Models for gasoline demand for transportation activities generally assume that demand is perfectly reversible with respect to gasoline price (and income). The small literature which relaxes the reversibility assumption in gasoline demand argues technological fixation leads to this asymmetry and utilizes aggregate time-series model to find evidence in favour of asymmetry. In this research it is suggested that there could also be behavioural factors behind this asymmetric response, possibly due to the loss aversion nature of human beings as described in the prospect theory. For the first time, household level data was used to understand asymmetry in gasoline demand in response to changes in gasoline price and income. There was statistical evidence that gasoline price and income both can induce asymmetric changes in gasoline demand among households. Specifically, elasticity with respect to rising prices and falling income is larger than the elasticity with respect to falling prices and rising income respectively, which is consistent with loss aversion in gasoline purchase behaviour. There was also some evidence of heterogeneity in the asymmetric responses between urban and rural households. The results have implications for transport-related energy tax policies or subsidies, while the method can be applied directly for non-energy goods as well.  相似文献

This paper provides an overview of the status of telecommuting in the United States, especially as it relates to changes in travel behavior. Regarding the state of the practice, the paper discusses some refinements to the definition of telecommuting that have developed through increased operational experience. It reports several policy statements involving telecommuting, and explores the appeal of telecommuting as a public policy instrument. It highlights some trends in the implementation of home-based and work center-based telecommuting, and suggests that visible public-sector involvement has been crucial to the increased activity in this area.In sketching the state of the art, the paper outlines some frequently-stated hypotheses on telecommuting and travel behavior, and summarizes current empirical findings relating to those hypotheses. Finally, it suggests a variety of topics suitable for further research. These include studying factors influencing the ultimate adoption levels of telecommuting; impacts on energy/air quality, mode choice, and location/urban form; interactions with other transportation demand management strategies; relationships to the traditional urban travel demand forecasting process; cost/benefit tradeoffs; and telecommuting centers.  相似文献

Transportation planners increasingly recognize telecommuting as an important trend. But while they often advocate telecommuting as a transportation demand management strategy, transportation planners have made little progress toward incorporating telecommuting into transportation forecasts, at least partly because of the limited data available. In this paper we explore four alternative methodologies for forecasting telecommuting and discuss the kinds of data that must be collected before these methodologies can be applied. The first approach is trend extrapolation, using curves of technological substitution. Sufficient data are currently available to produce forecasts, albeit highly uncertain forecasts, using this approach. However, even with better data this approach does not address underlying factors and trends that will affect the future of telecommuting. As a result, we explore three additional approaches that should produce more reliable forecasts but which require new data and knowledge about telecommuting: analyzing the characteristics of telecommuters in contrast to nontelecommuters, analyzing factors affecting the individual choice to telecommute, and incorporating telecommuting into traditional transportation forecasting models.  相似文献

An extensive body of literature addresses the income elasticity of road traffic, in which income is typically treated as a homogenous quantity. Here we report evidence of heterogeneity in cross-sectional estimates of the elasticity of vehicle-kilometres of travel (VKT) with respect to income, when household income is disaggregated on the basis of income source.The results are generally intuitive, and show that the cross-sectional income elasticity of road traffic is not homogeneous as is typically specified in transport planning models. We show that in a number of circumstances the cross-sectional elasticity with respect to aggregate household income is of the opposite sign in comparison to more refined estimates of elasticity disaggregated by income source. If further research confirms that the elasticities we report here are causal in nature, neglecting the elemental effects could result in misleading results affecting practical infrastructure-investment and policy decisions, particularly as the mix of income sources shifts (e.g. if, as society ages, pension income increases as a share of all income).These results are of interest to both researchers and forecasters of travel demand, as well as designers of future travel survey instruments; the latter group must decide how to generate data about respondents’ income. Current expert guidance is to collect a single estimate of aggregate income at the household level. Future travel survey design choices will bound the analyses that can be supported by the resulting survey data, and therefore methodological research to re-visit the trade-offs associated with such choices is warranted.  相似文献

On modeling telecommuting behavior: option, choice, and frequency   总被引:1,自引:0,他引:1  
The current study contributes to the already substantial scholarly literature on telecommuting by estimating a joint model of three dimensions—option, choice and frequency of telecommuting. In doing so, we focus on workers who are not self-employed workers and who have a primary work place that is outside their homes. The unique methodological features of this study include the use of a general and flexible generalized hurdle count model to analyze the precise count of telecommuting days per month, and the formulation and estimation of a model system that embeds the count model within a larger multivariate choice framework. The unique substantive aspects of this study include the consideration of the “option to telecommute” dimension and the consideration of a host of residential neighborhood built environment variables. The 2009 NHTS data is used for the analysis, and allows us to develop a current perspective of the process driving telecommuting decisions. This data set is supplemented with a built environment data base to capture the effects of demographic, work-related, and built environment measures on the telecommuting-related dimensions. In addition to providing important insights for policy analysis, the results in this paper indicate that ignoring the “option” dimension of telecommuting can, and generally will, lead to incorrect conclusions regarding the behavioral processes governing telecommuting decisions. The empirical results have implications for transportation planning analysis as well as for the worker recruitment/retention and productivity literature.  相似文献

