Singapore has experienced rapid growth in car ownership, and private transport accounts for just under half of motorized trips in Singapore. Yet only since 1970 have determined efforts been made to curtail this increase. Simultaneously with this growth, Singapore's land‐use planners had called for the diversion of population growth into outlying residential estates while maintaining the central area's importance as an employment centre. The resulting anticipated concentration of commuter movement suggested a need for controls to restrain car ownership, reduce central‐area congestion and divert road users on to public transport. The policies followed are described. Those against ownership have included heavy road taxes and registration fees, with a system of discounts on the latter to discourage new purchasers except when replacing scrapped cars. Policies against car use include fuel taxes and the Area Licensing Scheme in the city centre, while parking space is also closely regulated. The measures adopted imply a goal of efficiency in promoting Singapore's planning objectives rather than environmental, safety or equity considerations, although the first two of these have lately received much more attention than formerly. The policies’ effect has been a temporary reversal in the growth of car ownership, but this growth has since resumed and recent further fee increases suggest a panic reaction rather than a coordinated strategy. Such coordination appears at present to be hampered by the fragmented administration of matters relating to transport. Other measures relating to car ownership and use in Singapore are also described.  相似文献

Singapore has a sophisticated and efficient system of land transport to serve a growing demand for transportation. Constrained by limited space, a comprehensive set of land transport policies has been in place to balance the growth in transport demand and the effectiveness and efficiency of the land transport system. A multi-pronged approach has been used to achieve the objective of a world-class transportation system. These include integration of urban and transport planning, expansion of the road network and improvement of the transport infrastructure, harnessing the latest technology in network and traffic management, managing vehicle ownership and usage, and improvement and regulations of public transport (Ministry of Transport (MOT) (2003) Policy and Regulations, Land Transport, Available: www.mot.gov.sg, Date of Access: 15 September 2003). Singapore was the first country in the world to introduce various new techniques, notably the Area License Scheme (ALS) in 1975 and the Vehicle Quota System (VQS) in 1990. An Electronic Road Pricing (ERP) system replaced the ALS in 1998 to take the role of congestion management, the experience of which has also drawn particular attention from many large cities in the world. In 2003, the world’s first and only fully automatic heavy rail Mass Rapid Transit system was opened to the public, marking a new chapter in Singapore’s innovative approach to solving its land transport problem. This paper reviews the land transport policy implemented in Singapore and pays special emphasis to its public transportation systems.  相似文献

This paper examines the Singapore Area License Scheme. Changes in scheduling and choices of transportation mode by commuters are discussed. Although the toll is shown to reduce travel times for many commuters, many commuters are shown to incur scheduling costs as a result of the toll. Using estimated parameters of an indirect utility function, welfare functions are computed to compare welfare levels prior to, and just after, the toll was put into place. The evidence suggests that the toll may have reduced welfare.  相似文献

A significant portion of the 200,000 people working in Hong Kong’s central business district (CBD) relies on buses as their primary means of transport. During peak hours, nearly a thousand double-decker buses pour into a tiny area of 150 ha. This causes traffic congestion and air pollution. Moreover, given that the flow is uni-directional (into the CBD in the morning and out of the CBD in the afternoon), the occupancy of buses in the CBD is actually low.In this paper, we propose to reduce traffic congestion and to increase bus occupancy by merging bus routes. We describe the peculiar situation of the CBD in Hong Kong and explain the necessary conditions for the possible success of merging routes. Our analysis shows that merging will lead to an overall benefit for all parties, including government, bus operators, and passengers. The actual merging decisions, which routes to merge and at what frequencies buses should run, are determined by a mathematical model. The model also shows quantitatively the benefits of merging routes and the impacts of other factors. The procedure that we follow and the model that we adopt can be applied to other CBD.  相似文献

Particular safety problems relate to traffic on local streets. Local Area Traffic Management (LATM) schemes are often implemented with the objective of counteracting these safety problems. One analytical difficulty in appraising the effectiveness of LATM in dealing with safety problems has been the ‘footloose’ nature of accident locations in a local street network. Seldom are there distinct ‘blackspot’ locations. An area‐wide approach is needed and the interaction between the system and arterial road network must be considered. The paper describes the development of a Safety Evaluation Method for Local Area Traffic Management (termed SELATM). It is a GIS‐based program for analysing accident patterns over time and the evaluation of the safety benefits of LATM schemes. The evaluation is perform at different network levels for various accident variables. The thrust of the program involved the integration of network data with data on accidents and the installed devices to generate summary accident statistics for the various network levels allowing for before and after comparison with a control area. This program as developed is applied to a LATM scheme at Enfield, a suburb in metropolitan Adelaide.  相似文献

