Safe and reliable traffic management is vital for uninterrupted and successful operation of the European rail network, where mixed traffic (i.e. freight and passenger) services are run. Although rail freight derailment is infrequent, its consequences can be severe and may result in different forms of costs, including infrastructure; rolling stock; traffic disruptions; injuries and fatalities. The objective of this research paper is to conduct a cost benefit analysis (CBA) to identify cost effective mitigation techniques for efficient rail freight traffic management in Europe, by 2050. Reviewing previous derailments and studies, eight sets of derailment causes are analysed and, for each of them, sets of mitigation techniques are aimed at for their alleviation. The study finds that the highest cumulative costs of derailment are associated with ‘wheel failure’, while the lowest cumulative cost is identified for ‘excessive track width’. Regarding mitigation techniques, the lowest cumulative benefits are demonstrated for ‘track height’ interventions, whereas ‘wheel failure’ alleviation demonstrates the highest benefits, in value terms (all by 2050). In most cases, the benefit to cost ratio did not exceed 2.6; in two cases (‘track height’ and ‘rail failures’) the ratio remained below 1 – a negative outcome where cost is higher than benefit. The study suggests that the most cost-efficient interventions are those applied to ‘hot axle box and axle rupture’ and ‘spring and suspension failure’.  相似文献

Automobile use leads to external costs associated with emissions, congestion, noise and other impacts. One option for minimizing these costs is to introduce road pricing and parking charges to reduce demand for single occupant vehicle (SOV) use, while providing improvements to alternatives to encourage mode switching. However, the impact of these policies on urban mode choice is uncertain, and results reported from regions where charging has been introduced may not be transferable. In particular, revealed preference data associated with cost recovery tolls on single facilities may not provide a clear picture of driver response to tolls for demand management. To estimate commuter mode choice behaviour in response to such policies, 548 commuters from a Greater Vancouver suburb who presently drive alone to work completed an individually customized discrete choice experiment (DCE) in which they chose between driving alone, carpooling or taking a hypothetical express bus service when choices varied in terms of time and cost attributes. Attribute coefficients identified with the DCE were used in a predictive model to estimate commuter response to various policy oriented combinations of charges and incentives. Model results suggest that increases in drive alone costs will bring about greater reductions in SOV demand than increases in SOV travel time or improvements in the times and costs of alternatives beyond a base level of service. The methods described here provide an effective and efficient way for policy makers to develop an initial assessment of driver reactions to the introduction of pricing policies in their particular regions.  相似文献

ABSTRACT

Rail transit investment has been viewed as a prominent policy instrument for local and regional development. However, little is known about to what extent the theorised changes in land and housing values arising from rail transit access can be substantiated by evidence in a large developing country context. This paper presents a quantitative review of empirical studies that analysed the impacts of rail transit access on land and housing values in China. We review empirical analyses in 67 studies from 1997 to 2018 for which we encode quantitative results along with a range of theoretically combinations of spatially contextual characteristics, data and methodological-design characteristics. The results show that there are significant variations in the size estimates of effects of rail transit access across studies. Such variations are associated with rail project types, data and methodological designs. Our study provides the insights on what has already been known and what needs to be known on evaluating real estate consequences of rail transit improvements in developing countries.  相似文献

In the wake of the Australian airline liberalization in 1990 and its forecasted impact on air traffic, capacity has been expanded at Sydney (Kingsford Smith) airport (Sydney KSA) – Australia's busiest commercial airport – with the construction of the third runway in 1994. Coinciding with the approval for this capacity expansion, the Commonwealth Government amended the Federal Airports Corporation (FAC) Act to direct the FAC to carry out activities which protect the environment from the effects of aircraft operations, with the cost to be borne by the airline industry according to the ‘Polluter Pays Principle'. Noise management plans were part of the conditions for developmental approval for a third runway. To this end, since 1995, Sydney KSA imposes a noise levy designed to generate sufficient revenues to fund a noise mitigation scheme. Although the issues of aircraft noise, in particular its impact on property values and land use planning around the airport, have been extensively addressed in the literature, no one has empirically examined the implications of new environmental policies in conjunction with airline liberalization and change in airport infrastructure. Principles and policy analyses are discussed in this paper. By focusing on the specifics of Sydney KSA, broader policy issues likely to be relevant for other major airports around the world are discussed.  相似文献

