Despite the many socio-economic similarities between Sweden and Norway, differences in jurisdiction, organisation, cooperation, and financing of long-distance passenger train and coach services have led to the development of four distinctively different ways of serving the markets. This paper describes how the train and coach markets have developed in the two countries, with emphasis on regulatory and industrial structure and a couple of performance variables.Looking at passenger rail, both countries separated infrastructure from operation over a decade ago. However, while Norwegian rail is characterised by an almost monopoly supplier, rail services in Sweden are partly decentralised to the responsibility of county authorities and are widely subjected to competitive tendering. The rest of the network is about to be opened up for on-the-track competition. Swedish Rail (SJ) has spent the last decades consolidating its core business (passenger rail) and sold out its other businesses. In contrast, the Norwegian state rail (NSB) has expanded its business to become a major bus operator and property owner, with extensions also into the Swedish market.The coach industry was more recently deregulated in both countries. The Swedish coach market is dominated by privately owned companies operating services to and from Stockholm. In Norway, state-owned NSB is a major coach operator on medium distance routes, and is also the largest partner of Nor-Way Bussekspress which totally dominates long-distance coach services. Further, the Norwegian coach market is characterised by cross-ownership and cooperation which has enabled an extensive route network which covers most of Norway.We find distinct differences in achievements in the two modes and in the two countries. Swedish rail services have succeeded in winning market shares and in renewing and developing both infrastructure and service levels to a greater extent than the Norwegian model. On the other hand, the Norwegian coach market seems to be more developed and efficient compared to its Swedish counterpart.The paper concludes with a discussion on the possible links between the different approaches and the performance observed, with the aim to stimulate further and more detailed research on some important issues.  相似文献

Local buses in Britain, outside London, were ‘deregulated’ as a result of the 1985 Transport Act, with most of the organisational changes implemented in 1986 but many of the ownership changes occurring over a longer period. By contrast, in London, the 1984 London Regional Transport Act introduced a system of comprehensive tendering – but it took 10 years for the organisational and ownership changes to be fully implemented. This paper examines the long term impacts of these changes. A key issue when examining long term changes is that of the counterfactual – what would have happened if the changes had not occurred? An econometric model of the demand for local bus services in Britain is outlined and used in conjunction with extrapolative methods for key variables such as fares and bus kms to determine demand-side counterfactuals. Some analyses of subsidy and of costs will also be outlined. This will then permit the examination of welfare change by estimating changes in consumer and producer surpluses, updating earlier studies. It is found that outside London, bus demand declined strongly, at least up to the year 2000 and some of this reduction can be ascribed to deregulation. By contrast in London, demand has generally been increasing. However, in both areas operating costs also declined strongly, again up to 2000, but since then there have been strong increases in costs and subsidy. Our initial finding is that there are net welfare increases both outside and inside London, but with welfare increases per capita being five times greater in London than elsewhere. However, sensitivity analysis shows that our results are sensitive to the specification of the modelling system and assumptions made concerning the counterfactual, particularly for the results for London.  相似文献

The deregulation of the British bus sector (outside London) in 1986 was the start of a debate on the merits of ‘deregulation’ and ‘competitive tendering’. The period that followed was rich in lessons. New Zealand was at the time the only other country engaging in a reform based upon market initiative (implemented in 1991). Other countries chose for a less extreme and more consensual way to introduce competitive incentives, choosing the fundamentally different competitive tendering (CT) path. As a result, the so-called ‘Scandinavian model’ developed, based upon the London example of route tendering. Later the Netherlands adopted a network tendering approach, resembling the French practice of network tendering though with more operator freedom.  相似文献

A key attribute of competitive tendering for the periodic selection of operators of subsidised public transport services is to secure the provision of specified services at efficient cost levels. This has proved particularly effective where services were previously provided by an inefficient monopoly operator. The arguments for the adoption of competitive tendering in preference to negotiation with the incumbent operator may be less clear-cut in other cases.Consideration is given to both theoretical and practical insights into the relative merits of competitive tendering and negotiation approaches in such situations. The limited literature on the topic is reviewed and insights and lessons identified. Influencing issues include prior conditions, the nature of the supplier market, features of contracts, negotiating and competitive tendering strategies and practice, accountability and transparency, and long-term market implications. The evidence suggests that ‘one size does not fit all’, and the choice will depend on specific circumstances.The relative merits of the two approaches for renewal of bus contracts are considered with regard to Adelaide, for contracts which have previously been awarded through competitive tendering. The paper draws out the main factors that could influence the authority’s choice between the options, and discusses the relevance of the findings to other situations.  相似文献

