Hazardous materials (hazmat) accidents are rare though the consequences could be disastrous. Given the possibility of low probability – high consequence event, a risk-averse routing hazmat shipment is necessary. We propose a value-at-risk (VaR) approach to route rail hazmat shipments, using the best train configuration, over a given railroad network with limited number of train services such that the transport risk as measured by VaR is minimized. Freight train derailment reports of the Federal Railroad Administration were analyzed to develop expressions that would incorporate characteristics of railroad accidents, and then to estimate the different inputs. The proposed methodology was used to study several problem instances generated using the realistic network of a railroad operator, and to demonstrate that it is possible to develop different routes for shipments depending on the risk preference of the decision maker.  相似文献

This paper presents a railroad energy efficiency model used to estimate the fuel economies for classes of trains transporting various commodities. Comparable procedures are used to estimate truck and waterway fuel consumption. The results show that coal unit trains are 4.5–5.0 times more energy efficient than movements in the largest trucks allowed in the eastern and western regions of the US, unit grain train movements in the central US are 4.6 times more fuel efficient, soda ash unit train and non-unit train shipments are 4.9 and 3.2 times more efficient, and ethanol unit train and non-unit train movements are 4.8 and 3.0 times more efficient. In terms of barge traffic, coal unit train and non-unit train are 1.3 and 0.9 times as energy efficient in the eastern US, grain unit train and non-unit train movements are 1.7 and 1.0 times more efficient from Minneapolis to the Gulf of Mexico, and grain unit train and non-unit train movements are 1.0 and 0.7 times more fuel efficient from the Upper Ohio River to the Gulf of Mexico.  相似文献

In this article we estimate external costs for four representative types of freight trains. For each type of freight train, we estimate three general types of external costs and compare them with the private costs experienced by railroad companies. The general types of external costs include: accidents (fatalities, injuries, and property damage); emissions (air pollution and greenhouse gases); and noise. Resulting private and external costs are compared with those of freight trucking, estimated in an earlier article. Rail external costs are 0.24 cent to 0.25 cent (US) per ton-mile, well less than the 1.11 cent for freight trucking, but external costs for rail generally constitute a larger amount relative to private costs, 9.3–22.6%, than is the case for trucking, 13.2%.  相似文献

Although hazardous materials (hazmat) account for around 140 million tons of all railroad freight traffic in the US, it has not received much attention from academic researchers. This is surprising especially when one considers the volume of hazmat moved by railroads in both North America and Europe. In this paper we develop a bi-objective optimization model, where cost is determined based on the characteristics of railroad industry and the determination of transport risk incorporates the dynamics of railroad accident. The optimization model and the solution framework is used to solve a realistic-size problem instance based in south-east US, which is then analyzed to gain managerial insights. In addition, a risk-cost frontier depicting non-dominated solutions is developed, followed by conclusion.  相似文献

The United States transportation sector consumes 5 billion barrels of petroleum annually to move people and freight around the country by car, truck, train, ship and aircraft, emitting significant greenhouse gases in the process. Making the transportation system more sustainable by reducing these emissions and increasing the efficiency of this multimodal system can be achieved through several vehicle-centric strategies. We focus here on one of these strategies – reducing vehicle mass – and on collecting and developing a set of physics-based expressions to describe the effect of vehicle mass reduction on fuel consumption across transportation modes in the U.S. These expressions allow analysts to estimate fuel savings resulting from vehicle mass reductions (termed fuel reduction value, FRV), across modes, without resorting to specialized software or extensive modeling efforts, and to evaluate greenhouse gas emission and cost implications of these fuel savings. We describe how FRV differs from fuel intensity (FI) and how to properly use both of these metrics, and we provide a method to adjust FI based on mass changes and FRV. Based on this work, we estimate that a 10% vehicle mass reduction (assuming constant payload mass) results in a 2% improvement in fuel consumption for trains and light, medium, and heavy trucks, 4% for buses, and 7% for aircraft. When a 10% vehicle mass reduction is offset by an increase in an equivalent mass of payload, fuel intensity (fuel used per unit mass of payload) increases from 6% to 23%, with the largest increase being for aircraft.  相似文献

