Urban public transport energy use is determined largely by the weight of the vehicle, and frequency of intermediate stops, imposing repeated acceleration/steady running/braking cycles, in which much of the kinetic energy is dissipated. Energy consumed for the same capacity and vehicle performance may be reduced by coasting, cutting vehicle weight, and use of regenerative braking, on electrically‐powered systems, to convert the otherwise wasted braking energy into useful form. Particular attention is paid to the last‐named, identifying results of past experience and recent simulations. Practical constraints limiting the amount of energy actually recovered are discussed, including proportion of vehicle weight braked electrically, receptivity of the supply system, stop spacing and number of vehicles operated simultaneously. Reference is also made to battery vehicles and flywheel energy storage. It is suggested that considerable scope exists in urban electric rail operation for reduced energy consumption, as existing fleets are replaced by lighter weight vehicles, fitted for regenerative braking. Further savings may come from use of inverter equipment. Rate of fleet renewal may be an important factor. Buses are already much more energy efficient, and dramatic gains are unlikely. However, there is some scope for use of flywheel energy storage, and regenerative braking on trolleybuses. 相似文献

Because of a general trend of increasing costs of public transport operations and higher subsidies (in some cases accompanied by falling patronage) the European Conference of Ministers of Transport (ECMT) initiated a study of subsidisation and sought the help of the Transport and Road Research Laboratory. The study, in which eighteen countries took part, was concerned with the aims of subsidy, the sources and conditions attached to subsidy, trends in subsidies and the effect of subsidies on patronage, fares, service levels, costs and productivity.The qualitative information concerning the aims of subsidy was analysed in relation to the likelihood of achieving such aims, taking into account current experience of attempts to switch car drivers to public transport. The quantitative information on trends referred to public transport stage services covering where possible the entire country and relating to the period 1965–77; these data were supplemented by data from 59 cities in different parts of the world collected in the course of a TRRL-sponsored study of travel demand factors. The relationship between patronage and service levels, and between subsidies and various operating factors, including costs and productivity, were studied using regression analysis and the general conclusion reached was that although the major part of the subsidy paid was reflected by reduced fares and improved service levels there may well have been some leakage into higher unit costs and manning levels. 相似文献

ABSTRACTThrough the comprehensive consideration of four subsystems – overall development level, infrastructure construction, public transportation service level and policy support – an index system of public transport priority performance evaluation is established. A performance evaluation of bus priority implementation in Wuhan City from 2007 to 2016 is carried out by applying the difference coefficient CRITIC-TOPSIS model. The obstacle factor model is also used to diagnose the factors affecting the priority performance of urban public transport. The research results show that, during this decade, the comprehensive performance of Wuhan City’s public transport priority developed from poor to medium, then to good and finally to excellent. The overall development level and infrastructure construction performance subsystems have the highest obstacle degree, followed by public transportation service levels and policy support performance subsystems. The research idea and method of this paper provide a realistic basis for promoting the priority performance of urban public transport. 相似文献

When public transport is the main means of travel in urban areas, management and planning are easy and the main objective can be to minimise costs for the demand available, i.e. maximise profit. However when public transport faces competition from other modes of transport, and activities can be undertaken in a variety of locations, then the management and planning of public transport services is considerably more difficult.This paper examines a methodology for representing consumer behaviour when faced with alternative travel decisions, in order to identify the demand for public transport and to help operators adjust services and prices to maximise demand, when considering people's disposable income, the alternative modes and activity locations available. From this it is possible to devise criteria for maximising consumer surplus in a city, taking into account social benefits. 相似文献

Abstract This two‐part article, concerned with the way public transport ridership is affected by the various relevant factors, is based on the Executive Summary of The Demand for Public Transport (Webster and Bly 1980), the report of the TRRL‐sponsored International Collaborative Study on Factors Affecting Public Transport Patronage. Part I of the article, which was concerned with the social and economic conditions in which public transport operates, showed the importance of the background factors such as income, car ownership and land use on public transport usage: it also indicated how the longer‐term impacts of the more direct demand factors (fares, service levels) often show themselves in changes in car ownership levels, activity patterns (i.e. where people live, work, shop, socialize, etc) and land‐use development. Part II reviews the current state of knowledge on the effects of changes in fare levels and quality of service and of the introduction of various traffic and transport measures (traffic restraint, bus priority, etc): it outlines current methodology on costing public transport services and draws the supply and demand sides together in a consideration of particular strategies which are at the disposal of the operator, the planner and the policy maker. 相似文献

This two‐part paper contains most of a report prepared by TRRL for the European Conference of Ministers of Transport, and presented by one of the authors to the Council of Ministers in November 1984. Part 1, which was published in the January‐March 1986 issue of Transport Reviews, looked at the way cities have been changing over the years and the influence of growing car ownership on trip patterns. This part examines the changes in public transport use in more detail, considers the interactions between the various underlying trends, speculates on future travel patterns by both public and private means and considers the likely impact of land use and transport policies. 相似文献

Research should be fundamental to transportation as a phenomenon, and yet central to the problems that need to be solved. This paper looks at the history of transportation research in the U.S. with a view toward understanding the bases of past research priorities, and deriving a basis for proposing future priorities. As a result, varieties of research are proposed. They include research which is progressive by criteria of the field during past decades, research which is critical or established as needed by rejection of those criteria, and research which arises as newly required by recent mandates to the field. This article describes some general features of public transport provision in the urban areas of Japan (especially the large urban areas), and some specific features of an integrated transport system currently being developed in one such area. Although there are a number of important differences between Japan and the United Kingdom — such as the degree of urbanisation, level of car ownership, the responsibilities of government organisations and the existence of private railways in Japan — there are many similarities in the role that public transport plays and the factors which influence the efficiency of public transport.The success or otherwise of the developments in urban public transport systems in Japan would seem to have important implications for the design of transport systems in the similarly dense and compact conurbations of the United Kingdom and other European countries. 相似文献