Climate change is having and will continue to have a range of negative impacts on social–environmental systems. Many ports, with their coastal locations and essential roles in regional and national economies, face particular exposure to storm impacts that may worsen with climate change. Currently in the United States port resilience planning falls primarily on port operators. Engaging a wider range of stakeholders in long-term seaport functioning may reduce risks from disruptive and potentially irreversible impacts of climate change. This study uses empirical data gathered through two case studies of highly exposed U.S. ports, Gulfport (MS) and Providence (RI), to identify strategies that port planners and external stakeholders consider feasible for enhancing their port's resilience. This article categorizes these resilience strategies and suggests the potential role that different stakeholders could play in facilitation and implementation.  相似文献

The modern hydrological regime of the Dead Sea is strongly affected by anthropogenic activity. The natural fresh water budget has changed mainly due to the drastic reduction of runoff. Since 1977, the surface level of the Dead Sea has been lowered by an average rate of about 60 cm/year and for the period from 1998 to 2000, the lowering rate has reached about 100 cm/year. As a result of the runoff reduction, the upper layer salinity of the Dead Sea has increased and the gravitational stability of the water body was diminished. Eventually, during the winter of 1978–1979, the lake waters overturned, bringing to an end the long-term stable meromictic1 hydrological regime. The lake entered a new phase in which its hydrological regime switches between holomictic and meromictic regimes, depending on the size of the runoff into the lake (i.e. the amount of precipitation in the lake's watershed). The first holomictic period, 1979–1980, lasted for 2 months only. It was succeeded by a 4-year meromictic period (1980–1983). The second holomictic period lasted for 9 years (1983–1991). The rainy winter of 1991–1992 resulted in an almost 2-m sea level rise. The upper layer with a relatively low salinity was restored and a new meromictic period persisted for 4 years, until winter 1995–1996. During the last meromictic period, the hydrological regime of the Dead Sea was characterized by following long-term trends: the depth of the summer thermocline increased from 12–15 to 25–30 m; the quasi-salinity of the upper layer, initially of about 164 kg/m3, increased rapidly at a rate of about 16–18 kg/m3/year; the quasi-salinity of the deep water, initially of about 235 kg/m3, decreased slowly at a rate of about 0.08–0.10 kg/m3/year (for the sake of comparison, a quasi salinity of 235 kg/m3 is the equivalent of 280‰ “usual” salinity); and the winter minimal temperature of the upper layer, initially of about 16 °C, increased rapidly at a rate of about 2 °C/year. In November 1995, the latest meromictic period of the Dead Sea came to an end. During the present holomictic period, 1996–2000, the hydrological regime of the Dead Sea is also characterized by long-term trends: the quasi-salinity of the entire Dead Sea increased at a rate of about 0.5 kg/m3/year, with practically no decrease during the winters; the temperature of the deep water mass increased with a rate of about 0.25 °C/year; and the period of vertical convection of the entire water column, initially about 3 months, increased at a rate of about 1 week/year. Moreover, we observed that the temperature and salinity of the bottom layer in the deepest part of the Dead Sea raised by about 0.5–0.6 °C and 0.15–0.25 kg/m3 during each holomictic summer.  相似文献