A sensitivity analysis of plausible errors in population, employment, fuel price, and income projections is conducted using the travel demand and emissions models of the Sacramento, CA, USA, region for their transportation plan. The results of the analyses indicate that plausible error ranges for household income and fuel prices are not a significant source of uncertainty with respect to the region's travel demand and emissions projections. However, plausible errors in population and employment projections (within approximately one standard deviation) may result in the region's transportation plan not meeting the conformity test for nitrogens of oxides (NOx) in the year 2005 (i.e., an approximately 16% probability). This outcome is also possible in the year 2015 but less likely (within approximately two standard deviations or a 2.5% probability). Errors in socioeconomic projections are only one of many sources of error in travel demand and emissions models. These results have several policy implications. First, regions like Sacramento that meet their conformity tests by a very small margin should rethink new highway investment and consider contingency transportation plans that incorporate more aggressive emissions reduction policies. Second, regional transportation planning agencies should conduct sensitivity analyses as part of their conformity analysis to make explicit significant uncertainties in the methods and to identify the probability of their transportation plan not conforming. Third, the US Environmental Protection Agency (EPA) should clarify the interpretation of “demonstrate” conformity of transportation plans; that is, specify the level of certainty that it considers a sufficient demonstration of conformity.  相似文献

This paper develops a framework within which multiple agents make discrete choices in respect of a common objective – the determination of participation in distributed work, especially the opportunities and constraints associated with telecommuting. Ideas in discrete choice theory and game theory are combined to define a set of choice experiments in which employees and employers interact in arriving at a choice path in a distributed work context. A state choice experiment with offers and feedback, known as an interactive agency choice experiment (IACE), is empirically investigated in the context of telecommuting options with an exploratory sample of employees and employers in Sydney, Australia. The approach highlights the role of information and negotiation in breaking down the barriers to more flexible work activity, to deliver potential benefits to the transport system such as reduced traffic congestion and environmental sustainability. The paper identifies the types of incentives that an employee/er has to offer the employer/employee in securing effective telecommuting. This paper examines the effect of income on car ownership, and specifically the question of hysteresis or asymmetry. Although there is little doubt that rising income leads to higher car ownership, less is understood about the effect of falling income. Traditional demand modelling is based on the implicit assumption that demand responds symmetrically to rising and falling income. The object of this study is to test this assumption statistically. Using a dynamic econometric model relating household car ownership to income, the number of adults and children in the household, car prices and lagged car ownership, income decomposition techniques are employed to separately estimate elasticities with respect to rising and falling income. The equality of these elasticities – no hysteresis – is tested statistically against the inequality – hysteresis – hypothesis. Various functional specifications are tested in order to assure the robustness of the results to assumptions concerning functional form. The estimation is based on cohort data constructed from 1970 to 1995 UK Family Expenditure Surveys, and a pseudo-panel methodology is employed. The results indicate that car ownership responds more strongly to rising than to falling income – there is a ‘stickiness’ in the downward direction. In addition, there is evidence that the income elasticity is not constant, but instead declines with increasing car ownership.  相似文献

We estimate the elasticities of fuel and travel demand with respect to fuel prices and income in the case of Norway. Furthermore, we derive the direct rebound effects that explain the degree to which a fuel price increase is “offset” in the form of greater fuel use and/or travel due to improvements in vehicle fuel efficiency. For this purpose, we use and compare two alternative econometric approaches: the error correction model (ECM) and the dynamic model. Our initial assumption is that one should not be indifferent with respect to the approach used to derive elasticities. The data used are for the period 1980–2011. Our results indicate the following: (1) the dynamic model fits the data better than the ECM model does; (2) the estimated elasticities of fuel demand with respect to price and income are −0.26 and 0.06 in the short run and −0.36 and 0.09 in the long run. For travel demand, the respective elasticities are −0.11 and 0.06 in the short run and −0.24 and 0.13 in the long run, implying inelastic demands for fuel and travel demand; and (3) rebound effects indicate that 0.26% and 0.06% of fuel savings as a result of fuel price increase will be offset in the form of more fuel use in the short run and in the long run, respectively, if fuel efficiency increases by 1%. Our policy recommendations are that policies should not be indifferent to the methods used to derive elasticities. We contend that it is crucial to seriously consider rebound effects in policy making because basic elasticity estimates exaggerate the impact of fuel price increases.  相似文献