The provision of efficient and effective urban public transport and transport policy requires a deep understanding of the factors influencing urban travellers’ choice of travel mode. The majority of existing literature reports on the results from single cities. This study presents the results of a nationwide travel survey implemented to examine multiple modes of urban passenger transport across five mainland state capitals in Australia, with a focus of urban rail. The study aims to explore differences in mode choices among surveyed travellers sampled from the five cities by accounting for two types of factors: service quality and features of public transport, and socio demographic characteristics. A stated preference approach is adopted to elicit people’s valuation of specified mode-choice related factors and their willingness to pay. In particular, the availabilities of wireless and laptop stations – two factors rarely examined in the literature, were also considered in the SP survey. The survey data were analysed using mixed logit models. To test for preference heterogeneity, socio-demographic factors were interacted with random parameters, and their influences on marginal utilities simulated. The analysis reveals that intercity differences, user group status, gender, income, and trip purposes partially explain observed preference heterogeneity.  相似文献

Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users.  相似文献

As Chinese cities continue to grow rapidly and their newly developed suburbs continue to accommodate most of the enormous population increase, rail transit is seen as the key to counter automobile dependence. This paper examines the effects of rail transit-supported urban expansion using travel survey data collected from residents in four Shanghai suburban neighborhoods, including three located near metro stations. Estimated binary logit model of car ownership and nested logit model of commuting mode choice reveal that: (1) proximity to metro stations has a significant positive association with the choice of rail transit as primary commuting mode, but its association with car ownership is insignificant; (2) income, job status, and transportation subsidy are all positively associated with the probabilities of owning car and driving it to work; (3) higher population density in work location relates positively to the likelihood of commuting by the metro, but does not show a significant relationship with car ownership; (4) longer commuting distance is strongly associated with higher probabilities of riding the metro, rather than driving, to work; (5) considerations of money, time, comfort, and safety appear to exert measurable influences on car ownership and mode choice in the expected directions, and the intention to ride the metro for commuting is reflected in its actual use as primary mode for journey to work. These results strongly suggest that rail transit-supported urban expansion can produce important positive outcomes, and that this strategic approach can be effectively facilitated by transportation policies and land use plans, as well as complemented by timely provision of high quality rail transit service to suburban residents.  相似文献