In recent years, management and academics have increasingly focused on quality management in public transport. In particular, many public transport operators regularly monitor their service quality over time and use these data to assess quality performance (e.g., for performance-based quality contracts) and to determine managerial decisions (e.g., budget allocations for service improvements). However, despite the widespread applications of service quality data in practice, it is unclear whether cross-sectional analyses and cross-temporal comparisons of service quality data provide valid insights for quality management purposes. In this study, we investigate the usability of cross-sectional analyses and cross-temporal comparisons of service quality data by conducting an empirical study that tracked a panel’s perceptions of the service quality of public transport and its choice over the course of three consecutive years. The results demonstrate that cross-sectional analyses provide valid insights for quality management. However, cross-temporal comparisons should be interpreted carefully because the results of these comparisons are surprisingly unreliable. In fact, we find that service quality data do not provide reliable results over time and therefore conclude that cross-temporal comparisons of service quality data must be interpreted with caution for quality management in public transport. 相似文献

In recent years in the European Union (EU), we have witnessed an externalization process of the provision of local government services, in order to separate the political responsibility and the direct delivery of the service. The reasons that justify this process are focused on the belief that the private sector is more efficient in carrying out economic activities, the pressure to reduce the public deficit and the public debt, the search for management systems that bypass public administration procedures, and the increase of control on local governments in auditing and accountability issues.The objective of this paper is to compare the efficiency of public and private sectors in the provision of urban transportation services. This paper shows the results of an empirical study commissioned by the Regional Audit Office of Catalonia (Spain), in order to evaluate the efficiency with which urban transportation services are delivered in the most important cities of this region. This efficiency study has been carried out using the Data Envelopment Analysis (DEA) model, multiple linear regression and logit and cluster analysis. The results allow us to conclude that, in the cities studied, exogenous factors are not relevant and the private management of urban transport service is not more efficient than public management. 相似文献

Transport demand in western Europe has risen steadily in recent years and the forecasts are that the unrestrained demand will continue to rise in the foreseeable future. This growth has put considerable pressure on the resources available to finance infrastructure investments and to fund what are seen as socially important social services. The recent developments in eastern Europe and the anticipated growth of the post-Communist states will put further strains on the fiscal ability of authorities in these countries to fund transport investments and operations. The outcome has been revisions in the way transport projects are funded. The present study uses meta-regression in order to explain the wide variation in elasticity estimates obtained in previous demand studies, and provide summaries of several bus demand elasticities.One important finding as to the price elasticity is that the often cited rule of thumb of −0.3 holds good if quality of service represented by vehicle-kilometres is treated as an exogenous variable, but not when it is treated as endogenous.Based on the results it is recommended that demand models should include car ownership, price of petrol, own price, income and some measure of service among the explanatory variables and that the service variable should be treated as endogenous.In previous meta-studies in this field focus has been on own price elasticity only while this study also includes elasticities with respect to, level of service, income, price of petrol and car ownership. The short run for the US are found to be −0.59, 1.05, −0.62, 0.4 and −1.48 respectively. 相似文献

Markets for transport are often characterised by unequal demand in both directions: every morning during peak hours the trains are crowded while moving towards the direction of large cities, whereas they may be almost empty in the other direction. In this paper we discuss the implications of these imbalances for price setting of transport firms. From the viewpoint of economic theory, two regimes can be distinguished: one where – owing to price discrimination – the flows are equal, and one where unequal flows are the result. Special attention is paid to the case where the transport firm does not apply price discrimination, as is the case with most railway firms in Europe. We find that in the case of substantial joint costs, the introduction of price discrimination not only leads to an increase of profits, but also to positive effects on consumer surplus. This result differs from the standard result in the literature on industrial economics. The standard result purports that with linear demand functions price discrimination has a negative impact on the welfare of the average consumer and that this negative impact dominates the positive effect on profits of the producer. 相似文献

Summary This paper has reported on a study of relative opportunity—not absolute opportunity. Minimum absolute standards for mobility or accessibility are difficult to justify. Some additional study into the development and application of absolute mobility standards may be warranted. The application of the mobility evaluation model has primarily focused upon a corridor line‐haul system. Conclusions suggest that such a system will not markedly improve existing transit mobility levels in either the peak hour or the off‐peak. The experimental work has verified this conclusion, and more importantly, it has detailed quantitatively the exact levels and spatial distribution of mobility improvements. However, this study does not include a comprehensive analysis of all methods of mobility enhancement, nor does it undertake a comparison of alternative means of mobility improvement. Certainly other methods to improve access to opportunities should be explored before policy considerations are finalized. These methods include other transit solutions, land use alternatives, socio‐economic policies, and other‐mode transportation alternatives. The accessibility technique and mobility indices approach appears to have general applicability in the analysis of optimal strategies for system evaluation. Of interest is an examination of alternative feeder transit systems to the corridor line. Additional research with the model might point out the maximum mobility effects expected through improved collector service in the suburbs, with corridor line‐haul to the CBD. The indices are also readily available for a comparison of mobility patterns for different urban areas. Application of the program to transit and socio‐economic data for a set of cities would yield an indication of the relative mobility levels provided. Such data might be considered as an evaluation criterion for future transit funding by federal officials. In addition, the model is currently being considered by UMTA as a tool to aid in the evaluation of the equitable distribution of transit system benefits as defined in Title VI of the Civil Rights Act of 1964.25 The mobility output would serve as an indicator of the levels‐of‐service provided to certain disadvantaged urban groups. For this application the computer model is being altered to achieve compatability with the Transportation Planning System (UTPS) computer model package developed by UMTA. 相似文献
