This paper performs an ex-post cost–benefit and distribution analysis of the Gothenburg congestion charges introduced in 2013, based on observed effects and an ex-post evaluated transport model. Although Gothenburg is a small city with congestion limited to the highway junctions, the congestion charge scheme is socially beneficial, generating a net surplus of €20 million per year. From a financial perspective, the investment cost was repaid in slightly more than a year and, from a social surplus perspective, is repaid in < 4 years. Still, the sums that are redistributed in Gothenburg are substantially larger than the net benefit. In the distribution analysis we develop an alternative welfare rule, where the utility is translated to money by dividing the utility by the average marginal utility of money, thereby avoiding putting a higher weight on high-income people. The alternative welfare rule shows larger re-distribution effects, because paying charges is more painful for low-income classes due to the higher marginal utility of money. Low-income citizens pay a larger share of their income because all income classes are highly car dependent in Gothenburg and workers in the highest income class have considerably higher access to company cars for private trips. No correlation was found between voting pattern and gains, losses or net gain. 相似文献

The Stockholm congestion charging trial in 2006 demonstrated the effects of a full-scale time-differentiated urban road toll scheme. Improvements in travel times were large enough to be perceived by the general public. This was pivotal to the radical change of public attitudes that occurred during the trial and that resulted in a positive outcome of a subsequent referendum on a proposal for making the system permanent. This paper summarises the effects of the trial and analyses to what extent targets were met. Effects on congestion reduction were larger than anticipated, which also resulted in favourable economic and environmental effects. The trial showed that a single-cordon toll could affect traffic within a large area, i.e., not just close to the zone limits. 相似文献

In the Stockholm Trial, congestion charges and the expansion of public transport services were closely linked together in marketing efforts, as well as in political decisions. In this paper, we analyse the role that public transport may have played in increasing acceptability and feasibility of the scheme. We study four aspects of the relationship between charging and public transport provision: (i) the initial modal share, (ii) contribution to modal shift (iii) compensation to losers (iv) revenue hypothecation. Our analyses, based on a combination of primary and secondary data, support the hypothesis that public transport contributed to the successful implementation of congestion charging in Stockholm through all those four mechanisms. 相似文献

While distributive aspects have been a topic of discussion in relation to cost–benefit analysis (CBA), little systematic thought
has been given in the CBA literature to the focus of such an equity analysis in evaluating transport projects. The goal of
the paper is to provide an overview of the various directions an equity analysis, carried out within the context of a social
cost–benefit analysis, could take. The paper starts from the widely-shared definition of distributive justice: the morally
proper distribution of goods and bads over members of society. Following this definition, carrying out an equity analysis
requires that decisions are made about: (1) the benefits and costs that are distributed through a transport project; (2) the
members of society between whom benefits and costs are distributed; and (3) the distributive principle that determines whether
a particular distribution is fair. Much of the discussions about cost–benefit analysis and equity do not address these questions
in any systematic way. The paper aims to provide a framework. Three sets of benefits and costs are identified as a possible
focus of an equity analysis: (1) net benefits; (2) mobility-enhancing benefits; and (3) individual benefits and costs. For
each set, a discussion follows regarding the way in which members of societies could be divided into meaningful groups, as
well as the possible yardstick for judging whether a certain distribution is fair. While the paper acknowledges that the choice
between the three sets is ultimately a political decision, it ends with a set of arguments that suggest that the equity analysis
of transport projects should focus first and foremost on the mobility-enhancing benefits generated by such projects. 相似文献

This paper examines the current application of transport appraisal in the UK, in particular exploring the partiality of cost–benefit analysis (CBA) within the wider multi-criteria analysis (MCA) process. It argues that applying a quantitative assessment of the varied impacts of complex transport projects can only be partial within the CBA. Analysis can overlook social, human life, environmental and built environment impacts, and projects can be inconsistent with the planning strategy for an area. The application of CBA is critically reviewed using two case studies: the proposed upgrade of the South Fylde railway line and the Heysham-M6 Link Road, both from North West England. A participatory MCA process is suggested to help improve the process of transport appraisal, as part of an improved public debate on transport investment priorities. 相似文献

The paper undertakes a cost‐benefit analysis of a disinvestment using readily available data and demonstrates that a relatively straightforward yet systematic approach can provide useful input to the decision‐making process. Despite various assumptions necessitated by the analysis, it is argued that the net benefits of the railway line retention are unlikely to be significantly sensitive to their variation within feasible limits. Vehicle electrification is a promising approach towards attaining green transportation. However, the absence of charging stations limits the penetration of electric vehicles. Current approaches for optimizing the locations of charging stations suffer from challenges associated with spatial–temporal dynamic travel demands and the lengthy period required for the charging process. The present article uses the electric taxi (ET) as an example to develop a spatial–temporal demand coverage approach for optimizing the placement of ET charging stations in the space–time context. To this end, public taxi demands with spatial and temporal attributes are extracted from massive taxi GPS data. The cyclical interactions between taxi demands, ETs, and charging stations are modeled with a spatial–temporal path tool. A location model is developed to maximize the level of ET service on the road network and the level of charging service at the stations under spatial and temporal constraints such as the ET range, the charging time, and the capacity of charging stations. The reduced carbon emission generated by used ETs with located charging stations is also evaluated. An experiment conducted in Shenzhen, China demonstrates that the proposed approach not only exhibits good performance in determining ET charging station locations by considering temporal attributes, but also achieves a high quality trade-off between the levels of ET service and charging service. This paper deals with the question of whether the capability of car drivers to estimate the cost of a new hypothetical, highly differentiated congestion charge influences their decision to change travel behaviour. The analysis makes use of an integrated choice and latent variable model (ICLV) which merges classic choice models with the structural equation approach (SEM) for latent variables. This hybrid model improves the explanatory power considerably compared with a conventional discrete choice model. The results suggest that charge complexity decreases the resistance in considering behavioural changes. Car drivers tend to avoid a travel option where the price is not known beforehand, a phenomenon known as ambiguity avoidance. 相似文献

