The ever-changing environment in which ports operate has put strong pressure on the traditional role of public port authorities. Market developments have created the need for ports to be part of wider logistics networks and to provide value-added services. Powerful private players who are organised on a global scale, such as carriers, terminal operators and logistics service providers, struggle to gain control over port-oriented logistics networks whereas port authorities very often seem to remain local spectators with limited influence on these market-driven processes. Port authorities are on the other hand, the focal point of criticism from societal interests such as local government, NGOs and citizens for negative externalities related to port development and port operations even if these do not always fall within their direct responsibility. In 1990, Richard Goss questioned, albeit rather rhetorically, the need to have public sector port authorities. Since then scholars have demonstrated a true renaissance or renewed interest in the role of port authorities, recommending repositioning and development of new strategies. Parallel to the concept of the ‘renaissance man’, which is defined as a person who is well educated and excels in a wide variety of subjects or fields, a kind of ‘renaissance port authority’ is emerging from literature which may take on a variety of facilitating and even entrepreneurial tasks. The purpose of this article is to develop a conceptual framework for the various options at hand, based on an extensive literature review of port authority functions. The framework also identifies the principal governance-related factors that may in practice enable or prevent port authorities, particularly in Europe, from assuming the renaissance ambitions advocated by scholars. The hypotheses developed in this article form the basis of a wider empirical research agenda into reform of port governance in Europe and elsewhere in the world.  相似文献

ABSTRACT

Balancing economic activities with socio-environmental considerations has become a global standard for the construction of large scale infrastructure projects, including ports. In this discourse, stakeholder participation and environmental and social impact assessment (ESIA) have been stressed as important tools that can help port managers to co-create values, avoid conflicts and promote inclusive growth. Drawing on qualitative research tools and stakeholder theory, this paper explores whether and to what extent local stakeholders’ inclusion has substantial influence on addressing their socio-cultural concerns and interest. This is illustrated with a case study of an ongoing port expansion project at Ghana’s largest port of Tema. The findings suggest that although the port authority conducted an ESIA and engaged local stakeholders as part of the planning process, this did not translate into preventing the loss of valuable cultural resources of the local communities. The port authority did not place ‘value’ on cultural resources of the local communities that cannot be expressed in monetary terms. Further, lack of good faith engagement with local stakeholders led to conflicts in some cases that triggered a court action and delays. The paper concludes that stakeholder participation if not applied well, can become a ‘post-political’ tool.  相似文献

Seaports are a vital part of the maritime transport industry and have a key role in integrated transport chains and regional economies. However, ports are also sites of environmental pollution originating from land-based activities, ship movements and ports’ own activities. It is, therefore, increasingly recognised that economic growth in ports must be balanced with environmental protection and social progress. This has led to enhanced appreciation of the need for sustainable development (SD) in ports. Whilst much has been written about port environmental practices in European and American ports, there is limited synthesis and comparison of sustainable port practices from different parts of the world. Furthermore, in-depth case analysis and critical examination of the practices and challenges of sustainable port development in a globalised era is limited. This paper presents findings from a qualitative multi-case study that aimed to compare sustainable policies and practices of ports in four different continents and to understand the dilemmas, challenges and opportunities they face in attaining SD. This paper reports findings pertaining to the following research questions: (1) What policy frameworks do ports adopt to attain sustainable development? (2) What specific sustainable practices do ports utilise to manage environmental aspects such as air pollution, water quality, ballast water, dredging and disposal of dredged materials, waste disposal, hazardous substances and land/resource use? (3) What are the driving and constraining forces in achieving sustainable development in ports? Port authorities were studied by reviewing documents and secondary data. The following ports were studied: Port of Long Beach (USA), Port of Rotterdam Authority (The Netherlands), Sydney Ports Corporation (Australia) and Transnet Limited that owns and manages South African ports. Findings of the study demonstrate that the SD paradigm has gained momentum, albeit to differing degrees, in the functioning, organisation and the very ethos of case study ports. An important theme from all case studies is that, whilst there is definite progress towards SD, several practices deemed to be sustainable can be controversial and must be critically examined from the perspectives of different stakeholders including shippers, port-related businesses and the local and global community. Lack of data to monitor environmental impacts, economic costs of implementing sustainable practices and complexities of international, regional and national regulations were other constraining factors. On the other hand, reconciling differences between stakeholders and capitalising on economic opportunities, operational efficiencies and cost savings offered by environmental friendliness can advance port SD. Public–private partnerships and policies negotiated by involving all stakeholders were found to foster port sustainability. Most importantly, this study found that, with globalisation, environmental impacts of ports are not always localised. ‘Sustainable’ practices can have unintended consequences in other parts of the world. Therefore, globalisation necessitates a more critical and global analysis of port operations and environment practices in order to be truly sustainable. Although the scope of the research findings is limited to case study ports, the lessons drawn can be constructively applied to any port operating within an institutional system of structured SD.  相似文献

