Explaining obesity with urban form: a cautionary tale   总被引:1,自引:0,他引:1  
In recent years, there has been a dramatic increase in studies exploring associations between the built environment and obesity. Many studies have found that built environment characteristics, such as high-density land developments, mixed-land uses, and connected street networks, are associated with lower rates of obesity. However, depending on the research field and the researcher, how one specifies the experimental model and how sociodemographic characteristics of the population are defined and included in the model has led to different policy conclusions and implications. This is not a surprising observation; however, it is one that does seem to have been lost in current discussions. This article highlights several data-processing, model-specification, and model-estimation factors that should be comprehensively considered in studies of the built environment and obesity. Empirical results based on data from Atlanta, GA, USA, illustrate that the association between the built environment and obesity is sensitive to how age, income, and educational attainment are included in the model. Also, a detailed examination of land-use-mix measures shows that it is difficult to create this measure and that results are sensitive to the treatment of missing values. Models that distinguish between overweight and obese individuals are shown to provide richer insights into the associations among obesity, built environment, and sociodemographic characteristics for the Atlanta area. The article concludes by offering modeling recommendations for future studies.

He has written over 160 technical articles and has authored or coauthored numerous texts on transportation systems, planning, and policy, including a college textbook. In 2006, he was the chairman of the Transportation Research Board Executive Committee. Catherine L. Ross   is Harry West professor in the City and Regional Planning Program and Director of the Center for Quality Growth and Regional Development at the Georgia Institute of Technology. She has published extensively in the fields of urban planning, transportation planning, and public participation. Investment in transportation infrastructure is generally regarded as an effective means for inducing economic growth and employment in a region. However, the ability of such investments to achieve these objectives, to a large extent, depends on the degree to which travel results from these investments support or conflict with present travel patterns and needs in this region. Using this view as a basis, this paper analyzes travel conditions and choices in the Bronx New York, where large scale transportation and other development projects (commonly called the Bronx Center Project) are presently taking place. Using a large data base, composed of census tract information on socio-economic and travel behavior, the paper first examines the travel profile of the Bronx population, by estimating travel choice elasticities. On the basis of these elasticities it then assesses the impact of the Bronx Center Project on travel patterns and trends.  相似文献

This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. This paper provides an overview of the status of telecommuting in the United States, especially as it relates to changes in travel behavior. Regarding the state of the practice, the paper discusses some refinements to the definition of telecommuting that have developed through increased operational experience. It reports several policy statements involving telecommuting, and explores the appeal of telecommuting as a public policy instrument. It highlights some trends in the implementation of home-based and work center-based telecommuting, and suggests that visible public-sector involvement has been crucial to the increased activity in this area.In sketching the state of the art, the paper outlines some frequently-stated hypotheses on telecommuting and travel behavior, and summarizes current empirical findings relating to those hypotheses. Finally, it suggests a variety of topics suitable for further research. These include studying factors influencing the ultimate adoption levels of telecommuting; impacts on energy/air quality, mode choice, and location/urban form; interactions with other transportation demand management strategies; relationships to the traditional urban travel demand forecasting process; cost/benefit tradeoffs; and telecommuting centers.  相似文献

This paper examines the variation in the value of travel time savings (VTTS) for travelers with a managed lane (ML) option when taking an ordinary trip versus a trip that is unusual in some way. VTTS estimates vary substantially depending on the urgency of the trip made. At the low end, the mean VTTS for a traveler who wants to make extra stops and still arrive on time is approximately 10% higher than that for an ordinary trip. At the high end, a traveler running late for an appointment shows a mean VTTS that is approximately 300% higher than that for an ordinary trip. These estimates vary widely over the population of travelers. In light of these variations, the value of an uncongested travel alternative (such as MLs) is examined and found to be greatly undervalued if using typical VTTS estimates.  相似文献

