基于Flexsim的深圳港铜鼓航道通过能力仿真研究

为研究深圳港铜鼓航道通过能力,提高航道服务水平,通过分析港航系统作业流程,基于Flexsim仿真平台,构建了深圳港铜鼓航道仿真模型。基于不同水平年分航段、分吨级、分货类的通航船舶艘次预测结果,通过仿真试验,对深圳港铜鼓航道二期工程实施前后航道的通过能力和服务水平进行分析。结果表明深圳港铜鼓航道二期工程可有效提升航道通过能力、缩短船舶等待航道时间、提高航道服务水平。研究结果可为航道建设方案提供重要的决策依据。

A risk assessment model with systematical uncertainty treatment for container shipping operations

ABSTRACT

The substantial adverse effects of risk factors on container shipping and logistics promoted a deep integration of risk analysis into the decision-making process. This paper aims to develop a well-grounded quantitative model to operational risk in a container shipping context. Considering uncertainty as a primary component of the risk concept, methods were employed in an inter-complementary manner to enable not only a sense of foreseeability but also a deeper look into the weaknesses of the knowledge base. The intersubjectivity of the input extraction process was supported by the Evidential Reasoning (ER) algorithm. Risks are then assessed based on a Fuzzy Rules Bayesian Network (FRBN) model with a 2-level parameter structure before meaningful interpretations can be derived through a new risk mapping approach. Besides an illustrative case study, the model was tested by sensitivity analysis and an examination of multiple validity claims.

针对造船供应链与物流服务供应链(LSSC)对接的问题,基于演化博弈论分析了造船供应链与LSSC对接的动态演化。研究结果表明:合作成本、超额收益、奖惩系数、收益分配系数、成本分摊系数和背叛收益等都会对造船供应链和LSSC的对接产生影响。通过调整这些参数的大小,可以实现二者的成功对接。

Business-process management in high-turbulence environments: the case of the offshore service vessel industry

This article focuses on business-process management in turbulent business environments, more specifically, the management of offshore service vessel (OSV) companies in environments of high volatility and complexity. Such logistics service providers must deal with various heterogeneous elements, and may face extreme situations with uncertain outcomes. This can have implications for the business processes and the business model implemented within the firm. The study reported here employed an explorative qualitative approach with in-depth case studies of firms in the OSV industry in the North Sea and the High Arctic. The results indicate that, in order to tackle the logistics challenges of turbulent environments, a firm may have to introduce entrepreneurial business models with strong links to external actors. To meet the needs of various stakeholders, three business processes are crucial for handling increased turbulence: (1) resource re-configuration adding basic resources as well as dynamic capabilities; (2) knowledge base and capacity, increasing cooperative relations with other firms and (3) added stakeholder- and knowledge-providing business processes. Results from in-depth studies in two different environmental contexts within offshore petroleum operations underscore the importance of adapting business-process management to task-environment complexity and uncertainty.

针对构建面向服务的舰艇编队一体化作战研讨厅式综合集成作战系统缺乏统一服务模型与成熟开发方法的问题,对一体化指挥决策服务提取技术展开了研究。给出了一体化指挥决策服务的相关概念,分析了面向服务的领域分析与UML的特点,提出了UML与FODA相结合面向服务的领域工程思路,给出了领域分析过程的UML描述模型,建立了基于UML领域分析的舰艇编队一体化指挥决策决策服务提取方法与过程模型,为舰艇编队一体化作战研讨厅式综合集成作战指挥系统的构建提供了技术支撑。     

探讨海南省洋浦港港口总体规划的修编

2008年4月胡锦涛总书记提出:"要以洋浦经济开发区为龙头,努力打造东南亚的航运枢纽、物流中心和出口加工基地。要实现这一战略定位,必须要调整洋浦港原有港口总体规划。介绍了洋浦港的位置,进入21世纪洋浦港呈现的特点。分析了洋浦港总体规划(2005年3月)的特点及存在的问题。分析了洋浦港总体规划(2008年11月)的特点及面临的问题。提出了未来洋浦港发展的战略对策。     

通过主成分分析研究比较港口物流发展趋势——以广州港为例

通过主成分分析法可以评价一个港口的综合物流发展水平和潜力。以广州港为例,建立了展示其综合发展的数学模型,同时选择邻近的深圳港进行对比分析。结果表明广州港的货物吞吐量短期内难以与深圳港匹敌,但其广阔的腹地物流支持和经济发展潜力使其整体竞争力快速上升。对广州港集装箱以及运输系统的直接货源腹地--珠江三角洲地区也作了详细分析,并且用最新的竞争情报分析阐述了其在发展过程中所遇到的问题和挑战。最后探讨了通过加强广州港集装箱运输系统的建设,配合公路、铁路以及内陆水系的配套设施以发展整体的第3方港口物流,从港口物流规划的高度综合展望了广州港未来的发展策略。     

Evaluating the service requirements of dedicated container terminals: a revised IPA model with fuzzy AHP

The purpose of this article is to evaluate the service requirements of dedicated container terminals (DCTs). In this article, the service attributes (SAs) of DCTs were first discussed. A fuzzy analytic hierarchy process model was then constructed to measure the users’ perceived importance and dissatisfaction for each of the SAs. Based on these two measurements, a revised importance-performance analysis model was proposed to identify the SAs that should be improved. To validate the model, the dedicated container terminal of Evergreen Marine Corp. (EMC DCT) at Kaohsiung Port and its users were empirically investigated. With respect to the empirical results, managerial implications of the findings in improving service quality for the EMC DCT are discussed.

Do port security quality and service quality influence customer satisfaction and loyalty?

ABSTRACT

This study uses Kaohsiung Port as a case study to evaluate the relationships between port security quality, port service quality, customer satisfaction, and customer loyalty. For this purpose, a survey was conducted with shipping companies and freight forwarders in Taiwan. The results indicate that port security quality has a direct and positive impact on both port service quality and customer satisfaction; port service quality has a direct and positive impact on both customer satisfaction and customer loyalty; and customer satisfaction has a direct and positive impact on customer loyalty. However, the impact from port service quality is more significant than that of port security quality. Accordingly, this study suggests that Kaohsiung Port should concentrate on improving its service quality in order to enhance customer satisfaction and customer loyalty.     

中国港口向现代服务业转型发展的思考

目前,虽然我国港口取得了快速发展,但服务功能大多仍停留在传统的货物运输和装卸层面,物流服务功能等还未得到充分拓展,与经济社会发展的要求还有差距。基于港口向现代服务业转型的内涵,针对我国港口发展实际,从提升传统服务功能、拓展物流服务功能、加快大宗商品交易平台建设等几个方面提出我国港口向现代服务业转型发展的对策建议。

分析了不同阶段物流及港口发展的关系表征,进而分析了港口推动现代物流方面的优势。随后,从四个方面阐述了建立物流中心的战略意义。     

Knowledge management for maritime logistics value: discussing conceptual issues

This paper introduces the concept of maritime logistics value as one of the most significant strategic goals that maritime operators want to achieve. The value is reflected in operational efficiency (e.g. reducing lead time and business costs) and service effectiveness (e.g. flexibility, responsiveness and reliability in the service). Drawing from key theories and practices in strategic management such as knowledge-based perspective and social network embeddedness perspective, this paper adopts a knowledge management strategy as a way to create and sustain the maritime logistics value. A conceptual framework is established for the exploration of the way to acquire knowledge and the effectiveness of the acquired knowledge in maximising the maritime logistics value. Following the parameters of this framework, the positive relationship between social networks, knowledge acquisition and maritime logistics value is identified, and its relevant theoretical and practical implications are discussed.
