Norwegian port connectivity and its policy implications   总被引:1,自引:0,他引:1  
The importance of a seaport depends on how well it is connected in a transportation network. A port’s connectivity is therefore one of the key issues in determining its competitiveness and developments in regions and countries. We construct a port connectivity index for major Norwegian ports based on a unique dataset derived from the automated identification system (AIS) for multiple vessel types over a 7-year period. Port connectivity is evaluated empirically by the number of unique vessel visits, vessel sizes, and cargo sizes. The research has implications for port authorities and policy makers in the areas of port planning, infrastructure investment, short sea shipping promotion, and environmental policies. The contributions of this research are twofold. First, the methodology linking the AIS vessel-tracking system with port connectivity is a pioneering empirical application of maritime big data. Second, the port connectivity index is constructed for multiple vessel types and regional port groups, which is an improvement from the current literature where conceptual measures are constructed based on hypothetical and usually too simple optimization rules. The methodology can be easily expanded to other regions in the world.  相似文献

This paper evaluates the development of prospects for cruising in Europe. It examines this within the broad framework of economic theory and maritime economics. Initially, the market structures and relationships applicable to cruising are considered with particular attention being paid to the linkages between the shipping markets and tourism and leisure. This conceptual analysis suggests that whilst cruising has a strong shipping element it does not fall exclusively within the classic framework of maritime economics but draws from both shipping and tourism and leisure. For reasons of clarity, a number of definitions are also provided covering maritime tourism and leisure, cruising, and supply and demand, as it relates to cruising. Following this, an overview of the cruise industry is included. This focuses primarily on the growth in the demand both world wide and at regional level. In particular, the analysis places the development of cruising in Europe in market perspective. Subsequently, the development of cruising in the UK is examined as a case study. Initially, UK market growth is analysed and it can be seen that the UK is now the second largest cruise market in the world after North America. Projections of the growth in UK demand to 2003 are also provided. The growth in supply is also studied and the UK targeted fleet is identified. In addition, the question of ownership is addressed. The prospects of employment for UK seafarers within the cruise industry are also considered and results obtained from the analysis suggest that it should be possible to increase the participation of UK and other European seafarers within the cruise industry at all levels and in all departments. In the final section of the paper, the position of UK ports as terminals and destinations is evaluated. It is concluded that the fundamentals of the cruise business remain strong, and continued growth by the industry should be possible for the foreseeable future.  相似文献

ABSTRACT

Due to the constant risk of piracy and terrorist attacks which cause disturbances within international shipping of goods, barriers to the adoption of maritime security guidelines (MSGs) at European ports have become prevalent. In this paper, a conceptual framework was created to explore the perceived barriers that prevent compliance with MSGs. To verify the conceptual framework, empirical data were collected using a mixed-methods approach, which was comprised of interviews with national experts and a survey of 47% of Swedish ports involved in the shipping of goods. According to the presented framework, the perceived barriers of Swedish ports to compliance with MSGs were linked to collaborations within the Swedish Maritime Security stakeholder network, available resources and educational knowledge about security culture. In addition, the perceived barriers of smaller ports were linked to the adaptation to MSGs at different levels and the absence of specific tools of maritime security management. Due to an increased interest in international shipping of goods, this paper is currently one of few that addresses the barriers to compliance with MSGs. Moreover, the paper presents a general conceptual framework, novel managerial implications and recommendations for future research.  相似文献

The paper deals with education of ship engineers as an integral part of maritime policy in global shipping. The central problem, how to reconcile technological advancement with training en route to improving safety, is defined. A complete conceptual model for solving a central question is formulated and described. At the beginning, a short analysis of technological advances and the need for training is presented. Next, the basic components of conceptual model, including implementation and assessment of new standards of competences for Electro-Technical Officers in the wake of Maritime Education and Training (MET) development are discussed. A key point of the assessment procedure is focused on the formulation of criterion defining the impact of new standards on the given processes characterizing a professional carrier development of seafarers. These processes, which mean certification process and recruitment of candidates to seafarer profession, are strongly linked with and influenced on MET development and improving the safety of shipping. Empirical application by pointing the Polish case study to the framework of conceptual model under consideration is shown and analysed. Finally, the future works as well as the concluding remarks are formulated and commented on.  相似文献

This paper introduces the concept of maritime logistics value as one of the most significant strategic goals that maritime operators want to achieve. The value is reflected in operational efficiency (e.g. reducing lead time and business costs) and service effectiveness (e.g. flexibility, responsiveness and reliability in the service). Drawing from key theories and practices in strategic management such as knowledge-based perspective and social network embeddedness perspective, this paper adopts a knowledge management strategy as a way to create and sustain the maritime logistics value. A conceptual framework is established for the exploration of the way to acquire knowledge and the effectiveness of the acquired knowledge in maximising the maritime logistics value. Following the parameters of this framework, the positive relationship between social networks, knowledge acquisition and maritime logistics value is identified, and its relevant theoretical and practical implications are discussed.  相似文献