Los Angeles is well known around the world as an automobile-oriented low density community, yet recent transportation policies have emphasized greater capital investment in rail transportation than in highways, and recent policies have attempted to discourage automobile usage through transportation demand management. While these policies have accomplished small shifts toward public transport and somewhat lower dependence upon singly occupied automobilies for work commuting, the financial costs of these policy changes has been very large in relation to their benefits. Proper pricing of transportation alternatives, more creative use of new and emerging transportation technologies, and the provision of many more opportunities for simpler private sector transport services, would all appear to be more promising as cost-effective approaches to coping with congestion in Los Angeles than the current regional transportation policies.  相似文献

Studies on cities in Europe and the United States have demonstrated that travel behaviour is influenced by urban form. Based on these findings policies steering the shape of cities have been proposed to reduce urban transport emissions and limit congestion. Such policies can also be relevant for the rapidly growing and motorising Chinese cities. Yet, empirical evidence on the relationships between urban form and car usage is scarce for the specific Chinese context that is characterised by high densities, fast development and strong government steering. Using novel crowd-sourced datasets we study the impact of several urban form variables (city size, urban density, land-use mix, polycentricity and spatial clustering) on the cost of commuting expressed in time and distance. The results show that city size and spatial clustering are important determinants of commuting: large cities without clear clusters of businesses and other facilities have longer average commuting times and distances. Increased prosperity also adds to longer and lengthier commutes. Spatial planning measures that maintain or reinforce high-density clusters can help limiting commuting distance and time. Current sprawled urban development may have long-term, negative consequences for the accessibility and liveability of Chinese cities and could hamper their economic potential.  相似文献

A methodological challenge is to develop methods which satisfy the need in transport planning of accurately forecasting travel behavior. Drawing on a review of the current state of attitude theory, it is argued that successfully forecasting travel behavior relies on a distinction between planned, habitual, and impulsive travel. Empirical illustrations are provided in the form of stated-response data from two experiments investigating the validity of an interactive interview procedure to predict household car use for different types of trips, either before or after participants were required to reduce use.  相似文献

Three weather sensitive models are used to explore the relationship between weather and home-based work trips within the City of Toronto, focusing on active modes of transportation. The data are restricted to non-captive commuters who have the option of selecting among five basic modes of auto driver, auto passenger, transit, bike and walk. Daily trip rates in various weather conditions are assessed. Overall, the results confirm that impact of weather on active modes of transportation is significant enough to deserve attention at the research, data collection and planning levels.  相似文献

This study aims to measure the impact of major road developments on the spheres of urban influence of Japanese cities.First, the sphere of urban influence is defined by application of an individual behavior model. The model explains the number of trips to representative cities in regions from the residential place of each individual using the following factors; the attractiveness of cities, the travel time to cities and the individual's free time. Development of major roads shortens the travel time, and this causes the change in the sphere of urban influence. The model we propose has the structure to explain this phenomenon.Second, this method is applied to all of Japan where expressways are now being rapidly constructed and, how they change spheres of urban influence is explained. In the application, as a measure of attractiveness of cities, population, commercial and industrial activity, etc. are considered. This paper investigates the influence that women's fears and apprehension about attack and harassment have on use of transport facilities. After initial consideration of the factors that most affect perceived risk, the personal security aspects of different modes are reviewed by reference to a survey conducted in Southampton in 1986. High levels of perceived insecurity were found, particularly for walking at night, in parks and subways and when waiting for public transport services in isolated areas. The conclusions argue that personal security is an important but neglected issue, deserving of greater attention by transport planners.  相似文献