This paper first presents arguments for having public sector port authorities. They can deal, flexibly and permanently, with property rights within their own areas. They can plan and regulate port areas comprehensively. They can provide ‘public goods’. They can deal, in various ways, with externalities. They can promote efficiency, whether their own (if they operate as a comprehensive port) or that of the private sector (if they are largely landlords). For example, if their policy is to rely on the private sector to produce efficiency through competition then they can see to it that there actually is competition and not any kind of cartel or monopoly. Examples are cited where this last function has not been performed. The exception for single-user ports is noted.

Against them are the general disadvantages of public authorities (or bureaucracies)—though examples are cited where port authorities had very small staffs. The common instances of ‘market failure’ may thus be contrasted with those of ‘government failure’. Finally, a pragmatic approach is advocated, tailored to the needs and resources of the country in question. The increasing effect of the economies of scale in port technology, and its limitation on competition, is, however, noted and to be discussed in the next paper.  相似文献

Local air pollution is the most relevant externality of maritime transport, and its effects are more acute in urban areas as a result of manoeuvring, hotelling and load/unload activities at ports. This article is intended to assess ships’ local air pollution impact in generally densely populated harbour areas to decide whether alternative power supply measures are feasible. First, an optimized infrastructure investment model is developed to ease implementation and maximize the efficiency of alternative power supply projects. Once target harbours and traffic (ship types) within a national port network have been chosen, a vessel traffic analysis (ship type, tonnage, manoeuvring, and hotelling times) is carried out to quantify and evaluate annual polluting emissions (PM2,5, SO2, NOx, and VOCs) and their externalities. Finally, the assessment model is applied and results of the Spanish port network case study are discussed. The results obtained are significant and bring the possibility of further controlling the ship’s environmental performance at berth.  相似文献

Climate change is having and will continue to have a range of negative impacts on social–environmental systems. Many ports, with their coastal locations and essential roles in regional and national economies, face particular exposure to storm impacts that may worsen with climate change. Currently in the United States port resilience planning falls primarily on port operators. Engaging a wider range of stakeholders in long-term seaport functioning may reduce risks from disruptive and potentially irreversible impacts of climate change. This study uses empirical data gathered through two case studies of highly exposed U.S. ports, Gulfport (MS) and Providence (RI), to identify strategies that port planners and external stakeholders consider feasible for enhancing their port's resilience. This article categorizes these resilience strategies and suggests the potential role that different stakeholders could play in facilitation and implementation.  相似文献

There is disjunction between the national port policy and the national transport policy in Malaysia, as the latter, for much of its time, focused on national integration rather than trade facilitation. During Malaysia's concentration on national integration, it relied on Singapore as its main port. This allowed Singapore to develop as a centre of transport for Malaysian trade. To break Singapore's stranglehold on its cargo and to make Port Klang a regional hub port, Malaysia must reconcile its national transport and port policies, with the main aim of facilitating trade. In view of the strong presence of transnational corporations in its trade and the fact that world trade today is based on reciprocity, Malaysia may have to consider a more laissez faire approach with regard to port development.  相似文献

The cruise ship industry is currently undergoing a period of rapid expansion. New cruise capacity threatens to produce overtonnaging, with future berths exceeding demand. Despite this development, cruise operators are confident that a growing North American market will be able to satisfy the equilibrium condition sought by vessel operators. This research explores where the new tonnage might be deployed and its eventual impact on the cruise industry. Geographic concepts are utilized to test and support the premise that geography contributes positively to the cruise port selection process. Itineraries, influenced by ‘site’ and ‘situation,’ are presently still the most important factor affecting cruise port selection.  相似文献

This paper discusses the strategies which might be adopted by port authorities, given that modern port technologies have considerably limited the scope for competition. It therefore analyses the several forms of competition relevant to ports, any or all of which may apply in any given instance.