This study investigates the asymmetric effects of gasoline prices on public transportation use in Taiwan. The empirical results obtained are as follows. First, we verify that gasoline price is an important determinant of transit demand. Gasoline prices have significantly positive effects on bus and mass rapid transit (MRT) use. Second, MRT ridership is more sensitive than bus and railway ridership to gasoline price and income. In the face of oil prices escalation and economic growth, the MRT system should have higher priority in public transportation planning. Third, the effects of gasoline prices on bus and MRT use are asymmetric. Bus and MRT use increases faster when gasoline prices rise than it decreases when gasoline prices fall. The transit agencies should adjust operating strategies faster in the rising of oil prices than in the falling of oil prices. It is important for transit planning to use oil prices as signals and increase the flexibility of operation in dealing with the changes in ridership. Some strategies, such as enhancing the availability of transfer information and updating transit information timely, are helpful to move passengers efficiently.  相似文献

Most macro empirical studies on the price elasticity in the freight transport sector focus on the demand for transport. However, most of the external costs from the freight transport sector are more closely linked with the traffic volumes. In the paper an explicit distinction between traffic and transport demand is made by regarding traffic as an input in the shippers’ production of transport services, while transport demand is derived from firms’ production of output. An empirical analysis based on aggregate time series is carried out in a VAR model, where the stationary long run relationships are estimated using the so-called ‘Johansen Procedure’. The estimated price elasticity with respect to traffic (−0.81) is considerably higher than the elasticity with respect to transport (−0.47).  相似文献

This paper estimates fuel demand models for the Lisbon Metropolitan Area (AML) and uses the demand elasticities obtained to predict future levels of road transport CO2 greenhouse gas emissions. Data for the municipalities constituting the AML and the period 1993–2010 are analysed using static and dynamic panel data models to measure the relative importance of fuel price, income, vehicle stock, the price of public transport, and the availability of urban and suburban rail networks on fuel demand. To the best of our knowledge, this is the first study in the Portuguese context to produce fuel demand elasticities for a specific metropolitan area, as opposed to the estimation of country-level aggregate elasticities. Our findings indicate that the elasticity of fuel demand with respect to fuel price ranges between −0.48 and −0.72 in the short run and between −1.19 and −1.82 in the long run. Income elasticities are found to range between 0.51 and 0.54 in the short run and between 1.26 and 1.37 in the long run. The elasticity of fuel demand with respect to vehicle stock (keeping population constant) is 0.57 in the short run and 1.43 in the long run. There is only weak evidence of a reduction in fuel demand as a result of a decrease in the price of public transport, and no effect of greater availability of rail networks. Based on the elasticities estimated, we predict road transport CO2 emissions for the AML according to different macroeconomic scenarios. The results indicate that the emissions target is only achieved in the scenario of poor economic performance. In the presence of medium and strong economic growth, fuel prices would need to increase by about 7% and 11% per year respectively in order to meet the emissions target.  相似文献

There are recent evidence that air transport demand may not have a perfectly reversible relationship with income and jet fuel prices, as is assumed in most demand models. However, it is not known if the imperfectly reversible effects of jet fuel price are a result of asymmetries in the supply side, i.e., asymmetries in cost pass through from fuel prices to air fare, or of demand side behavioral asymmetries whereby people value gains and losses differently. This paper uses US time series data and decomposes air fare and fuel price into three component series to develop an econometric model of air transport demand that is capable of capturing the potential imperfectly reversible relationships and test for the presence or absence of reversibility. We find that air transport demand shows asymmetry with respect to air fare, indicating potential imperfect reversibility in consumer behavior. We also find evidence of asymmetry and hysteresis in cost pass-through from jet fuel prices to air fare, showing rapid increases in airfare when fuel prices increases but a slower response in the opposite direction.  相似文献

The present study uses meta-regression in order to explain the wide variation in elasticity estimates obtained in previous demand studies, and provide summaries of several bus demand elasticities.One important finding as to the price elasticity is that the often cited rule of thumb of −0.3 holds good if quality of service represented by vehicle-kilometres is treated as an exogenous variable, but not when it is treated as endogenous.Based on the results it is recommended that demand models should include car ownership, price of petrol, own price, income and some measure of service among the explanatory variables and that the service variable should be treated as endogenous.In previous meta-studies in this field focus has been on own price elasticity only while this study also includes elasticities with respect to, level of service, income, price of petrol and car ownership. The short run for the US are found to be −0.59, 1.05, −0.62, 0.4 and −1.48 respectively.  相似文献