For over thirty years man has studied “outer space” and installed satellites which watch the surface of the Earth. The great depths of the world ocean are, however, practically unknown and there is an urgent need to put abyssal benthic laboratories into “inner space” in order to study basic phenomena of interest to marine science and climatology as well as man's impact on the oceans.In view of the numerous problems related to global change, as a first step emphasis should first be on the role of the oceans and their inherent processes, which are the focus of such international programmes as the World Ocean Circulation Experiment (WOCE) and the Joint Global Ocean Flux Study (JGOFS). Multi-disciplinary registration of key events at selected key sites investigating the variability in time and space are of the utmost importance. The same methods and techniques must be used for the study of human impacts on the deep oceans caused by mining of metalliferous resources and by waste disposal as well as in basic studies. However, the investigation of the inner space of our planet has certain requirements. As long-term and large-scale investigations become more and more important, development of automized systems, largely independent from research vessels will be required. This will demand high capacities of energy for all technical functions as well as high storage capacities for data and samples. As a consequence the needs for two different—although overlapping—functional approaches are defined for future deep-sea deployments.(A) A system for long-term registration of the natural variability and long-term monitoring of human impacts: (B) A system for short-term observations and short-time experimentations. This report summarizes their technological demands. The envisioned interdisciplinary technology should deliver information on physical, biological and geochemical processes and their variabilities in the deep oceans. The prospected systems need to have the ability for real time video observation, data transfer and experimental manipulation, as well as sensing and sampling facilities with large storage capacities for long-term deployments.Prospective costs of the described multipurpose abyssal benthic laboratory will presumably exceed the funds for deep-sea research of a single country. A joint European effort could solve this problem and help to manifest a leading role for European marine science in international deep-sea and global change research.  相似文献

The concepts of intermodal logistics and distribution networks have made integration of the inland freight distribution system essential for an efficient container seaport system. Inland components, such as dry ports, which exist within the seaport system, have become important in shaping the performance and competitive strategies of container seaports. Owing to the importance of interdependence between dry ports and container seaports, this paper aims to investigate the impact of dry port operations on container seaport competitiveness. It conducted an empirical study in Malaysia through 120 online surveys to key stakeholders of dry ports, including freight forwarders, shippers, seaports, rail operator, shipping lines, and haulers. The data collected were analysed using exploratory factor analysis (EFA). The results from EFA show that Malaysian dry port operations have impacts on seaport competitiveness. These include enhancing seaport performance, increasing service variations for seaports, improving seaport-hinterland proximity, increasing seaport trade volume, and enhancing seaport capacity.  相似文献

This paper provides an up-to-date review of the previous literature concerning the impact of passenger rail franchising on productivity and costs in Britain, and also presents important new evidence. In particular, the extension in time of previously-used datasets offers the first opportunity to study the impacts of re-franchising. The previous literature emphasised the failure of franchising to produce sustained productivity gains, with a sharp deterioration in productivity after 2000. The new evidence presented offers a somewhat more positive view of the British experience. It suggests that part of what was previously considered to be falling productivity may in fact be due to exogenous changes in diesel prices. Further, new data suggests that the recent increases in costs have resulted in higher quality of service. Finally, competitive re-franchising, and the associated unwinding of short-term management and re-negotiated contracts, seems to have led to improvements in productivity between 2006 and 2008. Nevertheless, it remains the case that passenger rail franchising in Britain has failed to reduce costs in the way experienced in many other industries and in rail in other European countries. The evidence is that somewhat larger franchises, avoiding overlapping and optimising train density and length, should reduce costs. We also speculate that the major increase in wages and conditions of staff might be moderated by longer franchises, although that remains to be proved. This re-appraisal of the British case is important in the context of the wider international interest in the use of franchising in passenger rail, and its relevance to the current review of ways of introducing competition into the domestic rail passenger market in Europe.  相似文献

Privatization and corporatization of ports in Australia has meant the transfer of government-owned monopolies to privately owned monopolies. This has required the introduction of a regulatory regime to protect the interests of users as in some cases the privatized terminal owner or operator is also a customer of that facility. A complex regulatory regime for ports at the commonwealth and state government levels has, as a result, been created. This has meant that pricing policies and reinvestment strategies are constrained by the regulator. Inefficiencies and disruptions are likely to occur. This paper examines the regulatory regimes in place—the role of the state government regulator, the Queensland Competition Authority, and that of the Australian Competition and Consumer Commission, the national regulator. It will examine the impacts and constraints these have imposed on coal terminal expansion and operations. Recommendations have been made suggesting the transfer of state government ports to a single national regulator. This paper examines whether the proposed regulatory overhaul will resolve the dilemma of the Goonyella coal supply chain. It will argue that while regulation rationalization and overhaul will expedite the complex regulatory process, the solution lies with an integrated approach to the entire supply chain rather than the port focus.  相似文献

