This paper presents pioneering research on gender differences in travel behaviour in southeastern Europe. The study analyses the socio-economic and main travel characteristics (particularly parking) of men and women. Additionally, it examines the influence of parking demand management measures on their behaviour, in terms of the willingness of men and women to reduce car use and to adopt more sustainable behaviour. The results reveal significant differences between genders in most of the characteristics examined. Moreover, it is shown that women are less car dependent and more sensitive to parking pricing and, therefore, more willing to replace a car journey with public transport. These findings suggest that gender should be an essential parameter when user behaviour is examined and modelled. Furthermore, the results indicate that gender differences must be considered when transport policy is created to affect the behaviour of men and women equally. The achievement of social equality is one of the primary objectives of sustainable development. 相似文献

There is now considerable interest in exploring the idea of strategic park and ride as a means of promoting the use of rail transit and encouraging a transfer of commuters from car to public transport. This is especially evident in North America, where extensive park and ride facilities have been installed on a number of light and heavy urban rail systems. There is a general consensus about the most suitable types of location for facilities, but less agreement on the development of a reliable method of forecasting demand and also on the required size of sites. Experience in practice indicates that although park and ride is attractive to commuters, schemes do not generally result in lasting reductions in highway congestion, due to rising car ownership and use and the phenomenon of generated traffic.Abbreviations Centro

ABSTRACT Using official national data for each country, this article calculates trends in walking and cycling fatalities per capita and per km in the USA, the UK, Germany, the Netherlands, and Denmark. From 1990 to 2018, pedestrian fatalities per capita fell by 23% in the USA vs. 66%–80% in the other countries; cyclist fatalities per capita fell by 22% in the USA vs. 55%–68% in the other countries. In 2018, pedestrian fatality rates per km in the USA were 5–10 times higher than in the other four countries; cyclist fatality rates per km in the USA were 4–7 times higher. The gap in walking and cycling fatality rates between the USA and the other countries increased over the entire 28-year period, but especially from 2010 to 2018. Over that 8-year period, per-capita fatality rates in the USA rose by 19% for pedestrians and 11% for cyclists; per-km fatality rates rose by 17% for pedestrians and 33% for cyclists. By comparison, fatality rates either fell or remained stable in the four European countries. We reviewed the relevant literature to identify factors that might help explain the much lower walking and cycling fatality rates in Europe compared to the USA. Possible explanatory factors include better walking and cycling infrastructure; lower urban speed limits; fewer vehicle km travelled; smaller and less powerful personal motor vehicles; and better traffic training, testing, and enforcement of traffic regulations. We recommend that the USA consider implementing an integrated package of mutually reinforcing safety measures such as those that have been successfully implemented in the Netherlands, Denmark, and Germany to reduce pedestrian and cyclist fatality rates. 相似文献

Car dependence is in decline in most developed cities, but its cause is still unclear as cities struggle with priorities in urban form and transport infrastructure. This paper draws conclusions from analysis of data in 26 cities over the last 40 years of the 20th century. Statistical modelling techniques are applied to urban transport and urban form data, while examining the influence of region, city archetype and individual fixed effects. Structural equation modelling is employed to address causation and understand the direct and indirect effects of selected parameters on per capita vehicle kilometres travelled (VKT). Findings suggest that, while location effects are important, transit service levels and urban density play a significant part in determining urban car use per capita, and causality does flow from these factors towards a city’s levels of private vehicle travel as well as the level of the provision of road capacity. 相似文献

ABSTRACTCycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence. 相似文献

Fifty years ago, Reuben Smeed chaired a study and produced a Report on the Economic and Technical Possibilities of Road Pricing. This report was to consider different methods of charging, including road pricing, to see if different pricing methods could reduce the problems associated with congestion as opposed to the traditional methods in place such as fuel tax. Since that time, various attempts have been made to introduce road pricing schemes but with only modest success so far. By contrast parking policies, a second-best alternative to road pricing, have been extensively used by local authorities as a means of managing congestion. The effectiveness of such policies, however, has been limited by an increase in the proportion of privately owned non-residential parking which is not under the control of local authorities. The aim of this paper is to present the results of an early-stage, post-implementation study of the Nottingham Workplace Parking Levy (WPL) – a measure that charges employers for the number of parking spaces they provide for their staff. Particular emphasis is placed on why a WPL was seen as being favourable compared to a road pricing alternative. The reason for this was that it could be introduced in a shorter time frame and at a lower cost, thus making it a lower risk option when compared with road pricing. 相似文献