Telecommuting is defined as a subset of teleworking. Two main forms of telecommuting (home and regional center) are described. The means by which these forms of telecommuting may alter urban transportation patterns are outlined, followed by a review of the empirical evidence to date on the impacts and usefulness of telecommuting. Factors affecting the diffusion rate of telecommuting are discussed, including the commuting environment, technological sufficiency, technological familiarity, the social aspects of work, other telecommuter motivations, management issues, legal and regulatory barriers and incentives, and labor entitlement issues. A brief reference to other work in progress is followed by a set of forecasts of possible telecommuting futures.  相似文献

This paper estimates the price and income elasticities of air cargo demand and examines how they may change after the 2008 financial crisis. Using a set of time series data, we simultaneously estimate the aggregated demand and supply functions of air cargo at Hong Kong International Airport (HKIA). We find that during the entire sampling period of 2001–2013, the price elasticity for air cargo transport demand at HKIA ranges from −0.74 to −0.29, suggesting that air cargo demand in Hong Kong reacts negatively to price (as expected) but does not appear to be very sensitive to price. The income elasticity ranges from 0.29 to 1.47 and appears sensitive to seasonality adjustment approaches. However, in terms of the speed of changes, air cargo demand changes much faster than overall economy, indicating the presence of a pro-cyclical pattern of air cargo traffic with respect to the overall economy. Our analysis shows that air cargo demand becomes more sensitive to changes in both price and income after 2008.  相似文献

This study examines the impact of telecommuting on passenger vehicle-miles traveled (VMT) through a multivariate time series analysis of aggregate nationwide data spanning 1966–1999 for all variables except telecommuting, and 1988–1998 for telecommuting. The analysis was conducted in two stages. In the first stage, VMT (1966–1999) was modeled as a function of conventional variables representing economic activity, transportation price, transportation supply and socio-demographics. In the second stage, the residuals of the first stage (1988–1998) were modeled as a function of the number of telecommuters. We also assessed the change in annual VMT per telecommuter as well as VMT per telecommuting occasion, for 1998. The models suggest that telecommuting reduces VMT, with 94% confidence. Together with independent external evidence, the results suggest a reduction in annual VMT on the order of 0.8% or less. Even with impacts that small, when informally compared to similar reductions in VMT due to public transit ridership, telecommuting appears to be far more cost-effective in terms of public sector expenditures.  相似文献

Abstract

Malaysia is one of the few countries in the world that provides a fuel subsidy to consumers. Due to the recent economic crisis, the Malaysian Government decided to revise its fuel subsidization policy from a fixed price subsidy to a floating price subsidy dependent on global oil demand. Recognizing that the change in fuel subsidization policy can have an impact on travel behavior, this article investigates the short-term impact of the policy change on private and public transportation in the Klang Valley region of Malaysia. Spectral analyses are performed to investigate if the policy change has an impact on private vehicle travel demand, measured in terms of road traffic, and short-term travel demand elasticity with respect to fuel price is estimated. To measure the impact on the public transportation system, the demand cross-elasticity values of rail transit and buses are also estimated. It was found that traffic flow reduces with an increase in fuel price, although elasticity and cross-elasticity values obtained are low. The article finds that there is a potential mode shift from private vehicles to rail transit with increasing fuel price. It is demonstrated that reducing fuel price subsidy can be an effective travel demand management strategy to alleviate congestion.  相似文献

The discussion of whether, and to what extent, telecommuting can curb congestion in urban areas has spanned more than three decades. This study develops an integrated framework to provide the empirical evidence of the potential impacts of home-based telecommuting on travel behavior, network congestion, and air quality. In the first step, we estimate a telecommuting adoption model using a zero-inflated hierarchical ordered probit model to determine the factors associated with workers’ propensity to adopt telecommuting. Second, we implement the estimated model in the POLARIS activity-based framework to simulate the potential changes in workers’ activity-travel patterns and network congestion. Third, the MOVES mobile source emission simulator and Autonomie vehicle energy simulator are used to estimate the potential changes in vehicular emissions and fuel use in the network as a result of this policy. Different policy adoption scenarios are then tested in the proposed integrated platform. We found that compared to the current baseline situation where almost 12% of workers in Chicago region have flexible working time schedule, in the case when 50% of workers have flexible working time, telecommuting can reduce total daily vehicle miles traveled (VMT) and vehicle hours traveled (VHT) up to 0.69% and 2.09%, respectively. Considering the same comparison settings, this policy has the potential to reduce greenhouse gas and particulate matter emissions by up to 0.71% and 1.14%, respectively. In summary, our results endorse the fact that telecommuting policy has the potential to reduce network congestion and vehicular emissions specifically during rush hours.  相似文献
