This paper aims at examining the possibility of setting up a model terminal for the transportation of dangerous goods. It should be designed in such a manner that its use would be possible for any kind of transportation.

This consideration has been prompted by the interface between transportation planning and technology, as well as by the tendency for harmonizing international recommendations pertaining to the transportation and handling of dangerous goods, especially during the last decades where unified transport has gained ground due to the advantages provided for the safe consignment of dangerous cargoes.

Since the large increase in terminal productivity is due to the heavy investments that were effected in terminal installations and to the modernization of the administration‐management of terminals, a mathematical simulation has been adopted to assist the determination of the capacity of a terminal for dangerous goods.

It is evident that different criteria and various assumptions have been taken into account in order to facilitate a deeper analysis, without ignoring the contribution of dangerous goods to the socio‐economic development.

From the outset of the study, it was already clear that the said process will make it possible to present—as a model—a simple but well defined situation for the purpose of drawing useful conclusions.  相似文献

Abstract

This article applies a methodology for selecting carriers for the transportation of dangerous goods by road, with a special focus on risk management aspects. The methodology makes use of Stated Preference techniques and verifies the most critical risk-related variables influencing decision-making from the shippers' point of view. It embraces the planning and execution stages, an evaluation of the contracted company and a feedback process. The methodology was effectively applied to the case of liquid fuel shippers in the Brazilian middle-west region where it proved possible to identify which dangerous goods road transport company to contract in accordance with the risk management factors selected by the decision makers.  相似文献

The paper develops a methodology for assessing the relative risk levels in moving hazardous materials by various transport modes. Transportation Risk ANalysis tool for hazardous Substances (TRANS) divides routes into smaller segments using multi-criteria analysis and likelihood scores of accidents in which dangerous cargoes are involved possibly causing fatalities. The consequences of accident scenarios are calculated in terms of the number of people within 1% of the lethal distance from the accident centre. This provides a user-friendly, semi-quantitative risk analysis tool. The generic method allows for comparing the risk levels of the segments of routes used in the transportation of hazardous goods.  相似文献

Autonomous mobility is one of the rapidly evolving aspects of smart transportation which carries the potential of reshaping both demand and supply sides of transportation systems. While understanding public opinions about autonomous vehicles (AVs) is a compelling step towards their successful implementation, still little is known about to which extent people will embrace this new technology and how the vehicle features will affect their adoption decision. This study presents a new approach for modeling the adoption behavior of fully AVs using the profile-case best-worst scaling model. In this approach, an AV profile which is characterized in terms of the main vehicle attributes and their associated levels is presented to the decision maker and he/she is asked to select the most and the least attractive attributes. Further, a binary adoption question at the end of the choice task inquires if the respondent is willing to purchase the described AV. Utilizing this method, we can recognize the difference between the intrinsic impacts of the vehicle attributes and the impact of the attribute levels on the adoption decision. Results of the analysis indicate that people are much more sensitive to the purchase price and incentive policies such as taking liability away from the “driver” in case of accidents and provision of exclusive lanes for AVs compared to other factors such as fuel efficiency, safety, or environmental friendliness. Further, it is found that millennials with higher income, those who live in the downtown area, and the majority of people who have experienced an accident in the past have greater interests in adopting this technology.  相似文献

This study presents a set of models that calculate carbon emissions in individual phases of flight during air cargo transportation, investigates resultant carbon footprints by aircraft type and flight route, and estimates increases in transportation costs for airlines due to carbon taxes imposed by the EU ETS. The estimated results provide useful references for airlines in aircraft assignment on different routes and in aircraft selection for new purchases. Validation of the model is conducted by simulating the potential impact of the implementation of the EU ETS on costs of air cargo transportation for six routes and six types of aircraft. Results show that the impact may be subject to various factors including unit carbon emissions per aircraft, aviation emission allowances per airline, and carbon trading prices; and that increases in costs of air cargo transportation range from 0% to 5.27% per aircraft per route. Therefore, the implementation of the EU ETS may encourage airlines to cut down their operating costs by reducing their carbon emissions, thereby ameliorating greenhouse gas pollution caused by air cargo transportation.  相似文献