The maritime policy of the US has evolved over more than 100 years from the support of US shipping through mail and fleet auxiliary contracts before the turn of the century, to the present array of direct and indirect Government aids and regulations based on the assumption that a strong maritime industry composed of both US-flag shipping and US-shipbuilding capacity is essential for the economic well-being and defence of the country. Notwithstanding massive direct and indirect aid to the US merchant marine, amounting to well over a billion dollars a year in recent years, US shipping and shipbuilding has declined dramatically and now comprises less than 3% of world shipping. Only 2.8% of US foreign trade by volume and 6% by value is today carried in US flag ships. Government aids constitute well over 33% of total revenues of US-flag shipping.

The traditional argument for US Government support has been the need for cost parity to permit US-flag shipping to compete effectively in international trade against foreign shipping serving the same routes with presumably lower operating costs. This argument is difficult to sustain today, as vessel costs of many other industrialized nations are now about equal to those of US-flag ships.

In 1970 the US enacted a new, vastly more liberal, maritime act for the support of the US maritime industry. Notwithstanding its even more liberal terms and elimination of the strict cost-parity interpretation, the US maritime industry continues its decline. The recent bankruptcy of two old, established subsidized shipping companies has caused tremors in the industry, yet no new ideas, policies, or plans seem to be forthcoming. It is the objective of this paper to study the development and effects of various historic US Government policies relating to the support of the US maritime industry, and evaluate the positions taken by proponents or opponents of the maritime policy leading to the policy development.

The decision processes are studied by evaluating literature on the evolution of Congressional, administration, industry, and labour interest and positions on the issue of Government aid to the maritime industry. The impact and effectiveness of various elements of past and present US maritime policy is evaluated in relation to the stated objectives. The alternatives to these policies are reviewed in the light of the changing US position in international trade, military strategy, and political objectives. In addition the effectiveness of the present and alternative policies is evaluated as it is and will be affected by changing technology in use, composition of ownership, and operations of US-flag shipping and shipbuilding.  相似文献

This paper presents the results of a Swedish study on maritime safety culture. The study aims to increase knowledge about the characteristics of safety culture in the maritime setting and about the relationship between safety culture and organizational climate. Such knowledge can be vital in the process of developing and improving safety culture. The paper reports the results of safety culture assessments on board six Swedish passenger ships in international traffic, using observations, questionnaires, and interviews focussing on 508 employees who completed the questionnaires. The results of the assessments revealed a generally good existing safety culture. Differences in individuals' safety culture perceptions were found between ships, vessel type (high-speed craft versus Ropax), and hierarchical working position. Important relationships between organizational climate and safety culture were also found. A comparison with other transport sectors where the same safety culture assessment had been applied yielded that passenger shipping has an average safety culture score level that falls between air traffic control and airport ground handling. The method of assessment, which can be used by shipping companies and vessel crews, identified specific areas of concern in the safety culture that could support continuous improvements of safety and safety culture.  相似文献

The need for analytical solutions towards various managerial processes in shipping business has been clearly seen in maritime society. To remedy this gap, the execution of relevant processes can be supported via multiple criteria decision-making (MCDM) techniques. This article applied an Integrated Decision Aid (IDEA) to overcome the model selection dilemma for process improvement in shipping business. The illustrative application of the IDEA makes invaluable contributions for the ongoing efforts of relevant executives on adopting modern management style in shipping business. In this paper, we consider the benefits of applying system dynamics in maritime economics. We build an endogenous shipowners' model for the dry bulk sector, incorporating both the decision process of individual shipowners and traditional shipping market conditions. The aim is to arrive at a simulation tool that can be used for a variety of applications, both for teaching/learning and for research purposes. Within the endogenous shipping model, we can distinguish between the strategic and the tactical choices shipowners face. As an application, we focus explicitly on a strategic decision-making process that is relevant to any shipowner, i.e. the sale of a vessel. System dynamics seems to be a tool well-suited for the detailed modelling of strategic and operational behaviour in the maritime business.  相似文献

The shipping industry operates in a regulatory framework, where the International Maritime Organization (IMO) is the leading regulatory body. The role of the IMO is to propose maritime regulations to its member states. The successful worldwide implementation of a maritime regulation depends on how many member states adopt it. However, many maritime regulations are not adequately implemented worldwide. As a result, ship operators have found themselves in an uncomfortable position in developing their business in an unstable regulatory regime. This paper proposes an extendable and applicable methodology involving a System of Hierarchical Scorecards (SHS) to measure the implementation costs and benefits of a newly introduced or existing maritime regulation by ship operators. The regulators may use the results in evaluating newly introduced and/or existing regulations through taking into account the economic burden that will be generated to ship operators. In this paper, SHS is extended to demonstrate its applicability on evaluating a ship operator’s organization with regard to his regulatory implementation performance by the means of a case study.  相似文献

