年发展历程中,中国海事业发生了天翻地覆的变化,在迈向海事强国的新起点上,我们不妨一起重新审视“三国提案”的价值,从“国轮国造、国货国运、国轮挂国旗”的视角,去体会中国海事世纪崛起的那份激情与感动。     

相关国际海事公约的产生及发展规律

近年来,为了防止自然风险及人类自己的错误可能造成的海上危害,世界先后诞生了国际海上人命安全公约、国际防止船舶造成污染公约和海员培训发证和值班标准国际公约等海事公约。通过对这些海事公约的诞生和发展规律的研究和提示,对做好海事工作,发展海洋运输将有一定指导意义。一、相关国际海事公约产生的背景     

澳大利亚海事立法情况介绍

2011年8月至12月,中国海事局选派5名海事官员赴澳大利亚参加为期四个月的中澳海事交流项目。在澳交流期间,他们对澳大利亚海事局（AMSA）在海事管理的方方面面进行了深入细致的了解。本刊将陆续刊载有关AMSA的管理情况的一系列稿件,以期为提高我国的海事管理水平和中国籍船舶应对AMSA的PSC检查提供参考。