The circular and functional economies are being presented in the literature as potential strategies for future sustainable societies. In terms of the consequences for supply chains, they will promote a much more dispersed and diversified, local and network based usage of goods than the current economy, which is comparatively linear, concentrated, long distance oriented and scale economy based. A gap in the literature is the assessment of the effects of these systems on freight transport flows. In our paper, we present a first attempt at estimating this impact using freight transport scenario building and quantitative modelling. In order to translate the main parameters that characterize these systems into factors determining freight transportation volumes, we develop a framework based on a typology of goods categories describing functional and spatial proximity between producers and consumers. In order to simulate changes in the economy, we develop scenarios for the shifting of goods from one category to another and, additionally, include internalization policies that should guide their realization. We calculate the impacts on freight flows using a new interregional transport model for France that includes distribution chains and produces estimates of external costs of transport. Our results show that circular and functional economies could lead to a 2–5% reduction of air pollutant emissions and up to a 14–26% reduction if combined with the internalization of external costs. The scenario with ongoing mass production for differentiated demand is found to lead to a 5% increase of environmental impacts compared to the baseline.  相似文献

重庆地处长江上游经济带核心地区,水运发达,随着客货运量逐年增加,通行的内河船舶尾气排放严重影响港口及航道附近大气环境,已成为重庆大气污染的主要来源之一,颗粒物、NO_x的排放分别占重庆市总排放的4.3%、21.9%,SO_2占年排放的7.4%(14.8%。在大气环境问题日益严峻的情况下,LNG动力船舶因其可明显降低排气污染物,越发受到社会关注,对重庆市单LNG动力示范船舶尾气排放进行实测,对比柴油动力船舶,颗粒物、NO_x、SO_2减排显著,减排率分别达99.94%、72.69%、100%。因此,LNG动力船舶的推广表现出明显的环境效益,同时,综合分析了当前LNG动力船舶推广存在问题及困难。  相似文献

Abstract

In an efficient transportation system, traffic safety is an important issue and it is influenced by many factors. In a country like Iran, until now safety improvements are mainly concentrated on road engineering activities, without much attention for vehicle technology or driving behaviour. One important aspect of road safety engineering activities is the so‐called treatment of hotspots or dangerous accident locations. Until recently, accident hotspots were identified and remedied by the esxperts’ personal judgements and a handful of statistics without taking into account other important factors such as geometric and traffic conditions of the road network. This paper therefore aims to define and identify the criteria for accident hotspots, then giving a value to each criterion in order to develop a model to prioritize accident hotspots when traffic accident data is not available. To do this, the ‘Delphi’ method has been adopted and a prioritization model is produced by the use of a ‘Multiple Criteria Decision‐Making’ method. The procedure is illustrated on a collection of 20 road sections in Iran. In addition, the model is validated against an existing database of road sections containing safe locations and hotspots. Finally, a sensitivity analysis is carried out on the proposed method.  相似文献

The purpose of this study is to assess the risk of operational safety for dangerous goods in airfreights. Based on the relevant literature, the risk factors (RFs) of operational safety were first investigated. A revised risk matrix based on fuzzy AHP (Analytic Hierarchy Process) was then proposed to assess the risks of those RFs’ in operational safety. Finally, to validate the model, the airfreight operations of dangerous goods in Taiwan were empirically investigated. The results indicate the RFs with higher risk in shipper’s operations are inaccurate declaration, insufficient knowledge and insufficient packaging. For the results, theoretical and managerial implications are further discussed. The results can provide practical information for airfreight operators to improve the performance of safety management. Further, the revised risk matrix can provide methodological reference for risk assessment research.  相似文献

In this paper, we investigate the relationship between the social and economic attributes of metropolitan areas and their corresponding domestic cargo traffic. We considered a period of 14 years (2003–2016) and studied the impact of population demographics, employment, and regional industries on domestic cargo traffic of a sampled set of metropolitan areas in Florida. We considered all-cargo carriers and mixed passenger–cargo carriers. Our results provide empirical insights into factors determining the air cargo traffic in Florida. Both population and age demographics of a region is shown to be influential on cargo traffic. Manufacturing industries are shown to prefer all-cargo carriers to mixed passenger–cargo carriers and their concentration in a metro area results in an increase of cargo traffic. In contrast, service industries generate low demand for air cargo. Our results show that larger airports tend to attract cargo traffic away from smaller airports in their close proximity. We also provide insights into the impact of the financial crisis of 2008 on domestic cargo traffic in the region. We study the recovery trend and the impact of the high fuel jet prices on slowing down this trend.