Since 2000 it has been formally required in the Netherlands to evaluate major infrastructure projects according to a standard manual. Here the focus is on its application to the Zuider Zee line, a possible rail link to run from the west to the north of the country, starting at Schiphol Airport and ending at the northern towns in the province of Groningen. We put a major emphasis on environmental impacts of the line, including the methods used to estimate impacts and the results. Ways to improve current practice are discussed. A major advantage has been that the environment has been put on the research and policy agenda at an early stage, although insights into the effects of rail infrastructure on the landscape and nature are limited. 相似文献

This paper assesses the economic justification for the selection of priority projects defined under the auspices of the Trans-European transport network. Three different transport models are used to analyse the costs and benefits associated with the current list of 30 priority projects. Most of these projects fail the cost-benefit test and few of the economically justifiable projects would need European subsidies to ensure their viability. Two remedies are proposed to minimise the inefficiencies surrounding project selection. The first remedy would oblige each member state or group of states to perform a cost-benefit analysis, followed by peer review and ensure that the results were published publicly prior to the ranking of federally funded priority projects. The second remedy would require federal funding to be made available only for projects with important spillovers to other countries in order to avoid pork barrel political behaviour. 相似文献

Transportation specialists, urban planners, and public health officials have been steadfast in encouraging active modes of
transportation over the past decades. Conventional thinking, however, suggests that providing infrastructure for cycling and
walking in the form of off-street trails is critically important. An outstanding question in the literature is how one’s travel
is affected by the use of such facilities and specifically, the role of distance to the trail in using such facilities. This
research describes a highly detailed analysis of use along an off-street facility in Minneapolis, Minnesota, USA. The core
questions addressed in this investigation aim to understand relationships between: (1) the propensity of using the trail based
on distance from the trip origin and destination, and (2) how far out of their way trail users travel for the benefit of using
the trail and explanatory factors for doing so. The data used in the analysis for this research was collected as a human intercept
survey along a section of an off-street facility. The analysis demonstrates that a cogent distance decay pattern exists and
that the decay function varies by trip purpose. Furthermore, we find that bicyclists travel, on average, 67% longer in order
to include the trail facility on their route. The paper concludes by explaining how the distance decay and shortest path versus
taken path analysis can aid in the planning and analysis of new trail systems.

Starting from January 2008 Milan implemented a charging scheme to enter an 8 km 2 area of the city centre. The term used to denote the scheme is Ecopass, conveying the stated political objective of the scheme: a pass to improve the quality of the urban environment (ECO). The charge depends on the Euro emission standard of the vehicle. The paper illustrates the main features and impacts of the Milan Ecopass scheme, and presents a preliminary cost–benefit analysis. The scheme has been effective in curbing not only pollution emissions, but also congestion, and the result has been achieved with low implementation costs and without major political opposition. The cost–benefits analysis presents an overall net benefit. The identification of the winners and losers of the policy is conditioned by penalty payments. Without including the penalties, the surface public transport users and the society at large are the main winners, whereas car and especially freight vehicle users are net losers. 相似文献

Electric travelling appears to dominate the transport sector in the near future due to the needed transition from internal combustion vehicles (ICV) towards Electric Vehicles (EV) to tackle urban pollution. Given this trend, investigation of the EV drivers’ travel behaviour is of great importance to stakeholders including planners and policymakers, for example in order to locate charging stations. This research explores the Battery Electric Vehicle (BEV) drivers route choice and charging preferences through a Stated Preference (SP) survey. Collecting data from 505 EV drivers in the Netherlands, we report the results of estimating a Mixed Logit (ML) model for those choices. Respondents were requested to choose a route among six alternatives: freeways, arterial ways, and local streets with and without fast charging. Our findings suggest that the classic route attributes (travel time and travel cost), vehicle-related variables (state-of-charge at the origin and destination) and charging characteristics (availability of a slow charging point at the destination, fast charging duration, waiting time in the queue of a fast-charging station) can influence the BEV drivers route choice and charging behaviour significantly. When the state-of-charge (SOC) at the origin is high and a slow charger at the destination is available, routes without fast charging are likely to be preferred. Moreover, local streets (associated with slow speeds and less energy consumption) could be preferred if the SOC at the destination is expected to be low while arterial ways might be selected when a driver must recharge his/her car during the trip via fast charging. 相似文献