It describes the 'minimalist strategy, which consists of recognizing that public sector bodies have many faults, may make many mistakes and that well-intentioned attempts to rectify faults in the private sector may make matters worse. Second, it describes the ‘pragmatic’ strategy, which involves establishing committees to examine problems and to recommend actions, if they can reach a consensus. Third, it describes the ‘public sector’ strategy, which involves the port authority taking over all port functions. Finally, it describes the ‘competitive’ strategy, which involves a careful reproduction of the circumstances of competition, even though there may be room for only one efficiently-sized operator at a time. Franchising, or short-term leasing on any of a variety of competitive bases, so as to produce serial competition is described. Each of these strategies is presented as having its own advantages and disadvantages, and each may be suitable to particular circumstances.  相似文献

U.S. ports are facing competitive pressures similar to those being felt by ports elsewhere around the world. Despite the public enterprise nature of U.S. port authorities, they tend to function as 'business-like' organizations. This enterprise-like approach stems from their evolution from being primarily private railroad ports in the 19th century to public competitive port authorities in the 20th century. This paper provides an overview of the evolution of U.S. ports and the ongoing effect of earlier legislation, the varied resulting institutional structures, and current national and regional level issues. Although there is no national ports plan or strategy in the U.S.A. (the Constitution limits federal actions in the ports field) the federal government is involved in providing dredging services through the Army Corps of Engineers, navigation aids via the Coast Guard and other minor port-related services. U.S. ports typically come under the jurisdiction of state or local governments. Increasing competition coupled with other port issues (growing financial constraints, difficulties in obtaining dredging permits, environmental concerns and restricted landside access) is forcing some U.S. ports to enter into strategic alliances with others at a regional level.  相似文献

Port authorities, like other organizations, have been constantly required to evolve in response to business, environmental, and technical changes since the 1980s to continue improving their competitiveness and performance. However, people often resist change due to various reasons, and the uncertainty of change has been pointed out as one of the most important reasons why this happens. This study contributes to social information processing (SIP) research and constructs an SIP model to explore employee’s response to port organizational reform in Taiwan. Empirical results are consistent with general job schema, where employees with job security orientation are less supportive of port corporatization, and those with corporate development orientation are more supportive of port organizational reform. Organizational trust and job conception are related to port workers’ attitude to port corporatization. Nevertheless, organizational communication does not positively moderate the relationship between job schema and employee attitude to port organizational change.  相似文献

Abstract

Indigenous peoples’ efforts toward environmental conservation are indivisible from their cultural identity and their social and political organizations. Indigenous resurgence, including the reinvigoration and reestablishment of Indigenous ways of living, are linked to the management, restoration, and conservation of marine and coastal ecosystems around the world. However, there remains a significant gap in the recognition and support of Indigenous governance systems in international policy discussions regarding conservation work. As a way to address this gap, we offer an analysis of marine Indigenous community-led conservation initiatives from around the world that were recipients of the UNDP Equator Prize, framed by initial research on Indigenous-led conservation in British Columbia, Canada. We highlight specific Indigenous governance strategies undertaken by such communities that foster both marine resource conservation and stewardship. The strategies we identified included practicing Indigenous traditional resource management, protection of traditional territories, Indigenous-led actions of environmental conservation, and data collection and monitoring. We also identified networking and collaboration with non-Indigenous supporters, as was reinvestment into education and capacity-building within the community. We conclude with concrete policy suggestions drawn from these cases that can help strengthen the leadership and self-determination of Indigenous peoples on local resource and environmental issues, and aid in much broader conservation efforts globally.  相似文献