The paper defines the field of Freight Demand Management (FDM), and positions it as an important component of transportation policy and management. To establish the rationale for FDM, the paper studies the effects of the agent interactions at the core of supply chains, and identifies the important role played by the receivers of supplies in determining when and how deliveries are made. The paper classifies the various modalities of FDM, and summarizes the real-life experiences of their implementation. To illustrate the potential of FDM, the paper analyzes Receiver-Led Consolidation (RLC) programs. The paper provides background on consolidation programs, and estimates a behavioral model to shed light on the factors explaining receivers’ interest in cargo consolidation. The resulting model is used to estimate expected participation in a RLC program in New York City. These results are complemented with freight-trip generation analyses, and a behavioral micro-simulation to estimate potential reductions in freight traffic and vehicle-miles-traveled. The results show that RLC programs could bring significant benefits to large metropolitan areas, reducing freight vehicle-miles-traveled and congestion levels.  相似文献

ABSTRACT

A scientific consensus has recently emerged suggesting that the dominant twentieth century paradigm of solving transportation congestion problems by building more freeways failed. The legacy of the freeway construction era is clearly visible in polluted and congested cities worldwide. To battle these ills, planning academics have been promoting more sustainable built form aligned with dedicated public/active transport provision. Partly as a result of the push coming from academia, a number of cities have sought to remove their freeways and replace the freed up space with alternate transport infrastructure, such as streets and boulevards. To discern if the transportation planning profession is currently undergoing a paradigm shift or whether freeway removal is merely a temporary fad, we have conducted a systematic review of the literature. In this article, we unpack the underlying reasons which have led some cities to removing their freeways. Results reveal that a paradigm shift has arguably not yet taken place in transportation planning. While many cities are creating human-scale and active transport spaces, currently these spaces tend to coexist alongside freeways. American cities, which were once the pioneers of freeway construction, appear to be lagging behind cities in Europe and Asia in this respect. If the current pace of freeway removal continues, it may take a few decades before the transportation planners, politicians, policy makers, and communities adopt radically different norms, methods, and goals. However, a radical approach may need to be taken sooner given alarming global warming predictions.  相似文献

Recently, the use of more sustainable forms of transportation such as electric vehicles (EVs) for delivering goods and parcels to customers in urban areas has received more attention from urban planners and private stakeholders. To provide some insights toward the use of EVs, this work develops an optimization framework using portfolio theory, which takes into account the cost and the risks associated with some input parameter uncertainties, for determining an optimal combination of EVs with internal combustion engine vehicles (ICEVs) in urban freight transportation (UFT) over some planning time period. This model can assist an urban freight operator to choose the best investment strategy for introducing new vehicles into its fleet while gaining economic benefits and having positive impacts on the urban environment. When taking into account the risks that are involved, the numerical results show that EVs have the potential to compete with ICEVs in UFT.  相似文献

One critical operational issue of air cargo operation faced by airlines is the control over the sales of their limited cargo space. Since American Airlines’ successful implementation in the post-deregulation era, revenue management (RM) has become a common practice for the airline industry. However, unlike the air passenger operation supported by well-developed RM systems with advanced decision models, the decision process in selling air cargo space to freight forwarders is usually based on experience, without much support from optimization techniques. This study first formulates a multi-dimensional dynamic programming (DP) model to present a network RM problem for air cargo. In order to overcome the computational challenge, this study develops two linear programming (LP) based models to provide the decision support operationally suitable for airlines. In addition, this study further introduces a dynamic adjustment factor to alleviate the inaccuracy problem of the static LP models in estimating resource opportunity cost. Finally, a numerical experiment is performed to validate the applicability of the developed model and solution algorithm to the real-world problems.  相似文献

This paper proposes a methodology for evaluating transportation demand management (TDM) alternatives in the context of multi-criteria decision making (MCDM). The proposed approach takes into account not only quantitative criteria (i.e. transportation and environmental impacts) but also qualitative criteria (i.e. social impacts) which are intrinsically uncertain and subjective. The transportation impacts of the TDM alternatives are estimated by TRIPS1 program, while the MOBILE5a2 is employed in order to estimate environmental impacts in terms of NOX, CO and Hydrocarbon. The social impacts of the TDM alternatives are estimated by interviewing relevant experts. Consequently, the uncertain subjective judgements were quantified by the evidential reasoning (ER) approach based on decision theory and Dempster–Shafer theory of evidence. In order to measure the weights of criteria, analytical hierarchy process (AHP) is adopted. As a last step, the CODASID3 method based on a complete concordance and discordance analysis is used to rank alternative TDM schemes. The proposed approach is demonstrated by ranking 14 TDM alternatives, which are chosen for the central business area in Bangkok, Thailand of 22-square-kilometers.  相似文献