In this paper we present a mixed-integer linear program to represent the decision-making process for heterogeneous fleets selecting vehicles and allocating them on freight delivery routes to minimize total cost of ownership. This formulation is implemented to project alternative powertrain technology adoption and utilization trends for a set of line-haul fleets operating on a regional network. Alternative powertrain technologies include compressed (CNG) and liquefied natural gas (LNG) engines, hybrid electric diesel, battery electric (BE), and hydrogen fuel cell (HFC). Future policies, economic factors, and availability of fueling and charging infrastructure are input assumptions to the proposed modeling framework. Powertrain technology adoption, vehicle utilization, and resulting CO2 emissions predictions for a hypothetical, representative regional highway network are illustrated. A design of experiments (DOE) is used to quantify sensitivity of adoption outcomes to variation in vehicle performance parameters, fuel costs, economic incentives, and fueling and charging infrastructure considerations. Three mixed-adoption scenarios, including BE, HFC, and CNG vehicle market penetration, are identified by the DOE study that demonstrate the potential to reduce cumulative CO2 emissions by more than 25% throughout the period of study.  相似文献

Techniques to improve freight car fleet use are of considerable interest to the railroad industry. In this paper, we present a fuzzy inventory control approach applied to the sizing of empty cars on a rail network. We address the problem of deciding the optimal inventory level and the optimal ordering quantity for a rail freight car fleet system in which demand and travel time are uncertain variables represented as triangular fuzzy numbers. Based on the fuzzy economic order quantity (EOQ) formula, a modified fuzzy EOQ model is set up and the optimal policy is developed using the signed distance method to defuzzify the fuzzy total cost. Computational results made for the Serbian rail network case verify the proposed model as well as the efficiency of the approach.  相似文献

Introduction of alternative fuels in the passenger car fleet is widely discussed in the light of emission reductions. Worldwide experiences show that the market introduction depends on the actions of many stakeholders, like car industry, fuel companies and consumers. The process demands well-timed actions and investments, whilst economic chances and risks are distributed highly unequally. Policy makers set the framework conditions, although the influence of the height and timing of subsidies, tax reductions and other stimulation policies are not well understood yet.The market introduction of alternative fuel vehicles was studied with the example of natural gas cars in Switzerland. Stakeholder analysis and system dynamics modeling techniques were used to characterize the system. Analyses identify difficulties and chances in the market penetration process of natural gas cars. For example, a critical balance between fueling station upgrade investments and natural gas car sales is needed. Further, it is found that large time delays exist between strategic policy actions and frequently used market penetration indicators (e.g. car sales and infrastructure expansion), limiting the ability of policy makers to assess the performance of their strategy. Referring to elements of the Balanced Scorecard approach, a set of five alternative indicators is proposed to better measure the performance of the implemented strategy.  相似文献

This paper studies strategic level train planning for high performance passenger and freight train operations on shared-use corridors in the US. We develop a hypergraph-based, two-level approach to sequentially minimize passenger and freight costs while scheduling train services. Passenger schedule delay and freight lost demand are explicitly modeled. We explore different solution strategies and conclude that a problem-tailored linearized reformulation yields superior computational performance. Using realistic parameter values, our numerical experiments show that passenger cost due to schedule delay is comparable to in-vehicle travel time cost and rail fare. In most cases, marginal freight cost increase from scheduling more passenger trains is higher than marginal reduction in passenger schedule delay cost. The heterogeneity of train speed reduces the number of freight trains that can run on a corridor. Greater tolerance for delays could reduce lost demand and overall cost on the freight side. The approach developed in the paper could be applied to other scenarios with different parameter values.  相似文献