In this paper, a Bayesian network is developed to investigate three intertwining parking decisions, namely parking period, parking location, and parking duration, and the impacts of a number of parking-related factors on these decisions. With parking information from Beijing, China in 2005, the structure and parameter of a Bayesian network were learnt by employing the K2 algorithm and Bayesian parameter estimation method respectively. The results show that the decision on how long to park follows that on where to park, and both of them are affected by the decision of when to park. This suggests that parking policies aimed at intervening in one specific parking decision may have an indirect influence on other parking decisions, which embraces an integrated view in the development of parking policies. The findings facilitate the development of measures for regulating parking behavior by identifying important contributing factors. 相似文献

ABSTRACTThe organisation of parking is a key challenge to more sustainable mobility in urban areas, as its pricing and availability affect the rates of private car ownership and use. However, changing parking policies is a challenging issue for local politicians and planners because residents frequently oppose changes or restrictions to conditions they have taken for granted such as on-street parking in a public space. The aim of this paper is firstly to assess how the parking policy of an urban neighbourhood can be structured to contribute to more sustainable mobility and to increase liveability in the neighbourhood. The second aim is to apply the policies reviewed to an example neighbourhood. For this purpose, we systematically reviewed academic literature and identified five types of relevant parking policies: (i) maximum parking requirements, (ii) physical detachment of residence and parking space, (iii) residential parking permits and the limitation of available parking space, (iv) performance-based pricing and (v) parking as a demand management strategy. We discovered that most research focuses on econometric models about parking and that studies rarely address the effects of parking on the quality of life in neighbourhoods. Therefore, we need further research regarding the relationship of parking and liveability. We conclude that for the implementation of such parking policies in an example neighbourhood, the municipality needs to develop a mobility vision for its city. It has to understand parking as a tool for transportation demand management to increase the acceptance of parking policy concepts and to avoid spillover problems. Finally, in the German case, as in most other countries, states and municipalities need to redesign their legal frameworks to be able to manage parking supply better and to react to changes related to digital developments and parking. The findings have implications for other European neighbourhoods regarding the transfer from research to local circumstances and applications for the whole city. 相似文献

Abstract This paper presents a definition of sustainable urban freight transport (SUFT), based on the existing theories and concepts, and develops an indicator set that describes SUFT. The definition of SUFT makes a categorisation of actions possible which enables actors to select effective strategies towards SUFT. The indicator set consists of two levels: impact indicators – which describe how the urban freight transport violates the principles of sustainability; and performance indicators – which describe different categories determining the characteristics and performance of the urban transport system. A literature study analyses the characteristics determining the performance of actors in the urban freight transport chain. Knowing the current state and improvement potential of the urban freight transport system are prerequisites for defining successful strategies and implementing effective actions. 相似文献

The restructuring of the UK railway industry in preparation for privatization led to major changes being made to train planning processes. Subsequent train planning problems, some of which became very public, suggest that something went seriously wrong during the development or implementation of these revised processes. This paper investigates what went wrong and why, finding that several factors were involved, including the objectives the new processes were expected to meet and the software that was being developed to support the new processes. There are clear lessons to be learnt from the UK experience to inform debate on future railway restructuring initiatives. 相似文献

By using household-level micro data captured through the National Survey of Family Income and Expenditure for 2004, this study evaluates the residential parking rent price elasticity of car ownership in Japan. It analyzes the number of cars owned by a household, using various attributes including expenditure for renting a parking space on a monthly basis. The estimation results derived from the IV-ordered probit model show that the absolute value of parking rent price elasticity of car ownership is, at most, 0.48, which is fairly small (i.e., inelastic). The elasticity value varies depending on city size; for megacities, elasticity is always negative for car ownership, whereas for middle-sized or small cities, towns, and villages, elasticity is positive for one-car ownership and negative for the ownership of more than one car. Hence, when the price of parking increases, some people may switch from more than one car to one car and some people in megacities may switch from one to zero cars. Indeed, the net effect of a price increase may be that non-car ownership increases in megacities and one-car ownership increases in other cities. 相似文献