The image of the shipping industry plays a vital role in developing maritime transport as a major future, sustainable transport alternative. In particular, it is crucial to understand the image the shipping industry has among young people and the anatomy of the concept in order to be able to effectively promote careers in shipping, to cultivate shipping as an attractive labour market and to develop attractive educational programmes. The focus of this paper is the image of the shipping industry. This study reports on the findings of a large-scale survey of the image of shipping- and image-related concepts among upper secondary school pupils in Sweden, Norway and Greece. We define and analyse empirically by means of multivariate statistical analysis the anatomy of the image concept. We identify various image dimensions, estimate how young people rate the shipping industry along these dimensions and estimate their relative importance to young people who are planning their future careers. The results from this study can be used as a base for describing and explaining the images that young people have of the shipping industry. Such knowledge is fundamental for deriving and developing constructive strategies to promote careers in shipping, to adapt shipping to the expectations of young people and to develop creative and relevant educational programmes. Finally, understanding the image of shipping among young people is important not only for the shipping industry, but for other stakeholders as well, such as ship-owners associations, trade associations, labour unions, transport authorities and administrations and policy makers at the national and supra-national level.  相似文献

The employment and management policies of the shipping industry are in legal and administrative confusion. The shipping industry is struggling with an unworkable global governance based on flag state sovereignty and a sanctionless international regulatory regime. Seafarers suffer most from this state of affairs, but so do the shipping industry’s public image. Few co-operatives of maritime workers exist in national or international shipping. A new employment theory is long overdue. Human centred management policies can only attain their full potential through co-operative or mutual associations. This paper describes the application of enlightened and socially conscious management principles to the shipping industry. Seafarers’ co-operatives are the future organisational building blocks of the shipping industry. Co-operatives can rescue maritime workers from developing countries from exploitation and the debilitating effects of casual labour by providing “all in one” seagoing and shore based professional careers. Seafarers’ co-operatives can solve the shipping industry’s maritime training and education problems. The seven universal principles of co-operative management will guide shipping management in setting human centred objectives that command respect of those who come in contact with the shipping industry.  相似文献

One of the most serious and persisting problems confronting the shipping companies of all the developed maritime nations is the retention of seafarers who will yield long periods of service at sea. Turnover and wastage involves considerable expenses in recruiting and training of new seafarers. One of the means for the recruitment and retention of seafarers is the vocational nautical school system. In contrast to general education, where the objectives are diffuse, vocational institutions have very specific functions. Their achievements are therefore generally measured by means of the relative number of graduates who enter and remain in the industry for which they were trained. The present study examines the problem of the commitment to the maritime occupation of graduates of nautical schools in Israel in recent years, and it attempts to evaluate nautical education by examining the proportion of graduates who actually entered the maritime occupation and the extent of their stability at sea. No attempt is made to evaluate the economic efficiency of the nautical training system.  相似文献

This paper investigates the major impacts of the financial tsunami on the maritime industries, notably port and shipping. The maritime industries are still reeling from market declines, with stakeholders still attempting to weather the storm as best as they can through various strategies. However, such strategies are not uniform, where significant diversifications have been noted between major markets and stakeholders. Looking ahead, this paper has identified four major issues, of which they are believed to play key roles in shaping the maritime industries in the post-2008 world. They include the changing patterns of global trades, the importance of being green, the changing government-industrial relations and the need for transparency. Each of these issues has the potential to alter the future maritime industries in diversified, but significant, ways.  相似文献

The present paper reports a case study examining a conceptual framework for assessing financial impact of occupational maritime ergonomics in a Swedish shipping company. Specifically, the aim was to study the availability and applicability of suggested determinants for operational performance, routines for estimating the effects of ergonomics and the customer’s (sea transport buyer’s) demands for ergonomics management on the case company. The results show that the determinants and subcategories for operational performance in terms of productivity, efficiency and quality are present and applicable, albeit not measured to any large extent. No routines or specific methods for measuring or estimating cost and effects of ergonomics investments, accidents and operational disturbances were found. Further, the results show that the sea transport buyers increasingly express interest for and place demands related to maritime ergonomics, for instance, through compliance of specific standards and guiding principles linked to maritime ergonomics. It is concluded that in order to support and enable managers’ ability to make well-informed decisions and prioritizations, between investments, ergonomic or other, increased knowledge is needed of the financial effects of ergonomics on company core value processes. There is also a need to develop and implement usable tools to simplify these measuring procedures.  相似文献