This paper is about distance and time as factors of competitiveness of intermodal transport. It reviews the relevance of the factors, evaluates time models in practice, compares network distances and times in alternative bundling networks with geometrically varied layouts, and points out how these networks perform in terms of vehicle scale, frequency and door-to-door time. The analysis focuses on intermodal transport in Europe, especially intermodal rail transport, but is in search for generic conclusions. The paper does not incorporate the distance and time results in cost models, and draws conclusions for transport innovation, wherever this is possible without cost modelling. For instance, the feature vehicle scale, an important factor of transport costs, is analysed and discussed.Distance and time are important factors of competitiveness of intermodal transport. They generate (direct) vehicle costs and – via transport quality – indirect costs to the customers. Clearly direct costs/prices are the most important performance of the intermodal transport system. The relevance of quality performances is less clarified. Customers emphasise the importance of a good match between the transport and the logistic system. In this framework (time) reliability is valued high. Often transport time, arrival and departure times, and frequency have a lower priority. But such conclusions can hardy be generalised. The range of valuations reflects the heterogeneity of situations. Some lack of clarity is obviously due to overlapping definitions of different performance types. The following parts of the paper are about two central fields of network design, which have a large impact on transport costs and quality, namely the design of vehicle roundtrips (and acceleration of transport speed) and the choice of bundling type: do vehicles provide direct services or run in what we call complex bundling networks? An example is the hub-and-spoke network. The objective of complex bundling is to increase vehicle scale and/or transport frequency even if network volumes are restricted. Complex bundling requires intermediate nodes for the exchange of load units. Examples of complex bundling networks are the hub-and-spoke network or the line network.Roundtrip and bundling design are interrelated policy fields: an acceleration of the roundtrip speed, often desirable from the cost point of view, can often only be carried out customer friendly, if the transport frequency is increased. But often the flow size is not sufficient for a higher frequency. Then a change of bundling model can be an outcome.Complex bundling networks are known to have longer average distances and times, the latter also due to the presence of additional intermediate exchange nodes. However, this disadvantage is – inside the limits of maximal vehicle sizes – overruled by the advantage of a restricted number of network links. Therefore generally, complex bundling networks have shorter total vehicle distances and times. This expression of economies of scale implies lower vehicle costs per load unit. The last part of the paper presents door-to-door times of load units of complex bundling networks and compares them with unimodal road transport. The times of complex bundling networks are larger than that of networks with direct connections, but nevertheless competitive with unimodal road transport, except for short distances.  相似文献

We study the relationship between the price of residential property value and proximity to railroads in Oslo, by two different methods, namely a) through a hedonic price study where the statistical relationship between property prices and railroad proximity is estimated, and b) through a multi-attribute utility investigation of real estate agents' evaluation of such a relationship. We find in both cases that there are strong effects of proximity to railroad lines on property prices, at distances less than 100 meters from the lines. In the statistical study log-linear relationships fit the data best, and our estimates indicate that a doubling of the distance from the railroad line, within a 100 meter bound, increases the property price by about 10%. With real estate agents only a linear relationship is probed. This yields an increase in the price of an average relevant housing unit by about 182,000 NOK, due to a increase in the distance to a railroad track from 20 to 100 meters. The equivalent figure from the statistical study is in the range 120–150,000 NOK. The two figures are thus of the same magnitude.  相似文献

This study investigates the impact of high-speed rail investment on the economy and environment in China using a computable general equilibrium (CGE) model. The analysis is implemented in a dynamic recursive framework capturing long-run capital accumulation and labor market equilibrium. A national level impact was simulated through direct impact drivers including land use conversion, output expansion, cost reduction, productivity increase, transport demand substitution and induced demand. The results suggest that rail investment in China over the past decade has been a positive stimulus to the economy, while the effect on CO2 emissions generation has been large. Overall, the economic impacts of rail investment are achieved primarily through induced demand and output expansion, whereas the contribution from a reduction of rail transportation costs and rail productivity increases were modest. In addition, negligible negative impacts were found from land use for rail development and the substitution effect among other modes. Emissions reduction from substitution of rail for other modes was small and offset by output expansion due to lowered rail transport costs and induced demand.  相似文献

ABSTRACT

This study estimated the external cost of air pollution from shipping by means of a meta-regression analysis, which has not been made before. Three pollutants, which were included in most of the primary studies, were considered: nitrogen oxides (NOx), sulphur dioxides (SO2) and particulate matters with a diameter of max 2.5 micrometres (PM2.5). All primary studies included damages of health and a majority added impacts on agriculture and estimated the cost of air pollutants by transferring cost estimates from studies on costs of air emissions from transports in Europe. Different regression models and estimators were used and robust results were found of statistically significant emission elasticities of below one, i.e. total external costs increase by less than 1% when emissions increase by 1%. There was a small variation between the pollutants, with the highest elasticity for PM2.5 and lowest for NOx. Calculations of the marginal external cost of the pollutants showed the same pattern, with this cost being approximately six times higher for PM2.5 than for the other pollutants. Common to all pollutants was that the marginal external cost decreases when emission increases. Another robust result was a significant increase in the cost of studies published in journals compared with other publication outlets. These findings point out some caution when transferring constant external unit cost of air pollutant from shipping, which is much applied in the literature, and the cost functions estimated in this study could thus provide a complementary transfer mechanism.  相似文献