This paper presents a real-time traffic network state estimation and prediction system with built-in decision support capabilities for traffic network management. The system provides traffic network managers with the capabilities to estimate the current network conditions, predict congestion dynamics, and generate efficient traffic management schemes for recurrent and non-recurrent congestion situations. The system adopts a closed-loop rolling horizon framework in which network state estimation and prediction modules are integrated with a traffic network manager module to generate efficient proactive traffic management schemes. The traffic network manger adopts a meta-heuristic search mechanism to construct the schemes by integrating a wide variety of control strategies. The system is applied in the context of Integrated Corridor Management (ICM), which is envisioned to provide a system approach for managing congested urban corridors. A simulation-based case study is presented for the US-75 corridor in Dallas, Texas. The results show the ability of the system to improve the overall network performance during hypothetical incident scenarios.  相似文献

Since the first pilot scheme for area‐traffic control was introduced in the city of Montreal (1959–60), computer control of traffic in urban areas through the adaptation of existing traffic‐signal systems has been provided to an increasing extent. This area of work may pose problems for the professional traffic engineer whose background in computer technology and general digital electronics may be limited.

In considering the engineering implications of such schemes a systems approach is important and is adopted here. Three existing and representative schemes are briefly mentioned in order to outline basic features. A more detailed examination of the various system elements follows with mention of data collection and transmission, and the role of the control computer.

The paper continues with a reconsideration of the three representative schemes in the light of the detailed treatment of system components. It concludes with a tentative assessment of the present position of area traffic control schemes and some suggestions as to the future development.  相似文献

The benefit of eco-driving of electric vehicles (EVs) has been studied with the promising connected vehicle (i.e. V2X) technology in recent years. Whereas, it is still in doubt that how traffic signal control affects EV energy consumption. Therefore, it is necessary to explore the interactions between the traffic signal control and EV energy consumption. This research aims at studying the energy efficiency and traffic mobility of the EV system under V2X environment. An optimization model is proposed to meet both operation and energy efficiency for an EV transportation system with both connected EVs (CEVs) and non-CEVs. For CEVs, a stage-wise approximation model is implemented to provide an optimal speed control strategy. Non-CEVs obey a car-following rule suggested by the well-known Intelligent Driver Model (IDM) to achieve eco-driving. The eco-driving EV system is then integrated with signal control and a bi-objective and multi-stage optimization problem is formulated. For such a large-scale problem, a hybrid intelligent algorithm merging genetic algorithm (GA) and particle swarm optimization (PSO) is implemented. At last, a validation case is performed on an arterial with four intersections with different traffic demands. Results show that cycle-based signal control could improve both traffic mobility and energy saving of the EV system with eco-driving compared to a fixed signal timing plan. The total consumed energy decreases as the CEV penetration rate augments in general.  相似文献

Simultaneous perturbation stochastic approximation (SPSA) is an efficient and well established optimization method that approximates gradients from successive objective function evaluations. It is especially attractive for high-dimensional problems and has been successfully applied to the calibration of Dynamic Traffic Assignment (DTA) models. This paper presents an enhanced SPSA algorithm, called Weighted SPSA (W-SPSA), which incorporates the information of spatial and temporal correlation in a traffic network to limit the impact of noise and improve convergence and robustness. W-SPSA appears to outperform the original SPSA algorithm by reducing the noise generated by uncorrelated measurements in the gradient approximation, especially for DTA models of sparsely correlated large-scale networks and a large number of time intervals. Comparisons between SPSA and W-SPSA have been performed through rigorous synthetic tests and the application of W-SPSA for the calibration of real world DTA networks is demonstrated with a case study of the entire expressway network in Singapore.  相似文献

This paper presents a procedure for dynamic design and evaluation of traffic management strategies in oversaturated conditions. The method combines a dynamic control algorithm and a disutility function. The dynamic algorithm designs signal control parameters to manage formation and dissipation of queues on system links with explicit consideration of current and projected queue lengths and demands. The disutility function measures the relative performance of the dynamic control algorithm based on preset system performance goals. The user may statically select the management strategy, or alternatively the system may be instructed to set off different management schemes based on predefined performance thresholds. The problem was formulated as one of output maximization subject to state, control, and traffic management strategy choices. Solutions were obtained using genetic algorithms. Four traffic management plans were tested to show the capabilities of the new procedure. The results show that the procedure is able to generate suitable signal control schemes that are favorable to attaining the desired traffic management goals. The results showed that multiple, or hybrids of single measures of effectiveness may need to be examined in order to correctly assess system performance. The procedure has potential for real-time implementation in an intelligent transportation system setting.  相似文献