This paper explores the influence of individuals’ environmental attitudes and urban design features on travel behavior, including mode choice. It uses data from residents of 13 new neighborhood UK developments designed to support sustainable travel. It is found that almost all respondents were concerned about environmental issues, but their views did not necessarily ‘match’ their travel behavior. Individuals’ environmental concerns only had a strong relationship with walking within and near their neighborhood, but not with cycling or public transport use. Residents’ car availability reduced public transport trips, walking and cycling. The influence of urban design features on travel behaviors was mixed, higher incidences of walking in denser, mixed and more permeable developments were not found and nor did residents own fewer cars than the population as a whole. Residents did, however, make more sustainable commuting trips than the population in general. Sustainable modes of travel were related to urban design features including secured bike storage, high connectivity of the neighborhoods to the nearby area, natural surveillance, high quality public realm and traffic calming. Likewise the provision of facilities within and nearby the development encouraged high levels of walking.  相似文献

This paper analyses how the high-speed rail construction in Northeast Japan (Tohoku) has affected total demand and interregional travel patterns. We use annual interregional passenger data from 1989 to 2012 and apply regression analysis with the demand between Tokyo and the Tohoku prefectures as the dependent variable. We distinguish particularly between the ‘Full-’ and the ‘Mini-’ Shinkansen, where the latter are branch services running with reduced speed. We find that the ‘Full-Shinkansen’ quickly increases rail and total public transport trips and generates additional rail demand year on year. The ‘Mini-Shinkansen’ impacts are less pronounced. Furthermore, our analysis shows that the Shinkansen has shifted some demand from air to rail once it started operation and increased rail share gradually. We therefore suggest that predictions of demand impacts should carefully distinguish immediate from gradual impacts. We also discuss differences in regional demand in that not all prefectures have gained equally from Shinkansen construction.  相似文献

This paper investigates the impact of a variety of travel information types on the quality of travel choices. Choice quality is measured by comparing observed choices made under conditions of incomplete knowledge with predicted choice probabilities under complete knowledge. Furthermore, the potential impact of travel information is considered along multiple attribute-dimensions of alternatives, rather than in terms of travel time reductions only. Data is obtained from a choice experiment in a multimodal travel simulator in combination with a web-based mode-choice experiment. A Structural Equation Model is estimated to test a series of hypothesized direct and indirect relations between a traveler’s knowledge levels, information acquisition behavior and the resulting travel-choice quality. The estimation results support the hypothesized relations, which provides evidence of validity and applicability of the developed measure of travel-choice quality. Furthermore, found relations in general provide some careful support for the often expected impact of information on the quality of travel choices. The effects are largest for information services that generate previously unknown alternatives, and lowest for services that provide warnings in case of high travel times only.

As the number of married women working outside the home continues to grow, questions arise as to the impact of a wife's employment on household travel patterns. In this paper we examine the effects of a wife's employment status on her own travel activity pattern and on that of her husband. Using data from the Uppsala Household Travel Survey, in which sample-household members kept detailed travel diaries for 35 days, we first compare the travel patterns of married women employed full time with those of married women employed part time and married women not working outside the home. We then compare the travel patterns of the three corresponding groups of husbands. Measures of travel activity patterns that were used include indices of overall travel frequency for different purposes, amount of time spent and distances travelled for different purposes, indices of the level of variety in the individual's destination choice set, and measures of mode use. The results show that women employed full-time do reduce their participation in some non-work activities although their distances travelled to activity sites are not shorter than those travelled by the other women.Few significant intergroup differences distinguish the travel activity patterns of the three groups of men. The evidence suggests that a woman's full-time employment does bring significant changes to her own travel pattern but has little impact on that of her husband. The paper concludes with a discussion of policy implications and a review of several Swedish programs that could eventually result in greater similarity in the travel activity patterns of men and women.  相似文献