There is increasing interest in understanding and achieving changes in travel behaviour, but a focus on individual behaviour change may overlook the potential for achieving change via transformation at the levels of institutions, cultures and societies – the domains of sociological inquiry. In this paper, we review sociological contributions to the literature on travel and ‘mobilities’. We summarise four key themes which supplement or contradict arguments made in mainstream transport debates on behaviour change. The first involves focusing on travel ‘practices’ as social entities with dynamics of their own, rather than on individual behaviours. The second relates to the changing natures of societies, and the implications for travel. The third explores and interprets the issue of car dependence in ways which highlight the ethical, experiential and emotional dimensions associated with car use, its symbolic role in societies increasingly concerned with consumption, and its differing roles within different cultures. Finally, the ‘new mobilities paradigm’ highlights issues such as the increasing links between travel and new technologies, and the primacy of social networks in influencing travel decisions. These themes emphasise the importance of understanding the broader contexts in which travel choices are made. In particular, the implication is that the creation of more sustainable travel patterns will require changes at a range of social levels, not simply in individual behaviours, and that changes to transport will inevitably be linked with, and influenced by, broader changes in the values and practices developed by societies as a whole. 相似文献

Due to a variety of reasons, the previous century is characterized by an extraordinary growth in car use that has continued
into the current century. This has resulted in serious environmental repercussions. Despite technological advancements, the
externalities remain an ecological threat that can not be discarded by policy makers. Therefore, it is essential that policy
makers focus on reducing car use and on stimulating the shift towards more environment-friendly transport modes. In this study,
Q-methodology is adopted as the technique to segment people, and to ascertain which approaches and determinants matter to
medium distance travel. Segmentation is important, as policy measures will be more efficient and effective if they are fine-tuned
on specific target groups. The analysis revealed that four discourses preponderate the paradigm of environmentally sustainable
transport: travelers who use public transport as a dominant alternative, car-dependent travelers, travelers with a positive
perception of using public transport, and travelers with a preference for car use. Concerning rational, economic motives,
individuals evaluate travel time reliability as most important. To increase the reliability policy makers should consider
the use of separate bus lanes and traffic light manipulation. In addition, public transport can be made even more attractive,
when costs of cars are made more variable by road or congestion charging. When the s motives are discussed, the differences
between the different groups of travelers were more pronounced. Next to increasing the benefits of using public transport,
policy makers should also pay attention to removing psycho-social barriers.

Based on calls for innovative ways of reducing car traffic and research indicating that car driving is often the result of habitual decision-making and choice processes, this paper reports on a field experiment designed to test a tool aimed to entice drivers to skip the habitual choice of the car and consider using—or at least trying—public transport instead. About 1,000 car drivers participated in the experiment either as experimental subjects, receiving a free one-month travelcard, or as control subjects. As predicted, the intervention had a significant impact on drivers’ use of public transport and it also neutralized the impact of car driving habits on mode choice. However, in the longer run (i.e., four months after the experiment) experimental subjects did not use public transport more than control subjects. Hence, it seems that although many car drivers choose travel mode habitually, their final choice is consistent with their informed preferences, given the current price–quality relationships of the various options. 相似文献

The Walk Score® index has become increasingly applied in studies of walking and walkability. The index assesses the “walking potential” of a place through a combination of three elements: the shortest distance to a group of preselected destinations, the block length, and the intersection density around the origin. The Index links a gravity-based measure (distance accessibility), with topological accessibility (street connectivity) measured by two complementary indicators that act as penalties in the final score (linearly expanded in the range 0–100). A systematic review of Scopus® and Web of Science® was conducted with 42 journal articles eventually being evaluated. Research was primarily undertaken in North American urban geographies. Analysis of walkability using Walk Score® is inconsistent. Twenty-nine papers do not exclusively relying on Walk Score® as a single measurement of walkability and add further estimates to better capture the multiple dimensions of walkability. In 33 studies the Walk Score® was used as an independent variable, and only once as a mediating-moderating variable. In eight papers (18%) the Walk Score® was a part of a bivariate correlation model. On no occasion was it used as a dependent variable. Results tend to only partly support the validity of Walk Score®. The paper concludes that the Index is best understood as a surrogate measure of the density of the built environment of a specific neighborhood that indicates utilitarian walking potential. This paper analyses a set of measures for transport efficiency improvements from the perspective of the road haulier, particularly regarding improvements suitable for urban distribution and their effects. The first part of the paper addresses literature within the area of transport efficiency. The second part reviews potential transport efficiency improvements with respect to environmental impact and the number of actors involved in the decision. The third part presents results from interviews with the CEOs of two road hauliers regarding their opinions of the transport efficiency measures. Finally, the conclusions about transport efficiency measures are summarized in a matrix, taking into account whether these measures can be considered as costs or benefits for the actors involved. The results show ambiguous and often intricate relations with regard to costs and benefits for the actors in the system. They also explain part of the inertia to change within the freight industry. However, an increasing number of transport operators are now offering more sustainable transport solutions and this service might gain them a competitive advantage in the future. 相似文献