The most natural and popular dispatching rule for double-track segments is to dedicate one track for trains traveling in one direction. However, sometimes passenger trains have to share some portions of the railway with freight trains and passenger trains are traveling faster and faster nowadays. The major drawback of this dedicated rule is that a fast train can be caught behind a slow train and experience significant knock-on delay. In this paper, we propose a switchable dispatching policy for a double-track segment. The new dispatching rule enables the fast train to pass the slow train by using the track traveled by trains in the opposite direction if the track is empty. We use queueing theory techniques to derive the delay functions of this policy. The numerical experiments show that a switchable policy can reduce the fast train knock-on delay by as high as 30% compared to a dedicated policy. When there are crossovers at the middle of the double-track segment, our proposed switchable policy can reduce the delay of the fast trains by as high as 65%.  相似文献

This paper addresses a hub-and-spoke network problem for railroad freight, where a central planner is to find transport routes, frequency of service, length of trains to be used, and transportation volume. Hub-and-spoke networks, often found in air freight, have not been favoured by railways in the past. Such a structure could be profitable, however, if there exist concentrated freight flows on some service links. We formulate a linear integer programming model whose objective function includes not only the typical operational cost, but also cost due to the transit time spent by freight in the network. We then develop heuristic algorithms to solve large scale instances occurring in rail freight systems in France plus Italy; Germany; and a 10-country European network. By assuming that every node is equipped with consolidation capability, we let the final solution naturally reveal potential hub locations, the impact of several of which is studied by sensitivity analysis.  相似文献

A new approach for improving the performance of freight train timetabling for single-track railways is proposed. Using the idea of a fixed-block signaling system, we develop a matrix representation to express the occupation of inter- and intra-station tracks by trains illustrating the train blocking time diagram in its entirety. Train departure times, dwell times, and unnecessary stopping are adjusted to reduce average train travel time and single train travel time. Conflicts between successive stations and within stations are identified and solved. A fuzzy logic system is further used to adjust the range of train departure times and checks are made to determine whether dwell times and time intervals can be adjusted for passenger and freight trains at congested stations to minimize train waiting times. By combining manual scheduling expertise with the fuzzy inference method, timetable efficiency is significantly improved and becomes more flexible.  相似文献

We report tunnel measurements, where abrasion particles from different types of trains are measured in two situations and emission factors are calculated from these. The measurements show significantly elevated particle concentrations in train passages that last for about a minute and are accompanied by increased airflow. The emission of particles for each train passage was obtained by summing the product of the particle concentration and the airflow and then multiplying with the tunnel area. The average emission factors were calculated for three categories freight trains, commuter trains and regional trains and found to be 2.9 g/train-km (0.7 – 9), 0.48 (0.1 – 1.6) and 0.24 (0.05–0.9), respectively. The number in brackets refers to the range of values observed. The size-resolved data showed maxima around 1 μm for all three train types.  相似文献

As privatisation of railway systems reach the political agendas in a number of countries, the separation of track infrastructure from train operations is seen as providing the vehicle which will improve profitability within the rail industry. This paper deals with three main issues related to such separation within a freight railway focus, namely: investment appraisal; track standards and maintenance; and train operating performance. The conflicts of interest between the owners of track and their client operators are discussed in detail. Costs related to track capacity and congestion need to be taken into account, given that additional trains are likely to lead to increased risk of delays to existing services. The paper discusses the use of a travel time reliability model to estimate the additional costs imposed on the system through the introduction of specific train services.It is concluded that investment in individual elements of railway infrastructure must be integrated with the overall financial and customer service strategies of both operators and owners. As an alternative to current practices, a hybrid model of track ownership is put forward here. Under such a model, a joint-venture company with equity from the main ÒplayersÓ would be owner of track. This would allow some of the benefits of vertical integration to be retained, whilst providing fair access to new operators.  相似文献