ABSTRACT

Ports are an important driving force for world economic growth, but they consume considerable energy. The marine sector has proposed the development of green ports to achieve low-carbon sustainable development. This paper presents a green project scheduling model of port construction to optimize comprehensive economic and environmental efficiency. Various realistic constraints are considered, including investment scale, energy savings, emissions reduction, and project priority. Comprehensive efficiency involves cost reduction, energy savings, emissions reduction, and other efficiency goals. The problem is formulated as an integer program and is solved using CPLEX in a general algebraic modeling system (GAMS). We use a representative port in China as a case port in solving its green project scheduling. The results show that the port can save 6,527 tons of standard coal, reduce 40,875 tons of CO2, and save 49 million yuan per year in the five-year implementation period. The payback in investing in these green projects is less than six years. From an economic and environmental perspective, the comprehensive efficiency achieved is significant.  相似文献

The attractiveness of ports is usually a pre-requisite and necessary condition for ports to achieve competitiveness, as well as the springboard to explore the competitive advantages of ports. To determine whether a port is competitive, it is necessary to explore whether it boasts certain factors that make the port attractive to users. The main purpose of this article is to apply the Analytic Hierarchy Process (AHP) method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) technique to evaluate key determinants of attractiveness and their cause/effect relationships for container ports in Taiwan. The empirical results showed that: (1) Top six determinates of attractiveness for container ports are ‘ample cargo sources,’ ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ ‘efficient wharf operations,’ and ‘adequate wharfs and back-line land,’ respectively. (2) Among the above six determinants of attractiveness, ‘ample cargo sources’ is the cause determinant. Three determinants of port attractiveness, ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ which are the effect determinants. They are affected by the determinants of attractiveness of ‘ample cargo sources’. In addition, this study discusses the above findings and expects to provide the study results to Taiwan’s port authorities for reference.  相似文献

Port choice is an important issue to be investigated to ensure the effective integration of container supply chains and the sustainable development of regional economy. The selection of appropriate ports to facilitate shipping activities and international trade is crucial for many stakeholders, including shipping lines, port administrators, cargo shippers and national governments. The task is essentially a process of multiple criterion decision-making (MCDM) under uncertainty, requiring analysts to derive rational decisions from uncertain and incomplete data related to different quantitative and qualitative determinants. This paper aims at proposing a new conceptual port choice method by explaining the role fuzzy logic in evidential reasoning in a complementary way, in which various forms of raw data (either objective or subjective) collected to evaluate port performance can first be converted into and presented as fuzzy grades defined using linguistics terms with degrees of belief (DoBs) and second be combined using evidential reasoning to produce a port choice preference score. The method is applied to analyse the selection of major Northeast Asian (NEA) container ports from a shipping line’s perspective. The outcome, a port choice preference score, is calculated using evidential reasoning to directly synthesize the true estimation of the port with respect to each criterion and therefore, unlike a relative ranking index, keeps the ‘goodness’ of port evaluation, capable of benchmarking a specific port’s performance and monitoring the increase of its competitiveness in a longitude study with respect to an individual criterion or all the criteria as a whole.  相似文献

The ‘Silk Road Economic Belt and the 21st-Century Maritime Silk Road’ (One Belt One Road, OBOR) strategy initiated by the Chinese government has a significant impact on the business and logistics modes which involves Asia, Europe, Africa, and their adjacent seas. Many countries and ports are developing new strategies that are suitable for this economic environment. Compared with many ports in the world, the ports in Zhejiang province of China have a novel property. In addition to Ningbo-Zhoushan port, there are several other sea ports and river ports in that province. In this paper, we propose a concept of port service network that consists of a huge hub and multiple ports. Ports of small and medium sizes can share their capacities of different types of port service with the hub when the service capacities are integrated into the network. We develop a mixed integer nonlinear programming model to determine the optimal decisions in such a network with constraints on the budget to conduct integration. An optimization algorithm incorporated with a genetic algorithm is developed to solve large size problems. We provide managerial insights on the policies of government, including expanding port capacity, reducing fixed integration cost, and providing better financial condition.  相似文献

While road freight transport is essential to any modern economy, short sea shipping (SSS) offers a competitive alternative mode of freight transport in terms of private and social costs, when applied in the connection of mainland ports. This mainly stems from the fact that within the context of the latter costs, accidents and environmental impacts in many road links constitute undesirable externalities with which road freight transport is heavily burdened. This paper compares the aforementioned economics of road and sea transport with reference to the connection of the port of Patra (the main western freight gate of Greece) with West Attica (the biggest Greek industrial centre), aiming at providing a viable solution towards the promotion of SSS in the transport chain between mainland ports.  相似文献