Intermodal rail/road transportation combines advantages of both modes of transport and is often seen as an effective approach for reducing the environmental impact of freight transportation. This is because it is often expected that rail transportation emits less greenhouse gases than road transportation. However, the actual emissions of both modes of transport depend on various factors like vehicle type, traction type, fuel emission factors, payload utilization, slope profile or traffic conditions. Still, comprehensive experimental results for estimating emission rates from heavy and voluminous goods in large-scale transportation systems are hardly available so far. This study describes an intermodal rail/road network model that covers the majority of European countries. Using this network model, we estimate emission rates with a mesoscopic model within and between the considered countries by conducting a large-scale simulation of road-only transports and intermodal transports. We show that there are high variations of emission rates for both road-only transportation and intermodal rail/road transportation over the different transport relations in Europe. We found that intermodal routing is more eco-friendly than road-only routing for more than 90% of the simulated shipments. Again, this value varies strongly among country pairs.  相似文献

Abstract

On-road light-duty vehicles (LDVs) play an important role in contributing to urban air pollution. Although vehicles are getting cleaner, regional growth in vehicle population and vehicle miles traveled would somewhat offset California's efforts in transportation pollution reduction. To better understand the role of LDVs in future air pollution, we conduct a case study for Sacramento, California, and investigate future trends in urban air pollution attributable to the light-duty fleet. Results indicate that ambient concentrations of CO, NO x , and total organic gases (TOGs) caused by future light-duty fleets would dramatically decrease over coming years. The resulting concentrations in 2030 might be as low as approximately 20% of the 2005 concentrations. These reflect the improvements in vehicle/fuel technologies and standards in California. However, the future particulate matter (PM10) pollution could be slightly worse than that caused by the 2005 fleet. This is a result of the growing fleet-average emission factors of particulates from 2005 to 2030. For purposes of future particulate control, more attention needs to be paid to LDVs, besides heavy-duty vehicles.  相似文献

Recently, there has been a surge of interest in Tradable Credits (TC) as an alternative measure to manage the growth of personal car use. This paper summarises the results and methodologies of studies that have sought to anticipate the behavioural responses to several proposed TC schemes that target personal travel. In a critical reflection on this work and in an attempt to inspire future research, we argue that future empirical studies on TC behaviours can greatly benefit from insights from the fields of behavioural economics and cognitive psychology. Therefore, in the second part of the paper, we bring together behavioural concepts from these fields that are relevant in a TC decision-making context. Based on observations from current TC studies and the behavioural mechanisms identified in the second part of the paper, we propose promising directions for future research on understanding the impact of TC on personal car travel.  相似文献

We examine data from Italian airports covering 2005–2008 to include local environmental effects in airport efficiency assessment. We consider both desirable outputs such as aircraft, passengers, and freight movements and some undesirable outputs of airport operations associated with local air pollution. We estimate both a classical distance function with no undesirable output, and a hyperbolic distance function. By comparing the estimated efficiency scores with these two frontiers we show that airport efficiency increases when local air pollution is included in the analysis. Moreover, we show a fleet-mix effect because airports with similar aircraft movements exhibit large variations in the amount of pollution per flight. Last, we find that there is complementarity between desirable and undesirable output: a 1% decrease in pollution has an opportunity cost of a 0.67% reduction in both passenger and freight traffic.  相似文献