The value of travel time savings in part depends upon the disutility of the travel time that is saved and partly on the use to which the time saved is put. It has long been recognised that the disutility of the time spent travelling also depends upon a wide range of factors such as the journey length or the effort, comfort and safety associated with travelling.Hence we might expect the value of motorists’ travel time to vary with the traffic conditions as represented by the degree of congestion, in part to reflect the more difficult driving environment when there are more vehicles, but also a higher sense of frustration, similar to that associated with waiting time and contributing to its premium valuation.In this context, and despite the predominance of car travel in developed countries, the empirical evidence specifically relating to car values of travel time tends to fail to distinguish between different types of time according to the degree of congestion. Thus we are often left unclear as to precisely what type of time has been valued. Moreover, when a distinction is made, it tends to be into a simple dichotomy of congested and uncongested traffic.This paper provides new evidence on the variation in the valuation of motorists’ travel time savings across a finer gradation of types of time than has been hitherto attempted. This is obtained from the same Stated Choice exercise conducted in the United Kingdom and the United States. The paper also provides an extensive account of previous research into how congestion impacts on motorists’ values of time.  相似文献

This paper develops a framework within which multiple agents make discrete choices in respect of a common objective – the determination of participation in distributed work, especially the opportunities and constraints associated with telecommuting. Ideas in discrete choice theory and game theory are combined to define a set of choice experiments in which employees and employers interact in arriving at a choice path in a distributed work context. A state choice experiment with offers and feedback, known as an interactive agency choice experiment (IACE), is empirically investigated in the context of telecommuting options with an exploratory sample of employees and employers in Sydney, Australia. The approach highlights the role of information and negotiation in breaking down the barriers to more flexible work activity, to deliver potential benefits to the transport system such as reduced traffic congestion and environmental sustainability. The paper identifies the types of incentives that an employee/er has to offer the employer/employee in securing effective telecommuting. The empirical valuation of travel time savings is a derivative of the ratio of parameter estimates in a discrete choice model. The most common formulation (multinomial logit) imposes strong restrictions on the profile of the unobserved influences on choice as represented by the random component of a preference function. As we progress our ability to relax these restrictions we open up opportunities to benchmark the values derived from simple (albeit relatively restrictive) models. In this paper we contrast the values of travel time savings derived from multinomial logit and alternative specifications of mixed (or random parameter) logit models. The empirical setting is urban car commuting in six locations in New Zealand. The evidence suggests that less restrictive choice model specifications tend to produce higher estimates of values of time savings compared to the multinomial logit model; however the degree of under-estimation of multinomial logit remains quite variable, depending on the context.  相似文献

The combined impact of ownership form, economic regulation and competition on airport performance is analyzed using data envelopment analysis to measure cost efficiency in the first stage and regression analysis to measure the impact of the environment in the second stage. The empirical results of an analysis of European and Australian airports over a 10 year timeframe reveal that under relatively non-competitive conditions, public airports operate less cost efficiently than fully private airports. Irrespective of ownership form, regulation is necessary to emulate competitive forces thus pushing airport management towards cost efficiency and reasonable pricing policies. Under potential regional or hub competition, economic regulation inhibits airports of any ownership form from operating and pricing efficiently. Although public and fully private airports operate equally efficiently in a competitive setting, private airports still set higher aeronautical charges. Furthermore, mixed ownership forms with a majority public holding are neither cost efficient nor low price, irrespective of the level of competition.  相似文献

Pedestrian travel offers a wide range of benefits to both individuals and society. Planners and public health officials alike have been promoting policies that improve the quality of the built environment for pedestrians: mixed land uses, interconnected street networks, sidewalks and other facilities. Whether such policies will prove effective remains open to debate. Two issues in particular need further attention. First, the impact of the built environment on pedestrian behavior may depend on the purpose of the trip, whether for utilitarian or recreational purposes. Second, the connection between the built environment and pedestrian behavior may be more a matter of residential location choice than of travel choice. This study aims to provide new evidence on both questions. Using 1368 respondents to a 1995 survey conducted in six neighborhoods in Austin, TX, two separate negative binomial models were estimated for the frequencies of strolling trips and pedestrian shopping trips within neighborhoods. We found that although residential self-selection impacts both types of trips, it is the most important factor explaining walking to a destination (i.e. for shopping). After accounting for self-selection, neighborhood characteristics (especially perceptions of these characteristics) impact strolling frequency, while characteristics of local commercial areas are important in facilitating shopping trips.  相似文献
