Congratulations on COSCO achieving four awards on the Australia/ East Asia and North Asia liner services

Over 500 people of the shipping and transport fraternity gathered at Darling Harbor in Sydney on 17 October for the Australian Shipping and Transport Awards 2001 hosted by Lloyd's List DCN. Through shipping and transport industry voting, COSCO has overcome strong competition on the Australia/East Asia trade to become winner of Customer Service Award. Other awards include three Highly Commended Award for Customer Service on the Australia/North Asia trade, and Sailing Schedule Reliability on both Australia/East Asia and North Asia trades. This is the sixth time for COSCO to be rewarded by Australian shipping industry. The awards show that

Twenty years ago, a ship arrived in Seattle from China bearing the hopes of two nations to rebuild an historic trade relationship. On the chilly morning of April 18, 1979, the COSCO vessel Liulinhai entered Elliott Bay to receive a cargo of grain. the first vessel bearing the flag of the People's Republic of China to call at Seattle in 30 years.

While the global economic growth rate has slowed down since the beginning of this year, China's economy has reported continuous rapid growth, with the GDP rising by 7.9 percent in the first six months. Located in the southern hemisphere, Australia is a country with vast territory and beautiful scenery. As for Sydney, it is the largest city in Australia famous for its "Opera House" and unique scenic spots. 20 years ago, the first ro-ro vessel of COSCO by the name of "Baihekou" made her maiden voyage to the port of Sydney, making a new chapter in the annals of the shipping services of COSCO to Australia.

China initiated top-level research on ship standardization
The subject is led by the Chinese Society of Naval Architects and Marine Engineers in collaboration with the Technical and Economic Research Center of CSSC and the Standardization Research Center of CSIC, China Classification Society （CCS） and COSCO R＆D Center. The subject will be completed by the end of this year.

It is April 18th again,an unforgettable date for us. 20 Vears ago, liulinhai from China Ocean Shipping Company(COSCO), the first cargo ship anchored at Seattle. It ushered in a new chapter and therefore bullt up an ocean-crossing bridge of Sino-US shipping business. Over the past 20 yearS,ships of COSCO. which shuttled between China and the United States, carrying friendship between the two countries and best wishes for peace and development, promoted greatly the Sino-US trade.

Experimental investigation of TARMAX model for modeling of hydrodynamic forces on cylinder-like structures

A new approach that models lift and drag hydrodynamic force signals operating over cylindrical structures was developed and validated. This approach is based on stochastic auto regressive moving average with exogenous (ARMAX) input and its time-varying form, TARMAX. Model structure selection and parameter estimation were discussed while considering the validation stage. In this paper, the cylindrical structure was considered as a dynamic system with an incoming water wave and resulting forces as the input and outputs, respectively. The experimental data, used in this study, were collected from a full-scale rough vertical cylinder at the Delft Hydraulics Laboratory. The practicality of the proposed method and also its efficiency in structural modeling were demonstrated through applying two hydrodynamic force components. For this purpose, an ARMAX model is first used to capture the dynamics of the process, relating in-line forces provided by water waves;secondly, the TARMAX model was applied to modeling and analysis of the lift forces on the cylinder. The evaluation of the lift force by the TARMAX model shows the model is successful in modeling the force from the surface elevation.

Model and algorithm for container ship stowage planning based on bin-packing problem

In a general case, container ship serves many different ports on each voyage. A stowage planning for container ship made at one port must take account of the influence on subsequent ports. So the complexity of stowage planning problem increases due to its multi-ports nature. This problem is NP-hard problem. In order to reduce the computational complexity, the problem is decomposed into two sub-problems in this paper. First, container ship stowage problem （CSSP） is regarded as “packing problem”, ship-bays on the board of vessel are regarded as bins, the number of slots at each bay are taken as capacities of bins, and containers with different characteristics （homogeneous containers group） are treated as items packed. At this stage, there are two objective functions, one is to minimize the number of bays packed by containers and the other is to minimize the number of overstows. Secondly, containers assigned to each bays at first stage are allocate to special slot, the objective functions are to minimize the metacentric height, heel and overstows. The taboo search heuristics algorithm are used to solve the subproblem. The main focus of this paper is on the first subproblem. A case certifies the feasibility of the model and algorithm.

Extreme coastal events require careful prediction of wave forces.Recent tsunamis have resulted in extensive damage of coastal structures.Such scenarios are the result of the action of long waves on structures.In this paper,the efficiency of vegetation as a buffer system in attenuating the incident ocean waves was studied through a well controlled experimental program.The study focused on the measurement of forces resulting from cnoidal waves on a model building mounted over a slope in the presence and absence of vegetation.The vegetative parameters,along with the width of the green belt,its position from the reference line,the diameter of the individual stems as well as the spacing between them,and their rigidity are varied so as to obtain a holistic view of the wave-vegetation interaction problem.The effect of vegetation on variations of dimensional forces with a Keulegan-Carpenter number(KC) was discussed in this paper.It has been shown that when vegetal patches are present in front of structure,the forces could be limited to within F*￡1,by a percentile of 92%,90%,55%,and 96%,respectively for gap ratios of 0.0,0.5,1.0,and 1.5.The force is at its maximum for the gap ratio of 1.0 and beyond which the forces start to diminish.

Numerical simulation of 2D and 3D sloshing waves in a regularly and randomly excited container

In this paper,various aspects of the 2D and 3D nonlinear liquid sloshing problems in vertically excited containers have been studied numerically along with the help of a modified-transformation.Based on this new numerical algorithm,a numerical study on a regularly and randomly excited container in vertical direction was conducted utilizing four different cases： The first case was performed utilizing a 2D container with regular excitations.The next case examined a regularly excited 3D container with two different initial conditions for the liquid free surface,and finally,3D container with random excitation in the vertical direction.A grid independence study was performed along with a series of validation tests.An iteration error estimation method was used to stop the iterative solver（used for solving the discretized governing equations in the computational domain） upon reaching steady state of results at each time step.In the present case,this method was found to produce quite accurate results and to be more time efficient as compared to other conventional stopping procedures for iterative solvers.The results were validated with benchmark results.The wave elevation time history,phase plane diagram and surface plots represent the wave nonlinearity during its motion.     

Chinese shipbuilding industry at the turn of strategic transformation

At the end of August 2007, the national shipbuilding industry work meeting was held in Qingdao, Shandong province. The meeting is the first of its kind since the adoption of China's reform and open-door policy. Officials and experts from 17 ministries and bureaus including COSTIND, ministry of finance, commerce, agriculture and communications as well as banking industries and maritime universities took part in this pageant of shipbuilding industry.

Cargo volume in Pearl River Delta/HK trade going up Inland tranship goods transported between HK and the Pearl River Delta region in 1995 was 28.7m tons,accounting for 18% of the total throughput of HK. The container cargo shipped by lighter from the ports of the Pearl River Delta to HK in 1995 was 1.3m TEUs, 44% up from the year ealier. While over the first four months of this year ,the container tranship goods increased by 35% over the last same period. Now the ports of the Delta are planning to upgrade some facilities to meet the need for the growing containers.