The paper develops a simulation–optimization model that determines where to locate electric vehicle chargers to maximize their use by privately owned electric vehicles. Applying this model to the central-Ohio region, we demonstrate that a combination of level-one and -two chargers is preferable to level-two chargers only. We further explore interactions between the optimization criterion used and the budget available. We finally show that although the optimal location is sensitive to the specific optimization criterion considered, overall service levels are less sensitive to the optimization strategy. 相似文献

Macroscopic fundamental diagram (MFD) describes the macro relationship between a network vehicle density and a network space mean flow, without requiring the mastery of complex origin to destination data. Thus, MFD provides an opportunity for the macro control of urban road network. However, most of the existing MFD control methods ignore the active role of traffic guidance in solving congestion problems. This study presents a traffic guidance–perimeter control coupled (TGPCC) method to improve the performance of macroscopic traffic networks. The method considers the optimal cumulative volume of a network as the goal and establishes a programming function according to the network equilibrium rule of traffic flow amongst multiple MFD sub-regions, which regards the minimum delay of network, as the objective. The Logit model for the compliance rate of driver route guidance is established by the stated preference survey. Moreover, the perimeter control (PC) method is proposed for adjusting the phase split of intersections. Finally, three schemes, namely, the TGPCC, PC and the method without PC and guidance are tested on a network with four well-defined MFD sub-regions. Results show that the TGPCC addresses the issue of congestion and decreases the total delay accordingly. 相似文献

This study explores the relationships between adoption and consideration of three travel-related strategy bundles (travel
maintaining/increasing, travel reducing, and major location/lifestyle change), linking them to a variety of explanatory variables.
The data for this study are the responses to a fourteen-page survey returned by nearly 1,300 commuting workers living in three
distinct San Francisco Bay area neighborhoods in May 1998. We first identified patterns of adoption and consideration among
the bundles, using pairwise correlation tests. The test results indicate that those who have adopted coping strategies continue
to seek for improvements across the spectrum of generalized cost, but perhaps most often repeating the consideration of a
previously-adopted bundle. Furthermore, we developed a multivariate probit model for individuals’ simultaneous consideration
of the three bundles. It is found that in addition to the previous adoption of the bundles, qualitative and quantitative Mobility-related
variables, Travel Attitudes, Personality, Lifestyle, Travel Liking, and Sociodemographics significantly affect individual
consideration of the strategy bundles. Overall, the results of this study give policy makers and planners insight into understanding
the dynamic nature of individuals’ responses to travel-related strategies, as well as differences between the responses to
congestion that are assumed by policy makers and those that are actually adopted by individuals.

This paper analyzes the effect of access and egress time to transport terminals over the spatial competiveness of the high-speed train (HST) in the Madrid–Barcelona (Spain) corridor, one of the densest airline domestic markets in the world. Applying spatial data from 2010 provided by a geographical information system (GIS) to a mode choice model estimated with sample travelers in this corridor, the present study examines whether and how the level-of-service of transport terminals spatially affects the competitiveness or modal distribution of HST and air transport in the provinces of Madrid and Barcelona; and, in particular, the degree of competitiveness that can be accrued by the access time provided by private car and transit in different market segments, especially mandatory and leisure trips. In a number of urban zones near train stations and airports, terminal accessibility clearly favors one transport mode in comparison to the other. Improving terminal accessibility via private car or public transit not only affects the relative access to terminals, but also represents a key strategy for readjusting the market shares of the competing modes in the corridor. 相似文献

This paper examines the factors affecting changes in transit ridership in Portland, Oregon, during the period 1971 through 1982. A time-series methodology is used to investigate the effects of service level, travel costs, and market size at the system, sector, and route levels. Transfer function and multiple time-series models are compared. Intervention analysis is used to determine the impact of 81 service-level changes and 5 fare changes. Battery electric vehicles (BEVs) promise to contribute to the achievement of a more sustainable transport system. In order to estimate energetic efficiency potentials while taking into account operating conditions, insights on the factors of energy use are required. The driving pattern, i.e. the characteristics of the driving profile, is expected to affect the vehicles’ energy use to a great extent. This paper investigates whether the driving pattern parameters that have proved to be relevant for the fuel consumption of ICVs also apply to BEVs. In consequence, we analyse correlations between driving pattern factors and the specific energy use of BEVs. In order to record driving and energy data, four commercially used battery electric minicars were equipped with tracking devices. The resulting dataset contains 42 vehicle months. The driving pattern is described in 45 parameters that are calculated for segments of the logged driving profiles. Exploratory factor analysis is applied to reduce the large number of parameters into a smaller number of independent factors. Six independent driving pattern factors are identified. Suitable correlation coefficients are calculated to check for dependencies with energy use. The most significant correlations were found for the intensity of acceleration/deceleration, as well as for the oscillation factor. Our results could be used to inform further studies where driving pattern factors for ICVs and BEVs are directly compared. Also, results can be used to develop specific driving school training programs to learn to drive BEVs in an energy efficient manner. 相似文献