The execution of vandalism and graffiti on rail property has a significant impact on rail authorities, the patronisation of rail services, expenditure, and the timely operation of services. There are also important social costs which stem from passengers feeling unsafe, not to mention the environmental costs of removing graffiti and repairing vandalism. In this review paper, we focus on the social, non-technical determinants of and deterrents to vandalism and graffiti in the rail industry. First, we consider the definitions of graffiti and vandalism that are often conflated. After providing some clarification on terminology, and proposing a media-centred approach to vandalism and graffiti, we consider various theorisations of the psychosocial determinants of vandalism and graffiti behaviour. We then turn to an empirical discussion of different technical and social, non-technical prevention programmes that have been trialled. With a focus on identifying what works and under what circumstances, we refer to international case studies of successful vandalism reduction initiatives from Europe, the United Kingdom, the United States of America and Australia. Based on a review of literature and practice, we outline a future research agenda to address vandalism and graffiti. We recommend lines of further research covering: theory, empirical data collection and practical initiatives. Specifically, we note the need for a trans-theoretical model of vandalism and graffiti, further ethnographic research and improved evaluation and benchmarking strategies. This is the first review dedicated to the topic of vandalism and graffiti in the rail industry and the first review of non-technical, social deterrents to vandalism and graffiti broadly.  相似文献

This paper provides an extensive review and reconciliation of British and European evidence relating to the value of, and demand responses to, rail reliability. In particular, we compare the elasticities implied by stated preference valuations of late time with directly estimated lateness elasticities. We find that the implied lateness elasticities are substantially greater than those directly estimated. A possible explanation for this is that lateness has been over-valued, but more sobering explanations would be to suggest that, whilst rail travellers dislike unreliability, they may be unwilling or unable to reduce their rail travel in response to experiences of poor performance, or else conventional economic approaches to deducing elasticities are not appropriate. The findings have been used to update the recommendations of the UK rail industry’s Passenger Demand Forecasting Handbook.  相似文献

Strategic Environmental Assessment (SEA) is one of the most important instruments for making relevant decisions on the basis of which spatial planning is aligned with the tenets and principles of sustainable spatial development. Its primary application is in spatial (strategic) and urban planning, as well as in the planning and design of sectoral policies in the areas of energy, water management, waste management, transport, etc. The implementation of SEA allows developers to establish the benefits and implications of the proposed spatial changes, taking into account the capacity of the space to sustain the planned development, and to determine the degree of acceptability of the proposed spatial changes. This paper presents a specific method of assessing the impact of airport noise as part of a particular SEA. The particularity of this method is that it integrates the objectives, indicators and criteria for assessing the impact of airport noise on the population using the method of multi-criteria evaluation, applied in the preparation of the SEA for the Urban development plan regarding the expansion of Tivat Airport, Montenegro. The changes in noise intensity within the planning horizon to 2030 were predicted taking into account the following factors: physical, geographic and demographic characteristics of the space, the projected increase in the number and nature of the flights operated within the planning period, as well as the types of aircraft. On the basis of these data noise dispersion modelling was carried out using the IMMI model, and the results obtained were used in a multi-criteria evaluation as part of the SEA. The results of the research do not indicate any significant increase in noise intensity within the planning period to 2030 and they represent a good basis for making relevant decisions regarding the future development of Tivat Airport.  相似文献

Consumer 3D printing is on the rise and has the potential to significantly change the transport and logistics sector. Current literature on 3D printing and transport studies does not provide a systematic model of the impact of 3D printing on transport and related (policy relevant) areas, such as traffic safety, location decisions, accessibility and environmental effects. Based on a literature review and two rounds of expert consultation, we propose and refine a conceptual model as a way to approach this gap in the literature. The expert consultation yields that the conceptual model comprises the relevant and important elements for assessing the impact of 3D printing on transport and transport-related challenges. Location, needs and transport resistance are important: (a) city-level hubs are the most likely locations for 3D printers because they can coordinate material flows and gather expertise; (b) mass-individualisation and personification dictates the needs for 3D printers; (c) distribution networks will be organised more efficiently, less empty vehicles, but raw materials still need shipping. However, experts’ opinions diverged on the impact of 3D printing on transport volumes and environmental impacts.  相似文献