In most developed countries motorized transportation is the dominant form of travel for long and short journeys. Transport-related
physical activity (TPA), however, is advocated as an appropriate transport mode for traveling short distances. The purpose
of this study is to explore the associations between private automobile availability, overall physical activity levels, and
TPA engagement in the adult population. A population-representative telephone survey assessed socio-demographics, private
automobile availability, overall physical activity levels, and travel to place of work/study and the convenience shop with
an adult sample (n = 2,000) residing in North Shore City, Auckland, New Zealand in April 2005. The majority of respondents reported unrestricted
(80%) or frequent (12%) private automobile availability. After controlling for covariates, binary logistic regression analyses
revealed those with no private automobile available were less likely to be classified as sufficiently active for health benefits
when compared to respondents with unrestricted private automobile availability. However, this finding was based on a small
minority (4%). Also, those reporting no private automobile availability were more likely to walk or cycle to place of employment
and the convenience shop when compared to those with unrestricted private automobile availability. Similar to other self-report
travel and physical activity survey tools, the questionnaire used potentially did not adequately capture TPA engagement. Future
TPA research needs to incorporate objective measures to address this issue.

Sustainable transportation is a significant component of overall sustainable development. Increasingly, evaluation and decision-making with respect to major complex projects (for example, transportation and land use projects), a multiple attribute perspective is taken. This paper illustrates a multiple attribute decision-making approach for selecting sustainable public transportation systems under uncertainty, that is, with partial or incomplete information represented by single-valued neutrosophic sets (SVNSs). A SVNS is a generalization of a classical set, a fuzzy set, and an intuitionistic fuzzy set. Here, SVNSs and SVNS connectives are illustrated in the context of a ‘Public Transit Sustainable Mobility Analysis Tool’ (PTSMAT) which involves a composite (multiple attribute) sustainability index. A case study of PTSMAT is provided for the UBC Corridor study in Vancouver, Canada. As expected, similar results are obtained to the original study, though the neutrosophic formalism opens a wide range of possibilities for recognition of uncertainty in sustainability assessment. 相似文献

The need to provide efficient public transport services in urban areas has led to the implementation of bus priority measures in many congested cities. Much interest has recently centred on priority at signal controlled junctions, including the concept of pre-signals, where traffic signals are installed at or near the end of a with-flow bus lane to provide buses with priority access to the downstream junction. Although a number of pre-signals have now been installed in the U.K., particularly in London, there has been very little published research into their design, operation and optimisation. This paper addresses these points through the development of analytical procedures which allow pre-implementation evaluation of specific categories of pre-signals. The paper initially sets out three categories of pre-signal, which have different operating characteristics, different requirements for signalling and different impacts on capacity and delay. Key issues concerning signalling arrangements for these categories are then discussed, together with a summary of the analytical approach adopted and the assumptions required. Equations are developed to allow appropriate signal timings to be calculated for pre-signalised intersections. Further equations are then developed to enable delays to priority and non-priority traffic, with and without pre-signals, to be estimated with delay being taken here as the key performance criterion. The paper concludes with three application examples illustrating how the equations are applied and the impacts of pre-signals in different situations.The analyses confirm the potential benefits of pre-signals, where these signals apply to non-priority traffic only. Where buses are also subject to a pre-signal, it is shown that disbenefits to buses can often occur, unless bus detectors are used to gain priority signalling. 相似文献

Life events, such as the birth of a child, disrupt habitual travel behaviour and provide a valuable opportunity to influence the adoption of sustainable transport practices. However, in order for sustainable travel practices to be adopted, an understanding is required of the factors that influence travel mode choice among families with young children. Research in this field is particularly timely given many in the millennial generation, a comparably large cohort, are approaching this life stage. This comprehensive literature review develops a framework of factors influencing travel mode choice among families with young children. The findings reveal a multitude of factors influence decisions about mode choice, and, in particular, encourage travel by car, when travelling with young children. The paper concludes with an agenda for future research about travel among families with young children, a largely overlooked group of transport users. 相似文献