Congestion pricing is one of the widely contemplated methods to manage traffic congestion. The purpose of congestion pricing is to manage traffic demand generation and supply allocation by charging fees (i.e., tolling) for the use of certain roads in order to distribute traffic demand more evenly over time and space. This study presents a framework for large-scale variable congestion pricing policy determination and evaluation. The proposed framework integrates departure time choice and route choice models within a regional dynamic traffic assignment (DTA) simulation environment. The framework addresses the impact of tolling on: (1) road traffic congestion (supply side), and (2) travelers’ choice dimensions including departure time and route choices (demand side). The framework is applied to a simulation-based case study of tolling a major freeway in Toronto while capturing the regional effects across the Greater Toronto Area (GTA). The models are developed and calibrated using regional household travel survey data that reflect the heterogeneity of travelers’ attributes. The DTA model is calibrated using actual traffic counts from the Ontario Ministry of Transportation and the City of Toronto. The case study examined two tolling scenarios: flat and variable tolling. The results indicate that: (1) more benefits are attained from variable pricing, that mirrors temporal congestion patterns, due to departure time rescheduling as opposed to predominantly re-routing only in the case of flat tolling, (2) widespread spatial and temporal re-distributions of traffic demand are observed across the regional network in response to tolling a significant, yet relatively short, expressway serving Downtown Toronto, and (3) flat tolling causes major and counterproductive rerouting patterns during peak hours, which was observed to block access to the tolled facility itself.  相似文献

A lot of resources have .been committed to the provision of transport infrastructure in Eastern and Southern Africa. Some of these resources have been borrowed from outside and have to be repaid. Hence the need to maximize their use. However, this is being minimized by non‐infrastructural bottlenecks to traffic flow. These range from macro‐economic constraints with implications for passenger (bus) transport such as the non‐availability or acute shortage of foreign exchange to slow, cumbersome documentation procedures particularly for cross‐border traffic.

The Preferential Trade Area (PTA) for Eastern and Southern Africa is geared to the reduction and eventual elimination of actual and potential non‐physical barriers to traffic flow, for which it has instituted a number of schemes. After introductory remarks on the sub‐regional economy, its transport sector and avenues for sub‐regional cooperation and the implementation of these schemes is assessed and other non‐physical barriers yet to be addressed by the PTA are examined before conclusions are drawn.  相似文献

The UK Transport Research Laboratory has long had a Worldwide reputation for contributions to the field of traffic signal control, especially as originators of the TRANSYT and SCOOT signal coordination methods. This article describes some less widely known work. Accident risk at urban junctions and on road links between them is related to a wide variety of factors including: traffic and pedestrian flows, signal control parameters, geometry, and other layout features. Comprehensive studies have derived, and are continuing to derive, quantitative risk relationships for use in off-line software. Those for individual signalized cross-roads have already been incorporated in the TRL's program OSCADY to assist junction design. Now, an area-wide safety model incorporating the CONTRAM traffic assignment program is being actively developed to provide a tool for evaluation of network traffic management schemes. For on-line signal control at individual junctions, the MOVA system has been developed to provide a delay-minimizing or capacity-maximizing control logic as appropriate. ‘Before and after’ comparisons with the UK's previous fully vehicle-actuated signal system are presented, including both delay and safety aspects.  相似文献

The Parkway Corridor is the primary ground facility at the Dallas/Fort Worth (D/FW) International Airport. It consists of an expressway for passengers to-and-from terminals and a service road mainly for employees of airline-associated agencies to access the service areas. As the Parkway Corridor is a natural short cut in the region, it has attracted more and more through commuters who usually choose to use the service road so as to circumvent the toll plazas on the expressway. The dramatic increase in both the volume and speed of through commuting traffic in recent years not only impedes service activities, but also raises safety concerns. The D/FW Airport Board is considering the installation of a series of traffic signals to regulate the cruise speed and thereby discourage use of the service road by commuters. This research is conducted to evaluate its effectiveness and potential impact on traffic patterns along the Parkway Corridor. A systematic approach, integrating queueing theories (G/M/m), discrete models, and traffic assignment, is proposed in this research, which allows the user to project the traffic distribution on each route with only the information obtained by traffic counts. Numerical results of alternate control strategies and a sensitivity analysis with respect to key parameters, such as the toll and cycle length of traffic signals are also reported.  相似文献

This paper describes a real-time knowledge-based system (KBS) for decision support to Traffic Operation Center personnel in the selection of integrated traffic control plans after the occurrence of non-recurring congestion, on freeway and arterial networks. The uniqueness of the system, called TCM, lies in its ability to cooperate with the operator, by handling different sources of input data and inferred knowledge, and providing an explanation of its reasoning process. A data fusion algorithm for the analysis of congestion allows to represent and interpret different types of data, with various levels of reliability and uncertainty, to provide a clear assessment of traffic conditions. An efficient algorithm for the selection of control plans determines alternative traffic control responses. These are proposed to an operator, along with an explanation of the reasoning process that led to their development and an estimation of their expected effect on traffic. The validation of the system, which is one of only few examples of validation of a KBS in transportation, demonstrates the validity of the approach. The evaluation results, in a simulated environment demonstrate the ability of TCM to reduce congestion, through the formulation of traffic diversion and control schemes.  相似文献