A new and effective seafloor geodetic observing robot network system, which consists of several submarine stations situated in regions susceptible to interplate earthquakes, has been proposed and is under construction in Japan. Each station, equipped with an autonomous underwater vehicle (AUV) dock, is connected to a land facility by cables providing power and communication. Near the AUV dock, three or four seafloor reference stations will be set up for geodetic observations. In this system, a noncontact power supply is required for a battery-driven AUV to conduct observations for extended durations. A small, intelligent, efficient, high-power noncontact feed system of 400 W capacity with an inverting efficiency of 77% in salt water has been developed. It has been shown to be effective in a water tank experiment in which the noncontact power supply automatically fed power to an AUV for 3 days.  相似文献

Adelaide's bus system has been transformed from a government monopoly operation to a competitively tendered system with services provided by private operators under contract. The ‘Adelaide model’ has unique features, and has been considered in several international reviews of urban bus service procurement. The paper reviews the experience in Adelaide up to 2006/07. It updates previous evidence that focused on technical efficiency impacts. In this article we attempt to illustrate the potential benefits to Alaskan commercial fisheries expected from enhancements to the Alaska Ocean Observing System (AOOS) through changes in fishery management strategies. In particular we show how the use of improved AOOS data in research, stock assessment, and ultimately fisheries management has the potential to result in significant benefits in the Bering Sea and Gulf of Alaska groundfish and Kodiak king crab fisheries. We show through a case study approach that information such as might be provided by an enhanced AOOS could conceivably contribute over $600 million in additional annual revenue in Alaska's groundfish fishery. In addition we estimate that had the information from such a system been available in the 1970s and 1980s the Kodiak king crab stock collapse could have been avoided and $60 million in annual revenues generated. Benefit estimates (as measured by revenue increases) are based on the assumptions that when better data is delivered those data will be integrated into stock assessment models; when better data are integrated into the models the new data will actually improve the reliability of the models; and when the reliability of the models is improved predictions will be accepted by managers or industry members.  相似文献

Australia port reform initiatives have taken on a variety of forms — from out-right sale and transfer of ownership, to the sale of particular assets of infrastructure or services, or to long-term lease arrangements; or in some cases state governments, unable to relinquish control, have opted for corporatization or commercialization strategies. Reform is driven by the belief that ownership impacts on efficiency and efficiency is perceived to suffer if governments either retain ownership or direct control. As a result a major aim of reform is to either remove or distance governments from day to day port operations. The sale of ports removes government control outright and privatized ports are subject to identical regulatory constraints as any company in the private sector. But corporatization strategies are such that government ownership is retained and ports have been transformed into statutory state owned corporations. Effectiveness of this strategy requires legislation to be such that port corporations are free to operate like their private sector counterparts. To date this has not occurred and some serious impediments are emerging which are embedded in legislation and which, rather than reduce, have indeed, increased government control.  相似文献

On 1 January 2015, the sulphur upper limit for marine fuels used within sulphur emission control areas was lowered from 1% to 0.1%, with which vessels can comply only through using pricier ultra-low-sulphur fuel, or investing in abatement technologies. A potential increase of fuel prices could lead to closures of services due to the combined effects of loss of market due to higher freight rates, and increased operational costs. This paper builds on previous work allowing the modelling of modal shifts between sea and land-based options, and assesses the potential of operational measures that ship-owners can deploy to cope with the threat of the low-sulphur requirements. The measures include speed reduction, change of service frequency, use of alternative fuels such as liquefied natural gas, investments in scrubber systems, and improved fleet assignment. The proposed measures are tested on a set of case studies for services that are part of a short sea shipping network of a leading Ro-Ro operator. The results of this work can be useful to practitioners seeking to design new strategies that improve the resilience of their network, as well as to regulatory bodies designing new regulation that could have negative implications on certain sectors.  相似文献