Abstract

The stringent ship emission regulations under IMO's (International Maritime Organization) MARPOL Annex VI are a main driver to consider liquefied natural gas (LNG) as a ship fuel. Research into LNG as a marine fuel saw a strong growth in recent years, but no study has analyzed in a systematic way the level of convergence among the findings presented in the wide range of studies. In order to fill this gap, this paper seeks to perform a systematic review to synthesize the findings of 33 published studies on the use of LNG as a ship fuel. The aim is not only to obtain a much broader understanding of the current perspectives and challenges for applying LNG as a bunker for ship propulsion, but also to identify the gaps and weak points in the literature which could suggest future research. Moreover, given the output of the synthesis, the paper presents an extensive decision-making framework for shipowners when deciding on a fuel switch for their fleet from conventional oils to LNG in order to achieve a level of conceptual development beyond that attained in individual studies. In addition, the study also identifies the important role of ports in facilitating and encouraging the large-scale adoption of LNG in the maritime industry.  相似文献

A heuristic for the train pathing and timetabling problem   总被引:5,自引:0,他引:5  
In a railroad system, train pathing is concerned with the assignment of trains to links and tracks, and train timetabling allocates time slots to trains. These important tasks were traditionally done manually, but there is an increasing move toward automated software based on mathematical models and algorithms. Most published models in the literature either focus on train timetabling only, or are too complicated to solve when facing large instances. In this paper, we present an optimization heuristic that includes both train pathing and train timetabling, and has the ability to solve real-sized instances. This heuristic allows the operation time of trains to depend on the assigned track, and also lets the minimum headway between the trains to depend on the trains’ relative status. It generates an initial solution with a simple rule, and then uses a four-step process to derive the solution iteratively. Each iteration starts by altering the order the trains travel between stations, then it assigns the services to the tracks in the stations with a binary integer program, determines the order they pass through the stations with a linear program, and uses another linear program to produce a timetable. After these four steps, the heuristic accepts or rejects the new solution according to a Threshold Accepting rule. By decomposing the original complex problem into four parts, and by attacking each part with simpler neighborhood-search processes or mathematical programs, the heuristic is able to solve realistic instances. When tested with two real-world examples, one from a 159.3 km, 29-station railroad that offers 44 daily services, and another from a 345 km, eight-station high-speed rail with 128 services, the heuristic obtained timetables that are at least as good as real schedules.  相似文献

This paper offers a new perspective on the post-deregulation rail industry. We hypothesize that a link exists between individual freight effects and Amtrak service quality. Specifically, we investigate the relationship between freight control of the infrastructure on which Amtrak trains operate and Amtrak train delays. Our sample consists of 1117 directional station-pairs for fiscal years 2002 through 2007 on 28 Amtrak non-Northeast Corridor passenger routes. We found that freight effects have a significant impact on Amtrak train delays after controlling for other important delay determinants such as the capacity utilization rate. The impact is higher on long-distance routes. We also observed significant differences between the effects of different freight railroads. For example, Amtrak operations on infrastructure controlled by several Class I railroads experienced significantly larger delays than baseline operations, while Amtrak train delays on Burlington Northern and Santa Fe’s tracks actually fell below baseline levels.  相似文献

Air emissions from fishing vessels must be reduced to comply with progressively stringent environmental regulations. Among the available solutions, liquefied natural gas (LNG) fuel may represent a promising solution, particularly from an environmental perspective. However, the use of LNG as a marine fuel creates different types of hazards than those that exist for traditional fuels. In addition, the increased complexity, safety requirements, and space required for LNG installation increase the capital cost. This article uses a systems engineering approach to clarify the technical aspects of LNG-fuelled systems, their potential implementation costs, and the expertise and training required to operate them safely. Ship owners can use such an approach to aid decision-making and trade-off analyses. Naval architects may also benefit from better information management. Finally, crews may better understand the logic behind the safety actions they are instructed to take.  相似文献
